IMPAHL, Feb 10: Chandel, Feb 10: The six-day long 29th sports meet, 2012 organised by Sulam Area Sporting Association, Chandel was opened on February 7 by former president of ANTA, TS Warngam. During his address, Warngam urged the youths of Sulam to foster mutual understanding, peace and harmony though such sports meet. The meet is being participated by players from 25 clubs in the area. The disciplines which will be competed are long jump, high jump, football, volleyball etc. The inaugural function was participated by SK Sito Lamkang, president LNKR as guest of honour and Angningwar Moyon as president.

Education once regarded as `sacred` has become a `commodity` in today`™s highly commercialized world. Many private firms take keen interests in establishing educational institutions not to enlighten the society but for profits. At the beginning of every new academic session, media houses are wadded with advertisements of numerous institutions featuring their buildings, classrooms, laboratories and so on to lure the students. The outcome of such commercials is abnormal hike in admission and monthly tuition fees.

As far as Manipur is concerned, people have almost lost faith in the government schools. Even those government schools which once pioneered education in the state are now on sharp decline. The government schools are almost defunct though crores of rupees are being spent for the implementation of schemes like SSA and RMSA. In such a scenario, students irrespective of their financial backgrounds are being enrolled in private schools spread all over the entire state. The performance of these private schools is quite commendable as it is evident from the results of Board examinations. However, there seems to be a division amongst students on the basis of school fees. Some private schools charge much higher school fees on the ground that they have well-developed infrastructures. This non-uniform fee structure in private schools has been a factor for discrimination amongst students.

The recent decision of AMSU with regard to maintaining uniform fee structure for all private schools in the state must be welcomed by all. This will help in ushering into a new era of education. Students would not mind the differences whether they study in schools with good infrastructures or not. After all sincerity and efficiency of teachers drive the schools forward and not simply because of the infrastructures. In one way, uniform fee structure will give equal opportunities to students to have quality education without any discrimination. The students`™ bodies along with the association of private schools should try to implement the proposed fee structure as early as possible.

Here, the government should also encourage the private schools by providing grant-in-aid and other assistances for development of the schools. The education department has wasted enough in the government schools and there is still no sign of revival. The state government should also take the initiative to fix uniform fee structure for the private schools in the state. The education department should not remain as a silent spectator in such crucial matters. The students`™ bodies are indeed the `beacon` of the society. They have done so much beyond their capacities just to bring up the society in so many aspects. Uniform fee structure is a revolutionary step towards ending the differences amongst students. Moreover, this will also be a good lesson to the businessmen who are trying to convert schools into profitable commercial institutions.

The time has come for the general public to realize the reality of the present society. People should be thankful to the almighty that there are still some persons to guide them to the right path. The society has been totally spoilt by the men in power. The future of youths in this state is blurred. The state authorities could not even conduct the civil services examination fairly. It is the students`™ bodies of the state who have raised voices against the corrupt government officials. The people of the state might have been easily misguided if they were no such watchdogs in the society. The future of the state lies in the future of the students. All students must be treated equally and they must be given equal opportunities. Uniform fee structure will somehow remove `division` amongst students. Whether rich or poor, students will get the same opportunity to study in any of the private schools of the state. Discrimination and division will be ultimately be shed off once this policy of uniform fee structure for private schools is implemented in the state.

