AIZAWL, July 12 NNN: HIV cases in Mizoram have declined considerably in the past few years in Mizoram.
According to Mizoram health minister Lalrinliana Sailo, HIV cases in the state have declined during 2007-2011 as per ‘Technical Report India, HIV Estimates-2012, NACO” by Ministry of Health & Family Welfare Report, thanks to the steps taken by Mizoram State AIDS Control Society (MSACS).
Sailo was saying this at a Governing Board meeting of MSACS at his office today attended by Health Secretary Esther Lalruatkimi, IRS, MSACS Director Dr. Eric Zomawia besides representatives from YMA and Mizo Hmeichhe Insuihkhawm Pawl (MHIP). The minister lauded the measures taken by MSACS in organising Red Ribbon Football Tournament and Red Ribbon Drama Competition to tackle the menace which is being plaguing lives of Mizo youths and et al. Not only this, several NGOs and churches in Mizoram are also taking measures against the spread of HIV, the minister added.
Lalrinliana Sailo also opined that in order to tackle this menace, there should be close collaboration between NGOs, government departments, churches and even media can play a great role in this regard. Only through this, the beautiful state can send message to the outside its true nature, the minister added.
The meeting highlighted that as per Technical Report India, HIV Estimates-2012, NACO, HIV infection between age group 15-49 during 2011 was 0.74 percent in contrast to 0.79 per cent during 2007. The report also highlighted that the infection rate was 0.78, 0.76 per cent during 2009, 2010 which clearly shows that rate of HIV infection in Mizoram is on decline.
The meeting also accepted MSACS Action Plan for the period 2013-2014 which was appoved by National AIDS Control Organization, Department of AIDS Control, Ministry of Health & Family Welfare. According to MSACS report during 2012-13 HIV test was conducted to 59088 (General 38560 and Pregnant Women 20528) of which 1142 (General 1022 and Pregnant Women 120) were tested positive. Till today, 6060 HIV patients have been given treatment from ART Centre. MSACS expressed happiness over churches and NGOs for their endeavour towards HIV patients.
The Mizoram state will implement and take measures under National AIDS Control Program Phase-IV from this year which is expected to be more dynamic and smooth as far as funds from the government is concerned. Tackling HIV menace in Mizoram is being carried out not only by the governmentt but also churches and NGOs like organising seminar, awareness pogramme and sports events. During the meeting a report of MSACS 2012-13 was also highlighted.

New Delhi, July 12 (ANI): Congress Party on Friday launched a scathing attack on Gujarat Chief Minister Narendra Modi over his remark that he had done ‘absolutely right thing’ in 2002 when the state was hit by riots and that an SIT set up by the Supreme Court had given him a ‘thoroughly clean chit’, saying this is totally against the analogy of India.
“We are condemning the analogy which he has made. It shows the kind of mindset Mr. Modi has. This is totally against the idea of India; India is not what he thinks. The analogy which he has drawn, the parallels which he has drawn is not the idea of India,” said AICC General Secretary and in-charge of Communication Department. Ajay Maken.
Maken said even former Prime Minister Atal Bihari Vajpayeeji said at the time of Gujarat riots that he failed to implement a ‘Raj Dharma’.
“And not only Atal Bihari Vajpayeeji at that time, but even as recent as this month only the Goa Chief Minister Manohar Parrikar has said that the 2002 riots is a result of failed Gujarat model of governance. So, we are not only saying so, but his own party leaders, fellow Chief Ministers are saying so,” said Maken.
“But using a riot wherein thousands of people died, using an analogy drawing parallels the way he has done is something which shows his mindset and this is totally against the idea of India which we strongly condemn,” he added.
In an exclusive interview to Reuters news agency at his official residence in Gandhinagar, Modi said: “People have a right to be critical. We are a democratic country. Everyone has their own view. I would feel guilty if I did something wrong. Frustration comes when you think ‘I got caught. I was stealing and I got caught’. That’s not (what happened in) my case.”
The Gujarat Chief Minister, who was very recently appointed the BJP’s campaign committee chief for the 2014 Lok Sabha polls, described himself as a Hindu nationalist because he was a born Hindu.
“I am nationalist. I am patriotic. Nothing is wrong. I’m a born Hindu. Nothing is wrong. So, I am a Hindu nationalist so yes, you can say I am a Hindu nationalist because I am a born Hindu. I am patriotic, so nothing is wrong in it. As far as progressive, development oriented, workaholic, whatever they say, this is what they see. So there’s no contradiction between the two,” he said.
The Goa Chief Minister had in a recent interview to The Indian Express Editor-in-Chief Shekhar Gupta for NDTV’s Walk the Talk programme said that the 2002 riots in Gujarat were a clear-cut case of administrative failure and bad example of governance.

