Imphal, Jan 23 NNN : Militant outfit Zeliangrong United Front (ZUF) on Monday said the outfit is in no way involved in election matter of India or Manipur and blamed the State police chief of attempting to tarnish its image. Sharply reacting to the news report published on 22 January in one of the local dailies of the State wherein the GOC 57 Mountain Division, Major General Benoy Poonem was said to have requested by DGP Y Baral to open some extra Army posts in the areas where ZUF operates in order to refrain the outfit from indulging in subversive activities in the coming general elections , ZUF in a statement made available to Newmai News Network on Monday said that the State police chief was attempting to tarnish its image by making such statement against it.
In the news report, the DGP also indicated that ZUF might try to interfere in the election process and even activities like extortion, kidnapping of candidates and supporters and attacks on security forces might carry out by the militant group.
The outfit has been working to defend the people and guard them against those people who are trying to clutch power and that the militant front was formed to protect the people and their land to finding justice against all forms of discrimination, ZUF added.It said ZUF is not against India, the Kukis, the Nagas or Manipuris, but it is struggling for bringing peace in the region.

Dimapur, Jan 23 NNN : The NSCN-IM has announced today to impose a 36-hour bandh in ‘Naga areas’ to express its resentment over the move of the government of India ‘for the violation of human rights’ by preventing the outfit’s leaders Isak Chisi Swu and Thuingaleng Muivah from visiting Zunheboto few days ago.
Ministry of information and publicity’ (MIP) of the NSCN-IM said the bandh will begin from 6 am of January 25 and ends on 6 pm of January 26 in all the ‘Naga areas’.
“It is to inform that for the deliberate violation of ceasefire ground rules by the government of India and for the violation of human rights by disallowing the collective leadership from going to Zunheboto and deployment of security forces around the designated camp at Hebron without any provocation and placing unacceptable terms and conditions for the collective leadership to accept the NSCN/GPRN shall declare bandh for 36 hours beginning from 6 am 25th to 6pm of 26th January, 2012.
All public institutions including education and commercial establishments are included. Hospitals and pharmacies are however to be exempted.The public are therefore requested to extent full co-operation,” the NSCN-IM said.
The Assam Rifles had asked Muivah and Swu not to go ahead with their visit to Zunheboto without obtaining a permission from the Ministry of Home Affairs. At around 3 pm the Ministry of Home Affairs had reportedly allowed Muivah and Isak Swu to visit Zunheboto but with certain conditions.
One condition of the Ministry of Home Affairs (MHA) for the NSCN-IM leaders’s tour to Zunheboto is that Muivah and Swu will travel without weapons. The second condition o the MHA to the NSCN-IM leaders is that personal security guards shall not carry weapons even in concealed manner. The third condition has been that the number of vehicles not to exceed twenty and the NSCN-IM leaders will not hold any public meeting or press conference.

