IMPHAL July 6: In a press conference held at the office building of UCM at Lamphel this evening, UCm president, Y. Dilip expressed strong reaction and condemned the purported insinuation of inflicting fear and threat to the communal harmony in the state by the so called Naga Crusaders.

It has been reported that early this morning, taking advantage of the darkness, several leaflets with strong streaks of communal hatred without any credible official appearance issued by the so called Naga crusaders were slipped into small openings of several shops and residents around the vicinity of North AOC in Imphal.

Further, it was said that no one had any clue behind the alleged early morning actions. It may be mention that several Naga civil societies and organizations including armed militant outfits had rejected the so called Naga Crusaders and subjected it as a ploy by some vested interest to derail the ongoing Naga peace talk.

During the press conference president of UCM Y.Dilip termed today’s incident at North AOC as one of the hidden agendas to disintegrate and instigate communal uproar in the state by the central government.

Appealing the public to disdain any untoward activities that can lead to communal clash in the state, he said that the people should be cautious from any such rumours allegedly perpetrated by some vested interest individuals or organizations with the intention to sabotage the very peaceful co-existence among different communities living in the state.

Further, he demanded the state government to institute an investigating team to find out those involved with the so called Naga Crusaders and bring them to book.

He added that the government should put their best effort to refrain such threat from external forces from recurring in the future.

The UCM also submitted an ultimatum to the Chief Minister today pressing the government to take necessary precautionary measures for maintaining peace and normalcy in the state and to inform about the threat to the union minister of home affairs, government of India with immediate effect. The ultimatum further demanded that the state government should intimidate its decisions to the public within July 8 for taking necessary precautionary measures.

IMPHAL, July 6(Newmai News Network): A jawan of Indian Reserved Battalion (IRB) who abandoned his camp and made off with a huge cache of arms and ammunitions have been arrested by the Manipur police early today.

T Chinthianlal Paite, rifle no. 1305764, of Housa village of Bungmual in Churachandpur district of Manipur had abandoned his guard duty at Imphal Central Jail and made off with an AK 47 assault rifle, eleven AK magazines with 220 live rounds and five INSAS assault rifle magazines with 100 live rounds on the intervening night of June 23 and 24.

Acting on a tip-off, Imphal West police commandos conducted a raid at Leimakhong in Imphal West district and managed to arrest the IRB fugitive at around 4:30 am today.

There has not been report of any recovery of arms and ammunitions stolen by the jawan following his arrest as the police are tight lipped and refused to divulge the details of either the weapons still hidden by the arrested jawan or of the possibility of them being sold off to underground outfits.

IMPHAL July 6: Post the directive from the CJM, Imphal West to the officer in charge of Imphal West Police Station on July 5 urging the latter to take up investigation regarding the Visarev scam and to arrest 12 related agents, the state police have lodged a First Information Report yesterday.

According to the FIR number 395(7)11, the accused persons including Kumar Kom , N Victor,Sagolsem Robindro, M Romesh, K Basanta Meitei,H Tolen, Rk Jiranjit,O Rajesh,T Saratchandra,Laishram Kaoba and Yumnam Nganthoi will be liable to be arrested under section 406/417/420/120-B/34 of the Indian Penal Code which includes criminal breach of trust, cheating, conspiracy with common intent. If convicted the accused persons may serve time in jail.

Police sources said that the matter will be investigated thoroughly and all efforts will be made to bring the conspirators of the scam to justice.

It may be mentioned that most of the accused persons are currently in hiding in other states, but one Kesab Kanti Sharma who is also a main leader of the Visarev scam has been arrested by police and undergoing trail at Guwahati presently.

Kesab is also charged in the FIR made by N Premananda and his case may also be heard in the state, the source added.

IMPHAL July 6: A statement of the NSCN (K) signed by its MIP, Secretary, has clarified that a ceasefire was signed in between NSCN(K) or National Socialist Council of Nagaland (Khaplang) and the GOI and definitely not with the NSCN (Kitovi) or for that reason not even NSCN(Khole) and the ceasefire continues to be there as it was before with the NSCN(K).