New Delhi, Feb 9: In a significant development, the Board of Directors of Dr. B. Borooah Cancer Institute (BBCI), Guwahati under the Chairmanship of Minister for Development of North Eastern Region ( DoNER), Sri Paban Singh Ghatowar finalized a five year revitalization plan in New Delhi on 30th January, 2012. The funding is expected at a total cost of Rs. 197 crores, the majority of which will be through North Eastern Council (NEC) of Ministry of DoNER and the rest through Department of Atomic Energy (DAE), Government of India and Government of Assam. Shri Paban Singh Ghatowar underlined the need to bring it at par with international standards to meet the future needs of the patients. The 4th Tripartite Agreement involving NEC, DAE and the Government of Assam was signed by Sri Paban Singh Ghatowar as Chairman of NEC. Sri P. P. Varma, the Additional Chief Secretary, Health and Family Welfare Department, signed the agreement on behalf of the Government of Assam. During this period a PET CT Scan Machine, Radiation Medicine Centre, Bone Marrow Transplantation Unit, Second CT Simulator Machine, Micro-Vascular Surgery facilities will be introduced. The second unit of 100 bedded Guest House for patients will be constructed for the benefit of patients coming from the distant places of the North-Eastern Region. Additional Quarters for Grade – III Employees and Nurses and Deluxe Paying Cabin will be constructed to further augment the infrastructure facilities.
The DoNER Minister emphasized on prevention and early detection of cancer through public education and liberal distribution of Information, Education and
Communication materials through Gram Panchayat. The Secretary, Ministry of DoNER on behalf of the all the members of the Board, complimented the Director BBCI and the team for timely execution of the project and which helped the institute to treat 5022 cancer patients and examined 50400 patients in 2011.
The Board appreciated the role of Indian Council of Medical Research and Department Bio-Technology, Union Ministry of Science of Technology for releasing grants-in-aid to BBCI for various research projects.

Surviving victims are battling for survival at the SCB Medical College and Hospital in Cuttack .
State Chief Minister Naveen Patnaik has ordered a judicial inquiry into the incident. A retired high court judge will conduct the probe, Orissa Chief Secretary B K Patnaik said.
Those affected by the hooch disaster would be provided free treatment,Patnaik said.

The Election Commission has censured Union Law and Justice Minister Salman Khurshid for his remarks on sub-quota for minorities, and said he violated the election code of conduct. According to the Election Commission, Khurshid violated the model code of conduct by making promise of nine percent sub-quota for minorities and that it expects him not to repeat such violations.
The poll panel said that being the Law Minister of the country, Khurshid should have been more careful and set an example for others. The Election Commission had earlier issued notice to Khurshid on a complaint by the Bharatiya Janata Party (BJP) that he violated the model code of conduct by announcing nine percent sub-quota for Muslims if the party was voted to power in Uttar Pradesh. Khurshid, however, later told the Election Commission that his remarks promising job quota for minorities was made as a Congress leader and not as a Union law minister or minorities minister.

New Delhi, Feb 9: The Prime Minister has directed that the Dedicated Freight Corridor Project costing nearly one lakh crore rupees should be given the highest priority by Central Ministries and urged the State Governments to also do so. The project will connect a land mass over 3300 kilometers in the country and could prove to be a backbone of India’s economic transport facility. The Western corridor from Dadri in Uttar Pradesh to Jawaharlal Nehru Port Trust near Mumbai will be
1499 kilometers and will connect Haryana, Rajasthan, Gujarat and Maharashtra with an exclusive high speed railway track. The Eastern Dedicated Freight
Corridor from Ludhiana to Dankuni will be 1839 kilometer long and will connect Punjab, Uttar Pradesh, Bihar and West Bengal. A major part of Western
corridor will be funded with Japanese assistance and nearly two third of the Eastern corridor will be built with World Bank assistance. The Sonnagar- Dankuni section will be executed on PPP mode. Indian Railways is also investing a substantial amount in the Project.
In a meeting held in the Prime Minister’s Office, the Chief Secretaries and the representatives of the States assured the full cooperation of their state governments in taking forward this important project.
It was decided that Monitoring Committees will be constituted by the State Governments to resolve the issues relating to the Dedicated Freight Corridor project especially land-acquisition in an expeditious manner. The representatives of the nodal authority
Dedicated Freight Corridor Cooperation India Limited (DFCCIL) will be overseeing progress of work with the targeted project completion date being March 2017.
The DFCCIL has said that 67% of the land-acquisition has been completed through the Railway Amendment Act 2008 and as of now the project by and large is
on target. The Prime Minister’s Office will be closely monitoring progress of the project so that necessary action is taken in a time-bound manner.

