The stories having the same theme and plots are boring to read. Likewise scripts of leela, drama and cinema having the same theme of mother in law and sister in law being engaged in squabbles have become outdated. Films should attempt to inculcate in the minds of young men to nurture sacrificial spirit and also to work for the cause of a better society. Writers as they write fictions should see to it that characters in the stories compete in carrying out good deeds. If they find solace in creating plots and suspense where brothers of same blood lock in duel there is nothing wrong in creating scene where brothers compete in showing love to each other. After all, the entire story is their own creation. Brothers love very much these days extending help to each other when one is in need of other. In real life no brother disowns brother. Yet brothers fight in cinema, leela and drama. The story instead of focussing on family, could centre on the ailments that have afflicted the society. In real life too many families have landed in trouble when one of the youngsters has been way laid. A family had to sell away homestead land to pay compensation to a married man when one of the brothers in a poor family eloped with the former wife. The jilted husband demanded Rs five lakhs as compensation for the damage done to him. Later after negotiation the amount was fixed at Rs 60,000 but the poor family could not afford the demand so the homestead land had to be sold away. Such story will not only be entertaining but also educate the masses on what one should do or not. Instead of writing about family feud such incident could be picked up as the theme of the story. Likewise sisters in law can compete in showing love to their mother in law. That will be entertaining. Old men when they are asked which film evoke amusement they say we want to be entertained. On Sundays and holidays elderly people and office goers desire to rest and they want the morning to begin with entertaining stories. This is one area, which requires attention of all concerned. Manipur desperately needs entertainment. Troubled mind cannot be tormented with fictitious sad stories of well to do elder brother disowning younger brothers and poor parents. Such stories are fed up to hear. Do not write such story again. They are not only boring to read but also create anxiety and rob peace of mind from the innocent men and women. Instead of pointing out the wrongs done by brother why not focus on the wrongs done by the higher ups. In attempting to correct the wrongs done by higher ups a message will be sent that will be like holy water of holy river Ganga. Like the water flowing towards the low lying areas the wrongs done by the higher up penetrate in the minds of the innocent people that spoil the society. Spare family, focus on other aspects of life.

There is a huge gulf of difference between reality and filmy stories. A film is made to fulfil the appetite of some few cinegoers. All good works done by the film hero can be imitated in real life. But the good works done by villains are not to be imitated. Because they do it to serve their ulterior motive of beating down the hero. Writers use powerful dialogue so invective that some of these words cannot be used in real life. The story is always fictitious. In Hindi films influential dons easily utilise service of the police personnel in carrying out their nefarious design of causing intimidation to hapless innocent people and also in hushing up criminal cases committed by the thugs. Misuse of uniform men in the commission of illegal practices should not be depicted in films. Because somebody attempt to emulate the filmy activities in real life. Though every film ends with a message, wrong doers getting caught at the end, elements with devils mind see all these filmy activities from a different angle and they evolve their own strategy to escape unscathed after the commission of the crime unlike in films. We have in films hero and villain and the story is focussed on their activities. In real life there is no permanent villain likewise there is also no superman, who is out to rescue the needy people. In real life all exist to grab everything they can if they get the opportunity. Not all can think like the great thinkers. In Manipur elements detrimental to the well being of the society use the service of uniform men in carrying out their devilish and dastardly attack be it verbal or physical on men of their choice. Examples are galore. It is amazing some police personnel make themselves available to do the service of collection of borrowed money. This nexus between money lender and some of these police personnel should be subjected to investigation to understand whether the personnel get some cut for rendering services in reclaiming the borrowed money. In case the borrower refuses to repay the borrowed money what will these personnel do? Manipur is a small state where all people are practically related. System adopted by the bank before extending loan to a loanee is not implemented in case of exchange of money between private money lender and borrower. However the most important thing in life is winning the trust and confidence of dear and near ones. If you butcher the trust bestowed on you by others you have abrogated your own right to lead a blissful normal life. Such persons live in recluse like fugitive with nobody listening to their words even when they are in distress. Nobody will come out to help those, who had butchered the trust of others. Therefore all great men continue to say do not butcher the trust between man and man. Is anybody listening?