It has stated that If Kitovi feels that, chairman S.S.Khaplang is a Burmese than, he must be an Indian. Therefore, a ceasefire between an Indian Kitovi and his own Indian brothers does not arise. There is no question of any ceasefire among them when they share everything in common, it maintained.

Kitovi is a pawn in the hands of some Indian agencies and is doing everything on the directives of those forces who are bent to weakened the sacred Naga national cause and to bring division among the Naga family and for that matter Kitovi has also roped in Khole who was paid Rs.70 lakhs(Seventy lakhs ) at Minyaksu on Oct. 10, 2010 to speak his language, it asserted.

Khole who was among the most regarded Naga leader, had vowed not to step in the Naga soil on the Indian side until Nagas achieve full independence and he did so until as recently as 2009. But, he was slowly poisoned by Kitovi into today’s materialistic world. He was a general even during the undivided NSCN and was the most respected Naga Army general but, today Kitovi has reduced him to a general without an army, it further maintained.

It is unfortunate that Kitovi, who in his long career as an ato-kilonser never had any political wisdom for the Nagas, is today trying to cultivate divisions among the Naga family to please his godfather and his cheap propaganda clearly indicates that, Kitovi is another name for a burden to the Nagas, the statement ended.

IMPHAL, July 6: The Indian Powerlifting Federation has selected seven powerlifters from Manipur in the final conditioning coaching camp for taking part at the Asian Bench Press Powerlifting championship to be held at Taiwan.

The players selected for the final conditioning camp in the sub-junior category are N Gyaneshwor, Salam Premila and HA Chanu while in the junior category Hemingta Devi and N Sushila Devi have been selected. In the senior category, Kh Sayarani and K Roshida were selected.

In the meantime, the Eastern Iron Gym, Naharup Mayai Leikai, in a release has said N Gyaneshwor has been selected to represent India at the Asian Bench Press Powerlifting championship. It said Gyaneshwor lifted a total of 160kg in the trial held on June 4 at Nagpur thereby securing first position and earning a berth at the Asian championship. The Gymnasium, while expressing happiness over selection of Gyaneshwor, also pray for his success at the international meet.

HYDERABAD, July 6 (AP): Police arrested about 50 people, including three lawmakers, during protests Wednesday demanding the creation of a new state in Andhra Pradesh.

Shops and offices were shut and public transport was halted for a second day as statehood advocates pressed the government to act on their demand for a new state called Telengana be carved out of Andhra Pradesh.

Two state lawmakers and a member of Parliament were among those arrested during the demonstration in Hyderabad, the state capital, said A.K. Khan, a senior police official.

Police also fired several rounds of tear gas shells to disperse agitating students who pelted the police with stones at the city`s Osmania University, Khan said.

More than a dozen Parliament members and at least 80 state lawmakers in Andhra Pradesh have resigned in recent days to press the demands for creating the new state. The federal government says more consultations are needed before it decides.

Telengana supporters say the drought-prone northern area is underdeveloped and ignored by powerful politicians from southern Andhra Pradesh. Opposition to the split comes primarily because the proposed Telengana area would include the state capital, Hyderabad.

The Telengana demand has erupted sporadically since the 1950s, but protests gained strength in 2009 when veteran politician K. Chandrasekhara Rao began a hunger strike. After 11 days, Prime Minister Manmohan Singh`s government agreed to split the state. But little action has taken place since.

Several parts of India — the Bundelkhand region in the central state of Madhya Pradesh, Vidarbha in the western Maharashtra state and Gorkhaland in the eastern West Bengal state and the Northeastern region of the country— face similar statehood movements, but the government has not made any moves to create states there.

IMPHAL, July 5: Security forces have arrested three persons belonging to different UG groups from various parts of the state.

Imphal East Police Commandos today arrested one PREPAK (GS) cadre, identified as one Laikhuram Pritobrata alias Nanao alias Hotenao alias Lakpa, 26, s/o (late) L Samungou of Kongba Khaidem Leikai from Kongpal Bridge at 5:30 am.

According to a release of the SSP Imphal East, the arrested person disclosed that he was involved in  extrotion from the general public and also in hurling hand grenades and transportation of arms and ammunitions.