New Delhi, July 12 (ANI): The Core Group of the Congress which met here today to discuss the creation of a separate Telengana State, has communicated the outcome to the Congress Working Committee, the party’s highest decision making body, which will now take a final call on the issue.
Congress General Secretary Digvijay Singh, who is in-charge for Andhra Pradesh, today said a decision will be taken in the working committee meet.
He said the party had held wide consultations with all political leaders and the Core Group had heard Andhra Pradesh Chief Minister Kiran Kumar Reddy, PCC chief Botsa Satyanarayana and Deputy Chief Minister Damodar Rajanarasimha on the issue.
“Congress Party has held widest consultations with all political parties, with all leaders and finally the Core Group has now met the Chief Minister, the Deputy Chief Minister and the PCC President before taking a final view. And therefore now, the Congress Party will call the working committee and take a decision,” he told the media here.
Digvijay Singh yesterday said that the Centre has to consult UPA partners and opposition parties, as the decision might require amendments to the Constitution.
Prime Minister Dr Manmohan Singh, Congress President Sonia Gandhi and other senior Cabinet ministers and leaders from the ruling party’s attended the core group meeting.
Union Home Minister Sushil Kumar Shinde earlier on Wednesday said the consultations on the demand for a separate Telangana were still on and it would take time for arriving at a decision.
“How can I make a comment on the core group’s plan? There is a high command which will take a decision,” he said, when asked whether a decision was expected from the Congress Core Group.
Congress MPs from Telangana have so far accused the Centre of following what they call a ‘one-step-forward-two-backward’ approach when it comes to addressing their demand for a separate state.
The Centre’s flip-flop over the issue began in December 2009 when the then Home Minister P. Chidambaram promised the formation of a new state only to go back on it after a few days.
The issue was later pushed before a committee headed by Justice B.N. Srikrishna. This panel did not come up with a tangible solution, but instead presented six options.
These included the creation of a Telangana Regional Council within Andhra, bifurcation of the state into Telangana with Hyderabad as the capital and Seemandhra with a new capital; bifurcation of the state into Seemandhra and Telangana after making Hyderabad a Union Territory; bifurcation of the state into Seemandhra and Telangana with enlarged Hyderabad metropolis as a Union Territory; bifurcation of the state into Rayala Telangana and Coastal Andhra; and maintenance of status quo.