The thought of crossing Wangjing to Heirok road brings to mind nothing but speed breakers that hinder smooth running of vehicles. As the number of hump raisings on the road has increased beyond permissible limit so much so that at the end of the road either at Heirok or Wangjing a vehicle requires a proper checking. If the vehicle is old and rusted the body will crumble before covering the stretch. There should be a limit in keeping the number of speed breakers on a particular road. On this particular road locals compete in having large number of road blocks in their area considered to be their domain. They compete in raising the height of the breakers also. If the driver winks the vehicle jumps like in the race. Imagine the plight of the fellow riders in the vehicle. Earlier Tiddim road had a jigsaw speed breakers near the airport but it was done away with when a top executive of the country visited Manipur. Since then speed breakers on the national highway had been removed. The idea of speed breakers controlling the speed of the vehicles sounds funny. Unsurprisingly Manipur required the visit by the top executive of the country to know the drive on the road having so many speed breakers is bumpy and one does not feel comfortable travelling on such road. No vehicle will drive fast on the road that is not properly maintained. There is no reason as to why citizens of the state should demand improvement of the road if they want vehicles to move at snail pace. Scatter some 40 mm stones and sprinkle water instead of black topping. That will control drivers speed. Making the road smooth and then adding speed breakers expose the dilemma crippling the mind whether one should step in to development or return back to the past era when the bullock cart did the service of transportation. No accident occurred when bullock carts were used as means of transportation. Travelling on the road abound with speed breaker is time consuming. A stretch, which could be crossed in five minutes, requires 10 minutes. It also increases fuel consumption. But the question remains who will be able to instil in the minds of the locals about the futility of keeping too many speed breakers on the road. We have a Minister and top level police officers all from Heirok. They use the road frequently. Their views on the matter will shape public opinion. Such a very smooth road all black topped giving bumpy rides to the fellow passengers are unacceptable. The matter should receive the attention of the concerned authority. After all PWD exists to smoothen road. These speed breakers are as disturbing as the road filled with pot holes. Like the jigsaw breakers getting erased from Tiddim road after a visit by the Prime Minister the speed breakers on the Wangjing Heirok road too need to be erased. Locals should not complain against it. In attempting to negotiate with the breakers more accident is likely to be caused.

The concept of an “Agripreneur” is slowly gaining ground in the agriculture sector in the country. The term entrepreneur is quite familiar; so is the term agriculturist. The agripreneur is one who plays the role of an entrepreneur in the field of agriculture.The National Bank for Agriculture and Rural development (NABARD) is in the fore front of pioneering this concept. Its Assistant General Manager at Madurai, Sankar Narayan says that NABARD is actively working with farmers federations in Usilampatti and Chellampatti to transform agriculturists into agripreneurs.
Producer Organizations
NABARD has floated another concept also called Producers Organizations, as a first step towards the realization of changing farmers into agricultural entrepreneurs or agripreneurs.
A producer organization comprises of a group of producers who have joined hands for the purpose of either agricultural or non agricultural activities. NABARD has specified that it should be a registered legal body. It has also been specified that only actual producers – especially farmers – should be shareholders in the organization.
NABARD will extend support to the producers’ organizations by providing term loan and working capital, support to capacity building and help in the creation of marketing linkages. Support in terms of loan and grant is available to any registered producer company, cooperatives, registered farmers federations, etc. Under the Financial Intervention schemes of the Government, NABARD will also provide loans directly to the producer organizations. These loans can either be term loans or composite loans comprising of both working capital and term loan requirements.
