Who am I?

You cannot pretend to be fighting for a cause. If you that you will indulge in the same pretentious move to fight against the same cause that you had fought surreptitiously. Such persons, who ride two boats one leg in one boat and another in another boat, will go awry without getting the desired fruit of life. There are different colleges of thoughts that favour certain things as the formula to finding lasting solution to the pestering problems facing Manipur. Then others will have different views on the same matter. A person must have his views. Nothing wrong as long as it does not harm the well being of the society in which he or she lives in. A thinking man knows which side of the bread is buttered. This however does not mean that one should opt for the creams only. It is a matter of choice. But once you have chosen the path that you think befits your style of thinking and action there is nothing wrong with your choice as long it makes a blissful life. You can uphold the philosophies and ideas that strengthen your belief in your chosen path. All of sudden you want to eschew the path you had chosen to switch side to go along together with those, who belong to other side of your world and you start acting and speaking to please them though it may cause discomfiture to the onlooker yet nothing is wrong with that also. Because human desire is limitless. By being together with men and women belonging to different walks of life one can get clear views of what life really means. From talking to them one understands what makes one happy and blissful. You also can change the idea that you had evolved strenuously if it is for pleasing a section of the people. Nothing wrong with that also. But the path of life that you have chosen after seeing different ways of life must remain ingrained in your heart and mind till the end of your life. Political desertion and changing of colours has something to do with one’s inability to stick to a basic principle of life. Always remember you win the hearts and minds of the targeted group by doing the work, which the targeted group want to carry out. For instance, if you want to get a favour from the Government all you have to do is to take up the programmes for the poor and needy people. If you do that the Government eyes will be on your activities. Similarly when you clean a nullah, which is lifeless, you win the hearts and minds of others in your locality. If you utter the words that are not sweet to the ears of the men in power and you indulge in the actions hated by the same class of people you should not think of going with begging bowl to get benefit from the Government. In doing that your life style of being double standard is exposed. The job reserved for you and others have to be purely bifurcated. You cannot claim to be the representative of the two classes of people having diametric views. If you do that you will be called a sycophant. But you are not a hypocrite. Try to understand where you stand. Until that happens think several times before you open your mouth.

All these reports of misappropriation of Government funds are disturbing. It leaves a stigma on the functioning of the Government. When the Telecom Ministry was dragged into series of controversies over the C Dot scam Prime Minister Dr. Manmohon Singh sent in Kapil Sibal to look after the ministry in addition to the HRD ministry he was holding. Kapil Sibal is a very capable minister he brought out no loss no gain theory and everything subsided. It seems there is no opposition leader, who can argue with Sibal on his theory. But our thinking is that he would not have been to tell the latest found theory had he not rectified the wrongs in the ministry. He has a very clear headed mind. His theory and explanations are very simple. He attempts to take common masses along when he locks in verbal duel with his rival. His observations on the functioning of constitutional bodies also left a good mark. India Government could save billions of rupees if MGNREGA and Sharvashiksha Abhiyan programmes were scrapped. The Government of India as a policy has taken up these welfare programmes for the common people. There is nothing wrong with it as long as it can carry the burden of helping the needy people. Therefore constitutional bodies like CAG cannot dictate terms on whether such programmes should continue or not. CAG can investigate how money is utilised but it cannot say on the utility of the programme. Whether the programme should continue or not should be decided by executive, which is accountable to Parliament. We want our Ministers to act and think like these great ministers sitting at the centre. What is happening here is a different story. Some of these ministers pretend ignorance when questioned about the functioning of the lower ranked staff in their respective departments. Their ignorance has emboldened these lower ranked officials to thrive on the business of looting public money. They need to be told again and again they cannot do what they are doing. Employees deliberately delay file movement unless their palm is greased. They openly demand money in the name of having tea for entering the file number in the record book. The process of file movement is also very long. Rs 500 for every table it works out Rs 5000 for getting benefit of Rs 50000. Then there is cut for other higher up. At the end the beneficiaries will get only 30000. Major chunk of the allotted fund having be cut they cannot do justice to their work. They too start looting everything without doing anything. Thus Government fund is wasted. The foot path at the Southern side of Raj Bhavan has holes for every three feet. Sand, cement and stones had caved in what remains is iron only. Why it happens? The reason will not be far to seek. The payment made on the table to fulfil employees appetite and the cut demanded from different angles compelled the contractors to do what they did. All these wrongs done on the street and also in buying items to give away to the needy people can be checked when the Ministers act in a manner in consonance with the expectation of the people. Unfortunately people too have to remain as timid spectators because they had sold away their rights on the day of election. Whatever the case may be a state cannot be run like this.

