Dear Friends,

At the very outset, we, the undersigned, condemn the Wuzu Massacre in Nagaland, on July 16, 2015, perpetrated by the combined forces of the Assam Rifles and Para Commandos. On that unfortunate day; baby Aso (13 years old) and master Tiizali (14 years old) were killed, Mrs. Esther Jorror (24 years old) was bullet injured, properties were destroyed, and the Wuzu village was inflicted with prolong psychological trauma. Having gone through the ground report prepared by the Naga Students’ Federation and the Naga Peoples Movement for Human Rights, we strongly condemn the misinformation propaganda that attempted to cover up the inhumane crimes that were mercilessly perpetrated on the innocent people of Wuzu Village.

Simultaneously, we extend our solidarity to the proposed Kohima Rally against the Armed Forces Special Powers Act 1958, scheduled to be held on 23 July 2015, under the initiatives of the Naga Students’ Federation. For several decades, ever since the Indian State took over on the Nagas, the progressive sections amongst the Nagas have been raising democratic voices with the hope to achieve a National Democratic Revolution. The response of the Indian State have been militaristic and divisive. The Indian State in collusion with the local reactions have been unleashing a reign of terror, to suppress the Naga democratic voices. It went side by side militaristic capitalist intrusion, that is, extraction of ‘super profit’ from the Naga resources, trade routes, markets, and labour. This unjust war, buttressed by the Armed Forces Special Powers Act, have been responsible for the subjugations, oppressions, coercions, disturbances, insecurities, and confusions amongst the larger bulk of the Nagas.

We extend our solidarity, because, we think that the ‘global’ character of capital inflows and extraction of surplus values in various forms, carried out through unleashing State terrorism (militarisation), affected peoples across community and territorial boundaries. The neighbouring small communities and territories in the Indo-Myanmar regions are economically and geographically closely interconnected to one another in such a manner that neither one can flourish without the rest nor the rests are immune from any destructive policy that affected one community or territory. This tendency have been historically proven during the British colonial period, the World Wars, and the ongoing onslaught by the big capitalist forces. Therefore, there is always the need to encourage one another in the democratic struggles, learn from each other’s experiences, and build up coordination and unity. We uphold the principles: “Divided We Fall, United We Win” and “People United Will Never Be Defeated”.

Hyderabad Manipuri Society (HYMS) has organized a peaceful “CANDLE LIGHT VIGIL” at Doyens Township Colony, Serilingampally on Saturday, 18th July 2015, to condemn the atrocious act of police force which resulted in the brutal killing of student, Sapam Robinhood ,and to demand the implementation of ILP in Manipur. HYMS observed 2-minutes of silence as a mark of respect to the departed soul and prayed for the soul to rest in peace. We also conveyed its condolence to the family of Sapam Robinhood and shared its grief. HYMS strongly condemn the police action that led to civilians and students injuries over the last two weeks in Manipur, who were protesting against the Manipur government insensitive visitors bill and demanding full implementation of ILP. We support the implementation of ILP in – No uncertain term.

Slide1Imphal, 19 July 2015: Based on specific intelligence regarding ferrying of illegal arms and contraband drugs on NH 102, troops of the 24 Assam Rifles of 26 Sector AR under the aegis of HQ IGAR (South) apprehended an individual alongwith illegal arms and contraband drugs at Khudengthabi check post on 16 Jul 2015. A scooty travelling from Moreh to CC’ Pur was stopped for checking and on a thorough check of the scooty led to recovery of two Beretta Pistols 3032 Tomcat. 32 US made (Regd No – DAA 489356 and Regd No – DAA 492731), two empty Magazines, 975 numbers of WY (R-20) tablets (Approx worth Rs 9.75 Lacs), one mobile phone, one voter identity card and a SBI ATM card. The apprehendee was identified as P Ginsuanthang Zou, aged 23 years, S/o Mr. P Donglian Zou, resident of Moreh Ward No – 08, PO/PS – Moreh, Dist – Chandel. The apprehendee alongwith the recovered items has been handed over to Moreh Police Station.