Since many of these newly formed producer organizations may not be very familiar with processes and procedures of availing loans, subsidies etc., and since many of them may lack the soft skills to become a full fledged Agripreneur, NABARD will also extend grant support for need based skill building, guide business planning and support technological extension through classroom training, exposure visits, agricultural university tie ups, expert meetings, etc., For marketing efforts of the producer organization, NABARD will provide assistance for setting up of marketing infrastructure facilities for sale of produce.
PODF
An Organization Development Fund – a dedicated fund by the name ‘Producers Organization Development Fund (PODF) – has also been set up in this connection by NABARD. The main purpose of this fund is to support comprehensively the various producer organizations in different forms across the country.As Sankar Narayan explains “farmers have not only to adopt latest technological practices, but they should also have access to all the necessary resources. For instance, they should collectively source inputs, own farm implements and give out on hire to fellow farmers and even sell their produce collectively so that they command the best price. All this requires unity and mobilization for which NABARD encourages formation of farmers clubs, joint liability groups and farmers club federations – all of which can eventually take the shape of producer organizations. S.Natarajan, DGM, NABARD, Madurai said that farmers’ federations and NGOs functioning in a transparent manner should take advantage of the support available for producers’ organizations. When the entire farming community is craving for better farm income, this concept will help in empowering them and give them the crucial hold on pricing decisions. However, professional functioning will be a key factor, when the organisations are assessed for support by NABARD. With flexible interest rates and support for capacity building, this product from NABARD will be a win-win.
Views from Some Producers Organizations
Banana Ripening Chambers for the banana growers of Varadarajapuram, Tiruchi, Coffee growers in Dindigul, Drip Irrigation in Tirunelveli Cotton ginning in Ramanathapuram etc. are some of the examples of producers organizations that are on the way to becoming very good agripreneurs.
Perumal from the OPR Federation in Tirunelveli says that “support from NABARD has helped us cover our entire village under the novel DRIP irrigation technology and thereby survive on scarce water. This support also helped us to bring in convergence in the form of subsidy support from the horticulture and other departments.Kanakama and Krishnaveni from Dindugul say confidently that the concept of agripreneurs is indeed a workable and practical one. They have pointed out that even woman’s self help groups have been able to maximize their income in a more efficient manner through the networking with various producers’ organizations. These days we hear the story of success and of accomplishing mission. Rs 20,00000 to Kothajit should be seen as giving impetus to development of sports. Finding a berth in the national team for participation in the Olympic Games is not a mean achievement. He had got what he deserved. The question whether an extra player should be treated as an Olympian or not had been settled. He is an Olympian that had been proved by the gesture shown to him by the state Government. When four other Olympians were honoured by the state Government he was excluded. That was a mistake for which the Chief Minister himself had offered apology. The officials of the concerned department were ill-advised when they decided not to include Kothajit in the list of Olympians. That was one mistake not to be committed again. By honouring the Olympians we encourage the budding talents to emulate with the performance of these successful sports stars. We are confident in future Manipuris will win more and more medals be in Olympic Games or other international level meet. This confidence is derived from the wonderful performance shown by the sports stars of the state. Devendro missed the glittering medal by sheer luck in London Olympic having been deprived of some points for a fault committed in the second round. But he could garner eight against six points in the last round revealed he had more fights in his hand. Like a true fighter he revealed after the end of Olympic that he could not talk to anybody for six days after his dismal fight. Perhaps he was in the dark not finding the clue as to why he lost. Devendro knew he could beat the rival easily. But luck did not favour him that day. He is still too young. He is now experienced. In the Rio Olympic he will be the true champion with the yellowish medal adorning his neck. That however is little far off. So he will concentrate in other international level meet like Asian Games and Commonwealth games. The stories of heroic performance by these sports stars invigorate in our blood the sense of belongingness to the state in particular and the nation as a whole. Understanding the role played by sports stars in instilling the sense of belongingness to the nation the Governments both at the centre and the state should continue to play a great role to bring the youths to the national mainstream. It could be done by taking up policies and programmes to drag the youths to sports. No stone should be left unturned to see to it that almost all the youths are dragged to this field. By encouraging sports movement two goals are achieved. The youths will be desisted from taking up arms and drugs. Focus should be paid on talent search. Young lad who would have done wonderful in boxing arena remains as street fighter. Likewise youths who would have done well in medium distance race end up driving rickshaw. Patience and endurance are the hallmark of success in games and sports. A defeat in one event should not be taken as lifetime defeat. Hail Manipur Government for giving financial help to sports stars.

