CDRO condemns the army terrorism in Garo Hills

IMPHAL, December 4: Coordination of Democratic Rights Organization (CDRO) has strongly condemned the continuing army terrorism in the name of combing operations in Meghalaya’s Garo Hills. While Meghalaya is not notified as a ‘disturbed area’ and the writ of the army does not run large, the AFSPA allows army personnel located in neighbouring states to conduct operations within 20 kilometres of the state border, said a press release by CDRO.

It said, the Gurkha regiment stationed in Assam’s Rangjuli town shot dead two unarmed civilians, a few kilometres from Kharkutta Bazaar in the Garo Hills area, in Meghalaya on November 25. The incident occurred at around 8:40 p.m. when Alphus Momin, a school teacher, and SD Marak, a vendor, were returning home to Rajasimla village on a motorbike.

Earlier, in March 2015, two daily wagers, Selba Sangma and Jekke Arengh were shot dead by the Dogra regiment in the same area and in a bid to cover its ‘mistake’ and pass off the killings as an ‘encounter’, the army planted two country-made pistols near the bodies. The matter came to light as two other men were also intercepted in the same incident and were taken to custody. The government had then ordered a probe into the killings.

Army lawlessness is inherent in the AFSPA as it allows impunity and immunity to men in uniform. However, even within the next-to-negligible safeguards available in the Act, the army is supposed to inform the local police and seek its help before conducting operations. In the November incident, not only did the army not inform the local police station, it did not even bother to take the victims to a nearby hospital. Instead, it abandoned the bodies on the roadside. It was the local police which arrived on the spot after hearing the gunshots and it took the two men to Kharkutta PHC where they were declared, ‘brought dead’. The police initially registered an FIR against unknown people but growing public protests prompted the army to acknowledge its ‘mistake’, said the press release.

It said, on November 26, the army submitted an FIR claiming that the incident occurred as the duo had not adhered to the security instructions and refused to comply with them at a mobile check post. Despite the army’s ‘face-saving’ denial, the magnitude of the protests, including that by the local MLA has compelled the Garo Hills Deputy Commissioner to promise a magisterial inquiry into the incident. Given the prevailing nature of army lawlessness, it is imperative to question the Meghalaya High Court’s decision to ask the Centre to impose AFSPA in the Garo Hills. Making a case of deteriorating law and order, on November 4, a three-member bench including the Chief Justice cited 87 instances of kidnapping and ransom demands by rebel groups and pointed out that even the Chief justice and other judges were receiving ‘veiled’ threats and that they would have to face ‘dire consequences’ after retirement.

Ironically, instead of upholding the rights and liberties of individuals, the Court damaged its reputation by acting on its own fears, as two of the judges are said to retire on February 2016. Besides, in asking for the imposition of the AFSPA, the Court also violated the constitutional arrangement of separation of powers by acting on its own authority. It is quite another matter that the Centre has decided not to heed the High Court and the state government has decided to file an affidavit in the next hearing. However, it is to be noted that the Centre has promised the state government paramilitary troops for the Garo Hills. So, even while the Centre and the state government are opposed to the imposition of AFSPA, there is consensus on the issue of legal immunity as prosecution of paramilitary forces also requires official sanction, said the press release.

Why didn’t the Meghalaya High Court acknowledge the issue of army abuses and why has the state government demanded more paramilitary forces from the Centre? Why is the army or the paramilitary the answer to the intransigent problems of the Garo Hills? It is a known fact that the nexus between the coal mafia, sections of rebels groups and the political establishment has thrived in the Garo Hills area, questioned CDRO in the press release.

In the press release, CDRO has also stated that such a scenario is an issue in which army lawlessness acquires greater magnitude and where there is no effort towards a political resolution to the problem of the Garo Hills conflict, and also added that the two incidents in Garo Hills area illustrate the legal impunity and immunity that the army enjoys the most dangerous adversary in conflict areas, and not only are civilians’ lives least cared for, the absence of routine checks and balances stipulated in normal law offers untrammelled powers to men in uniform.

In the press release, CDRO has further stated that the army and paramilitary operations in the Garo Hills must be immediately ended and has demanded for,
1. Stringent action against the army personnel who is/are guilty of murdering Alphus Momin and SD Marak.
2. Information on action taken against guilty personnel involved in the murder of Selba Sangma and Jekke Arengh.
3. Compensation to the families of the deceased who have been gunned down by the army.
4. Immediate halt to any paramilitary deployment in the area.

NEW DELHI, December 3: Control Arms Foundation of India (CAFI) along with Manipur Women Gun Survivors Network (MWGSN) organised two exhibitions in Delhi, and the first exhibition was held as a part of Women of India Exhibition organised by the Ministry of Women and Child Development, Government of India from November 12 to November 23 at Dilli Haat, INA, New Delhi, said a press release by CAFI.

It said, after the completion of Dilli Haat Exhibition, the second exhibition started from November 25 to November 30 at Nature Bazaar, New Delhi, and the exhibition was a part of 22nd Annual Nature Bazaar which was organised by Dastakaar, an NGO, in association with Delhi Tourism, Government of Delhi.

