IMPHAL, June 11: `I would rather prefer to concentrate on restoration and maintenance of peace and boost the dreams of the Centre to bring development in North East India, but if there is any element which tends to disturb the peace it would be appropriately dealt with` Union Minister for Development of North Eastern Region, Dr Jitendra Singh said referring to the June 4 ambush and the post ambush operation by Indian Army.
Addressing media persons at a press briefing today at the Old Secretariat, Dr Jitendra Singh said the Centre will always stand for the region through thick and thin and the people need to be confident that that the Centre is there to ensure peace and development in the region.
He also appealed to the people not to get disturbed or discouraged by such incident.
Dr Jitendra said the government will bring NE at par with the rest of the country which is precisely the objective of his visit.
The Minister, who is also the ex officio chairperson of North Eastern Council informed media that his visit is also to reassure the people of the State and NE that the development for the region is very high on the agenda of the present Central government.
He further stated, `We are here to commit ourselves to contribute whatever we can to ensure that there is peace and tranquility in the State which will be compatible with the optimum growth in the regions.`
Answering whether the govt would like to restore the truce pact abrogated with NSCN (K) if the arm groups is willing, the minister said that he would not like to get into the discussion personally as there are certain sensitive areas in the issue.
However, regarding post-ambush covert operations, he said Indian security forces have to and will appropriately deal with it with an object to restore peace and not to deviate from the agenda of development for the NE.
He said the `Act East Policy`™ and the `Make in Manipur`™ policy will continue and such incidence as the June 4 ambush should not be allowed to interfere and disturb the developmental schemes.
Dr Jitendra who had soon after his arrival in the State capital met the Chief Minister, said he had discussed the developmental initiatives taken up in the State by the Centre during his meeting with the Chief Minister.
He also said that he is very glad and satisfied as the CM also subscribes to the view that the people of the State and the people of North East are in fact fed up of violence and the recurrent disturbances in the environment which have deprive them of enormous benefits being enjoyed by the mainstream India.
The Centre`™s plan for development in NE can be accomplish only with close coordination between the State and the Centre, he said adding that the Centre is ready to provide whatever assistance is needed by the State government.
He said other interests of his visit are to speed up the proposed works for the Impha-Silchar road, commissioning the Thoubal Power project which plans to cater 18 hours of consistent power supply even in the remotest areas of the State and the issue of Sports University.

IMPHAL, May 29: Even though 71 years have passed since the Battle of Imphal was fought, the name of Imphal is still deeply rooted in the minds of the Japanese, and in fact Japanese groups still make memorial pilgrimage to Manipur every year.
This was stated by Takeshi Yagi, the Ambassador of Japan to India, during the commemoration of the 71st Anniversary of Battle of Imphal World War II and the Anniversary Ceremony of the `Battle of Red Hill Aka Point 2926` held today at Maibam Lotpa Ching.
The commemoration was also attended by the Australian High Commissioner to India Patrick Suckling and Chief Minister of the State Okram Ibobi Singh.
The Japanese Ambassador further extended his gratitude to the Manipur Tourism Forum, 2nd World War Imphal Campaign Foundation and Manipur Government for organizing such commemoration adding that he pay his tribute to the great heroes who fought in the battle of Imphal.
`Standing on this ground I am deeply pained to think of those who have experience extraordinary hardship. We should not forget that one of the harshest Battle of WW-II was fought in Imphal`, he said.
He thanked all the organisations and people of Manipur in particular for preserving and taking excellent care of the prayer memorial sites for such a long time including the Indian Peace Memorial which was constructed by government of Japan in the year 1994.
The Japanese Ambassador asserted that throughout its post war history Japan, filled with remorse over the war and bearing in mind that `our action`™ brought sufferings to people in Asian countries, has been contributing for the cause of peace and prosperity and further resolved to continue to do so in the future.
Japan and India have achieved very friendly and co-operative relationship particularly in recent years, he said adding that the interaction between the two nations have significantly expanded and deepened.
As for the North Eastern region of India, Indian Prime Minister Narenda Modi and Prime Minister of Japan Shinzo Abe had agreed in September last year to place special emphasis on Japan`™s corporation for enhanced connectivity in North East India and making this region an economic corridor for India and South East Asia, he maintained.
The Japanese government is already conducting technical studies of road networking programmes which include some roads in Manipur and as for other upcoming projects we hope that in co-ordination with the Centre and relevant State government our co-operation in this strategically important region will be further enhanced, continued the Japanese Ambassador.
Delivering his speech Chief Minister Okram Ibobi Singh said `We have heard of countless tales from our own parents and grandparents of that dramatic period when we found ourselves in the midst of one of the greatest battles of the Second World War`.
