IMPHAL March 9: “When a blind man cries, there is no sadder tale”, lyrics from a song by a popular American band became a reality today at the state guest house.Special rapporteur (Disabilities) of the National Human Rights Commission P K Pincha, when expounding on the plight of the disabled had a similar effect to the physically challenged persons among others at the 2 days State consultation on rights of persons with Disabilities Act, 2011 which was organized by the Spastic Society of Manipur at the state guest house located at Sanjenthong today. A visually impaired person himself, Pincha voiced that disabled persons do not have to adapt to the society, but the society has to adapt to the disabled, so that the latter have the honor and status to live with dignity.
He lamented on the fact that even he was not given the related material on time for the said consultation, and even given so today, should have been in Braille, commenting on the hardship suffered by a disabled person going up three stories without a lift at the state guest house  itself suggest the poignancy of the prevailing circumstances and the need to establish a new act which is disabled friendly.
He stated that there are two barriers which affect the disabled persons. Firstly, the ‘attitudinal barrier’ which the public have in lieu to the disabled equating disability with inequality and secondly, the ‘environmental barrier’ which hinders the accessibility of the disabled persons at public places. Such barriers have to be torn down and the exercise held today will be helpful in addressing the needs of the persons with disability, he stated.
The consultation held today discussed that India having endorsed the UN Convention on the Rights of Persons with Disabilities (UN CRPD) is obligated to enact suitable legislation in furtherance of the rights recognized by the UN and it is purposed to replace the current disability legislations with a comprehensive law which recognizes all rights of persons with disabilities. The consultation held today unanimously resolved and drafted several points which will help in making the provisions of the new Disabled Act more positive and inclined to the human rights model than being a medical one.
The draft urges to guarantee equality and non discrimination to all persons with disabilities and recognize legal capacity of all persons with disabilities and make provision for support where required to exercise such legal capacity. To recognize the multiple and aggravated discrimination faced by women with disabilities and induct a gendered understanding in both rights and the programmatic interventions and to ensure children with disability being treated on an equal basis with other normal children. To mandate special programmatic interventions for ‘home bound’ persons with disabilities, persons with disabilities in institutions as also persons with high support needs.
Further ,to establish a disability rights authority which facilitates the formulation of disability policy and law with active participation of persons with disabilities, dismantles structural discrimination existing against persons with disabilities and regulates the due observance of regulations promulgated under this Act for the protection, promotion and enjoyment of all rights guaranteed in this act,and to specify civil and criminal sanctions for acts and conducts deemed to be wrongful.

IMPHAL, March 9: A man has been allegedly beaten up by security personnel belonging to MLA cum deputy chairman Planning board, MLA Bijoy Koijam in the evening today at Khongman Mangjin Nandeibam Leikai.
The victim is identified as one Laishram Henry, 28, s/o (L) Budha of Singjamei Sapam Leikai.
A press meet was held in this connection at Manipur press club. While narrating the incident the victim disclosed that he along with his wife and some of his friend were on their way to Irilbung to attend a Heijing pot (a marriage engagement) on a Maruti van.
On reaching Khongman area heavy traffic congestion was noticed. In the meantime, an escort vehicle behind them asked them to give way but they responded saying that there is no space to give way due to the heavy traffic congestion, the security escort approached him and knock  him with the butt of their service rifle, claimed the victim. Moreover he disclosed that the escort even manhandled his wife and the wind shield of the vehicles was also damaged.
The victim also underwent treatment at the RIMS and later a press conference was called in this regards.
He has appealed the concerned authority to give necessary punishment to the security personnel involved in the incident according to the law of the Land.

