State Government decision to preserve 200 acres of land at Lamphelpat to restore the area to its original form, that is lake, will go a long way in controlling frequently occurring flood at Lamphel areas. Nambul river when it is in spate over flows water towards Lamphel. Consequently the area remains under the water for one month or more during the rainy season. Until the level of Nambul river recedes the flood water cannot be drained out. By adding a lake at Lamphel the flood water can be stored for use later on. The flood water thus reserved in the dugout lake can be used later on during the dry season. Water accumulated at Lamphel area is brown in colour. It might be caused by the colour of the soil. But the water is safe for consumption. Cows and horses grazing at Lamphel area drink Lamphel water. But nothing happens to these animals. Therefore by adding water treatment plant near the proposed lake the water collected at the artificial lake can be supplied to the consumers for use. Too many residents of Thangmeiband and Uripok constituencies lying adjacent to Lamphel are not getting drinking water facilities as Singda water cannot reach these areas. Chief Minister O. Ibobi having ruled the state continuously for two terms, which is capped by addition of one more term, has been able to take up many ambitious projects in Manipur. When one ventures out to different places of the state too many massive constructions are seen standing. Supportive Government at the centre extended whatever help Ibobi sought. Capitol project at Chingmeirong would not have come up at all if he did not demand. He can think big. His two terms plus beginning of another term is synonymous with development. Yet more need to be done to recover the lost period. Now the people of the state are beginning to feel the delightment of having a stable Government. Appreciation goes to the voters of the state, who expressed through the secret ballot their desire of having a stable Government in Manipur. The idea of digging a lake at Lamphel will change the whole concept of development in Manipur. Drought like situation, which descended in Manipur, has revealed the need for having too many water reservoirs. Even the Kangla moat was deepened to increase water storage capacity. Thangapat at Sagolband, which hosts annual Hiyang lamjel every year, too was not only deepened but also widened. Similar lake should be given to all the districts of the state. The creator of the world knew the importance of having vast areas of water reservoir. So when the earth was created only one fourth of the space was kept as land and the rest as sea. On the contrary we are allowing lakes to disappear. This will threaten the existence of living things on the earth. Hence the need for creating more lakes. The lake being dug out at Lamphel can be used for taking up pisiculture. That will enhance fish production in the state. All good things are to be appreciated. Go ahead.

Contractors engaged by the Irrigation and Flood Control Department Government of Manipur for taking up retaining wall construction all along the major rivers particularly Nambul river have put their hands on head as the department have not cleared the bills even after the construction work had been completed long time back. They feel they have been made fools by the department. Long before they took up retaining wall construction they sought advice from engineers of the department whether the payment would be prompt. The answer was in affirmative. Every contractor knows IFCD payment is not up to the mark. Retaining wall construction programme was taken up under a centrally sponsored scheme, the fund for which too had been released by the Union Government. One wonders why the payment had been held up. Since the wall had been constructed the road running by the side of the river had been widened and the users had expressed happiness. Engineers who strictly supervised construction of the walls cannot be traced these days. Like the fugitives they have kept themselves out of touch. They too are in the dark as and when the bills will be cleared. They cannot provide exact information about the payment of the work so they avoid meeting with the contractors. When the plan money was given to every state by the Planning Commission a stricture was sounded to encourage involvement of private partners in taking up developmental programmes. If the Government encourage private partnership in taking up developmental programmes there is no reason as to why private parties’ payment should be held up even after the completion of the work. IFCD is playing with the life of poor contractors. These contractors now lament for the foolish job they had done. Most of these contractors belong to lower middle class group. Gold and homestead lands were mortgaged to take up the construction work. As the payment has been held up the mortgaged items cannot be reclaimed. Social unrest has been created by the department. In future if the department would not be in a position to make prompt payment for the works done no developmental programmes should be taken up. Enough fools had been created. Do not create more of them again. Is there nobody to hear the voice of the tormented young contractors? All their hard earned money had been looted. They are now thinking of making a complaint to the Brahmaputra Board under whose brand name the retaining wall construction was taken up. That will set a bad precedent. Centre may start poking nose in the state affairs if the complaint goes directly to the centre. That may put the state Government in a precarious condition. If the department had actually received fund from the Board for the work done there is no reason as to why the clearance of bills should be delayed. Something messy is being carried out in the department. That needs to be investigated by a competent authority. Is anybody hearing?