12 BIHAR of 9 Sector under the aegis of HQ IGAR (South) organised an ‘Iftaar Celebration’ on the eve of Id-ul-Fitr at Mayang Imphal on 16 Jul 2015.

Keeping the ethos, faith and beliefs of the locals, “Iftaar Celebration” was organised to celebrate the auspicious occasion during holy month of Ramzaan at Mayang Imphal.  A total of 65 people were present during Iftaar Celebration.Slide2

Evening was grand as distinguished dignitaries from across the spectrum joined the Iftaar Celebration.  In process of further developing the trust of the people and to maintain the communal harmony, food for the visitors was catered exclusively by this unit. The event was attended by civil dignitaries including Pradhans and councilors representing various villages of Mayang Imphal.  The noble effort of this unit was met with a great zeal and enthusiasm by the local populace.

In response to the physical assault on a Manipuri nurse of Dr RML Hospital on the night of 13 July, activists of North-East Forum for International Solidarity (NEFIS) gathered in protest outside the Hospital gate. The nurse from Manipur was attacked by a patient at 13th night inside the hospital. The patient was brought in as part of a medico-legal case and was accompanied by policemen. NEFIS condemns the unsafe work atmosphere in the hospital and considers it a huge problem that women employees are being attacked by patients during their work hours and more so during night shifts. Such violent assaults are not only a crime but also a violation of labour rights, such as the right to a safe work environment. The recent attack on the nurse from Manipur also reflects how nurses and other workers from the North-East are exposed to racist attacks in their workplace and are highly vulnerable. The organization strongly feels that most such attacks on North-East women and youth have a racist undertone, and that such attacks are facilitated in a large number of workplaces which have ad-hoc security arrangements.

Considering that the hapless nurse was attacked by a person accompanied by policemen and the immediate assistance she received in warding off her assailant came from a doctor, it is evident that the RML hospital administration has to take greater efforts at enhancing its own security measures and staff. Greater precautionary measures as well as proper surveillance of patients brought in as part of medico-legal cases is a responsibility that RML Hospital should take on more seriously. To this effect, NEFIS activists submitted a memorandum to the hospital’s Medical Superintendent. A delegation also met police officials at the nearest police station to apprise them of concerns regarding the lack of safety in RML and other hospitals. The delegation emphasized that in conditions of poor security, nurses and other healthcare workers from the North-East were falling easy targets because they looked different.

The demands raised by NEFIS included:

  1. Better protection and security for nurses and workers from North-East should be given, especially at night.
  2. Provision of an assurance from the CMO’s office that all the nurses and workers should be treated equally and no racial or sexual discrimination should be faced by them.
  3. Compensation and other assistance should be provided to the victim immediately so as to help her overcome the trauma of the assault.
  4. To curb future racist attacks of such kind, proper measures should be taken by the local police station to address loopholes in the given system.

Imphal, 15 July 2015 : According to a press release from the PRO Cell of HQ IGAR(South), the medical team of 41 Assam Rifles of 10 Sector Assam Rifles under the aegis of HQ IGAR (South) saved the life of a snake bite victim on 14 Jul 15. The victim was identified as Mr H Ngalangzar, aged 84 years, resident of Siruhi village,   Dist – Ukhrul.

He was bitten by a venomous snake on right hand and was brought to the unit hospital in a critical condition. The victim was immediately attended by the medical team led by Medical Officer who injected life saving anti snake venom. The timely action taken by the medical team of the Assam Rifles saved the precious life of the victim. The Headman of Siruhi village expressed gratitude to 41 Assam Rifles for the humanitarian gesture.

The PR further states that, 20 Assam Rifles of 26 Sect Assam Rifles under the aegis of HQ IGAR (S) established the Green house for widows of Life Care Centre, Pallel in Chandel district on 15 Jul 15.  The Green House was handed over to the village authorities for empowering the women and generating self employment. The project which is a mark of Widow Empowerment has been developed under the “Assam Rifles Civic Action Programme”. The project will go a long way to make the women especially the widows of the area to be self reliant and to assist them to stand on their own feet.