It is therefore incumbent on us, the people of Manipur to ensure that this fascinating chapter of our own history, which uniquely connects us to many countries around the world, is remembered he observed adding that the 71st Anniversary Commemoration of Battle of Imphal is a key step.
At the same time, the government of Manipur is pleased to be supporting the initiative, he asserted.
According to the Chief Minister, Manipur`™s experience of the WW-II and its related heritage and assets, cemeteries, museums, memorials, battlefields, airfields, bunkers and trenches can be of interest to the people from around the world.
Not just for the families of soldiers and others who were here during the war, but even for others, such as students, scholars, military, enthusiasts, tourists interested in history, general tourists etc., the Chief Minister observed.
He maintained that the challenges for us for the future then will be to see how we can tell the story of what happened in Manipur during the war and develop and present its related heritage in a way that makes it interesting and attractive for visitors to explore.
Ibobi continued that the historical importance with the natural beauty Manipur as one of the best Tourist Destination not only in North East but also in India in attracting the tourist from India and aboard.
The State government will support in preserving these heritage sites as well as to promote the tourism potential of the State, he said.
The Chief Minister also extended his gratitude to the Manipur Tourism Forum and the 2nd World War Imphal Campaign Foundation for organizing the magnificent event.
Australian High Commissioner to India, Patrick Suckling found it amazing, the interest of India in commemorating and remembering the sacrifices and services of the Indian forces that fought in great wars.
He said that the role of Australia in WW-II especially in Imphal was focused in the air.
`Our forces flew in supplies and flew out injured soldiers. Altogether 12 thousands injured soldiers were flown out`, he said.
Patrick asserted that as per accounts of the soldiers, the fighting was very hard and the circumstance were tough besides the unforgiving hot weather adding that the Battle of Imphal was a significant battle in the WW-II.
Every year when Australians gather to commemorate the battle it was out of humility `We do so not to glorify war, not to commemorate victory, we do so to remember the horrors of war and to commit ourselves not to enter into such horrific conflicts`, continued Patrick adding that now Australia and Japan once rival are looking towards peaceful measures.
As a part of the commemoration ceremony befitting floral tributes was also paid at the Indian Peace Memorial.
The Chief Minister of Manipur, the Ambassador of Japan to India and the Australian High Commissioner to India jointly unveiled the Memorial Plaque inscribed with the story of the `Battle of Red Hill Aka Point 2926`.

IMPHAL, February 9: Union Minister of State for Commerce and Industry, Nirmala Sitharaman arrived in Manipur today to inspect the ongoing construction of the Trade cum Permanent Exhibition Centre at Lamboi Khongnangkhong, Timber Park Special Economic Zone project at Kuraopokpi in Thoubal district, and the developmental works taken up at Moreh.
On the first day of her two-day visit to Manipur, she took stock of the ongoing construction of the Trade cum Permanent Exhibition Centre in Imphal West.
She visited the construction site along with her officials and the State Commerce and Industries minister Govindas Konthoujam.
She advised the State authorities to take care of the construction being carried out at a swampy site and also advised to complete the project within 20 months instead of completing it in 24 months so that the people could benefit out of the trade and exhibition centre.
She said: `The Prime Minister has insisted that each one of his ministers will have to focus on the North East, State by State. We want to start four major projects including this trade centre. We are very keen to move forward with the four major projects. Before the monsoon we would like to see something positive.”
She said she was keen to give employment preceded by skill development along with the establishment of development projects in the state.
She also added that the government is cooperating with the state government to ease out disturbances in the region.
Later while attending a programme in the BJP State unit office, she said she have discussed about the potential of border trade in Manipur and other issues thoroughly today.
He added that she held discussions to improve the livelihood of people here by capitalising on the State`™s potential in border trade.
In this regard, she said, the Union Ministry will give maximum support to the State. The turmeric items, Ginger items etc found in the State have a lot of potential if exported abroard; so, if necessary, the ministry will help construct a food processing division in the State too, she added.
She said that her Ministry will help find the market for the items with potential found in the State. Jiribam has potential for rubber plantation, she said, adding the Central government will give equal treatment to the State even though it has a Congress led government.
She asked the government, while meeting with Chief Minister, to strengthen the border trade with Myanmar for more bringing more development.
Tomorrow, she is visiting the Special Economic Zone project at Kuraopokpi in Thoubal district and later will inspect development works being taken up at the Indo-Myanmar border town, Moreh.