In another incident, Thoubal Police Commandos arrested one KYKL cadre from Ningel village on July 4 at 2:50 pm, identified as one Moirangthem Ningthembi Singh alias Ningthem alias Roshan, 32, s/o Moirangthem Shyamkanhai Singh of Ningel Maning Leikai.

One 9mm pistol along with magazine containing two live rounds were recovered from his possession, informed a release of SP Thoubal.

43 Assam Rifles apprehended one KRF cadre, identified as one s/s sergeant major T Dinten Doungel, 25, s/o Paolen Doungel, r/o Saparmaina today in a joint operation with Imphal west police commandos.

One revolver with incriminating documents were recovered from the possession of the apprehendee, said a release of PRO PIB (Defence Wing).

As per the official order, the additional post of GAD is added to that of the state chief secretary DS Poonia who is also holding posts of secretary to government (Planning, IT, cabinet & confidential) Pr. Resident Commissioner Manipur Bhavan, New Delhi.

It is also further mentioned that commissioner (MOBC/MI/DE) JC Ramthanga will hold the additional post of commissioner horticulture & soil conservation and Member secretary (EBADA & BRVDB) while Y Jugindro Singh, IAS, secretary Manipur Public Service Commission has been transferred as commissioner CADA.

IMPHAL, July 5: One person was stabbed to death by his companion today at New Checkon Maring Lane, Imphal East.

The deceased person has been identified as one Nachomi Chiro, 41, s/o Puei of Chongdan Village of Kasom Khullen sub-division, Ukhrul district, now residing at Mantripukhri.

The incident happened today at around 3 pm when one of Nachomi’s companions stabbed him several times at a tea stall located at Maring Lane. He was immediately rushed to JNIMS, Porompat, but later succumbed to his injuries.

The owner of the tea stall, Ram Dayal stated that Nachomi and some seven of his companions had tea and snacks at his tea stall. After one of them paid the bill, he (owner) went outside for sometime. But when he returned to the stall, he saw Naochomi lying injured on the floor.

The police have recovered some documents of MGNREGS along with the knife used in the crime. However, the culprits have not been arrested so far.

According to a reliable source, the murder could have been related with MGNREGS. The SDO of Kasom Khullen sub-division is also reported resident at Maring Lane. 

The body of the deceased person has been kept at JNIMS mortuary for post-mortem examination.

IMPHAL July 6: Minister of Commerce and Industries, Y Irabot in a press meet held at the Khadi Village and Industries Board, Lamphelpat today clarified that the charges alleged against him by the vice chairperson of the Board A Sharat are unfounded.

The minister stated that under the PMEGP programme, there is a project for hosting six hoardings. He said that the hoardings have not been erected as of yet and the contract is done by someone from his constituency.

Refuting the allegation of favoritism by the minister in providing contract works to RK Khogen who has been alleged as a relative of the minister, he said that the contractors Rk Khogen and Rk Gokulchandra are not related with him nor has he done any favor for them. The charges of favoritism as alleged by the vice chairman are baseless, the minister maintained.

He will also entertain the resignation tendered by Sarat also, he stated.

It may be mentioned that vice chairman of KVIB, A Sharat was appointed by the minister himself and sanctioned proportionate powers relating to controlling of employees on behalf of the chairman and to sanction expenditure for workings of the office and other financial matters.

Meanwhile Sharat had alleged that the minister was propagating corruption and trying to misappropriate public money as one RK Khogen had submitted a fraud bill in relation to the flagship program of the PMEGP. As per agreement six hoardings had to be displayed whereas only three were displayed, and Sarat had disapproved the bill and submitted a resignation letter.

IMPHAL, July 5: All Manipur Powerlifting Association has selected altogether nine powerlifters to represent Manipur in the upcoming senior national powerlifting championship to be held from August 22 at Bhillai, Chattisgarh.
A release of the AMPA said powerlifters are selected based on their performance during the trial cum selection held on July 3 and four officials who are to lead the Manipur team have also been named.

The selected powerlifters in the men section are S Deepak Singh (83kg), Md Aman Khan (74kg) and N Gyaneshwor Singh (93kg).