Imphal, Jan 23: Today, the Gauhati High Court, Imphal Bench has issued a Notice of Motion against the Respondents, which is made returnable on 14th February 2012, in connection with a Writ Petition filed by three RTI activists from Top Dusara Mayai Leikai, Imphal East District for misappropriation of fund released exclusively under Twelve Finance Commission Award, Thirteen Finance Commission Award and State Finance Commission Award for taking up developmental programmes such as construction of crematoriums, community halls, construction/renovation of public ponds, market shed, improvement of public toilet etc. in and around Top Dusara Gram Panchayat area.
The Gauhati High Court, Imphal Bench headed by Mr. Justice Tayenjam Nandakumar Singh has issued the notice of motion
following a Writ Petition jointly filed by Keisham Ongbi Ibeton Devi, Smt. Langoljam Ongbi Romita Devi, Keisham Ongbi Prabha Devi and Laikhuram Ongbi Nirmala Devi of Top Dusara Mayai Leikai, Imphal East District.
Meihoubam Rakesh, Advocate appeared for the Petitioner and he contended that on 26th May 2011, the State Public Information Officer (SPIO)/Block Development Officer, Imphal East – II CD Block, Manipur has provided certain information regarding the work programmes taken up under the awards of Twelve Finance Commission Award, Thirteen Finance Commissions and State Finance Commission Award in response to the application filed by one of the Petitioners under the Right to Information Act, 2005.
The said information reveals that various work programmes meant for rural development of Top Dusara Gram Panchayat are not actually implemented/ executed after withdrawal the funds released for the purpose by the functionaries of Top Dusara Gram Panchayat.
Thereafter, the Petitioners have conducted a fact finding inspection/survey by visiting the spots where the development programmes are said to have been taken up.
During their survey/inspection they found various shortcomings and complete failure on the part of the Panchayat to execute the work.
And as such the Petitioners have approached the authority of the Panchayat to rectify their defects and shortcomings so as to have effective implementation of the developmental programmes. But the Panchayat’s authority refused to listen to the proposal made by the Petitioners. Having no other alternatives, the Petitioners have submitted a representation dated 14th September 2011 addressed to the Principal secretary/Commissioner, Rural Development and Panchayati Raj, Government of Manipur on the basis of the findings of their inspection/survey.
This time also the authority concerned failed to dispose of the said representation without assigning any reason.
It is also contended that any action or order of any statutory or public authority bereft of reasoning would be arbitrary, unfair and unjust violating article 14 of the Constitution of India. Hence, non disposal of the Petitioners’ representation by the public authority is a positive act of omission, an arbitrary, unfair and unjustified decision of the public authority, not to dispose of or not to make a reply, thereby frustrating the Petitioners’ fundamental right enshrined under article 14 of the Constitution of India.
The Respondents listed in the petition include (1) the State of Manipur through Principal Secretary/Commissioner (RD&PR) to the Government of Manipur, (2) the Executive Director, District Rural Development Agency, Imphal East District, (3) the Block Development Officer, Imphal East- II CD Block and (4) the Top Dusara Gram Panchayat, Imphal East-11 CD Block, Imphal East District, Manipur.
The present Writ Petition is being filed at the active initiative of Human Rights Law Network (Manipur).

Elected representatives are accessible and there is always time available for people to meet them. RTI has come handy for the people to know what the executive is doing. It is good but many had to face wrath of unknown persons for filing RTI exposing criminal and executive nexus in our state. There should be room for people to reach out to the officials. Each and every office is barricaded and visitors are not treated well. There should be a proper redressal system . If officials can not meet the people then officials should give official email so that people can inform them about any problem. Complaints loded at the various sites of the central government are attended to but state officials never reply to any of the letter given to them. This has made people distance away from the system. The system exists for the people, they are supposed to serve the people not their masters. The steps taken up at West Bengal is welcome. With an aim to swiftly resolve the problems of the villagers, West Bengal administration recently set up a system called ‘Samadhan’ for redressal of public grievances in Maoist-hit Purulia District.District Magistrate of Purulia, Avanindra Singh, said that this system has been set-up to improve service delivery and to build a cordial relationship between the government and the common man.”Basically, Samadhan is an ICT, which uses informatics for redressal of public grievances , enabled very simple and accessible system, where any person of my district can approach district administration to get grievance resolved and redressed. This is very cheap because it requires only one phone call and there is accountability in the system, nobody can avoid his responsibility because everything is recorded and accounted for. And at the same time, it is basically a tool in the hands of the district administration, especially District magistrate to monitor the performance of public grievance redressal of each and every department,” said Singh.Singh said that a person has to merely dial the helpline number and the details of the complainant and complaint will be noted down and recorded simultaneously and the problem would be addressed at the earliest.Singh further said that the introduction of the system enabled them to be directly in contact with the people.”At the same time, this is helping us in formulation of the scheme, where our political representation is not sufficient or that area is not being properly represented by the political representatives, so public is directly ringing us for demanding different public amenities like good roads or there is only single drinking water source, they are demanding to provide more sources or doctors are not attending the villagers. Such feedbacks we are getting directly from the public and we are getting it verified through our block development officer and we are intervening directly in the problems of those backward or say neglected geographical areas,” said Singh.He further said that after the introduction of the new system, there was a surge in the rise of complaints received by the administration as compared to what they used to receive by post.