The villagers have started utilizing the green house for plantation of different varieties of ornamental as well as other plants some of which are being sold as saplings to buyers while others will be sold on maturity after the monsoon season. The villagers are grateful to Assam Rifles for this project as this noble project has provided employment as well as revenue to the needy. The profit earned out of the products of Green House is being utilized as financial assistance to the widows.

Pune, 14 July 2015 :  The Manipur Students’ Association, Pune (MSAP)  organized a peaceful rally on 14-July 2015  at Pune University Campus, Pune & also observed a 2 minutes silence to condemn the killing of one the students who was part of the peaceful rally demanding the introduction of the Inner Line Permit system (ILPS) in the state.

On July -8, a 16 year school boy, Mr. Sapam Robinhood was hit on the face by a tear gas shell fired from a close range in an effort by the state police to block a rally at Khurai, the impact had resulted in his tragic death.

The Students association of Manipur, Pune (MSAP) strongly condemned the current violation of basic human rights in the state and taken a strong resolution to support in whatever way possible in fighting against any human right violation in the state.

The 24th annual convention of the North American Manipur Association (NAMA) marked the largest gathering in NAMA history with nearly 130 participants in attendance. The annual NAMA conventions that take place every year at different locations providean opportunity for all the Manipuris living in North America to reconnect with friends and family and rekindle Manipuri tradition and culture. Manipurisacross North America gathered under one roof on July 3rd and 4that Washington, D.C., meeting one another, dressing up in traditional attire, joining in traditional song and dance, eating ethnic food, renewing old friendships and making new ones. Members in attendance traveled far and wide from many states in the USA, includingVirginia, Maryland, North Carolina, Texas, New Jersey, Massachusetts, Connecticut, Ohio, Indiana, Illinois, Michigan, Missouri, Tennessee, Alabama, and Florida.

Friday July 3rd, 2015– Social Gathering at Rollins Congressional Club

The 24th NAMA Convention commenced with a social gathering at the Rollins Congressional Clubin Rockville, Maryland on Friday July 3rd, 2015 at 7:00 PM. The convention hall was jam-packed with men, children and traditionally dressed beautiful Manipuri women. The stage was set up with a Manipuri theme. An ethnic potluck was held by the DC Area families (Virginia, Maryland and Washington DC) in the evening. While the dinner was underway, NAMA t-shirts were sold. Romola Kshetrimayum and Monica Laishram sang songs and music was played by Nishi Asem, Martin Haobam, Sagar Sharma, and Chingkhei Akoijam. The slide show compiled by Naba Singhadisplaying the former NAMA members, activities and events was played on the projector. The gathering and the dinner concluded at 11:00 PM.

 Saturday July 4th, 2015 – Main Event at Rollins Congressional Club

The main event took place on America’s Independence Day, the 4th of July. While Americans celebrated their independence, Manipuris in North America celebrated theirreunion at Washington D.C. The registration began at 9:00 AM on Saturday morningwhile breakfast was served. The Mistress of Ceremonies was Babyrani Yumnam. The event started with a welcome address by the President of NAMA, Amom Ruhikant Meetei. The welcome address was followed by an opening song “Ho Ima Poknapham Ima” by the President himself, Thoihen Heisnam, Monica Laishram, Prativa Amom and Prety Amom. After the song, the President extended a warm welcome to everyone present and appreciated their support for the association. The Presidenturged the members to continue providing support for future NAMA activities.

The President’s welcome speech was followed by the General Secretary’sactivity report. Hori Irombham, the General Secretary of NAMA discussed the activities accomplishedin the years 2013-14 & 2014-15. Horifurther attested to how NAMA is actively supporting several organizationsin Manipurthroughdonations and endorsementduring the pastyears. Lily Sharma, the Treasurer of NAMA, then presented the financial report for the years 2013-14 & 2014-15. According to the reportNAMA’s financial standing continues to grow.