Social menace that we see quite often is vehicle owners engaging in brawl on the street in the event of their vehicles colliding with others. Each pretends to be on the right side and think the others on the wrong side. As the heat of argument intensifies fisticuff galore. Many of these vehicles owners inculcate the false hope that the other side should pay for the damage done to their vehicle in the event of collision. When the other side refuses to meet the demand what is expected of others is fisticuff on the road. Manipur has seen that you have never seen in the past and it has happened in broad day light. Manipur has seen too many high end car models running on the street. No wonder these car owners think of extracting huge amount of money even from rickshaw drivers in the event of a scratch appearing after a rickshaw had driven near the vehicle. These car owners take think of extracting if I remember Rs one thousand from poor fellow drivers when a side glass is broken. The demand moves higher according to the damage level. It happens in Manipur the car owner tracking down the house of rickshaw owners in the event of rickshaw drivers pleading the inability to meet the demand of the former. What happens after that it is for everybody to guess. Should not laws be framed to ensure that vehicle owners themselves repair their own vehicles? Unless that is done the poor and hapless people who have no background will end up paying the demand of the rich and influential men who prowl like lions on the lanes, and by-lanes and main road driving SUV model vehicles. If the law is made in such a manner that will be acceptable to all whatever that is occurring verbal or physical duel on the road will be checked. Fighting for repairing of vehicle is a matter of shame. It is just like expecting someone to pay for your ailing mother’s health care. Everybody drives cautiously on the road to avoid meeting with accident. Nobody intentionally drives into another vehicle. Accident is accident. If your vehicle is engaged in an accident with another you too are equally responsible for it. Always remember the little sacrifice made by both sides will save both time and money. If the matter cannot be solved on the street it may reach the law court. That will be too costly. The amount spent in legal fight can be used in repairing the vehicles. If you cannot repair you own vehicle you have no right to own a vehicle. Learn to move by bi cycle or by rickshaw. These car owners are very miserly they do not even switch on the Ac facilities in the car while driving. If they would not use the facilities why did they own high end car model? In Manipur a car is used as a show piece. Every single pie they have is used up in buying the latest model car so they fight on the street when anything happens to their car. These glittering cars instead of standing out as a symbol of financial improvement of the people of the state have created fear psychosis. Go for cheaper model that will be for the betterment of all.

In the past when Dr. Manmohon Singh was asked a question some time before he became the Prime Minister whether he was a politician his reply was I have been in the Congress party. Having joined Congress party I consider myself a politician. If one likes to act like a politician and think like a politician one must imbibe the principles and philosophies of a recognised political party. Principles and philosophies of the political party are not plaything. Once you have joined a political party you must take the policies and programmes of the party like a religious sermon against which one cannot go. One cannot change political party like a chameleon colour. If you are in BJP the ideals of the party should remain stuck in your brain. Likewise a Communist worker cannot think like a fanatic. On the contrary there are lots of persons in Manipur who have attained name, fame and wealth after joining Congress party yet on the street and public place they behave like anti-Congress man speaking only the wrongs done by the party not the better side the party has done. Such persons are dangerous because they always tend to be closer to the leadership to get more and more benefits. They are sycophants in the true sense of the terms. They appreciate the works done by the leader in front of them. The moment they turn back they behave differently. When the chattering class of people ridicule the state leadership they join the bandwagon of chattering class without realising who put them in the status they are. It is time the leadership of the state carries out a survey to understand whether the deserving persons are getting benefits. Or whether the benefits have landed in the wrong hands. Like the banyan tree Congress party has grown big. Century old party, the leaders of which fought against the mighty British has existed as a unifying force. The deep rooted party, which has spread its root to every nook and corner of the country, has strengthened the unity and integrity of the country. One India character remains threatened minus the unifying force. Communal forces are out to disturb the peace and tranquillity. The need of the hour is to take steps to crush the forces detrimental to the peaceful coexistence of all. Whatever happening in Assam is unfortunate more so repetition of communal tinged incidents that have occurred in the South. All out efforts should be made to contain the situation that has erupted in Karnataka. There had been massive exodus of NE people from Karnataka. Though the Karnataka Government claims that there is no threat to the NE people in the state. Rumours are doing the round which has instigated the NE people to leave the state. Chattering class of people is finding time to create rumour. All the political parties should remain alert to annihilate rumours and also to win the confidence of the masses. Therefore the prime duty of the Government is to keep all people busy to keep at bay the rumour mongers. That includes politicians, who behave differently according to different occasions.