These drug smugglers are really foolish that they cannot know the contraband items brought into the state will be seized upon entering Manipur. There are informers, who are well paid by security agencies for supplying information regarding the movement of contraband items. Even the suppliers could have turned approver the moment truck departs their shop. By feeding information of the contraband items buried among the bags of cement or in the gas cylinder these informers or suppliers had got benefit in the same manner a stone killing two birds. One from the buyer and another for feeding information. Huge amount of money is wasted in doing illegal business. Whatever income that one makes from doing illegal business will flow down the drain. Because the habit will not desist you from doing the illegal business again and again and the hefty income associated with the business will embolden you to go for it again but the moment you are caught everything will be ruined and the society will ostracise you. Instances are not lacking too many Manipuri drug smugglers are languishing in the jails of different parts of the country. These smugglers moved together with ganja or heroin no. 4, so they were caught and put behind bar. Heroin and ganja are cheap here but costly outside the state. When Manipur hosted National Games in the past those from Maharastra engaged for kitchen running for preparation of vegetables and peeling off onion and garlic returned with huge bundles of ganja. They said a kg of ganja worth Rs 200 in Manipur can fetch Rs 2000 in their state. They smoked ganja fearlessly in the bus which was carrying them back to Guwahati. When reminded consumption of ganja at public place and carrying of the same item in public transport vehicle is banned, they indicated surprise. They then concealed their items. But it was National Games and there were no frisking operation anywhere all along the entire stretch of the national highway from Imphal to Guwahati. Even Nagaland set free all the buses with the banner national games. Similarly there is heavy demand for drugs in Manipur as it is odourless and youngsters take it as a fashion. It cannot be detected by parents and elders. The detection comes only when the users speak incoherently and cheeks are sunken. That will be too late. Therefore appeal is made to the smugglers not to indulge in such type of business of selling contraband drugs on the soil of Manipur. Drugs threaten to wipe out a generation. If you are enemy of the land, that is a different thing. But these smugglers are sons of the soil. Drug smuggling has been taken up in Manipur as a lucrative business. Amazingly it happens in Manipur the kingpin always escapes scot free without getting punishment. Therefore all out efforts should be made to establish the link between the owner and the seized banned items. The shop or the manufacturing companies might be having the address of the person, who ordered for delivery of the items. If they do not cooperate with the investigation agency legal action can be taken against the supplier for these drugs are used for a different purpose. It is no longer used as pharmaceutical items. Hence the call for intensification of the drive against drug smugglers.

Blame game serves no purpose. The situation now calls for all to stand united and give go ahead signal to the Government to take up policies and programmes that will improve economic condition of all people living in the country. Prime Minister Dr. Manmohon Singh opened his heart and mind yesterday when he addressed the nation on DDK on the following issues FDI, diesel price hike and LPG cylinder. He categorically stated that no Government wants to put burden on its own people. He compared the present situation with that happened in the early nineties. A major decision taken then in 1991 during Narasimha Rao regime when he was the Finance Minister averted the catastrophe that loomed large. Earlier India survived by mortgaging gold. The present situation is little different from what happened in the past. But the situation now calls for allowing foreign direct investment in retail sector as it will improve financial position of the country. He was of the view that the country and its people will reap fruit from such policy. He came down heavily on the opposition parties, which misled the common masses on the issue. He defended Government decision to subsidise only six cylinders per family saying this will not affect the economy of the poor and common masses. More gas is used by rich families. Rich families can afford the gas at its original price. But the opposition parties do not trust the UPA Government on these issues. They even went to the extent of calling Bharat bandh and Trinamol Congress withdrew support to the UPA Government. Congress might have been heaving a sigh of relief when Trinamol separated ties with UPA. Mamta’s party was a liability to the smooth sailing of UPA. She will lose. Left Front has gained. This will be revealed when the elections are held in West Bengal in the near future. The entire masses understand what is happening in the country. Amazingly opposition and Trinamol Congress think otherwise. In the name of fighting for the common masses more problems had been created. Manmohon Singh was worried when the Government ideas on the matter were misinterpreted by the opposition parties. So, he took the microphone himself. Having heard his statement everything stands out crystal clear. It is time his Government go ahead with all the policies it has unveiled. The general masses are desperate to see what comes out after the implementation of FDI. A leader like Dr. Manmohon, who was hailed in the past as the best Finance Minister for the bold decision taken when he was Finance Minister under the Narasimha Rao regime cannot be misconstrued. But he needs support from all. He has openly said future generation will not pardon present regime if it fails to take up bold and gigantic task of improving economic condition of the country. What more are you looking for. We all are behind you. Go ahead. India with one billion people cannot live with begging bowls. If the entire people of the country are convinced opposition cannot be the exception. They too are representatives of the people. Having heard the prime Minister’s address to the nation their thinking on the matter too might have gone sea change. There will be no more resistance to the FDI. Let the fruit be reaped early.

