The reformative vision and philosophy of Prime Minister Modi ushered a new era of change in India which has been welcomed as “Modi-fication”. His fresh attempt to understand India’s north-east and his actions to solve its chronic socio-political and economic problems have a whiff of sincerity. The shared sovereignty he reportedly promised to Nagaland in the “framework agreement” signed on August 03, 2015 may be a new modality to replace the repressive measures India has so long been deploying in the region to subdue nationalistic ambitions.

 

It is true that the British left an unfinished job of deciding the fate of many weak nations/principalities in the north-east India under their suzerainty when they left India in 1947. The tribal territories of the Nagas, Mizos, Kukis and Khasi etc. they won during various expeditions during the nineteenth century were left as autonomous districts of the province of Assam. The Kingdoms of Assam, Tripura and Manipur were merged with the new India while kingdom of Sikkim was allowed to opt out to remain independent. Many cases of the merger especially that of Manipur allegedly were expedited against the will of the people.

 

Around the same time in 1944, the small Baltic states of Lithuania, Estonia and Latvia were forcibly put under the Soviet Union led by the big and powerful Russia. With these, seven other smaller states in Central Asia and East European region of Soviet Union remained unhappy in the union for four decades as they were subjugated by the powerful Russia. These states became free in 1991 when Gorbachev experimented a large scale socio-political reformation called, “Perestroika”.

 

When the small states asked for restoration of their pre-merger nationhood as a rightful demand, Russia, instead of repressive measures proposed an instrument of regional organization called, “Commonwealth of Independent States (CIS)” to benefit the dissociated states and an agreement, “Alma-Ata Protocol” was signed. The results in the after years were – diffusion of ethnic tensions, collective economic progress in the segregated states and the ending of the dangerous cold war between the Soviet bloc and the Western Nations.

 

In the game of geo-politics, powerful nations always remain watchful of socio-political weak points in others’ territories for a chance to covertly intervene and destabilize the adversary. The insurgency infested north-east may be India’s Achilles’ heel in the eyes of other countries. What entails therefore is that the insurgency in India’s north-east needs to be ended to protect India from the evil eyes of geopolitical players.

 

India will gain a lot from peaceful solutions of the insurgency in the north-east by fulfilling their political aspirations. It can stop the huge resource and reputation drain in excessively militarizing the north-east to fight insurgents in the difficult hill terrains. It can save its international image by repealing the notorious Armed Forces Special Power Act (AFSPA) and avoiding the numerous charges of human rights violations and extra-judicial killings in army action. It can establish its image as a world leader in the advocacy of special provisions for weaker ethnic groups and indigenous populations that are suffering in the hands of stronger groups in many parts of the world.

The newly segregated small nations with shared sovereignty in India’s north-east will also get a new leash of life with progress in all fronts concomitant with identity-associated dignity, increased sense of responsibility, self-reliance, peace and unity. Six decades of India’s rule with negligence, indifference, marginalization and repression has been blamed for various social malaise like serious loss of work culture, rampant corruption, parochialism and ethnic disharmony, economic backwardness and ecological degradation in the region. They need to be freed from these malaise. As free nations with shared sovereignty with India, these nations will provide an excellent buffer zone of protection to India’s frontier.

 

Granting “shared sovereignty” to Nagaland by acknowledging the “Uniqueness” of the Naga ethnicity makes a lot of sense to all the people of oriental stock inhabiting the north-east. This uniqueness goes primarily along the anthropologic distinction of the north-east as the starting point of oriental habitat that has contiguity with the far-east. It is for the same reason that India respected Bhutan, Nepal and Sikkim (in the beginning) as sovereign countries with special arrangements of sharing responsibilities similar to CIS of Russia and its breakaway small nations.

 

Granting sovereignty to Nagaland in isolation without a holistic consideration of the insurgency in the north-east will be India’s folly. This will be a stark evidence of India’s myopic vision of dealing with the north-east problems through appeasing the more violent groups. History has recorded how India traded statehood with violent Nagas and Mizos in 1962 and 1986 respectively to buy peace. For consideration of sovereignty as a matter of right, former kingdoms like Sikkim, Tripura, Assam and Manipur logically appear above Nagaland in the priority list. Alfred Lyall (1908), a British civil servant described Manipur as “an oasis of comparative civilization amidst the barbarians”. This was how Manipur stood out historically as a nation in the region with all paraphernalia like – its two millennia old chronicled history, its classical culture, its language with script, its elaborate governments etc.

 

Perestroika was a vigorous process which needed a visionary leader like Gorbachev and a horde of thinkers to agree with him. Mr. Modi has all the promises of a different genre in Indian politics. He exudes integrity and pragmatism. He will still need an enormous political will to overcome glitches to bring this overhaul. This hope is built on a ‘historic accord” which later on was reduced to a “framework agreement” the contents of which still remain a secret. Nevertheless, we see boldness and spirit in its face value.