Naba Singha, Delly Adhikarimayum, Lalit Pukhrambam, Surjalal Sharma, P Swornalata each presented a speech. The presenters discussed the evolution of NAMAand how the association has progressedsignificantly in terms of program development and membership size. The presenters also reiterated the history of Manipur and discussedhow Manipur became a part of India. The founders of NAMA were honored. The participants stood in silence for a minute in remembrance of NAMA members who have passed away.

The newly amended NAMA Constitution was distributed to the participants for their review. Upon strict review of the language, terms, laws and principles of the newly amended NAMA constitution, the members offered their approval. Once approved by the members, Dritha Kumar announced an official final approval of the new NAMA constitution.

Shilpa Phairembam Weiss, the Assistant General Secretary, as well as the main coordinator of the NAMA Excellence Award program unveiled the NAMA Excellence award program. Shilpa outlined that the award program is a new initiative that aims to reward and motivate the talented Manipuri students in North America who have excelled in the field of academics, sports and arts. There was a good turnout in the inaugural year and more applications are expected in the future.

The recipient of the 2015 Sports Excellence Award was Adam Laishram, son of Dr. Joy Laishram and Christina Laishram of Ontario, Canada. Adam is a national hockey player. He played for Team Ontario alongside some of the top NHL draft prospects in the league. Adam has achieved many prestigious awards and played at the international level representing Canada. The recipients of the 2015 NAMA Academic Excellence Award were:Prativa Amom, daughter of Amom Ruhikant Meetei and Kebola Wahengbam; and Bosco Chanam, son of Kulabidhu Chanam and Pramodini Chanam. Their applications were evaluated judiciously and the academic excellence award recipients were selected based on their academic performance, overall GPA, voluntary experience, and participation in extracurricular activities.

Once the awards were distributed, the Chief Guest, Maisnam Riten Kumar who currently works in India as a Superintendent Engineer/Director, Ministry of Road, Transport and Highway presented a speech. The Chief Guest expressed his joy of being there at the convention and appreciated the effort and time that NAMA has been giving for the betterment of ourManipuri community back at home as well as here in the States. There was a 1 hour lunch break after the Chief Guest’s speech.

Members assembled around 2:05 PM after the lunch togive their votes for the new 2015-2017 executive members. Listed below are the candidates that were elected:

  • Vice President – Hori Irombham (Illinois)
  • General Secretary –Shilpa Phairembam Weiss (Missouri)
  • Assistant General Secretary – Bijon Ayekpam (Washington,D.C.)

  • IT Lead – Nishi Asem (Ohio)
  • Cultural Secretary – Monica Laishram (New Jersey)
  • Member – Abhishek Sanoujam (Texas)
  • Member – Johnson Elangbam (Tennessee)

The President, Amom Ruhikant Meetei,and the NAMA members congratulated the newly elected Executive members. The President elect, Lukhoi Shougaijam,presented the vote of thanks. Lukhoi thanked everyone for their attendance and appreciated the DC Area family for being a great host.

The cultural program began with a beautiful “Mangala Charran” performance by A Indrani Sharmi. The Mangala Charran was followed by a heart touching flute performance of the Indian National Anthem by Ridhi Chingakham. Noopur Singha then gave an amazing“Krishna Abhishar” dance performance. After the dance, there was a very cute drama based on a folk tale “Pebet Macha and Haudong Lamboiba.”  The drama was performed by Naba Singha, Monica Ingudam, Marc, Magen, Darshil, and Langlen.