UPA Government at the centre will last full term. There is no doubt about it. A vast country like India having more than one billion people cannot afford unstable Government. Hence the call for having political parties that can take care of the need for all people irrespective of cast creed and religion. Fortunately Congress party, which has its root spread over to every nook and corner of the country, has been entrusted with the task of providing effective administration in the country. Always remember people’s verdict is for carrying out administration for five years term not for two years. No political party has the right to play with people’s verdict. Mamta’s Trinamol Congress by intensifying the stand to withdraw support to the UPA has given a negative image of her party to the people of the country. Left Front suffered colossal loss in the recent election for withdrawing support to the UPA (I). The same fate will fall on Trinamol Congress when elections are held after two years. Our people want existence of stable and powerful Government at the centre. Every political party has a role to play in the installation of stable and powerful Government. People are fed up with experiment. Time tested political party must rule over the country. For getting foothold and survival some political parties uphold regionalism, no wonder such parties remain as regional parties. Likewise parties that indulge in caste based politics too remain as state party. We had tested Janata regime in the late seventies and NDA in the early part of this century. In between there had been third front Government also. The lesson learnt from all these experiments though minor was of great significance. Political parties that could not ensure stable administration dug its own grave for self burial. Such parties were uprooted even from the soil of the country. NDA led by BJP could last the allotted full term but the parties in league with BJP suffered rejection by voters. There is reason behind that no political party exists to serve the interest of one single community. Muslims constitute 30 percent of the Indian population. No political party, rejected by this 30 percent will do well in electoral politics. BJP cannot win the confidence of all these communities other than Hindu. The five year term BJP ruled over the country had revealed the agenda of the party. It could not maintain safe distance from the communalists. Hindu fanatics dictate the terms to be followed by BJP. If the party wants to act as alternative to the Congress party it must change its outlook. That however is easier said than done. Because these forces keep the party alive. Minus these forces the party will be reduced to the status of early eighties when it had only 2 MPs in the Lok Sabha. The question now is which party will be able to provide stable Government at the centre if Congress is to be ousted from power. SP, or BSP supported by other smaller parties. That sounds funny. The situation occurring in different states stand in the way of these smaller parties going together. Therefore withdrawal of support creates more confusion than good. Hence the call for reviewing withdrawal of support to UPA by Trinamol Congress.

Withdrawal of support to the UPA Government at the centre by the Trinamol Congress is untimed therefore it is called a wrong step. It came at a time when there is global economic crisis and recession in the European nations. Moreover our country faced drought like situation this year. Farmers are putting their hands on head not knowing which seeds to be sown on the perched paddy field. If election is thrown to the country at such moment the blame will lie with the Trinamol Congress, which acted in a very irresponsible manner without considering disastrous consequence that may entail. In the name of fighting for the poor masses it will make the country poorer by throwing election without completing the full term. Whimsical nature and childish thoughts of the leadership of the party are reflected in withdrawing the support. It is said; Trinamol Congress held three hour long meeting before announcing the withdrawal of support. Such decision could have been taken without holding any kind of meeting. Because nobody in Trinamol Congress would be able to raise finger against Mamta Bannerjee. And withdrawal of support was purely her design, which she frequently uses as pressure tactics. She had in the past issued similar threat of withdrawing support. She is playing with people’s mandate. Her faulty step will invite the curse of the people and that will be known when the elections are held. She kept the Government on tenterhook as she attempted to propel her image. Congress party committed a mistake in taking her party as a partner. She was a liability to the UPA. In future even if Congress need outside support to form Government it should not think of going together with Trinamol Congress. There is a huge gulf difference between the situation prevailing then and now. Now there is no surety that TC will sweep Bengal when elections are held. There is Left Party, which is roaring to bounce back and the people in the state are gradually feeling alienation by the Trinamol Government. During its one year rule too many controversies had been created that include suppression of human rights. The other political parties supporting UPA understand the futility of advancing the Lok Sabha elections. No matter whether TC is in UPA or not the Government will not collapse. The situation facing the country does not warrant early poll. Moreover no party will be able to improve their strength in the event of early poll. If election is held now Congress as usual will lead to be followed by BJP in the second position. Then what may come will be the same formulae of alliance. Because secular based political parties will suffer rejection by voters in the event of going together with BJP. That had been proved by Telegu Desam, which faced natural death in Andhra Pradesh after going together with BJP. Just spare a few minutes thought on the matter as important as making India’s economy vibrant by taking measures that could act as impetus in the making of a powerful nation. But Mamta’s party went towards a different direction to land at cross road not knowing where to go. She will lose.