 

The north-east people – the separatist demand groups, the civil society organizations, the think tanks, the social engineers, the political scientists and the politicians, regardless of their creeds will need to prepare a common ground for them to stand together and voice the same demand. This looks a big challenge when we look at the countless competing and conflicting organizations operating in the region. There is also a serious lack of political will and discipline in the region. To cause a Perestroika, the separatist demand if rightful should be voiced also by the regional politicians. There is nothing unconstitutional in a political demand. If they ask for the right thing they will get the thing right for them. The same applies when they ask for the wrong thing. Let prudence guide India and the north-east.

KOHIMA, Aug 15(NEPS): Members of the Lions Club of Kohima (LCK) led by its president Lion Tali Jamir marked Indian Independence Day by visiting differently abled students of the Cherry Blossoms School, Kohima on August 15 today. The visit to the School was part of the 69thAnniversary of the Indian Independence Day Celebrations. After a short service, the Club’s Members distributed towels to each students of the School.

Appreciating the service rendered by the Principal and her team for the differently abled students, LCK President Tali Jamir told the parents who were also present during the visitation program at the School that they should not feel otherwise of having their children disabled. “These disabled students are more abled than the abled ones,” he told the parents. “Because,they are having extra-ordinary sensitive nature given by God and once they learn, it will be there forever.”

He also thanked Purnima Kayina, Headmistress and other teachers of the Cherry Blossoms School, for rendering valuable services and bringing the disabled children up to abled ones through their teachings in the institution.He called upon the parents to understand the difficulties the teachers underwent and respect their contributions.

Senior Club Member Lion Maren Paul also spoke on the occasion.

Headmistress Purnima Kayina briefed the Club Members about the School history and the present position. She disclosed that they were having about 200 students including 30 differently abled ones. She said the School was established in 2007.

After the service, the Club Members, the students,teachers, and parents had lunch together in the School.

DoNER Ministry does not make Northeast better

The Ministry of Development of North Eastern Region (DoNER), established in September 2001, was just a nodal Department of the Central Government to deal with matters related to the socio-economic development of the Northeastern States of India. It was later accorded the status of a full-fledged Ministry in 2004. The basic idea of establishing this Ministry was to bridge the economic and developmental imbalances that had been between the Region and the rest of the country.

There was initial euphoria over the creation of this Ministry but it didn’t take long before it went into oblivion.

In the past, any Minister who was in-charge of the Ministry happened to be from outside the Region. Some of them were Dr CP Thakur from Bihar, Mani Shankar Aiyar from TN, etc. Otherwise in other times, it was headed by Ministers hailing from the Northeastern Region. Some of them were Bijoy Krishna Handique, Paban Singh Ghatowar, etc. Ghatowar is incumbent Minister for DoNER.

It has been 13 years now that neither significant economic growth nor any policy for the economic development was seen. We only hear of earmarking 10% of their Annual Plan Budgets by Central Ministries for the North Eastern Region to address the development deficit of the NER. Earmarking of 10% of the Annual Plan Budget of over 52 Ministries of the Union Government is immense. Yet, we hardly know how the money is spent.

The present DoNER Minister Ghatowar is, perhaps, the most unpopular DoNER Minister in the history of the Ministry since 2001. Interestingly, performances by DoNER Ministers who were from outside the Region were better than those Ministers hailing from the Region itself. In fact, Aiyar when he was DoNER Minister tried his best to become closer to the people of the Region and within no time, the people of the Region could feel quite comfortable with him. Aiyar himself used to highlight many burning issues of the Region in many fora when he was DoNER Minister and Union Minister for Sports as well.

On the contrary, past DoNER Ministers hailing from the Region were mostly shrouded with controversies and they miserably failed to be in the good book of Prime Minister Dr Manmohan Singh. Handique as DoNER Minister was a non-performer and Prime Minister, at last, was compelled to replace him with Ghatowar as DoNER Minister. Regrettably, Ghatowar could not be better either but it was too late for the poor Prime Minister to rectify anything of this fragile and namesake Ministry of the Region.
In order to streamline, a serious review of the functioning of the DonER Ministry is essential.