IMPHAL, January 28: Chief Minister Okram Ibobi Singh has assured all possible help from his government in setting up a memorial site for freedom fighter Haipei Rani Gaidinliu at a suitable site in Imphal.
He was speaking as the chief guest at the birth centenary celebration of the freedom fighter at the Manipur Film Development Corporation auditorium organised by the Kabui Mothers`™ Association today.
The Chief Minister also said that selfless sacrifices for the land made by freedom fighters like Haipei Rani Gaidinliu are priceless and can never be repaid by the present generations fully.
Rani Gaidinliu`™s statue will be erected at a suitable site in Imphal so that the present and future generations of the land may be able to identify her sacrifices and contributions, Ibobi said.
Making sacrifices was a natural gesture for Rani Gaidinliu, he said speaking of the freedom fighter.
On another note, the Chief Minister said the Jiribam-Tupul-Imphal railway line project which was started in the year 204 is today one of the fastest advancing project among 34 national railway projects and is projected to complete by December 2016.
Once the project is completed, it will be extended in a phase wise manner from Imphal to Moreh by 2020 and then from Moreh to Kalemyo in Myanmar, Ibobi asserted.
Stating that three labourers involved in the drilling of a 5 km long tunnel for the rail project at Awangkhul have been kidnapped by armed miscreants, the Chief Minister appealed to all concerned to release the labourers immediately and without any harm and not to disturb the national projects.
Meanwhile, speaking as the president of the observation, deputy Chief Minister Gaikhangam recounted a brief history of the freedom fighter.
He said Rani Gaidinliu was a staunch follower of another freedom fighter Haipou Jadonang`™s struggle against the British since her childhood days.
It is a proud moment for the State that the Centre has released Rs. 5 and Rs. 100 commemorative coins remembering and acknowledging her contribution and sacrifices of the grand lady, the State deputy Chief Minister said.
Gaikhangam said the State government has already constructed a memorial park for Haipou Jadonang in Imphal and at the same time is trying to unveil the nine-foot-statue of the freedom fighter which is under construction, on his death anniversary next year.
The railway station which will be located at his birthplace Kambiron in Tamenglong will be named Haipou Jadonang Railway Station, he said.
Meanwhile, floral tributes were paid to a picture of freedom fighter Haipei Rani Gaidinliu during today`™s observation and two-minute silence observed in memory of the freedom fighter.
Chingjokpou Phaomei of Namdulong presented a Ra-Luh (indigenous musical instrument) recital while Guru Rewben Mangshava joined by his son presented traditional songs.
Chief Minister Okram Ibobi Singh also released a souvenir of the observation.
Planning and Development Authority chairman T Mangibabu, MLA Saikot TN Haokip, MLA Kakching Y Surchandra Singh, deputy Speaker Manipur Legislative Assembly MK Preshow Shimray, MLA Tamenlong Janghemlung Panmei also attended the observation as guests of honour.

IMPHAL, January 27: As celebrated in other parts of the country, Manipur also celebrated the 66th Republic day , with Chief Minister Okram Ibobi Singh as the chief guest, amidst the boycott call from militant groups.
The main event was organised at the Kangla fort wherein Chief Minister Okram Ibobi Singh, unfurled the National Flag.
2nd IRB assistant commandant Lunzamung Tunglung led the guard of honour for Chief Minister Okram Ibobi Singh.
The Chief Minister further conferred the Police medal for gallantry, President`™s Police medal for distinguished service and police medal for meritorious service, to 20 individuals which included 12 police personnel, five jail officers and men, three Manipur fire service.
The main highlight of the celebration was a 120-contingent strong parade which included contingents of ex-servicemen, students, security personnel, band parties. 12 tableaus from different department also participated in the parade.
The parade was led by 8th IRB commanding officer PG Singsit as parade commander.
Concluding the celebration, deputy Chief Minister Gaikhangam addressed the vote of thanks at the 1st MR parade ground, which was supposed to be delivered by the Chief Minister.
Recalling the day when India became a Republic in 1950, the Deputy Chief Minister said that today India has become one of the most powerful and respected nations in the world.
Subsequently, a substantial change has been brought in Manipur under the leadership of Chief Minister Okram Ibobi, he said elaborating further that the present government has successfully built a mini secretariats, sports complexes in each districts besides bringing a commendable change in education, health and PHED, irrigation etc.
Infrastructure developments like the State assembly, High Court of Manipur, Mini secretariat have caught the attention of the tourists, he continued.
Maintaining that more changes are imminent under the leadership of the present Chief Minister, he appealed to the public to extend full co-operation for the successful implementation of other projects.
Owing to the absence of a full-fledged Governor from the State, he said the Chief Minister had to receive the contingent salute of the Republic Day celebration at Kangla.