It seems there is none to demand widening of Sanjenthong Bridge. This bridge might be around half century old. Elsewhere in other parts of the country such type of bridge that serves little purpose is dismantled to be replaced by wider and longer bridge. This bridge should have been dismantled long time back. Though it was built to better road communication between Imphal East and west it has created more problem than serving the users. If no bridge existed here the place might have remained as a secluded area. If no vehicle moves at the area the place would have been filled with clean air. The narrow bridge connecting Imphal east and west has caused traffic jam every day. Crossing the 30 meter stretch has become a nightmare. By adding three meters on both sides the bridge can be widened. If the bridge is expanded in the manner stated above frequently occurring traffic jam will be easier to tackle. Traffic jam caused by the bridge extends up to Raj Bhavan on the western side and Palace gate on the eastern side. Traffic controllers find it humanly impossible to manage vehicle movement during office hours. Vehicles move at snail pace at the area with drivers pressing on both accelerator and clutch without switching off the engine raising the decibel level and also polluting the area with the smoke coming out of engines. In case of a vehicle stopping in the middle of the road due to engine break down the traffic is thrown out of gear. Noise level at the area where the Chief Minister’s bungalow is situated has been increased. The sound emitted by the vehicles is deafening. Smoke emitted through the silencer has also polluted the clean air. If the VIPs staying at the area fall sick quite often it might have been caused by the unclean air blowing at the area. Importance of clean air in improving human health had been stressed time and again. In Thailand several spacious areas have been earmarked as Oxygen Park. Too many men and women who had their bones fractured caused, by the tsunami, having been smashed against the wall and trees had miraculous improvement after staying at the oxygen park. Chief Minister’s bungalow is adjacent to the traffic prone road. If there is a machine to check purity of air at the area surely it will reveal the poor quality of air sweeping at the area. It will reveal it is unsafe for inhaling by living things let alone human beings. Who cares attitude however continues to be shown to the bridge. Too many bridges had been constructed over the past two or three decades at different places. Fly over had been constructed and the longest bridge too had been constructed. But this Sanjenthong is left untouched. That is perplexing. If the bridge cannot be expanded an alternative route needs to be created to connect Imphal East and West and also to avoid suffocation. Almost all the VIPs of the state use this bridge every day. Amazingly they cannot feel the need for expanding the breadth of the bridge. If they thought something would have been done. Do something. That will serve better.