Discovering the movement of UG cadre in Khongjom Maning Leikai, troops of 15 Assam Rifles and 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched joint operation in the area and apprehended one UNLF cadre on 08 Jan 2012. The apprehendee was identified as No 2145, SS Pvt Mutum Romesh Singh alias Khunthiba, 25yrs, s/o Mr Dhanonjoy, r/o Khongjom Maning Leikai.
On getting specific information regarding presence of three UPPK cadres troops of 43 Assam Rifles of the Red Shield Division apprehended two UPPK cadres and one lady OGW of UPPK from Kangpokpi. They were identified as SS 2 Lt Maibam Ratan, SS Rect Offr Angom Ingobi Singh and Nengneikim Khongsai . One 9mm Pistol was found in their possession. They were handed over to Police Station Sekmai.
In another operation troops of 25 Assam Rifles of the Division apprehended one cadre of Hill Tiger Force (HTF) from Muolhoi village, lower Haflong. The cadre was identified as John Gabriel, s/o Lalngithang Infimate, r/o lower Muolhoi, Haflong of Dima Hasao district of Assam. The individual was involved in a bomb blast in January this year. He was handed over to Police Station, Haflong.

Imphal, Feb 9: Women Action for Development (WAD) condemned the increasing human rights violation in the state. In a statement WAD said, “Despite of all efforts from various civil societies and NGOs, human rights violation are still on rise. Almost everyday or the alternate day, the killings of innocent people are reported in the state. Over and above, nos. of widows and orphans are increasing day by day in an alarming rate.
It may also be recalled that in the year 2011 there were a number of occurrences of Bomb Blast in Manipur in which 7 innocent people lost their life and many people were injured. During the months of Jan and Feb. 2012, 13 people were killed in encounter by the armed force (both state and non-state actors) which was claimed by JACs as fake encounter. Besides 8 people were also killed in blast related incidents in connection with the 10th assembly election held on 28th of January this year.
However no, culprits were reported to have been brought to justice. The Government’s efforts to tackle such crimes to date have not worked in ways that had been expected in spite of numerous legislations that are framed by the state itself.
Besides, concrete measures and policy of the government to protect the lives of innocents from crimes and injustice are not visible. If such heinous crimes are not barricaded timely from its continuing pace, the prospect of our future generation will be fainted. It is also our firm believes that to shun such crimes and violence, the responsibilities of the state is of utmost importance. Keeping in view of the increasing crime against humanity we would like to appeal to all the concern stakeholders, civil societies, NGOS to response collectively the human rights violation in the state. WAD further appeals to all the state and non state actors to stop killings of innocent people.
We would also like to ask the State to intervene such serious crime and further demands the following from the concern authorities:
Ensure “RIGHT TO LIFE” , ensure proliferation of small arms and respect rule of law.”

Imphal, Feb 9 NNN: Another controversy emerged on Thursday of setting the same question paper of the earlier examination for the Manipur Civil Service Combined Competitive (Main) Examination 2012 conducted by Manipur Public Service Commission (MPSC), with the Democratic Students’ Alliance of Manipur (DESAM) accused the authority of being corrupt in conducting the most competitive and responsible examination of the State
.This time English literature paper-I question for the MCS combined competitive examination, conducted by MPSC was made a copy of the same question from the same competitive exam of the year 2005, DESAM president LC Santosh told the media at the former’s office here.
The exam was conducted only in the interest of a handful of people including the members, secretary, chairman and exam controller of the commission and not in the interest of the public, Santosh alleged.
The prelim exam of the MPSC exam 2012 was also found with at least seven wrong questions copying out from the Internet and some others with unrelated topics, Santosh said.
He said the DESAM has already banned the said prelim exam and any individual who has appeared in the competitive exam would be helped by the student body to fight in the law court against the authority for negligence and added that DESAM would urge the concerned authority to ensure smooth conduct of this exam with proper responsibility in the future.
The Manipur Civil Service Combined Competitive Exam was held on February 6 amidst various controversies involving complaints of misleading answer keys.
As many as 713 candidates registered for the competitive exam, of which 61 candidates failed to turn up for the exam.
The Preliminary Examination for the combined competitive exam was conducted on September 11, 2011 and the results for the same were declared September 24 the same year.