Amy Shougaijham played the American National Anthem on the piano. Lavani Laishram danced to fusion music. Langlen Heisnamsang the song “Chingda Satpi Eengelei”. Navya Asem presented Thougal Jagoi. Prety Amom sang the cover of the song“I Am Not the Only One”. Lilianne Pukhrambam played“Sentimental Saraband” on violin. Prativa Amom sang “Color of the Wind”. Monica Laishram also sang“Eigi Chenghi Manam.” The songs were followed by “Thoibi Jagoi” by A Indrani Sharmi, Linthoi Angom, Lily Sharma, Monica Ingudam, and Ebechaobi Laishangthem. Once the Thoibi Jagoi performance was done, Amom Ruhikant Meetei presented two songs “Nouribi” and “Hey Ima Manipur”. Airi Haobam sang “Let it go”. Prasana Kumar gave a classical sitar performance. Naba Singha and Chingkhei Akoijam also joined Prasana by playing drum and guitar.Therockensemblecomposed of Martin Haobam, Raj Chingakham, Nishi Asem, Sagar Sharma and Chingkhei Akoijam played several songs. The slide show compiled by Dillon Laishram was played on the projector.

Prativa Amom acknowledgedand awarded the children participants with a certificate of participation. After the certificate distribution, there was a “Leima Jagoi”performance by Kebola Wahengbam, Amom Prativa, Amom Prety, Ambrabati Adhikarimayum, Anju Aheibam, Lily Sharma, Priyadarshini Koijam, Khumanleima Laishram, Swornalata Takhellambam, Judy Sarungbam, and Linthoi Angom. Finally, allmen, women, and children irrespective of age and race gathered around, held hands together and danced happilyto the beat of the drums to a grand Thabal Chongba. This concluded the big event of the day successfully.

The2015 NAMA Convention was a perfect example of a close-knitted Manipuri community in North America. This gathering has also proved how well the Manipuri traditions have been practiced abroad. Abhishek Sanoujam and Geetanjali Laishram who attended the convention for the first time commented, “The convention is absolutely great! We feel like we are in our native place. The food tastes even better than the food we make in India. After long time, we even got an opportunity to participate in Thabal Chongba.Thanks to NAMA for inviting us.”

What made the convention even more interesting was the crowd that filled the room. People of different races and ages socialized and appreciated the beautiful culture of Manipur. Brian Weiss, American husband of Shilpa Phairembam Weiss stated, “The exposure to the richness of the Manipuri culture and the hospitality of the people made the weekend a great event to remember. The food was excellent, the performances were entertaining, and the Thabal Chongba was exhilarating. I look forward to next year!”

The NAMA Executive team would like to take this opportunity to say a heartfelt “Thank You!”to everyone who has attended the convention. The phenomenal success of the convention is a reflection of the ever-increasing dedication and enthusiasm the members display. The main event took place on America’s Independence Day, the 4th of July. While Americans celebrated their independence, Manipuris in North America celebrated theirreunion at Washington D.C. The registration began at 9:00 AM on Saturday morningwhile breakfast was served. The Mistress of Ceremonies was Babyrani Yumnam. The event started with a welcome address by the President of NAMA, Amom Ruhikant Meetei. The welcome address was followed by an opening song “Ho Ima Poknapham Ima” by the President himself, Thoihen Heisnam, Monica Laishram, Prativa Amom and Prety Amom. After the song, the President extended a warm welcome to everyone present and appreciated their support for the association. The Presidenturged the members to continue providing support for future NAMA activities.

The President’s welcome speech was followed by the General Secretary’sactivity report. Hori Irombham, the General Secretary of NAMA discussed the activities accomplishedin the years 2013-14 & 2014-15. Horifurther attested to how NAMA is actively supporting several organizationsin Manipurthroughdonations and endorsementduring the pastyears. Lily Sharma, the Treasurer of NAMA, then presented the financial report for the years 2013-14 & 2014-15. According to the reportNAMA’s financial standing continues to grow.

Naba Singha, Delly Adhikarimayum, Lalit Pukhrambam, Surjalal Sharma, P Swornalata each presented a speech. The presenters discussed the evolution of NAMAand how the association has progressedsignificantly in terms of program development and membership size. The presenters also reiterated the history of Manipur and discussedhow Manipur became a part of India. The founders of NAMA were honored. The participants stood in silence for a minute in remembrance of NAMA members who have passed away.