The celebration was also attended by the council of Ministers, MLAs, bureaucrats, top police officials.
Meanwhile, the day was also observed in all districts of the State.
According to a DIPR statement, Chandel district celebrated the Republic Day at Maha Union Higher Secondary School ground with deputy commissioner Ningthoujam Geoffrey as the chief guest.
Cultural programmes, march past parade and prize distribution ceremony mark the day.
The function was attended by village chiefs and officers of the district.
Tamenglong district celebrated the Republic Day at Mini Stadium, Lower ground with DC RH Gonmei, hoisting the national flag. Altogether 23 contingents, which includes civil police, Manipur Rifles, VDF, school and college students, took part in the March past, according to a DIPR statement.
Tamenglong SDPO H Zone Laikho was the parade commander.
JNV girls`™ contingent stood the first, 5th MR Unit School stood second and JNV boys`™ contingent stood third in the March past competition, the statement said.
Tamenglong District News Bulletin published by District Information Office, Tamenglong and a magazine `Orange Festival 2014`™ published by State Level Orange Festival Organizing Committee were distributed during the function, it said.
Senapati district celebrated the 66th Republic Day at Mini Stadium Ground, Senapati with deputy commissioner Jacintha Lazarus as the chief guest, according to the statement.
It said a contingent led by SDPO PS Daiho gave Guard of Honour to the DC on her arrival at the celebration.
Speaking on the occasion, the DC appreciated the civil society leaders and tribe leaders for maintaining tranquillity and said that this will bring progress and prosperity in the land, according to the statement.
She also said that the District Administration has been trying to deliver goods to the public without any discrimination and biasness and all these are attributed to the collective efforts being rendered by the SDOs, DLOs and their subordinate staffs, it said.
The DC also informed that Senapati district is selected as one of the pilot district to implement a scheme as `Beti Bachao, Beti Padao` which is basically targeting the girl child and to ensure that there is no discrimination and every girl gets equal right to life and education.
Thoubal district celebrated the 66th Republic Day at Basu Ground, Khangabok, Thoubal.
According to the DIPR statement deputy commissioner, T Ranjit Singh unfurled the National Flag and received the salute of an impressive march past of 54 contingents commanded by Yairipok SDPO Hemanta Singh.
The parade contingents included cultural troupes, police, home guards, NCC boys and girls and students from various schools in the district.
A cultural programme, meritorious awards distribution ceremony and display of band party by 2nd Bn Assam Rifles were among the highlights of the celebration.
The celebration was attended by a large number of people from the nearby villages, it said.
Our Ukhrul Correspondent adds: Ukhrul district administration celebrated the 66th Indian Republic Day peacefully with the deputy commissioner Hrisheekesh Modak taking the salute at Bakshi Ground, Hungpung from the colourful parade contingents.
Addressing at the ocassion, DC Modak while reminding the denizens of the district that the government has made a great stride towards development during the past 65 years of Republic India, has called upon each and everyone to come forward and work together with his administration to bring about peace, prosperity and development in the district.
He also stressed upon the need for improvement in the socio-economic conditions of the people of backward corners like Ukhrul district.
At the same time, DC also lauded the student contingents for taking part in the national event.
Altogether 26 March Past contingents including 15 from different schools took part in the celebration. Among which, Little Angels`™ English School Senior Girls emerged the winner, while Ukhrul Higher Secondary School Girls and Scholar Pakshimi Boys got second and third position respectively.
41 AR, Somsai also exhibited a colourful Band Party Display while AR Somsai School students presented a Choreography item. Moreover, Halang Youth Council and Hungpung villagers displayed grand traditional folk dances.
Meanwhile, a friendly football match was organized as part of the occasion where DC 11 defeated TNL 11 by scoring 7-4. T. Rocky, MPS, SDPO, Ukhrul was the parade commander. Ukhrul SP, SDO, CEO, CO, 41 AR, Somsai, Ukhrul Block headmen also attended the function.

We wanted to bring forth some area of concern regarding the “Manipur Civil Services Combined Competitive (Preliminary) Examination, 2010” examination held on 11th September 2011. The purpose of writing this mail is not to malign the reputation of the Manipur Public Service Commission (MPSC) but to protect its sanctity and enable it to continuously strengthen itself as an apex Service Commission of Manipur.
The concern being a verbatim replication of twenty four (24) questions in the mentioned examination paper, from a web page/blog which is in public domain. After we checked the blog, we found out that it was published before the examination date. Only question no. 23 from both the blog is not present in the question paper.