DIMAPUR/IMPHAL, July 11 NNN: More Naga civil bodies have endorsed the move of Forum for Naga Reconcilitation (FNR) of setting up the ‘Naga National Government (NNG) involving all the Naga underground groups.
Naga Peoples Movement for Human Rights (NPMHR), United Naga Council (UNC) and Naga Women Union (NWU) have made their stands public today in this connection.
In a separate statement signed by Dr Gina Sangkham, Secretary General of Naga Peoples Movement for Human Rights (NPMHR), it appreciates the initiative of the Forum for Naga Reconciliation (FNR) for the proposed provisional formation of a Naga National Government (NNG) constituting Naga “national political” groups. NPMHR believes that formation of such a national level government would enhance the reconciliation and peace efforts among the Nagas. NPMHR earnestly urges all the conscious Naga National political groups to sincerely work together in achieving our common vision which is based on the historical and political rights of the Nagas, Dr Gina Sangkham said.
NPMHR is also concerned by the various instances of social unrests affecting the normal lives and even the livelihood of the people. Such incidences and events are indicative of the breakdown in the social fabrics which do not in any manner contribute to the progress of the Naga society, the statement added.
The need of the hour for the Nagas in progressing toward the common vision is to uphold our social and political values which have been the foundation of the Naga society, Dr Gina Sangkham said.
Also endorsing the initiative of the FNR, the UNC and NWU in a joint statement said, “While reiterating our support for the continuous engagement of the Forum for Naga Reconciliation(FNR) in the journey of common hope for a reconciled Naga people, the United Naga Council and the Naga Women’s Union, through this joint statement , welcomes the statement of the FNR dated 7th July 2013 that called for a
structural framework in the form of a provisional Naga National Government, (NNG) as agreed upon in the historic “Naga Concordant,” signed on 26th of August, 2011.”
According to UNC and NWU, the principles that would uphold the NNG as enunciated in the FNR statement engenders optimism and hope for the future that the Naga people will share together in its most enlightened form. It is our appeal to all the Naga political groups to be proactive & forthcoming in this common agenda. “It has our wish that such an arrangement will come into place at the earliest possible time,” the UNC and NWU stated.
On July 7, the FNR had said the structural framework in the form of a provisional Naga National Government (NNG-Provisional), as agreed upon in the Naga Concordant, is required to be accommodative of all Naga underground groups, according to Forum for Naga Reconciliation (FNR).
Naga National Government (NNG) is a term coined two years ago which is a proposed common government to be formed by all the Naga underground organisations.
This statement of the FNR came after it had convened another round of Naga reconciliation programme at Chiangmai in Thailand recently involving Naga underground organisations.
The Forum for Naga Reconciliation had said it made that call after five years of continuously forming relationships, discerning challenges and dilemmas, overcoming deadlocks, developing trust, discovering common ground, and learning the various perspectives and positions of the Naga political (underground) groups.
“In order to strengthen the Covenant of Reconciliation and move forward together, structural transformation shaping a reconciled political reality within Naga society is needed. This imperative is more urgently felt in light of the present circumstances,” the FNR had stated.
“The structural framework in the form of a provisional Naga National Government NNG (P), as agreed upon in the Naga Concordant, is required to be accommodative of all Naga Political Groups. This is in the common cause of pursuing in a united effort our shared historical and political rights and creating a dignified and peaceful society,” it stated.

New Delhi, July 11 (ANI): The juvenile justice court said Thursday that it would pronounce its verdict on July 25 on the role of the teenager accused of brutally Delhi bus gang raping a paramedic student on a running bus on December 16, 2012, that left the nation outraged and shocked. The teenager, who was 17 years old at the time of the crime, is being tried by the Juvenile Justice Board and has pleaded not guilty, but if convicted, he faces a maximum of three years in juvenile detention.
“The judgment has been given, but it was not pronounced in the open court. It is in a sealed envelope. When we get access to it, only then can we let you know. The court has directed us, as well as the media, not to share the merits and details of the verdict, whether he is acquitted or convicted. The verdict has been given in one case, and in the other it would be pronounced on July 25,” said Rajesh Tiwari, counsel for the Juvenile Justice Board in New Delhi. According to the case filed by the police, the juvenile was the most brutal of the six accused during the rape and people have demanded severe punishment for him despite his juvenile age.
The December 16 attack, in which a 23-year-old physiotherapy student was allegedly beaten, raped and tortured with an iron rod by six people on a moving bus in New Delhi, sent thousands people onto the streets to protest over an increase in crimes against women.
The woman died from her injuries two weeks later at a hospital in Singapore where she had been flown for treatment.
Criminal proceedings against four men are in progress in a special fast-track court and their trial is expected to end later this month. One of the defendants was found dead in his prison cell in March, while the other four could face the death penalty if found guilty.