IMPHAL March 9:The UNLF in a press statement from its Central Committee debunks the statement of Home Secretary GK Pillai made recently at a Tribal Exchange Program held at Ukhrul. The release states that the comment of GK Pillai stating that ,since the arrest of the UNLF Chairman and other top leaders of the outfit, UG groups have taken interest in starting peace talks is baseless and fictional. There is no truth in his statement and the UNLF still carries on the war of independence relentlessly, the outfit states that the leader and others may have been arrested but the UNLF still functions like clockwork and without any hindrances, the release said. 
The stance of the Indian Government is a direct violation of the directives 53/144 of the UN made on December 9, 1998.But,the outfit will never compromise on its stance of holding the plebiscite which is in itself a real democratic exercise, and the imperialist ways of the Indian government will never be able to subdue the liberation movement, it said.
The words of the union secretary is tantamount to highlighting the fake agenda of the Indian Government, saying that a need to bring an amicable end to the Manipur –India conflict and on the other hand sending in scores of troops itself betray their true intentions. It is natural to suffer losses and casualties in the liberation movement, but arresting the chairman and other senior members and believing that the path to holding peace talks is paved is a folly of  India, the it maintains.
Further it added, devious means are hatched by the Indian Government to fool the public and also to lure the other outfits. The Central Committee believes that peace talks and suspension of operations are traps of the Indian Government. Under the imperialist rule ,there is no sense in demanding autonomy, greater autonomy or alternative political arrangement and this is yet another trap set so that the communities create warlike situations amongst ourselves. This can be viewed as a bargaining chip by sidelining the sacrifices made by the thousands of freedom fighters of both the hill and the valley, the release states.

IMPHAL, March 9: The second day of the 10th Session of the 9th Manipur Legislative Assembly today was marked by the initiation of the discussion of the Governor’s Address that was placed before the house yesterday.
To begin with the discussion on the Governor’s address MLA, Dr Kh Loken Singh, chairman PDA who moved the motion of thanks on Governor’s Address yesterday, mentioned in the house that, the address of the Governor of the state Gurbachan Jagat was perfect and an elaborated statement which covers all aspects of developmental activities of the state that have been taken up by the state government for the welfare and prosperities of the state.
The address which was made on the floor of the house have highlighted the achievements of the SPF government for the current year in terms of improving fiscal policies of the state which could improve various aspects of developmental programmes and various sectors and speedy works on different major projects taken up in the state.
Later the, MLA Dr Kh Ratankumar who seconded the motion also elaborated the Governor’s address as a compiled study of the state of the various developmental activities that have been undertaken in the state.
In the meantime, senior opposition MLA O Joy, MLA RK Anand and MLA Morung Makunga have raised their motion on the amendment of the governor address today and mentioned that, the very address of the governor have left out various policies that the state government aught to take up.
They further mentioned the house that, the recent address did not reflect any government policies on the perfect generations of the employment in the state due to the lack of the state plans and policies for the establishment of the major industries, failure to have an effective policies for the welfare schemes like maternity benefits, old age pensions and nutrition in the interior parts of the state.
They further mentioned that it has also failed to reflect the objectives of the state government to have resource mobilization in the hills and interior areas of the state by implementing various projects under Minor Irrigation and other sponsored awareness programmes on the implementations that have been carried out by the state government for the development of the state in the far flunk rural and hill areas of the state till today.
The discussion of the governor address will continue in tomorrow’s sitting of the ongoing session of the state assembly.

IMPHAL March 9: The MAHUD department revoked the suspension order imposed on the Imphal Municipal Council today. It may be mentioned that in order to streamline the IMC ,the proceedings of the council was suspended and taken over by the MAHUD since August 2010 for six months. The suspension date had expired on February 8 last and had imposed an indefinite suspension till today.

IMPHAL, March 8: Lieutenant General N K Singh, GOC 3 Corps has arrived on a visit to Manipur on today. He visited HQ IGAR(S) and HQ 57 Mountain Division. The GOC 3 Corps was received by major general CA Krishnan, AVSM, IGAR (South) and briefed on the prevailing security situation in Manipur.

The General Officer while interacting with senior commanders of Assam Rifles appreciated the efforts being put in by the troops in a very professional manner to curb down insurgency in the state. He also lauded the various civic action programme and development work undertaken by the Assam Rifles and Army.

IMPHAL, Mar 8: The charge-sheet hearing of July 23 BT Road firing incident was held today before the Court of District and Session Judge, Manipur East.