Drive against foreign nationals must intensify for these foreigners settling in Manipur under the garb of Indians from other states have threatened to wipe out the ethnic community living in the state. The mission to make our state free from these foreigners will be successful only when it is carried out relentlessly albeit with the support of the masses. It is time we realise that these foreigners are responsible for putting our state in a precarious condition. Consumable items given to the state for its people by the Union Government have ended being shared with these faceless people. No PDS programme will be successful until and unless Manipur comes out clean without these foreign nationals, who enter Manipur using methods best suited to them for permanent settlement. Once they have found the route to reach Manipur they invite their friends back at home to enter through the same route. Therefore they cannot be caught on the road though the national high way roads are heavily fortified. Australia welcomes foreigners and declares to give citizenship right to every foreigner if they come with dollar 10,000. These foreigners from Myanmar and Bangladesh are different from others Australian Government invite for settlement in Australia. Because these foreign nationals from Myanmar and Bangladesh and now settling in Manipur came without anything and their first aim was to grab a piece of land and once they had got a piece of land they thought of expanding their territory. The small land called Manipur is up for grabbing by refugees. As most of the people of the state are dullards they remain indoors without doing anything and outdoor to them means sitting at the roadside. Our people do not have anything of their own yet they are choosy about the work to be done. Very few men and women are available for doing menial job at private homes. Those who would be good doing manual job waste time running here and there for doing contract work. As they refuse to do the jobs fit for them the job had landed in the hands of others? If a survey is carried out it will bring to light how many dullards are sucking the bloods of their old parents in Manipur. Why should they feel ashamed of working at the rich families’ houses as domestic helpers when they would do the same job as a Government servant? Manipur requires a lot of workers and helpers. To fill up the vacuum, workers from outside are hired and gleefully these foreigners grab the job that comes handy. Drive against foreign nationals in Manipur has become a necessity as there is apprehension that those fleeing the states, where such drive has intensified, will find Manipur a sanctuary. Union Government, which is finding problems in tackling foreign national issue, has given instruction to all the respective states particularly those in NE region to focus on eviction of foreigners. Unfortunately such drive is not carried out as a mission. It will end quicker than expected. Over pressed police personnel will find the job strenuous and leave the mission mid way. Therefore the drive will not yield the desired result.