Some elements with devilish mind attempt to break down Manipur economy by imposing economic blockade. Their evil design should always be buffeted by using all means available. Manipur image is rising high and there is enormous scope for development of the state at par with other developed states of the country. The planners at the centre understand it. A state like Manipur, which is neighbouring with the prosperous south East Asian nations, cannot lag behind. But this oft called economic blockade against Manipur act as hindrance in the hot pursuit for speedy improvement of the state. The border trade between India and Myanmar is hampered by such blockade called without any reason. Time and again everyone has been saying not to restrict movement of vehicles on the national highways. Yet some still resort to this dreaded form of agitation. When 96 hour economic blockade was postponed everybody heaved a sigh of relief. The reason is not far to seek. People are fed up with bandh and blockade. In the civilised world such form of agitation is no longer carried out. As if we are living in the past era we still yearn for carrying out something that was done in the past when there were fights between man and man. These days even the hostile nations have become the most trusted allies. There is cooperation galore between the nations. The economic blockade launched by Assam side against the Nagaland bound vehicle is as harmful as the one launched by Nagaland against Manipur. Therefore we condemn all forms of economic blockade. It is a war in a different model against the humanity. What do you do during war? That preparedness is now called for to smash economic blockade against Manipur. A Government exists to ensure security to all living in the state not to construct roads and bridges only. The gravity of the situation that you and I feel will be hard for other elements to feel. Therefore one must have the temerity to act fast even if people’s enemies would consider the action as diabolic. Supreme Court had directed the Union Government to clear economic blockade on the national highway within 24 hours of its beginning. But Manipur had seen long stretch of this form of agitation that threatens to wipe out poor people. Public memory is still fresh a litre of petrol was sold at Rs 200. Then there are more sad stories, which are galore. None availability of life saving drugs and soaring prices of essential commodities. It is time realisation dawns in the minds of the habitual offenders of peace and tranquillity of the state that such form of agitation rather than voicing the sufferings of the affected lots create more problems. The word economic blockade pierces the heart of the people of the state. Perhaps this form of agitation is the easiest form of weapon available with the agitationists that they resort to this form of agitation as and when and they want to raise their voice. Perhaps they have closed their eyes and ears to the prayers of the people.

Chief Minister O. Ibobi’s mission is unending. Somebody has started saying if it was not by him who else would be able to do all that had been done successfully in Manipur in the past one decade. Fly over, nupee keithel, capitol complex, city convention centre, more and more, which are taken up in almost all the districts of the state. Too many developmental programmes had been taken up by the previous two terms of which Ibobi was the Chief Minister. AFSPA too was lifted from seven assembly segments of the state. Seeing him is enjoyable one feels secured on seeing him, some other also said. He has missions, when translated into action Manipur will be on the path of development. He knows he will be able to do more for the state. Without his ministerial colleagues he has started visiting the site, where he wants to focus. This will keep his ministerial colleagues on their toe. His action will encourage other ministers to make similar visit to the areas or places where they want to do something. Unfortunately one or two of his ministers have openly admitted the inability to follow up the works done by their predecessor. What they do not know is that the past Government too was a Congress led Government. The difference is CPI is now out of power having opted to keep distance from the Congress party. It happens in Manipur nothing moves unless the initiative comes directly from the Chief Minister. The Chief Minister understands that. Therefore he took the initiative to keep the palace compound free from dust. One memory that haunts when we talk of Sangai festival held at Palace Compound last year is the smouldering dust that engulfed the entire stretch of the festival ground. It is good that the Chief Minister remembered that episode though others had forgotten it. He inspected the site of the proposed festival with concerned officials of the department and asked them to plant grasses and also to impose ban on trespassing by all including cattle into the ground until the onset of the festival. There is a saying those, who think more do more do more. His late afternoon visit to the palace compound together with some officials indicates he wants to do more. If green grasses cover the entire stretch of the area there will be no dust. Such a vast area cannot be left unattended and uncared. This year visitors to the festival will feel the amusement of seeing the festival. Last year too many people restrained from visiting the festival site as those, who had seen the festival, talked nothing more than about the dust that engulfed the area. A lesson had been learnt from the mistake committed in the past. Foreigners participating in this year festival may also talk of greenery patches. They may even say Manipur has Oxygen Park. That will be soothing to hear. Similar venture should be made by the Chief Minister to other areas, which are kept neglected by the concerned authority. People of the state have started reaping the fruits of the plants that had been sown by the Government. Proverbial phrase, a stable Government can do a lot, has been proved to be correct in Manipur.