Some of the urgent steps to be taken up are:

  •  The Office of the DoNER Ministry should be placed anywhere in the Northeast preferably at Shillong or Guwahati, instead of Delhi.
  •  Any MP from anywhere in the country can be appointed as DoNER Minister, not necessarily only from Northeast Region. The crux of the point is he or she should fairly perform and deliver.
  • A nodal officer with minimum supportive staffs can be appointed and placed at each State Capital Headquarter of the Region. So that implementation of works can be expedited, besides it will minimize physical, financial and metal burdens to many. Citizens can also get proper access to the offices and get all the necessary information of the works under the Ministry meant for them.
  •  The budgetary allocation for the DoNER Ministry, which is normally done on Lump sum, should be enhanced triple as the current allocation is too meagre to take up any noticeable projects in the Region.
  •  The DoNER Ministry should come up with modalities suitable with the Region’s environment, while constantly working on to incorporate the fundamental national character into the regional mainstream.
  •  The DoNER Ministry should formulate modalities to incorporate the regional character into the national mainstream by tying up with various Ministries from time to time. This way the social fabric of national character remains.
  •  North Eastern Council (NEC), which has its head office at Shillong, should be restructured and restored to its earlier model where any serving Governor of any State in the Region was Chairman. It was on rotational basis. This system was, later, done away with. Now any DoNER Minister would automatically become the Chairman of the NEC and functions from Delhi. This way, the functioning of the NEC has been badly affected. NEC is normally considered as Regional Mini Planning Commission and therefore, it is more appropriate going back to its earlier model by reappointing any senior serving Governor of any State in the Region as Chairman of it. In this way, the NEC can be effectively administered.

Bottom Line:
The Northeast Region will be completely crippled if these two institutions remain immobile. Therefore, restructuring these institutions is of urgent necessity. In a way, their activities are at the lowest ebb. Corruption, nepotism, favoritism, etc. have allegedly dominated in the overall functioning of the DoNER Ministry.
In spite of having our own Ministry vis-à-vis Northeast Region, the Minister serving there would hardly pay any visit to any of the States of the Region during their tenure. Many educated youth of the Region keep talking that there is a Ministry called DoNER at the Center looking after their welfare, but they have no knowledge of the nitty-gritty of the Ministry. In fact, hardly does anyone know the nature of the Ministry.

The high expectation that this Ministry would deliver goods to the people of the Region was extremely negligible. It is really lamentable the way they have chosen to remain silent when the Parliament was rocked due to the continued racial attacks on the Northeast students at the national capital. The DoNER Ministry should try to live up to the expectation of the people of the Region and also be a strong advocate for the issues facing the Northeast people in not only national capital but also other major cities of the country.

Manipuri Students Association Delhi (MSAD) elects its new President, General Secretary and Executive Committee Members

Two students from the North-East Forum for International Solidarity (NEFIS) who have been actively raising issues of North-East youth in Delhi, were elected unopposed to the post of President and General Secretary of Manipuri Students Association Delhi (MSAD) for the year 2013–2014. Chinglen Khumukcham and Thanglunmang Khongsai from NEFIS were elected as MSAD President and General Secretary, respectively.

 

The election of these two members into the Executive Committee of MSAD is an extremely positive development and is part of the larger process through which NEFIS has been encouraging Manipuri students to raise their issues in connection with the issues and problems faced by other north-east students. It is with this spirit of bringing different north-east communities together on a common set of concerns that NEFIS spearheaded the two-month long agitation against the imposition of a compulsory Hindi language course under Delhi University’s FYUP course. Arguing that such a language imposition was a discrimination against north-east students who have little or no school education in the Hindi language, NEFIS sparked off a militant struggle for withdrawal of the compulsory Hindi language course as it would play havoc with the academic performance of north-east students. By precipitating the struggle, both at the level of Delhi University and at level of the HRD Ministry (Government of India), NEFIS succeeded in getting the adamant University to accept the genuineness of the north-east students’ concerns and to withdraw the paper. Apart from the issue of the compulsory Hindi language paper, NEFIS has also helped mobilize north-east students across the board on glaring problems like police inaction on complaints by north-east youth, police atrocities and also on highly sensitive issues like sexual harassment of north-east women in Delhi.

 

The concerted efforts of Chinglen Khumukcham and Thanglunmang Khongsai as members of NEFIS have been helping to gradually spread larger sense of solidarity amongst students of different communities/nationalities of North-East . An indication of such solidarity and growing radicalization of youth politics is reflected in the simple fact that for the first time a Kuki student has been elected to the post of MSAD General Secretary. It is hoped that the emerging solidarity amongst different communities of the north-east will prove longstanding, and will be nurtured in letter and spirit by the newly elected Executive Committee of MSAD. The newly elected President and General Secretary hope that MSAD politics is not only radicalized further, but that students of Manipur in large numbers become more active in the progressive and democratic movement existing in Delhi.

 

NEFIS pledges to extend full support and to work with the newly elected Executive Committee of MSAD in order to usher in an egalitarian, democratic and progressive functioning of society.