Powerlifters selected in the women’s section are Th Bidyarani Devi (47kg), N Sweety Devi (52kg), A Anita Devi (57kg), K Moheshwori Devi (57kg), th Leima Chanu (63kg) and Sayarani Begum (72kg).

The officials named for the championship are L Bikram as manager, P Robindro Singh as coach and Ng Thoiba and N Brajamani Singh as referee.

IMPHAL July 5: The B.Sc. Nursing college under the RIMS authority which was started a year and half ago could not conduct its 1st year examination owing to some inevitable circumstances faced by the institute said the director of RIMS, S. Sekharjit Singh while responding to a group of media persons at the sideline of a function held at mini auditorium of Gynecology ward of RIMS in connection with departmental promotion of its staffs.

He elaborated that the 1st year examination will be conducted most probably within this month and said that the institute is in the process of recruiting regular teachers for the Nursing College.

Responding to a question about the agitation by the inmates of Nursing college hostel on the alleged lack of infrastructural and other demands recently, he said that the college has adequate infrastructural facilities including the hostel with efficient mess facility.

He added that the only problem in the college is the requirement of regularly appointed teachers.

Later, the director appealed the public for co-operation and requested to restrain from interfering into the administration of the college keeping in view the welfare of the students who had been admitted to the college.

During the meeting with the media persons he further said that presently, much improvement is needed at RIMS, the emergency and ICU facility needs to be strengthened.

He added that due to various deficiencies the institute is able to meet only 50% in providing medicines and other amenities free of cost to patients. He further said from the next few months a major renovation of RIMS is in the pipeline.

He added that the institute is trying to the augment the existing infrastructure at RIMS in order to accommodate more numbers of MBBS students. A proper hostel accommodation for all India PG students will also be provided, he added.

Further he made an assurance that the session for the Dental College will be started from next year after it has been deferred from its previous deadline due to technical inconveniences on the part of the college.

Today’s function at the mini auditorium was held for handing over official document to respective doctors and officers in connection with departmental promotion under the timescale promotion scheme of RIMS. It was reported that today’s function was held for the first time in RIMS.

Altogether 42 doctors and officers of RIMS have been promoted from their respective post. Eight associate professors were promoted to the post of professors, 16 assistant professors to associate professor, 12 sr. registrar, sr. demonstrator, registrar and demonstrator to Assistant professor (non-functional) and 6 registrars and demonstrators to the post of senior registrar and senior demonstrator respectively.

During the function Prof. Ng. Brajachand Singh, microbiology, H. Shanti, medical superintendent, RIMS and S. Sekharjit Singh, director, RIMS were on the dais.

A recent news report in this daily about security agencies alerting the Assam police that Paresh Baruah, now heading Ulfa’s anti-talks faction, has sent 35 armed cadres to launch offensives in oil-rich Upper Assam districts and target the leaders of the pro-talk faction of Ulfa, again bring into focus some factors, which are not favorable for peace in Assam.

The report also cites authoritative security sources mentioning that among the 35 armed cadres, few are new recruits, who may try old Ulfa tactics of abducting officials of oil companies operating for Oil and Natural Gas Commission and Oil India Limited which have been resisting the Ulfa’s extortion demands and may also blow up oil pipelines to create fear psychosis. In 1991, among many persons abducted by Ulfa, were a bureaucrat and Russian engineer Sergei Grishchenko, who was later killed.

In a feature by this writer titled ‘Disarming pro-talks militants’, published in this daily on 22 April 2011, it was brought out that the “pro-talk” leaders released of the from jail moving about freely and ULFA’s symbol of the rising sun becoming visible in villages had boosted Paresh Baruah’s efforts to recruit volunteers to make good the loss of at least two battalions. This has been confirmed by the security sources saying that the anti-talk faction of Ulfa has also recruited nearly 100 new cadres sent to Burma for arms training.

It is also significant that Assam chief minister Tarun Gogoi has also admitted that the anti-talks faction of Ulfa has been carrying out recruitment and extortion in Upper Assam districts.