These days too many drugs addicts are seen at different areas of the state. The danger is they use tranquiliser as sedatives, which are available easily at the pharmacies. Young men pester pharmacists with the demand for zolam to which the later insist they do not have it. The young man “is this something I cannot demand”. The pharmacist protested innocence and directed him to get it from a pharmacy near the hospital. The young man moved away leaving those present near the pharmacy gasping with wonder. What he intended to do with the medicines? The pharmacist “I am afraid he might use the drug for a different purpose”. He did the right thing in refusing to sell the drug. The drug is used as sedative by addicts. A senior citizen, who heard the conversation, asked the pharmacist if he would sell the drug when the same was demanded by him. Quickly came the reply why not “I observe the facial appearance and background of the buyer.” Moreover he did not bring doctor’s prescription. I do not want to land in trouble for selling medicines without doctors’ prescription, he convinced the old man. If I cannot establish the identity of the buyer I demand doctor’s prescription before selling medicines. Having heard the points raised by the pharmacist one makes logical conclusion all these pharmacies scattered here and there are doing wonderful job in controlling the menace of drug in Manipur. They refuse to sell drugs that could be used as sedatives. But the question remains who sell all these contraband drugs brought to the state using the name of pharmacies. Earlier when heroin no. 4 was easily available in Manipur large number of young men took it as a fashion to inhale or inject the powder. As the demand increased and the supply remained low the addicts started using pharmaceutical drugs to intoxicate the lazy mind. Money simply became a problem so they started laying hands on any items they could find. They even stole mother’s phanek to get a piece of heroin. The number of thieves increased manifold. Now number no. 4 is not available. The users have switched on to other forms of addictives. Drug became easily available items. Earlier lackadaisical routes in Manipur were used in the transport of banned items. But the restriction and investigation on the road having been strengthened the illegal traders have switched over to air cargo. Amazingly these banned items go undetected in spite of fortification of airport by heavy security personnel. It is time the matter is put up before the Civil Aviation Ministry. The youths of the state cannot be ruined. They are precious. They possess good physique and stamina to become world champion. That is known to all. All eyes should be on to controlling the menace of drug in Manipur. Manipur and its people have great future. Future belongs to the state. Understanding the better prospect of life available with them the youths of the state should think several times before they take up anything that is detrimental to the well being of the society.