New Delhi, July 9 (ANI): The Chinese troops intruded into Chumar area in the Leh-Ladakh sector that had sparked off tensions between New Delhi and Beijing in April, and threatened the locals in Hindi over two weeks ago.
The troops also broke the high-resolution cameras set up by the Indian Army had set up in the area a month ago.
The incident took place on June 17 when a Chinese patrol intruded into the Indian side and dismantled the cameras set up in Chumar.
The Chinese troops threatened the locals in Hindi, and asked them to vacate the area. They claimed the area to be their own.
The incident was reported to the government by Indian intelligence agencies and confirmed by the Indo-Tibetan Border Police. According to the DNA the incident was kept under wraps as the government did not want another international controversy while it was also battling the Uttarakhand floods.
This incident took place ahead of Defence Minister A.K. Antony’s visit to China this month.
Antony held delegation level talks with his counterpart Gen. Chang Wanquan in Beijing during his four-day official visit to China last week,.
During the meetings, both sides discussed a number of issues relating to bilateral defence relations, exchanges and interactions between the Ministries of Defence and Armed Forces of both countries and the regional and international security situation.
In the discussions between the two Defence Ministers, measures to promote mutual trust and confidence building between the Armed Forces were discussed. It was agreed that ”strategic communication” is required for building trust and understanding.
It was also agreed that in the meanwhile, both countries will make joint efforts to maintain peace and tranquility on the borders and take measures to strengthen communication and coordination at various levels between the border guarding forces.

Ranchi, July 9 (ANI): Jharkhand Mukti Morcha (JMM) legislature party leader Hemant Soren, who claims to have the support of 42 MLAs in the 82-member state assembly, is expected to formally stake claim to form the government today.
According to an official, Soren has been given an appointment with the Jharkhand Governor Syed Ahmed at 5.30 pm.
The latest development in this regard comes nine days before the six-month period of President’s rule ends in Jharkhand. The state was carved out of Bihar on November 15, 2000.
Marxist Coordination Committee MLA Arup Chatterjee, Jharkhand Janadhikar Manch MLA Bandhu Tirkey and three independent MLAs — Bidesh Singh, Chamra Linda and Harinarain Rai have already extended their support to the new JMM/Congress/RJD alliance.
Geeta Koda, another independent MLA and wife of former chief minister Madhu Koda, has also extended her support to the new alliance.
Jharkhand Party MLA Enos Ekka said his party has set a 15-point charter and his support to the alliance depends on a written assurance that the demands would be fulfilled by the future government.
If Ekka lends his support to the alliance then the Hemant Soren-led coalition will have the support of 44 MLAs in the 82-member House.
The President’s rule was imposed in Jharkhand on January 18 after the JMM pulled out from the BJP-led government.

DIMAPUR, July 4 NNN: Four more children from Manipur that include three girls aged 8, 12, 19 and one 15 year old boy were rescued from the ‘home’ of one Rajkumari Ronica Robinson in Jaipur, a former friend of Jacob John, where they were being exploited and kept as a domestic servitude. FXB Surakha India rescued those four children and following that two members of Tangkhul Shanao Long, Delhi (TSLD) went to Jaipur to provide psycho-social support and to counsel the children.
In March this year, 51 children were rescued from the children homes run by Jacob John in Jaipur.
Meanwhile, Tangkhul Shanao Long, Delhi (TSLD) informed Newmai News Network that three children hail from Alang village and one from Pungba Khunou who is the senior-most among them.
According to the senior most rescued girl, she would supervise the chores in the house of Ms. Robinson. The 19 years old girl said, she first came to Jaipur in the year 2000 and stayed at the Grace Home, an alleged shelter for children which was run by Jacob John, who was arrested after 51 children were rescued from the ‘homes’ this March.
One of the girls who is 12 years old revealed during the counseling that they were ill-treated and physically abused. The 12 years old girl and 8 years old girl said they were brought to Jaipur by one Mr. Anem from Ukhrul district of Manipur, whose sister is married to Jacob John’s brother. They were all brought to Jaipur for free quality education.
Ms Robinson had rented out to Jacob John from where he was running the Grace Home but they had some altercation over some issues and the two parted ways according to the children. “It is a mystery to us how they were moved from Grace Home to Ms. Robinson Home,” the rescued children added.