In 1991, Ulfa supported the Hiteshwar Saikia led Congress to power not just to do down AGP, but to save its own leaders from the Army. Reportedly, there was an internal agreement between Hiteshwar Saikia and Paresh Baruah through the mediation of Rewati Phukan, a top industrialist and Paresh Baruah’s good friend and co-player when both represented Assam in football.

In 2001, Congress led by Tarun Gogoi sought Ulfa’s support from. ULFA did everything to bring Congress to power, including selection of candidates, attacks on pool booths, grenade blasts in Janata Bhawan etc. with a hope of establishing talks between the outfit and the Government.

This time around Mr Gogoi’s new year’s gift to Rajkhowa and co. of releasing them from jail, also seems to have paid up.

Taking the advantage of elections and peace-process that had slowed down the operations of the security forces, the pro-talks leaders freely moving around and creating awe amongst youth has resulted in the anti-talks Ulfa succeeding in roping some unemployed youths to join the outfit.

Security sources have reportedly admitted that free movement of the pro-talk Ulfa leaders and cadres might create some confusion for the security forces so the state government has been advised to confine them within the boundary of designated camps. While home ministry is reported to be firm on its policy of starting talks with the insurgent groups only after the surrender of arms and restricting cadres in designated camps, Ulfa has ‘reservations’ on both matters. Whereas home ministry has reportedly proposed three designated camps for about 250-300 Ulfa cadres, they want nine camps. About surrender of arms, the Ulfa leadership has been insisting on keeping the arms ‘under joint custody’. Government must certainly not allow any negotiating group to keep its arms and all surrendered leaders and cadres must be kept under close watch in designated camps.

On the possibility of anti-talks leader / leaders joining the pro-talks group, there have been two versions reported in media. One was that the Centre was arranging a meeting between a top pro-talk leader and Ulfa’s ‘general secretary’ Anup Chetia, currently lodged in a jail in Bangladesh, ostensibly to get his consent for the dialogue. This version, if true, is quite hair-brained. The other version is that two top anti-talks leaders may soon join the peace-process. Refusing to reveal their names, security sources however hinted that the process to deport them from Bangladesh back to Assam will start soon. While government must not allow any pro-talks leader to go to Bangladesh to meet Chetia, extraditing any leader/leaders under Paresh Baruah would be a clever move which is bound to affect him adversely.

Meanwhile, Ulfa’s gory past, which includes mass graves and countless attacks on innocent civilians, is reported to be catching up with it. Victims of Ulfa’s terror are demanding a say in the talks. They are seeking justice for those killed by Ulfa. Speaking to media, one victim said, “The Government and those involved in the peace talks need to know what our problems are, and what we`re thinking and must involve us directly.” While CM Gogoi has assured them of a ‘fair hearing’, it remains to be seen how he is going to provide the victims with any relief or justice, given how hard he worked at freeing from jails those guilty of heinous murders, colluding with Pakistan’s Inter Services Intelligence (ISI) and implementing all kinds of acts of war/destabilization, like massacres, sabotage, causing demographic changes, circulation of fake Indian currency etc.in Assam. So far, political expediency has been the main uncompromised priority.

The Sanmilita Jatiya Abhibartan (SJA), an intellectual umbrella body of civil society organisations of Assam, recently handed over a charter of demands to the pro-talk Ulfa faction, listing issues which could be discussed with the Centre. SJA Chief Convener Dr Hiren Gohain, a Sahitya Akademi winner, handed over the charter to Arabinda Rajkhowa in the presence of top leaders of both the organisations in Guwahati. Pro-talks leaders will discuss the charter and may redraft it to include any more of their own demands before submitting it to the Centre. Expresspmg the hope that the talks between Ulfa and Centre would lead to positive results, he is reported to have said, “I am hopeful that the talks will be fruitful as Prime Minister Manmohan Singh has made it clear that the Indian constitution is flexible and necessary changes could be made to fulfill the aspirations of the indigenous Assamese.” The document has included various burning issues facing the state and the indigenous Assamese population. The SJA chater demands Constitutional amendments to give Assam, and thereby its people greater control over their own future by strengthening the State`s power to control the revenues generated, the natural resources, and the planning process and ensure a secure demographic situation as well as accelerated and balanced development. Gohain said, “If the government of India and the ULFA honour the Charter in letter and spirit and do not undersell it, we may look forward to untroubled peace, true development, and vigorous growth of democracy in the region.” SJA noted that the present calm does not at all mean the return of peace. Rajkhowa told media that the outfit would press for a time-bound dialogue with the Centre and would not like the talk process to drag on for long. The next and substantive session of talks between the ULFA and the Centre is expected to be held towards end-June.