Three major problems haunt Manipur Government. Of the three, power simply turns out to be the greatest problem for there is no immediate solution. The other two will be easy to tackle if the Government has will power. Roads can be constructed and existing ones can be improved by spending some money. Similarly a state like, Manipur which is water rich will not face handicap in making plans to provide drinking water to all citizens of the state. Why we say power is the greatest problem is that since the commissioning of Loktak Hydro Electric project way back in late seventies there had not been addition of a single unit to the power sector. But dependence on electricity had increased manifold. Modern lifestyle demands more electricity. It is said, Power Department spends more money than it actually earns. This reveals one stark reality; everyone without any exception wants to enjoy blissful life without returning what it owes to the giver. Even the God will be hesitant to grant boons if the receiver do not reciprocate by way of offering pujah to the God. Moreover a Government is different from the supreme God. Inculcate the habit of paying tax for the electricity used. Similarly those who receive drinking water supplied by PHED through tap should also pay tax. One wonders, who pays tax for water in Manipur. In our Leikai only one or two families pay tax for water. If you think the size of pipe running in your Leikai is too small, it is time one begins self introspection, the number of legal consumers in your Leikai might be too small. The Government might be having in its record only two or three families as legal consumers the rest are illegal consumers. The size of the pipe is inter-related with the number of legal consumers. For 100 legal consumers, who pay tax regularly the water pipe running in a Leikai has to be of one feet diameter. Therefore to get better water supply and uninterrupted power supply let us start clearing the bill in time. Like other consumable items that we buy from the market electricity is also bought from the neighbouring states. It is sold and available abundantly. But our problem is we do not have money for buying it. The addition of prepaid system at the business centres is doing a good job in saving energy. Consumers for fear of losing more money on power has started switching off unnecessarily installed bulbs. A good culture. Good things have been done at the areas where the facility is available. But one wonders why the system is not extended at Babupapra where Ministers and MLAs are settling. They are the ones using more electricity than required. Too many rooms without any visitors or officials keep bulbs alighted and fans wheeling. If prepaid facility replaces VIP lines the big shots too will start giving instructions to the subordinate staff to switch off unnecessarily installed bulbs. They may even ask the staff to pluck out those power consuming bulbs and fans. That will mark on set of change for the betterment of the state. All good things should start from the top like the Holy Ganga running down from the Himalaya. Power Department should first concentrate on it rather than punishing poor consumers. That will mean all moving in the same direction.

Health care system in Manipur

This year American Presidential election is being fought on one issue -medical health care. Barak Obama has declared to continue the same policy that he took up to make health care cheaper. He knows the people in his country want health care system to be made affordable. Republican candidate Romney has a different solution on this matter. In the west health care is very costly. In England one spends above 1000 pounds even in cataract removal operation. Many from England come to India for cataract removal operation. Britons by spending 900 pounds that include to and fro journey by flight from London to New Delhi and taxi fare to and fro between New Delhi and Chandigarh can get eye care treatment in India. Elsewhere in other states of the country Government hospitals are working in competition with private hospitals. But in Manipur it is a different story. Government hospitals exist under the mercy of Doctors. Despite getting non practicing allowances almost all of them either run private clinics or perform operations at the private clinics to earn hefty income. This goes on unchecked. A system needs to be evolved to see to it that common people get best treatment at the Government hospitals that too at affordable price. What do these private clinics have more than Government hospitals possess? Poor people of Manipur without knowing their capacity and spending power move directly to the private clinics and at the end on seeing the bill they regret for the mistake done by them. Former Chief Minister R.K. Dorendro was a sensible man. Sometime back he had his pile removal operation done at the RIMS. O. Joy firebrand opposition leader also received medical care at the RIMS. They are wonderful leaders in the true sense of the term. Unlike other influential leaders, who throng private clinics even for measuring blood pressure level they did what common men want them to do. No Doctor claims that they can protect human life. When the end approaches everything will cease to be effective. Hence the call for giving attention to the Government hospitals. Impose ban on Government doctors performing operation or other services at the private clinics. Private clinics can exist no doubt about it. No words of dissension against private clinics existing together with Government hospitals as long as the former use doctors of their own without depending on the Government doctors. Unless the system is done away Government hospitals will continue to be neglected. Many of these Doctors attend hospital as late as 12 and return as early 2 pm like other Government employees to treat patients at the private clinics. The neglect meted out to the Government hospitals is responsible for the rush of patients at the private clinics. In the same manner American presidential election is fought on medical care issue the state Government must think of improving health care system in Manipur. Health care system prevalent in Manipur leaves much to be desired. 90 percent of the population of Manipur belong to lower middle class. The demand of the people belonging to this section is cheap and affordable medical care. The demand can be met without spending a single pie. Punish recalcitrant doctors.