The newly amended NAMA Constitution was distributed to the participants for their review. Upon strict review of the language, terms, laws and principles of the newly amended NAMA constitution, the members offered their approval. Once approved by the members, Dritha Kumar announced an official final approval of the new NAMA constitution.

Shilpa Phairembam Weiss, the Assistant General Secretary, as well as the main coordinator of the NAMA Excellence Award program unveiled the NAMA Excellence award program. Shilpa outlined that the award program is a new initiative that aims to reward and motivate the talented Manipuri students in North America who have excelled in the field of academics, sports and arts. There was a good turnout in the inaugural year and more applications are expected in the future.

The recipient of the 2015 Sports Excellence Award was Adam Laishram, son of Dr. Joy Laishram and Christina Laishram of Ontario, Canada. Adam is a national hockey player. He played for Team Ontario alongside some of the top NHL draft prospects in the league. Adam has achieved many prestigious awards and played at the international level representing Canada. The recipients of the 2015 NAMA Academic Excellence Award were:Prativa Amom, daughter of Amom Ruhikant Meetei and Kebola Wahengbam; and Bosco Chanam, son of Kulabidhu Chanam and Pramodini Chanam. Their applications were evaluated judiciously and the academic excellence award recipients were selected based on their academic performance, overall GPA, voluntary experience, and participation in extracurricular activities.

Once the awards were distributed, the Chief Guest, Maisnam Riten Kumar who currently works in India as a Superintendent Engineer/Director, Ministry of Road, Transport and Highway presented a speech. The Chief Guest expressed his joy of being there at the convention and appreciated the effort and time that NAMA has been giving for the betterment of ourManipuri community back at home as well as here in the States. There was a 1 hour lunch break after the Chief Guest’s speech.

Members assembled around 2:05 PM after the lunch togive their votes for the new 2015-2017 executive members. Listed below are the candidates that were elected:

The President, Amom Ruhikant Meetei,and the NAMA members congratulated the newly elected Executive members. The President elect, Lukhoi Shougaijam,presented the vote of thanks. Lukhoi thanked everyone for their attendance and appreciated the DC Area family for being a great host.

The cultural program began with a beautiful “Mangala Charran” performance by A Indrani Sharmi. The Mangala Charran was followed by a heart touching flute performance of the Indian National Anthem by Ridhi Chingakham. Noopur Singha then gave an amazing“Krishna Abhishar” dance performance. After the dance, there was a very cute drama based on a folk tale “Pebet Macha and Haudong Lamboiba.”  The drama was performed by Naba Singha, Monica Ingudam, Marc, Magen, Darshil, and Langlen.

Amy Shougaijham played the American National Anthem on the piano. Lavani Laishram danced to fusion music. Langlen Heisnamsang the song “Chingda Satpi Eengelei”. Navya Asem presented Thougal Jagoi. Prety Amom sang the cover of the song“I Am Not the Only One”. Lilianne Pukhrambam played“Sentimental Saraband” on violin. Prativa Amom sang “Color of the Wind”. Monica Laishram also sang“Eigi Chenghi Manam.” The songs were followed by “Thoibi Jagoi” by A Indrani Sharmi, Linthoi Angom, Lily Sharma, Monica Ingudam, and Ebechaobi Laishangthem. Once the Thoibi Jagoi performance was done, Amom Ruhikant Meetei presented two songs “Nouribi” and “Hey Ima Manipur”. Airi Haobam sang “Let it go”. Prasana Kumar gave a classical sitar performance. Naba Singha and Chingkhei Akoijam also joined Prasana by playing drum and guitar.Therockensemblecomposed of Martin Haobam, Raj Chingakham, Nishi Asem, Sagar Sharma and Chingkhei Akoijam played several songs. The slide show compiled by Dillon Laishram was played on the projector.