As if the Lok Sabha election is very close BJP has started election campaign making tall claim that Kabow valley would be reattached to the state of Manipur if BJP returns to power at the centre. But Parliament election is still far away slated for 2014. Kabow valley is an emotive issue. The valley had become a part of the neighbouring country Myanmar. Getting it back will be possible if India is prepared to launch a full scale war against the neighbouring country. That situation does not arise now. Ours is democracy everybody has the right to utter whatever that comes to mind. But speaking for the sake of speaking does not assuage the wounded mind. India has lost vast areas of land in the North half of Kashmir having been occupied by hostile nation Pakistan. BJP could not do not anything to get back the lost territory when it was in power. Peace loving people of the country do not want war with the neighbouring countries. Therefore political parties are advised not to raise issues that do not have relevance with modern time. BJP does not have even a single MLA in the state legislative assembly. But the leadership of the party takes keen interest in making election related speech and also in visiting the state. Perhaps BJP leaders feel the party will be able to get one seat in the forthcoming Lok Sabha election. This hope has been emboldened by the fact that too many political heavyweights had joined the party. More are on the verge of joining the party on the eve of Lok Sabha election. From two members in Lok Sabha after 1980 election the party has shot up higher even to clinging to power at the centre for one term under the banner of NDA. That was a huge leap. But the party at the centre is now in disarray with leadership crisis taking the centre stage. If Narendra Modi is projected as Prime Ministerial candidate of BJP the fabric that ties NDA will be shattered. That word of caution had been sounded by Naresh Kumar, Bihar Chief Minister, whose party JD (U) is a unit of the NDA. Likewise Lal Kishen Advani and his close associate will see the other option available if the leadership would rest with Modi. Such party, which cannot project even its leader, will not do well in the election. BJP is not a force in Manipur. The recent state assembly election had shown that. Despite hectic campaigning by the top leaders of the party including film star Hemamalini the party drew blank unable to open even account. Yet there had been a rush to the party from different political parties. With the regional politics becoming a dying movement in Manipur the politicians are on the lookout for a party where they can find solace. BJP became a good absorber. Nevertheless when these leaders joined the party they did not try to grasp the mood of the voters in particular and the people of the state as a whole. One does not win an election by switching side too often.

All the roads passing through the state of Manipur are important. Some are in tip top condition some others in precarious condition. It seems there is nobody to take care of these roads. Uripok Polem Leikai road is one such road that is kept neglected for several years. This tiny road serves as a link road, which carries out a big traffic volume. Now this road is in a pitiable condition. It seems there is none to take care of this road, which is filled with potholes. The local people have not even thought of complaining about the deplorable condition of the road to the competent authority. Traffic jam occurs every day in this small lane as too many buses and trucks ply on the narrow road. Then there are school vans and other vehicles of different kind which use this road every day. Amazingly the concerned authority has relegated the importance of the road to nothingness. The bridge connecting the road with Sagolband Vijaygovinda road was upgraded from wooden to pucca some time back. But on the Northern side of the bridge just at the spot where the bridge connects with the road a depression has occurred. The depth of the depression increases daily due to passing of heavy vehicles making the vehicles having low ground clearance unable to cross the depressed portion. As the vehicles attempt to move on higher patch traffic jam has become a routine affair. One or two truckloads of gravel will solve this problem. What is required is inspection by an engineer of the department. When the connecting portion gets depressed the impact of the moving vehicle is taken by the bridge. This will shorten the life span of the bridge. A bridge that should last 50 years or more will collapse within 20 years. Therefore we have been telling again and again to create some posts of engineers whose sole responsibility should be to point out where the pot holes have appeared. Pot hole is a big problem. PWD Minister of Uttar Pradesh landed in quagmire for telling he would bury engineers at the spot where pot holes have appeared. In Manipur too that there had been Ministers, who talked of pot holes only. They did not talk about big projects. They are the real man they feel the gravity of the situation what makes the users uncomfortable. These days our Ministers have not talked about pot holes. Talking about projects worth millions of rupees has become fashionable. Pot hole has vanished from the vocabulary of higher ups. Pot hole has become topic for small fry? Similar roads which do yeomen’s job yet neglected are at Sagolband Sayang road. The road connecting Kwakeithel and Sayang road also needs to be widened. Too many trucks and buses ply on this narrow road. This road is also filled with pot holes. Our sincere appeal to the Ministers is do not feel ashamed of talking about pot holes. All these roads can be made usable by filling up the pot holes. Let us see what comes out after filling pot holes.