The counsels of both sides and the accused police personnel were present at the hearing.

However, Judge Ph Surendra fixed the charge order hearing of the case on March 11 and 12.

It may be mentioned that the CBI has framed the charge-sheet of July 23 BT Road firing incident against nine Manipur Police personnel including OC of City Police Y Munal and Inspector H Devendra.Chungkham Sanjit and Thokchom Rabina were killed in the incident in 2009. The charge-sheet of CBI came after the Tehelka Magazine exposed the cold-blooded murder of Sanjit inside the godown of a pharmacy at BT Road.

The PG Agarwal Commission of Inquiry set up by the state government to probe the incident is also in progress.

IMPHAL, March 8: The tenth session of the ninth Assembly in Manipur started today with the formal induction of K Sharat, who was elected from the recent Konthoujam Assembly constituency bye poll with a Trinamool Congress ticket as a Member of the Manipur Legislative Assembly.

K Sarat took his oath as member of the assembly at the office chamber of the speaker Manipur Legislative Assembly I. Hemochandra Singh.

K Sarat was elected from the Konthoujam bye poll in February this year after he defeated Congress Candidate Sapam Ranjan with a 655 vote margin. He secured a total of 9592 votes out of 22360 polled votes while Ranjan and independent candidate Kh. Ranjit secured 8937 and 3831 votes respectively.

During the oath taking ceremony, leader of the house Chief Minister O. Ibobi Singh, Dy. Speaker Th. Lokeshore, Opposition leader MLA Radha Binod Koijam, MLA O. Joy, state cabinet ministers and MLA were also attended.

IMPHAL, March 7: “Local clubs are centre of non-formal Education” said, Sericulture minister, Y. Irabot during an inauguration function of newly constructed building of the New Checkon Youth Club, (NCYC) at Imphal East district.
The inauguration function was held today at the clubs ground New Checkon. The Sericulture minister graced the function as the chief guest and inaugurated the function.
The inaugural function was attended by Works minister, K. Ranjit, councilor of ward number 22, Thangkolam Touthang, German president of the NCYC.
While delivering his chief guest speech the Sericulture minister while stressing the role of local clubs stated that “Local clubs are centre of non-formal activities”.
The minister maintained that in the context of Manipur society local clubs plays a significant in many essential activities of a particular areas and as well as in shaping up the society. From basic needs like distributing PDS items, sports, education to solving land disputes clubs have become a part of the life.
However to maintain the essence of being a good club this implementing body needs unity, discipline, sincerity etc., said Y. Irabot Singh.
The works minister who also spoke during the function also stressed the need and role of the local clubs. A souvenir of the NCYC was also released by the chief guest.

IMPHAL March 7: The members of the All Thanga Schedule Caste Ima Khwairamband Keithel Nga Yonbi Lup condemned the Thanga MLA T Mangibabu of favoritism among the women fish vendors and ignoring the plight of the women of the organization.
A press release states that the women had pressed the government to allot them seats  for vending fish at the market and after several round of talks with the concerned officials ,a total of 314 seats were allocated for the women. The development was purely the credit of the women organization as the local MLA had turned a deaf ear to the issue when taken up to his notice before, the release states. Further, on learning about the seat allocation,workers of the MLA forged the documents of the stated organization and have tried to grab the quota of seats for themselves only, such unscrupulous activities have led to confusion to the concerned officials and have brought about unwanted issues. The statement appeals the concerned MLA to rectify the situation in the interest of the deserving persons and in the name of justice.

IMPHAL, March 6: State agriculture minsiter Ph Parijat who is also holding the CADA portfolio has inspected conditions of the irrigation facilities that have been provided by the Khuga Multi Purpose project at Churachandpur district today.
The minister during his surprise visit to the main cannel site of the project having eight kilometer long canal for providing irrigation facilities to several thousand of hectres of paddy field was accompanied by officials of CADA. Besides the minister gave his advised to the officials of CADA to impart awareness campaign to the farmers of areas for the effective utilisation of the irrigation facilities that have been initiated with the completion of the project.
On the other hand, as per the official record the very irrigation canal has helped by providing irrigation to 2000 hectres of paddy field with an objective to provide irrigation facilities to a total area of 9575 hectres of paddy fields after total completion of the said irrigation canal the official source added.