As we celebrate Independence Day today we can ask a simple question to self what does this day mean to the people of the country. This question is also being put to the people living in this state. The hard earned national independence, which was achieved owing to gigantic task performed by our great leaders, cannot go to waste. Father of the nation Mahatma Gandhi yearned for achievement of national independence without shedding blood. His agitation centred on non violence and ahimsa. None opposed his movement. He could carry the entire masses in his movement. Even the newspapers, which opposed his famous non cooperation movement, faced natural death, boycotted by the then readers. The trend sweeping now however is different from what prevailed then. Now every group desires newspapers to play a role in creating ground for the movement of any kind to survive. Newspaper is like a simple looking glass that reflects the image of the object put before it. If one performs something naturally its image will be reflected. Nothing that is done cannot be seen in the looking glass. India has been hailed as the largest democracy in the world but here in Manipur we are playing with the ingredients of the democratic values. We must not make any attempt to belittle the sacrifices made by the great leaders. What India today is not our creation? Policies and programmes framed by our forefathers shaped what India should be like. Principles and ideals of the great leaders of India egg on the country to move forward from where it was left by the Britishers. India is poised to become a super power in the near future. India’s Martian mission, which was unfolded and landing of unmanned machines on the surface of the moon indicates the giant leap India has made in the past few decades. India is honoured by the developed nations for the speed with which it has moved in the field of science and technology. Moreover the present leadership having inherited the legacy of the great leaders, who stood for the welfare of the hapless people, have formulated many schemes and policies to give benefits to the needy people. These schemes and programmes are for the future generation. A better future awaits India. Indira Awas Yojna, MGNREGA, which give job to the rural masses are some of the schemes that can be mentioned. Then health care programme for the poverty stricken people, all these programmes make the people proud of being called Indians. Now the President of India Pranab Kumar Mukherjee has unfolded his dream to erase hunger from the Indian dictionary. He can do it. He knows the Government at the centre is capable of carrying out pro poor programmes. Celebration of national Independence Day must have a meaning. Independence Day celebration must instil in the young minds the need for working hard and also to protect the unity and integrity of the country. Youngsters should be taught to imbibe Indianness. The most pleasant thing is fulfilment of demand and expectation. Moat like drain, which was created by the unfinished road construction work at Sagolband had been filled up. The road side dwellers might be heaving a sigh of relief on seeing the work done. The road was kept neglected for months together since the end of the 9th assembly election, which was held in February this year. No wonder the MLA, who initiated the road construction work lost in the election. As the construction was abandoned mid way the area was engulfed with dusts 24 hours a day. The users lamented do not we have a competent authority, who can take up road construction work. At last the voice had been heard. Yesterday a roller was seen levelling the big sized pot hole near Tera bazaar and JCB excavator filling up with broken bricks the moat like artificial pond near Vijaygovinda. More needs to be done. Sagolband Tera Loukrakpam Leikai road has been existing like a chronic disease affected man. This road has been serving as a link road between Uripok and Sagolband. The road is very wide, which can be upgraded to national highway. But the prolonged neglect meted out to this portion of the road has left a big question mark. A state capital should have well maintained roads. If one inspects this portion of the road one will realise what made the road so deplorable. There is not even a few meters stretch of road that is worthy of being called a road. Engineers of PWD might be feeling ashamed of driving on this road. Yet they cannot recommend for speedy development of the road. Something is wrong somewhere. Does it have anything to do with the amalgamation of all powers of recommending road construction and repairing in the hands of the Ministers concerned? Fund starved PWD is feeling handicapped in taking up fresh work proposal and also in taking up repairing programme of all existing roads. Manipur revenue is almost nil. It relies heavily on the assistance given by the Union Government. Central Government gives fund for taking up fresh projects not for repairing of lane and by-lane road. Which also means that the state Government has to arrange fund for repairing of roads at Leikai. But the simple question arises how the state Government can manage fund for such road repairing work. It is a mammoth task, which cannot be taken up easily. Therefore steps have to be taken to increase the revenue of the state to enable it to look into the requirements, which come up cropping every day. Having said that the first priority of the Government should be to better road communication as it is the only means available to communicate between man and man. What we want to hear is people murmuring of the change brought to the state by the Government that has ruled the state for the last years. This Government is poised to rule another five years. There is no threat to this Government. Therefore it is time the focus is made on development. The rest is easy to tackle.