All the below questions can only be answered by the Manipur Public Service Commission (MPSC) and we as concerned citizens can only wait in anticipation of hope and justice.
1. Was it purely coincidental or intentional or an oversight?
2. Is the profession and the exam of very low standard to have compromised questions from just one sample quiz of 25 questions? We have heard of few questions coming, in an exam from questions bank of thousand questions may be, but never of this magnitude; 24 questions from a sample of 25 questions.
3. Is there any guarantee that the information regarding the site was kept secret, and no nepotism was practiced?
4. Are there any other similar resource, from where the question paper is replicated?
5. Can the MPSC convince the public that they are still fair and if so, does not this incident unmistakably reveal the casual approach and incompetence of the MPSC?
6. Was there any other agenda that we are not aware of?

In a swift response, the Chief Minister of Manipur said that the terrorist violence that struck Sangakpham on 1st August, 2011 was the handiwork of NSCN (I-M). This is a development which is quite uncharacteristic of the Govt. of Manipur on such incidents or as an editorial in the Sangai Express, a leading newspaper in Imphal puts it, “can’t really recollect the last time that a case of this proportion was laid bare so fast and so conclusively”. However, the said organization, according to a report released by Newsmai News Network from Dimapur, has denied the allegation. Besides, according to a press report, contrary to the statement made by the Chief Minister at the Press Conference on 2nd August, 2011, the Koren (Koireng) Youth Organization has denied that the suspected bomber one Anthony s/o Bonkolung of Sadu Koireng is “a resident of Sadu Koireng Village, Saikul sub-division…and he is not known to the people of Koireng”.

The contradictory reports do not help the citizens who are at the receiving end of such violent and atrocious crime. This being the case, we, as citizens must know the truth as to who is/are behind the dastardly and gruesome act at Sangakpham. The government must put the system and institutions at its disposal to task so as to come out with the truth and bring those who are responsible for the crime to justice at the earliest.
And we as citizens must also know that we must not rest till the institutions for investigations and protecting the life and dignity of the people are made to perform their assigned and expected duties and responsibilities. Only then, we can expect to live with certain sense of normative and institutional mechanisms of a civilized life.
All those who cried out for justice, and those who have statements such as “enough is enough” etc must put their statements into action by seeking and pursuing this: to know the truth and make the above institutions accountable. Only then, can one say that their slogans and outpouring of emotions have some sense and value. Otherwise, those statements shall remain as symptoms of a pathological mind which make them vulnerable to atrocious violence and indignity.
This being the case, we deserve to know:
a) Who is Anthony, the suspected bomber?
b) What are the material and circumstantial evidences on the basis of which the officials have established the identity of the suspected bomber and the organization of which he was a member or on whose behalf he allegedly carried out the heinous act?
c) As per the statement of the Chief Minister, the Bajaj scooter (Chetak) which was allegedly used in the blast had a Nagaland number (NL-O1E/1394) registered in the name of one K. Daniel s/o K. Angami of Diphu Par, Dimapur (Nagaland). Now the question is:
i) Was this information based on the recovery of the necessary document(s) from the blast site or provided by authorities in Nagaland?
ii) Has the investigating agency in the state kept in touch with their counterpart in Nagaland on this matter a) to establish the facts of the case and b) to trace the owner for further questioning?
d) ISTV news mentioned that the Union Home Minister also reportedly blamed NSCN (I-M) for the blast at Sangakpham. (There was one line in Morung express which also reported the statement of the Union Home Minister). If this is so, which agency has given them this news? This is crucial for two reasons: a) The Union Government has been in talks with the said organization and b) for the deeply ethicized and communalized mindset, the words of the Government of Manipur can be subjected slanderous allegation. Moreover, this has serious implication for the “ground rules” of the “cease fire” between the Government of India and the NSCN (I-M), which, as far as Manipur is concerned, is nothing more than a farcical enactment and a part of a make-belief world of those who were ostensibly happy with the withdrawal of the “three words” from the “ceasefire agreement” following the so-called “uprising” in Manipur in 2001.
We must avoid communally charged perspective; what we have seen at Sangakpham is the display of a horrible act of a naked and illegitimate violence that attack the life and dignity of the citizens. Democratic ethos demands accountability of institutions and transparency for a civilized life in the state. And we must work to restore such institutional imperatives, not hollow talks and rhetoric.
By the way, such a note as this one is something that one can legitimately expect to come in media in Manipur. I am sure that many of us have seen such reports and news analysis in media across the globe following such incidents. If it doesn’t come, it only speaks of our media guys just as it speaks of the people of Manipur in general. It’s time to take responsibility, each one of us, for a change.