New Delhi, July 4 : President Pranab Mukherjee today conferred the National Youth Award 2011-12 on 27 individuals and one organization at a function held at the historic Darbar Hall of the Rashtrapati Bhawan. The Minister of Youth Affairs and Sports Shri Jitendra Singh and several other dignitaries were also present on the occasion. It is for the first time the National Youth awards have been given by the President of India.
National Youth Awards, instituted in the year 1985 are conferred on youth each year who have demonstrably excelled in youth work in different fields of youth developmental activities and social service. The award carries a pure silver medal, a certificate and a cash prize of Rs. 40,000/- in case of individual awardee and Rs. 2.00 lakhs for voluntary organization. The selected young individuals are expected to possess leadership qualities and use them in successfully carrying out voluntary activities in the field of Youth Development. This award is a source of encouragement to the awardees, as well as an example and catalyst to others in future. Selection of Awardees is first made at State level and then at National level. At the National level, a Screening Committee headed by the Joint Secretary scrutinizes the proposals recommended by the State Govt./UT administration at first. These screened proposals are thereafter placed before the Central Selection Committee headed either by the Minister of Youth Affairs and Sports or Secretary, Youth Affairs that makes the final selection of youth awardees. The Central Selection Committee may, at its discretion, consider on merits, individuals or youth organizations not recommended by a State Government/UT, for the Award.

New Delhi, July 4 (ANI): Union Home Minister Sushil Kumar Shinde on Thursday said those guilty of carrying out the alleged fake encounter of Ishrat Jahan should be punished.
“Facts are facts. Guilty should be punished,” he told the media here, when asked about the CBI’s submission to the court in this case.
The Union Home Minister’s comment assumes importance as the Ministry of Home Ministry officials have been maintaining that there was not enough evidence against Intelligence
Bureau Special Director Rajendra Kumar and three others in the alleged fake encounter case.
The Home Ministry has been maintaining that CBI does not have enough evidence to prosecute Rajendra Kumar in the alleged fake encounter case.
The CBI has said that the Ishrat Jahan encounter was fake. The investigating agency, which yesterday filed a chargesheet in the case, contended that the encounter was a joint operation between Gujarat Police and Subsidiary Intelligence Bureau, SIB.
The CBI further said that charges have been established against ADGP PP Pandey, suspended police officers DG Vanzara, GL Singhal, Tarun Barot, NK Amin, Anaju Chaudhary and JG Parmar.
The CBI also said that investigation is on against Special Director of the Intelligence Bureau Rajinder Kumar and four officers of the agency. According to the chargesheet, Ishrat Jahan was not a terrorist, but the three others killed along with her had alleged terror links.
No political leader has been named in the CBI chargesheet.
Ishrat Jahan, a 19-year-old college girl from Mumbai, was killed in an encounter along with three others on the outskirts of Ahmedabad in 2004.