Indira Gandhi former Prime Minister of India said rural masses of the country are expert voters. Congress party considered rural masses as its strong hold. With the support of the rural masses the party could rule the nation since independence till 1977 uninterrupted. Janata party regime, which brought down Congress party did not however last long as it collapsed without completing the full term. Indira Gandhi returned again. Indian politics is all about Congress party. The party knows how to carry the masses. All its policies and programmes are rural based. Banked on the policies and programmes of the party the Government formed by the party also took up schemes to give direct benefit to the rural and hapless masses. But these programmes were misused by men in power. Power to panchayat was taken up with the sole aim to give direct benefit to the people living at far flung areas. Elections had been held to form local bodies like panchayat and zilla parishad. Unfortunately these bodies formed by rural masses, which should have existed like temples have been dragged into controversies, all for misusing public fund. Embezzlement of NREGS fund by members of rural bodies, which continue to ring in the ear is shameful. The sufferers have descended into the role of tormentors. That cannot be accepted. When they should have worked to uplift the masses to bring up at par with those at urban areas they remained concerning themselves. Perhaps the manner with which they won election had changed their nature and habit. They bought voters to enter the body. The voters having sold away their rights remained dumbfounded when their representatives indulged in looting spree. Therefore earnest appeal is made to the voters of panchayat, and zilla parishad not to allow candidates to make excessive expenditure in the election. Panchayat election should find true representatives not thieves. If they spend more money they will act in a manner that is diabolic showing least concern to the sufferings of the masses. They will show tendency to loot more and more public money as some of their predecessors did earlier to recover the amount spent in the election. Power to panchayt is Rajiv Gandhi’s dream project to do away red tape in giving benefit to the rural masses. However rural bodies lay threatened to its survival. A better image can be given like the one turning fresh and jubilant after washing away the deep sleep mark on the face. That power is in your hand. A functional panchayat body is for the betterment of the hapless persons, who have nobody to turn to. If not by the panchayat, who will think of repairing the nullah running near your house. Who will think of repairing the road in your village? Late Prime Minister Indira Gandhi’s statement cannot go wrong in Manipur. Elect the candidates, who will be able to work for the masses. Candidates thus elected must devote to the welfare of the masses. Having observed the performance of the candidates in the last one and half months after listening to their speeches the voters might have found the candidates of their choice. Are you confident that your candidate will not shirk the responsibility of reaching out to the needy people? If so go for him or her.

Kangla in the heart of the city surrounded by beautiful trees and historical structures continues to remind everyone visiting the historic site how it can be preserved in pristine form with serene beauty to depict the past glory of the state. Govindajee temple and Beithob sanglen in the historic place kept neglected by the concerned department for the reason best known to themselves depict sorry state of affairs. The pillars of the erstwhile mandop stand exposed without any covers. While maintaining the monuments under the historical monument act, addition of the cover will not only protect the pillars but also provide shade to the worshippers, who may throng the place once it is thrown open to the devotees. The boundary of the temple needs to be expanded by occupying the land available on the eastern side of the temple. The well near the temple is also kept neglected. The small inscription written on a raised structure tells that the well was dug to provide water to the temple. That purpose was defeated when the well was kept neglected. There are lots of civil organisations, which express desire to carry out social service at the place of their choice. Our sincere appeal to these organisations is go to Kangla and carry out their activities albeit under the strict supervision of the Archaeology Deptt of the Government of Manipur. In keeping a well maintained Kangla we will send a message to the people of the entire world that we respect our former rulers and forefathers, who fought valiantly against the mighty forces that invaded Manipur from time to time. Kangla, which possesses all the required ingredients to gain the status of world heritage site, can be developed in such a manner so as to attract tourists from different parts of the world. By diverting NH 39 from the present route towards Nongmeibung at the Northern side and Loklaobung at the southern side the sanctity of the historic fort can be maintained. In doing that traffic jam in front of the Raj Bhavan and the Chief Minister’s bungalow can be controlled. In doing that lots of space will be available for vehicle parking. No hackles will be raised in doing that and Kangla fort can be thrown open to the tourists. Entering Kangla was like visiting Vrindavan by Vaisnavites, Mecca by Musalmans and Jerusalem by Christians from all over the world. Unfortunately the people of the state have been denied the prestige of entering Kangla at one’s own sweet will. Too much restriction has been imposed in the entry to the Kangla for one reason or the other. While on the other hand VVIPs and semi VIPs use the roads in Kangla as short cut route that in a way is tantamount to desecration of the historic place. That is something that cannot be pardoned. All eyes and mind should be on Kangla to find a way out to make the site one of most beautiful and peaceful places in the entire NE region if not in the entire country. Transforming this hope into reality will be very easy for the Government of Manipur led by Chief Minister O. Ibobi Singh. What is required is commitment and will power. Visit Kangla without delay.