In Nature Bazaar over 100 craft groups, small producers and designers showcased a wide range of hand-crafted lifestyle accessories, striking metal crafts, intricately carved decorative home furnishings, pottery, basketry, leather products, traditional paintings, an array of hand-woven textiles and much more from across India, and in the two exhibitions, some of the products displayed by women weavers are enaphi (a shawl wrapped around the shoulders), phanek (wrap/sarong), Kuki Shawls, Khamthang Shawl, Silk Dupatta and leiroom (a hand-woven scarf used on ceremonial occasions), along with a large selection of bamboo products like lamps, trays, holders and baskets, said the press release.

It said, six women artisans from Manipur namely Arambam Bijaya, Domneilhing, Sinam Debala Devi, Nengneilam Haokip, T. Muithang, and Kongkham Prabavati Devi came to Delhi to showcase their products and to explore and connect with urban market.

This is the first time when women survivors’ products have been brought to the market in Delhi, and the products on display have been made using the traditional skills combined with the design sensibilities of the organisations, including RangSutra and E’thaan Design Studios, which trained the women artisans, said the press release.

“We were first trained and later made the prototypes. We were given the layout for the motifs after seeing which we reproduced the designs,” said 38-year-old Arambam Bijaya, a woman survivor who is a weaver trained as Crafts Manager.

Manipur in spite of having skilled artisans in the handicraft sector, many women remain poor as they do not have any link to the domestic and international markets. This is a humble initiative by Control Arms Foundation of India and Manipur Women Gun Survivors to provide livelihood and act as a healing touch to the fractured lives of women and children so that their lives can go on with a new found courage”.

It said, the courage that enabled to do the work came with support from United Nations Development Program (UNDP) India and North East Centre for Technology Application and Reach (NECTAR), an autonomous society, set up under Department of Science and Technology, Government of India with its headquarter at Shillong, Meghalaya.

MWGSN and CAFI was formed in 2004, to help women whose lives have been changed dramatically by violence in Northeast India particularly Manipur, to find solutions to end the ongoing violence and to provide a space for women to take a leading role in gender sensitive peace and security advocacy efforts, said the press release.

GUWAHATI, November 29 (The Assam Tribune): Two Myanmar-based Assamese women, whose ancestors were taken by the Burmese (Myanmarese) army as a ‘gift’ from the Ahom kings about 200 years back, were accorded felicitation at the Kumar Bhaskar Natya Mandir on November 28. The event was organised by city-based surgeon Dr Satyakam Phukan, teacher of North Guwahati College Dr Tapan Sarma and city-based businessman Binoy Sarma, who visited Myanmar between January and February 2013 in search of the people of Assam origin.

The ancestors of the two women, who were felicitated, had to leave their motherland after the repeated Burmese invasions of Assam between 1817 and 1826, along with the Burmese armymen. Though these people have lost their language and culture, they still maintain that they are Assamese people. Initially, there were around 5,000 such people living in Myanmar. But today, a majority of them have assimilated into the Myanmarese society and those who are still maintaining their Assamese identity, are mostly settled in Mandalay, the second largest city of Myanmar and Bhamo, another city of the neighbouring country.

The two women – Ratnamoyee and Rajani Devi – who came to the city, accompanying two groups of Manipuri and Bengali people of Mandalay, however, had to speak in Burmese during their felicitation. They said that they have a very weak economy. They have lost their language and culture. But they take great pride in identifying themselves as Assamese, they said.

They told the audience at the Bhaskar Natya Mandir: “If you help us now to learn how to speak our language (Assamese), it would be a great service rendered to us (the Assamese people living in Myanmar).”

They said that they had a dream of returning to Assam, the land of their origin, one day. Since they have been able to realise that dream, their happiness knows no bounds. The Assamese clothes displayed in the Assam State Museum and their learning to wear these clothes have given them the idea of the dress codes of their ancestors, they said.

Their versions were translated into Assamese by prominent Manipuri personality Sundar Gopal Sarma (Uhtun Shwe), also a resident of Mandalay, and a virtual guardian of the Manipuri and Assamese people of Mandalay. Sarma is also the vice president of Upper-Myanmar India Business Association.

Noted lyricist Kirti Kamal Bhuyan gave them the idea of the Bihu festivals, Bihu dance and Borgeet. Local artistes also performed Bihu dance and Borgeet on the occasion. The function began with a Naam.

The function was also addressed by Sundar Gopal Sarma, Dr Phukan, Dr Sarma and Binoy Sarma.

The event is managed by Tattva Creations, part of Eclectic Group and one of the premier event management company based in Guwahati, said a press release.

It said, the preliminary rounds of the contest was started from October with auditions at Jorhat, Shillong, Dimapur followed by Aizawl and Guwahati, and the Eclectic Group’s signature event is not any run-off-the-mill beauty contest.