AIZAWL, July 4 NNN: Even as the present terms of Suspension of Operation (SoO) between the Hmar Peoples Concention-Democratic (HPC-D) and the government ends in July, peace-talks between Mizoram Government and Hmar Peoples Convention-Democratic (HPC-D) will be resumed on July 18.
Lalbiakzama, Joint Secretary, Home Department of Mizoram disclosed this information.
Continuation of Suspension of Operation which requires extension by July end, is likely to be the main agenda of the talks.
The last meeting between the HPC-D and the government was held in April.
It worth mentioning here that for the first time on February 9, 2011 the Suspension of Operation’ (SoO) was signed betwen the two parties for six months. However, after signing the earlier SoO, the relation between the HPC-D and the Mizoram government experienced a rough weather. In view of that, the SoO was never extended again even after the lapse of the six month period.
Since 1986, the Hmar People’s Convention (HPC) has been demanding for the creation of Hmar Autonomous District in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the HPC, there was no concrete solution to address and redress the rights of the Hmar People. “As a result, the HPC (D) has been continuous the same demand in Mizoram to redress the historical and political injustices. Acknowledging the matter, the Centre (Ministry of Home Affairs, Government of India) has been pressurising the Government of Mizoram to settle the political issues of the Hmars immediately. Following this and to pursue the unfinished agenda, the Government of Mizoram and the HPC (D) signed the Suspension of Operation (SoO) on November 11, 2010 for a period of six months. The SoO document was signed by Lalropui, Army Chief HPC (D) and the Home Secretary Shri. Lalmalsawma, Government of Mizoram,” HPC-D leader L Sangma Hmar had stated sometime in last October.
The Hmar outfit leader had then alleged that the Government of Mizoram had failed to nurture the peace process with seriousness, which resulted in derailing the hard earned peace process.
Taking note of this, the Centre (Ministry of Home Affairs) continued to pressurise the Government of Mizoram to settle the Hmar political problems. The government of Mizoram digressed from peaceful approach and acted untowardly when the HPC (D) on the other hand, is made to engage in finding the channels for political dialogue with All Party Leaders of Mizoram, he stated. While handing out the carrot, the Government of Mizoram arrested the HPC (D) Army Chief Lalropui and Deputy Army Chief Lalbiaknung from Silchar airport on June 16, 2012 by the Mizoram police. Similarly HPC (D) Chairman Zosangber was again arrested from Delhi Airport by the Mizoram police when he was on his way to meet officials of the Ministry of Home Affairs. The Government of Mizoram has severely failed to respect the peace process that has seemingly built, the HPC-D had rued.
In the context of Manipur, the HPC (D) political interest is collectively shared with the United People’s Front (UPF), currently under SoO with the Government of India and the Government of Manipur. The UPF demands for an Autonomous Hill States within the state of Manipur. The HPC (D) did not sign the SoO documents in Manipur alone but as UPF, the document is collectively shared and signed along with the UPF members: KNF, KRA (U), UKLF, ZDV and ZRA. The HPC (D) has its designated Camp in Ankhasuo with ninety four (94) cadres enlisted. In Manipur, the HPC (D) will continue to abide by the goals shared within the UPF.
“The HPC (D)’s goals and objectives are independent in all its respective context and is free from the other. The SoO terms and conditions in Manipur, has no validity in other States. Therefore, the HPC (D) Manipur Region is not answerable for the HPC (D) of other regions/States as the HPC (D) Manipur Region is particularly confined in Manipur under UPF,” L Sanga Hmar had also stated.
For all time to come, the HPC (D) Manipur Region as signatory of SoO in Manipur cannot be made responsible or related to any acts of the HPC (D) of other regions, L Sanga Hmar had added.
According to HPC-D leader, after India gained independence, the Hmar peoples are fragmented by different political boundaries, without their consent, and are compelled to negotiate political marginalisation in their respective states – Assam, Manipur, Mizoram, Meghalaya and Tripura. This historical and political subjugation have severely reduced our political entity, distancing us from securing our constitutional rights, stated L Sanga Hmar who is one of the members, Joint Monitoring Group of the Suspension of Operation (SoO) Agreement between the Government of Manipur and the Government of India Hmar People’s Convention-Democratic (HPC -D).
HPC-D leader L Sanga Hmar had also said last year that the urgent need to realise ‘our constitutional rights to redress our dignity’ as peoples has been the driving force behind the Hmar People’s Convention (Democratic) objective to demand for ‘Autonomous District Council’ for the Hmar peoples in Assam, Manipur and Mizoram under the Sixth Schedule of the Indian Constitution.
In the pursuit of securing this end, the Hmar People’s Convention (Democratic) – Assam Region, has also initiated a political dialogue involving the Government of India and the Government of Assam after laying down arms by 56 cadres of HPC (D) which was hosted by the Government of Assam in the presence of the then Union Home Minister P. Chidambaram at Guwahati on January 24, 2012. The first round of talks of the HPC (D) delegates – Government of Assam – the Central Government was held on September 27, 2012, Sanga Hmar had disclosed.

DIMAPUR, July 3 NNN : After a long gap of maitaining silence on the Naga political issue both by the government of India and the NSCN-IM authority, the issue is in the media again.
Prime Minister Dr Manmohan Singh had reportedly informed Lok Sabha MP from Nagaland CM Chang that “the issue will be solved soon”.
According to a newspaper report here, the Prime Minister had said that the government of India was “serious about the Naga problem.”
Late last year, the speculations had climaxed to the zenith that the protracted Naga political problem was about to be settled in a few months time. The speculations were even fueled by the comment of Union Home minister Sushilkumar Shinde who had said that “settlement” to the Naga issue would be brought about by March, 2013 or before the Nagaland assembly elections. That situation was even buttered it by the concerted show of the now-unheard Joint Legislature Forum (JLF) formed by the 60 MLAs of the Nagaland legislative assembly of the previous tenure to push for the early settlement of the Naga political proble.
Meanwhile, Naga underground leaders have left Nagaland for Thailand to participate in the ‘Naga reconciliation’ meeting to be convened by Forum for Naga Reconciliation (FNR).
Leaders from NSCN-Khole/Kitovi, NSCN-IM and those party to the Naga reconciliation process have left Dimapur and the meeting would be held in the next few days.