Prativa Amom acknowledgedand awarded the children participants with a certificate of participation. After the certificate distribution, there was a “Leima Jagoi”performance by Kebola Wahengbam, Amom Prativa, Amom Prety, Ambrabati Adhikarimayum, Anju Aheibam, Lily Sharma, Priyadarshini Koijam, Khumanleima Laishram, Swornalata Takhellambam, Judy Sarungbam, and Linthoi Angom. Finally, allmen, women, and children irrespective of age and race gathered around, held hands together and danced happilyto the beat of the drums to a grand Thabal Chongba. This concluded the big event of the day successfully.

The2015 NAMA Convention was a perfect example of a close-knitted Manipuri community in North America. This gathering has also proved how well the Manipuri traditions have been practiced abroad. Abhishek Sanoujam and Geetanjali Laishram who attended the convention for the first time commented, “The convention is absolutely great! We feel like we are in our native place. The food tastes even better than the food we make in India. After long time, we even got an opportunity to participate in Thabal Chongba.Thanks to NAMA for inviting us.”

What made the convention even more interesting was the crowd that filled the room. People of different races and ages socialized and appreciated the beautiful culture of Manipur. Brian Weiss, American husband of Shilpa Phairembam Weiss stated, “The exposure to the richness of the Manipuri culture and the hospitality of the people made the weekend a great event to remember. The food was excellent, the performances were entertaining, and the Thabal Chongba was exhilarating. I look forward to next year!”

The NAMA Executive team would like to take this opportunity to say a heartfelt “Thank You!”to everyone who has attended the convention. The phenomenal success of the convention is a reflection of the ever-increasing dedication and enthusiasm the members display. Moreh, 11 July 2015:  A press release from PRO cell of HQ IGAR(South) states that a lecture was conducted by 11 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) at Hill Tribal Council Conf Hall, Moreh on 11 Jul 2015. The Career Guidance cum Facilitation Programme was attended by a total of 84 students from Schools and Colleges located near the Moreh Town.  The programme was organized by 11 Assam Rifles with the assistance from Kuki Students Organisation, Moreh. This association between student organization and Assam Rifles was made to bring out the various possibilities available to the unemployed graduates of the remote border town.

It also states that the programme specifically created awareness in the youth about various employment opportunities in the Indian Army and Assam Rifles in the rank of Officer Cadre for both men and women. During the lecture, information regarding the life and work of an Armed Forces personnel and insight about accompanying facilities, pay and allowances was brought out. The graduates were initiated on personality development and various soft skills which are required in today’s competitive world. This was well received by the locals who showed enthusiasm to know the procedure to get commissioned as officers and to serve their country.

It further states  that the  24 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) also  conducted an interaction with Women Society at Kwatha Village of Chandel district on 13 Jul 2015.  The programme was attended by 26 local women including few elders of Kwatha Village. The President of Women Society alongwith members of the society projected points for the welfare of the women of Kwatha Village.  The President of Women Society informed that her society is improving the environment in and around the Village by imposing fine/restriction on males who indulge in drinking & domestic violence. The President said that she has been ably supported by Assam Rifles in her drive towards a better society. The women society also commended various other projects being conducted by 24 Assam Rifles for their village.  The function culminated with interaction of women society and Assam Rifles personnel followed by tea and snacks.

NEFIS protest against denial of reservation for ST student from outside NCT,Delhi in Ambedkar University, Delhi

North East Forum for International Solidarity (NEFIS) yesterday protested against denial of reservation for ST students from outside NCT, Delhi. A delegation of two members met Deputy Registrar(Admin) Manish Kumar Bahuguna who has sought time of three days for taking appropriate action. This is a matter of huge concern for all Schedule Tribe (ST) students from outside NCT (National Capital Territory), Delhi especially from north-east that they are being denied the reservation in admission for the undergraduate courses in Ambedkar University.  It is to be noted that there are 35 seats for each undergraduate course in AUD out of which 85% seats are reserved for the students of Delhi which means 5.25 seats are reserved for the students from outside NCT, Delhi.