IMPHAL, November 25: S.V. Getwell School at Haotal, Pangei organised an event with a theme called ‘Nehru, Children and Science’ in the school on November 24, and the event was attended by Dr. Th. Meinya, Member of Parliament, Lok Sabha, Prof. N. Rajmuhon Singh of Department of Chemistry, Manipur University, Ningombam Bupenda Meitei, Founder of The Nehruvian and NingombamDinamani Singh, the Principal of S.V. Getwell school as dignitaries, along with special invitees Shamurailatpam Nalini Devi, teacher and owner of Adarsh Laboratory and Diagnostics, and Shamurailatpam Jacky Sharma, a young entrepreneur, said a press release by The Nehruvian.

MUMBAI, November 25: Sálim Ali Bird Count, an initiative recently re-launched by BNHS-India in association with Bird Count India, was successful, with active participation by people from across India. The activity was conducted on 15th November, to commemorate the birth anniversary (12th September) of Late Dr Sálim Ali. Enthusiastic bird watchers uploaded their observations on the eBird website. A total of 15,638 observations were recorded by over 280 people from 22 states covering a total of 514 species during the day. The observations were collated from 549 lists, since each individual was required to prepare different lists for different locations covered.

Highlights of the bird count

Among the various lists, 383 were unique lists, since they were uploaded by single individuals; whereas the rest had multiple contributors in each list. A total effort of 805 person-hours was utilized in bird watching. Since early morning is the best time for birding, maximum number of people (284) ventured out in the early hours between 6.00 am to 9.00 am, with the enthusiasm holding strong till noon when 104 people continued their bird watching. Though evenings are also said to be good for bird watching, enthusiasm faded through the day with only 73 bird watchers participating in the count during the fag end of the day.

Out of the 514 species of birds spotted during the bird count, 30 species were from the IUCN Red List of Threatened Birds 2015. White-rumped Vulture was the only bird spotted from the ‘Critically Endangered’ category, whereas four birds from the ‘Endangered’ category were spotted, viz. Black-bellied Tern, Egyptian Vulture, Great Knot and Steppe Eagle. The latter two were recently uplisted (increase in threat level) to ‘Endangered’ category from ‘Vulnerable’ and ‘Least Concerned’ respectively.

Commenting on this initiative, Dr Deepak Apte, Director, BNHS said, “Sálim Ali Bird Count is one initiative which connects every common man walking on the street to the world of birds. This presents an opportunity to not only involve common people in bird watching, but also make them ambassadors for bird watching. We are very happy to revive Sálim Ali Bird Count and aim to scale it up further on the pan-India level through our existing network.”

State-wise break up

Birders from 22 states covering 99 districts of India participated in the count. Maharashtra ranked first with a total of 123 lists, followed by Kerala with 59 lists and Karnataka and Tamil Nadu with 40 lists each. The observations were divided across four regions in order to understand the region-wise distribution. The table below documents the number of lists uploaded from various states in the different regions.

Dr. Raju Kasambe, IBA Programme Manager, BNHS-India, said “Indian ornithology needs help of each and every bird watcher based in the remotest locations of the country. If everyone contributes their observations on citizen science forums like eBird, in coming years we will have good understanding about the temporal and spatial distribution of birds found in India. Slowly, we will get an idea of the impact of climate change and other factors on the birds in India. So, we request every bird watcher to encourage bird watching among the general public and share data for the benefit of science”. The count will now be organized every year on the Sunday succeeding 12th September to encourage bird watching and spread awareness.

IMPHAL, November 24: 40 Assam Rifles of 9 Sector Assam Rifles under the aegis of HQ IGAR (South) has established an Assam Rifles pavilion in the ongoing Sangai festival 2015, for enhancing awareness about the force among local populace, said a press release by PRO, IGAR (South).

It said, the pavilion showcases the history and contribution of gallant soldiers of Assam Rifles in Manipur, and being the oldest Para Military force of the nation, Assam Rifles has been assigned with dual role of internal security as well as border guarding along Indo-Myanmar border.

EMA (European Manipuri Association) celebrated Ningol Chakouba on 14th November 2015 at Borstal, Kent in the UK, a day later than in Manipur. It was a hugely successful event with new and existing members gathering from all over Europe. Highlight of the event was the Food and most importantly Ningol Dokhina Thouram. Although the show was stolen by the kids shouting, running and playing around.

On the menu were mouth-watering Sareng thongba, Rou ataoba thongba, ooti, chagem pomba, khamen kanghau, thambou sinju, bora and other traditional items.

For the Dokhina, EMA Pibas were proud to be able to arrange for Muka Phee and Phanek for the Ningols, right from Manipur.

2015 EMA Ningol Chakouba also saw the rise of new talents. A drawing competition was held leading up to the event and winners were announced during the celebration with medals, certificates and winner’s trophies distributed. Children drew on the theme of “Phunga wari” and all entries were indeed praise worthy.

EMA also unveiled a calendar. The photos on it were contributed by EMA members and are of pictures taken by them in Manipur.

As the event concluded, members left with bulging bellies and smiles on their face, taking memories of the day entertained by the children with educational cum entertaining presentations.