SHILLONG, July 3 NNN: The Khasi Students Union (KSU) has demanded that the Meghalaya government must put on hold the implementation of the “Aadhaar” – a Unique Identification Number (UIN) scheme in the state and first take the opinions of the stakeholders and also put in place a mechanism for controlling influx into Meghalaya.
Led by its president Daniel Khyirem a delegation of the KSU met Meghalaya home minister Roshan Warjir on Wednesday and put the demand forward.
According to the KSU leader, the home minister has agreed to withhold the implementation of the UIN after inquiring about its from concerned authority as she is not aware of it.
Khyriem told reporters after meeting with Warjri, “We demanded the state government to hold back the implementation of the Aadhaar in the state without having proper mechanism in place considering the influx problem that is countering the state at present.”
Khyriem also suggested that the government must invite views and opinions of people and stakeholders before going ahead with the implementation of UIN. He said, “Taking the views of the public into consideration is required.”
The enrollment of UIN rolled in the municipal area with the enrollment of the Meghalaya governor, RS Mooshahary in June. The biometric enrolment is part of the second phase of data collection for the National Population Register (NPR).
Khyriem said before going ahead with the UIN there must be a system in place to authenticate documents provided by the people especially from the non-indigenous residents while enrolling in this national exercise.”
The NPR, a comprehensive identity database, has been created to ensure the security of the country. It is the first kind in the world and has been undertaken under the provisions of the Citizenship Act, 1955 and the Citizenship Rules, 2003.

SHILLONG, July 3 NNN : Outgoing Meghalaya governor RS Mooshahary said that the absconding tainted CMJ University chancellor CM Jha must be traced and arrested. Even as the state CID has failed to arrest the Jha, the governor told reporters on Tuesday, “He (Jha) should have been caught that is what I feel.”
The CID had arrested four CMJ University officials that include its registrar, Mrinal Kanti Deb, deputy registrar Premlal Rai and two other university officials but failed to arrest Jha who is responsible for fraud that led to sealing off the institute.
While he said that the case may be complicated, Mooshahary nonetheless said, “The enormity of the case is so much that with limited resources that the state police have they are facing some problems but they are doing their best.”
Now that Mooshahary’s term as Meghalaya governor is over, question is being raised as to what will happen to the CMJ University case. Will it be shelved?
But Mooshahary is not pessimistic as he felt that the case has become so high-profile that it would not be possible from consigning it to the dustbin.
Mooshahary said, “I have served three notices to the state government on the matter that contains everything. I don’t think it is possible to deviate and the case will reach its logical end.”
Mooshahary, who is the visitor of the CMJ University, literally played the role of a whistleblower as he exposed irregularities taking place in the CMJ University and has now sought dissolution of the university in accordance with Section 48 of the CMJ University Act, 2009.
The CMJ University which was established in 2009 and has allegedly awarding a record number of 434 PhD degrees in the past one year apart from registering 490 more PhD scholars during the same year, which are not recognize by the UGC.

New Delhi, July 3 : The Central Bureau of Investigation has today filed charge sheet in the Designated Court at Ahmedabad against 07 officials of Gujarat Police U/s 302, 364, 368, 346, 120-B, 201, 203, 204, 217, 218 of IPC and Section 25(1)(e), 27 of Arms Act. One more accused person, also a police official, has since expired.
It is alleged that accused officials of Gujarat Police and certain other persons were instrumental in securing illegal custody of the four persons who were subsequently abducted and later killed in a fake encounter. The persons killed were kept in illegal custody separately before the fake encounter.
The accused police officials with the help of officers of other agency obtained weapons for the purported encounter. Thereafter, five accused officials of the Gujarat Police opened fire from their official weapons on Javed, Ishrat Jahan, Jishan Johar and Amjad Ali, which resulted in their death on the spot.
The instant case was registered by the CBI on 16.12.2011 in compliance of the orders of the High Court of Gujarat.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial. While stating that Ishrat, who lived in Thane, was not a terrorist as alleged by Gujarat Police, the CBI charge sheet named policemen P.P. Pande, A. Choudhary, D.G. Vanzare, Tarun Barot, J.R. Parmar and N.K. Amin among the accused.