IMPHAL, Mar 6: All Manipur Student Guardians’ Organization (AMSGO) has appealed to the concerned authority to declare the viva-voce result of Havildar and CRTO held in May 2010 as soon as possible.
Speaking to media-persons today at the office of AMSGO located at Palace Compound, the advisor of AMSGO, H Kula stated that the viva-voce result has been kept withheld by the concerned home department thereby raising apprehensions among the candidates.
He further stated that the state government should rectify the present education system of the state by making the SCERT functional for academic purposes and the directorate of education (schools) for administration.
Kula also appealed to the concerned authority to set up subordinate service commission for the recruitment of personnel in various departments other than the grade-I officers. The Board of Secondary Education Manipur should not be entrusted the work of conducting recruitment examinations of various departments, he enjoined.

IMPHAL, March 6: The state government is preparing to table four important Bills including Manipur Municipality 5th (Amendment) Bill 2011, Amendment Bill of Sub-section 4 of Manipur Panchayati Raj Act, 1994, Manipur Hill Areas Autonomous District Council 4 (Amendment) Bill and Manipur State Road Fund Bill, 2011 during the ensuing 10th Session of the 9th Manipur Legislative Assembly which will commence from March 8 this month.
According to a highly placed official source, in view of the proposed bills which will be tabled in the ensuing state assembly session the state government has instructed the concerned departments for full preparations of the said bills so that the concerned department are able to table the full bodies of the bills before the state cabinet meeting which is scheduled to held at 3 pm of March 8 this month under the chairmanship of Chief Minister, O Ibobi Singh at his official bungalow.

IMPHAL March 5: The Care Me Group, Moreh has urged the state government to set up a rehabilitation centre and full fledged ART centre at the border town at the earliest, failing which the body will be pressed to carry out agitations.
A press release by the general secretary of the group, Rajen Singh has stated that a general body meeting was held on February 28 where in it was resolved to demand the health benefits. It also mentioned that Sithang Mate, convenor of the group in the meeting decried the state government’s indifferent attitude despite various submissions requesting the Chief Minister and the health minister to improve the health related facilities of the border down.
He stated that many lives have been lost due to want of proper medical facilities, the close proximity with the golden triangle has spread the disease of drug addiction to the youths and scores have succumbed, the release stated.

IMPHAL, March 4: At least three persons belonging to different under ground organizations have been apprehended by the security during separate counter insurgency operations conducted in Thoubal district in the last two days.

According to an official release of the SSP Thoubal, the combined team of Thoubal district police cammandos and personnel of 28 Assam Rifles apprehended two cadres of under ground KCP (KK Nganba) group identified as Koijam Imoba alias Chalamba, 46, s/o (late) K Gandhar Meitei of Bashikhong Panthoibi and his wife Koijam Ongbi Thoudam Ningol Chaoba Devi, 34, from Waithou area during a checking and frisking exercise yesterday evening.

It further mentioned that, during further verification it has been revealed that the arrested couple was working in the finance section of the said outfit and one NOKIA mobile handset and a sum of Rs.18,000 were recovered from their possession.

In yet another incident, the combined team of Thoubal district police commandos and the personnel of 28 Assam Rifles again arrested on cadre of under PULF (MI-Khan) during search operation conducted at Keibung area yesterday evening around 7 pm and recovered one .32 revolver.

The official release further mentioned that, the arrested person has been identified as Md Sana Khan, 30, s/o (late) Md Alimuddin of Keibung Wangmataba who is reportedly an active member of the PULF.

Furthermore the said combined team on his disclosure arrested another PULF activist identified as Md Abdul Hasim alias Nightem, 58 s/o (late) Md Abdullah alias Asei of Keibung Wangmatab, the release added.