Manipur Government has shown generosity to Magnificent Mary Kom by giving Rs 50 lakhs, plus two acres of land and a promotion to the next higher rank of Additional SP. Assam and Arunachal Pradesh have also assured to give monetary benefit to Mary Kom. Such gesture shown to sports talents will go a long way in inspiring budding sports talents to do well in the international sports meet. If four Manipuris could participate in 2012 London the next edition slated for 2016 edition will witness double figure Manipuris vying for coveted medals. The rest three could not win medal. But their undying spirit to bring laurels to the nation is to be appreciated. They deserve appreciation from all. Participation itself should be considered as achievement. Pandit Jawaharlal Nehru said the most important thing in Olympics is the participation. Mary Kom representing India in the 51 Kg category women boxing has opened one account for the country as a whole and the state of Manipur in particular creating a history of sort. Elusive medal has been won at last. The status of the state has been raised. We are moving with our head held high because of the contributions made by our sports stars. Earlier Manipur was introduced to the rest of the world by our rich cultural heritage, now sports have taken the lead in doing the role done by arts and culture. One in every Leikai is aiming high to do better in the field of their choice. There will be no looking back for Manipur from where it had been left. The march will be forward. If the state opened the account with bronze subsequent encounters will be story of glorious achievements. China won only one gold medal in 1984 Olympics. Since then it moved forward to clinching the title in Beijing Olympics. What is important is the attitude. The way we look to our sports stars. Encouragement should pour like anything. Too many factors contribute to making sports stars. Establishment of SAI sports centre helped a lot in churning out more and more sports stars from Manipur. Similarly Mary Kom’s boxing academy at Langgol will contribute to bringing out more boxers of international level. This academy will be cynosure of all eyes for the academy is the dream project of Mary. It is soothing to hear that Mary will make all out efforts to groom up more boxers. Mary Kom winning a bronze medal in the Olympic was spectacular. Thousands of youths will be dragged to sporting events. Sports are medicine. It keeps youth connected problems at bay. It paves the way for a youth to a better future. An athlete is always told how to treat the crowd and opponents. Therefore players, who were locked in severe fighting, shook hands at the end of the game as if nothing had happened. The need of the hour is giving incentives to sports stars. If these sports stars are happy surely they will appeal to others to follow in their footsteps. Let it happen. We have a very understanding Government, which feels the situation of time. Sports will reach zenith in Manipur.

Representatives of the people take keen interest in repairing of lanes and by-lanes while discarding major roads passing through their respective constituencies. Asked about the lackadaisical attitude shown to the state highways by all concerned their reply is straight major roads are under the care of the Government. Who will take care of these Leikais and moreover voters demand repairing of their Leikais only not the major road. Government therefore should take the initiative of repairing major roads, they opine. Major roads in Imphal are the faces of the state. Face lift needs to be provided. The main road at Sagolband is in a pathetic condition. Construction work that was started had stopped mid way with the pot holes as big as pond appearing in the middle of the road near Tera bazaar. Whose order the department is waiting for to begin repairing of the road. Who should tell the engineers of the concerned department to begin work on repairing of the damaged road? Tera bazaar is not at far off place. Dr. Loken in his term as MLA started repairing of Sagolband road. Buildings at the roadside were razed to ground to expand the road. Close on the heels of the dismantling of the building the roadside was dug out and filled with gravel. That was a wonderful work. But the work having been stopped mid way the area, which could not be filled up with gravel have remained like moat making it breeding ground for mosquitoes. Perhaps the contractor cannot be convinced of making prompt payment for the work done or he had been denied payment for the work done that the work had been put to grinding halt. Should not the contractor be called up and asked to continue the work. Fast moving vehicles find the potholes in the middle of Sagolband road a threat to life. Negotiating with these potholes has become a problem to the drivers. Similar uneven road exists at Lamphel side also. It is mindboggling the concerned department can leave such important roads passing through Imphal in pathetic condition. Lamphel area road near police station and another connecting Thangmeiband and Uripok remain under water round the year. The middle portion of these roads have depressed so the waters have accumulated in the middle portion of the road. By sprinkling gravels the middle portion of the roads can be raised. A confusing trend is sweeping. Engineers wait for the elected representative to dictate terms for repairing of the roads while the latter shirk the responsibility of bringing up such issue before the Government. Consequently who cares attitude is shown to the major highways of the state. If the Chief Minister of Manipur makes a whirlwind tour of these major roads in Imphal areas he will be able to know which portion of the road requires immediate attention of the Government. These roads cannot be neglected. These roads are as important as other major roads connecting different parts of the state. Having well maintained road enhances the status of the Government. Let somebody hear the suggestion.