GUWAHATI, July 2 NNN : Blockades and bandhs in Assam during 2012-13 fiscal has cost Rs 200 crore to the Oil India Limited (OIL). Altogether 290 bandhs and blockades were experienced by Oil India Limited (OIL) in the last fiscal in Assam.
Disclosing this today, SK Srivastava who is both chairman and managing director of OIL said that the numerous bandhs and blockades imposed by around 300 organisations in eastern Assam where OIL operates, had cost Rs 200 crore to the company.
He said the actual target of crude oil production was 3.95 million metric tonnes but during the last fiscal OIL produced only 3.71 million metric tonnes.
Srivastava then rued that the loss due to ‘external forces’ dented OIL’s balance sheet, which otherwise showed a gross income of Rs 11456 crore in the 2012-13 fiscal.
Oil India Limited headquarter is located at Duliajan in eastern Assam. The company has in less than a decade moved beyond to have 65 domestic and international exploration blocks besides acquiring stakes for shale gas production in the US.
Demands from social and militant organisations to the company have also been disturbing to the OIL.According to sources, the loss of Rs 200 crore was primarily due to the shortfall in production.
Vehicles destroyed in arson or damaged by bandh supporters and also other facilities destroyed have not been included in the estimation of the loss of the last fiscal.

Ahmedabad, July 1 (ANI): The Gujarat High Court on Monday dismissed absconding Additional Director General of Police P.P. Pandey’s petition seeking quashing of a complaint against him in the Ishrat Jahan fake encounter case.
Justice Harsha Devani today dismissed Pandey’s prayer, saying he an absconder despite being a top police officer of additional DGP rank and his plea should not be entertained.
The Gujarat High Court said a cognizable offence is made out in the FIR and adequate proof exists as three out of four accused persons were in prior custody of the police. The Gujarat High Court noted that since the CBI is in the last stage of filing the chargesheet the time is not appropriate for quashing the complaint. Pandey, a 1982 batch IPS officer who was declared an absconder by the CBI court in Ahmedabad on June 21, had claimed in his petition that he had merely passed on the intelligence inputs that two of the four people killed in the encounter were ‘terrorists’ and planning to enter the city to kill Chief Minister Narendra Modi.

Srinagar, July 1 (ANI): Referring to the death of two youths allegedly in army firing, Jammu and Kashmir Chief Minister Omar Abdullah today said such “avoidable” incidents negate attempts being made by the Centre to bridge the emotional distance between the state and rest of the country.
“I do not have the words to express my grief and outrage over this gruesome incident that was eminently avoidable and needless,” Omar said in a statement issued by his office.
Omar also said, “The death of two youngsters at the peak of their lives and with so much to look forward to is tragic.
They lengthen the symbolic shortening of the emotional distance, made possible by the railway tunnel, between Kashmiris and the country.”
The two youths were killed and another was injured in two incidents of firing at Markundal in Sumbal area of Bandipora in the wee hours yesterday.
This is besides the fact that, by itself, life is sacred- a precious gift from the Almighty, Omar said “Losing it to needless violence is the ultimate tragedy and a loss that is irreparable. Those who dare to challenge this right, by omission or commission, are made to pay a price, the kind that serves as a cautionary example to others,” he said.
The chief minister said :”My heart beats with the grief stricken hearts of the bereaved families. If I could bring back the two youth, I would leave no stone unturned to do so but alas no human being has that power.”
Omar said his words are not meant as rhetoric to heal wounds that will never get healed, but are an attempt to shoulder and bear the grief of the bereaved families and console them.
“I also laud the bereaved families and the communities of which the boys were part of, for maintaining a sense of proportion and calm in the face of adversity and a tense situation, and not allowing their sentiments and emotions to be taken advantage of and exploited,” he added.
The Chief Minister said the death of two youth has hardened his resolve and determination to make the state of Jammu and Kashmir into an example where life is sacred and the right to life is protected by the law.