According to an Assamese daily, Paresh Baruah’s decision not to join the talks could be so that he can impact pressure on the talks. It is understood that if the entire brass of ULFA leaders and cadres comes out to open, they will be under complete dominance of the Government. Talks under domination from one side on the other might then lead to no fruitful results. The other possibility is that Paresh Baruah wants to wait and watch where the lateral talks lead to. The hardliner faction has already announced their conditional support to the talks where they have asked:

Consider ULFA armed revolution as a democratic-aspiration movement of natives of the land, keeping in mind the inception of their movement in context of time and situation.

Grant Assam a special status under the Constitution of India by an amendment under Part XXI that deals with Temporary, Transitional and Special Provisions. This should enable Assam to draft a publically acceptable Constitution/Legal Document of its own.

Endow the state government with the right of self-governance and adjudication over any matter relating to socio-political-judicial issues that concern the interests of entire group or community domiciling in Assam.

There should be an official national anthem for Assam as the Indian federation will not be in a position to change its own national anthem, which grossly discriminates Assam by excluding from the most-audible federal representation.

A detailed investigation relating to the crimes committed and attributed to either belligerent parties i.e. Federal authority of India and ULFA be it the Kakopathar massacre of 2006 or the blast in Dhemaji. This is to be done through the good offices of International Humanitarian Fact Finding Commission (or any credible international organization) that are in a position to deal over issues of international and non-international armed conflicts.

This group is currently actively involved in managing many ‘businesses’, including procuring arms for Naxal-Maoists through contacts with ISI and Chinese intelligence operatives, among many other nefarious and anti-India activities.

A recent news report in this daily about security agencies alerting the Assam police that Paresh Baruah, now heading Ulfa’s anti-talks faction, has sent 35 armed cadres to launch offensives in oil-rich Upper Assam districts and target the leaders of the pro-talk faction of Ulfa, again bring into focus some factors, which are not favorable for peace in Assam.

The report also cites authoritative security sources mentioning that among the 35 armed cadres, few are new recruits, who may try old Ulfa tactics of abducting officials of oil companies operating for Oil and Natural Gas Commission and Oil India Limited which have been resisting the Ulfa’s extortion demands and may also blow up oil pipelines to create fear psychosis. In 1991, among many persons abducted by Ulfa, were a bureaucrat and Russian engineer Sergei Grishchenko, who was later killed.

In a feature by this writer titled ‘Disarming pro-talks militants’, published in this daily on 22 April 2011, it was brought out that the “pro-talk” leaders released of the from jail moving about freely and ULFA’s symbol of the rising sun becoming visible in villages had boosted Paresh Baruah’s efforts to recruit volunteers to make good the loss of at least two battalions. This has been confirmed by the security sources saying that the anti-talk faction of Ulfa has also recruited nearly 100 new cadres sent to Burma for arms training.

It is also significant that Assam chief minister Tarun Gogoi has also admitted that the anti-talks faction of Ulfa has been carrying out recruitment and extortion in Upper Assam districts.

In 1991, Ulfa supported the Hiteshwar Saikia led Congress to power not just to do down AGP, but to save its own leaders from the Army. Reportedly, there was an internal agreement between Hiteshwar Saikia and Paresh Baruah through the mediation of Rewati Phukan, a top industrialist and Paresh Baruah’s good friend and co-player when both represented Assam in football.

In 2001, Congress led by Tarun Gogoi sought Ulfa’s support from. ULFA did everything to bring Congress to power, including selection of candidates, attacks on pool booths, grenade blasts in Janata Bhawan etc. with a hope of establishing talks between the outfit and the Government.

This time around Mr Gogoi’s new year’s gift to Rajkhowa and co. of releasing them from jail, also seems to have paid up.