0.4 seat should be reserved for the Scheduled Tribe students from outside NCT, Delhi. 0.75 seat has been reserved for the SC students and thus 1 seat has been prescribed for the same. In such a case, roster system should be followed under which every third year one seat has to be reserved for ST students. But not a single seat has been reserved for ST student from outside NCT, Delhi since its inception in 2007.

Furthermore, the Delhi has no ST population of its own. ST students which reside here are immigrants who are second generation learners of their family. Majority students from ST community are from outside NCT, Delhi and they are the first generation learner of their families coming from geographically most backward area of the country which are yet to be mainstreamed. This not just amounts to unequal treatment with first generation learner ST students from outside NCT, Delhi vis-à-vis ST students from Delhi but also sheer discrimination with students from north-east from where majority of ST students come.

It should also be noted that in accordance with the reservation policy of  the Government of NCT, Delhi reservation for OBC students from outside NCT, Delhi have not been provided but these seats have been put in non reserved category. These seats were meant for social justice and should have been reserved for the SC and ST students.

A  Public meeting was held against the demographic invasion by the state policies and state atrocities on July 14, 2015 at Delhi University Garden. The meeting was organized by Manipur Students’ Association Delhi and took these resolutions.

1)      Issuance of passes/permits to outsiders/Non Manipuries –(Manipuries are those people/communities who have been recognized by the state government )

(a)    Passes would be with limited validity

2)      Not to allow permanent settlement to non -Manipuries in Manipur.

(a)    Multinational companies and state cannot buy / give (i) Individual and Community owned land.

3) Marking 1951 as the base year to differentiate between migrants/Non Manipuries from Manipuries,/People of Manipur .

4) Denying land holding rights to outsiders/ Non Manipuris,

5) Setting up of a full-fledged Labour Department to regulate entry of inter-State migrants and commencement of detection of migrants/outsiders.

(a) There should be a monitoring committee from civil society organizations from the state to check the functioning of the committee/department appointed by the government that SSC should be acknowledged by the Government.

6)In keeping with the historicity and contemporary needs of Manipur as a geo-political entity whose existence, as the first Schedule of the Indian Constitution acknowledges, precedes the adoption of the Constitution of India, all necessary constitutional and administrative steps must be taken to protect and preserve the Manipur State and her indigenous people.

(a)Indian constitution should be amended to implement the ILP/MSPC (Manipur State Permit System)

7) Either the Government of Manipur or the Union Government of India should not enact any legislation or administrative step that go against the spirit and letter of above basic demands.

The meeting strongly endorsed to adopt these approaches to be adopted by the people who are part of the ongoing movement for Manipur State Permit System/ Inner Line Permit System

  1. a) An open dialogue for all the communities of Manipur would be held in the ongoing movement.
  2. b) Political class and political consciousness program would be held for the mass awareness
  3. c) Inter- communities dialogue within the communities of Manipur would be held as part of the ongoing struggle for demanding ILP/MSP( Manipur State Permit)
  4. d) Any anti – non Manipuri / communal discourses would not be inserted in the process of mobilization.
  5. e) Demographic invasion is rooted in state policies. Demographic invasion is systematically done by the state policies and the target of the movement would be against the state and its policies not against non Manipuries/ migrants who have come for their livelihood.

Resolution on State repression

1)      Justice should be delivered to Sapam Robinhood and all the injured persons under state atrocities during the movement

2)      Government impose curfew should be lifted and normal life should be restored immediately

3)      The state should not curtail the democratic rights of the students to take part of the people’s movement.

4)      Students have every right to participate in the people’s movement.

5)      State should restore normal class from imposed curfew in the educational institutions.

6)      A proposed draft would be prepared to safeguard the indigenous people of Manipur and that will be sent to JCILPS.

AR Recovers contraband drugs : Press release

HQ IGAR (SOUTH) RECOVERS CONTRABAND DRUGS

Based on specific intelligence regarding drug peddling on NH 102, troops of the 24 Assam Rifles of 26 Sector AR under the aegis of HQ IGAR (South) apprehended an individual alongwith contraband drugs at Khudengthabi check post on 10 Jul 15. A motor cycle without Registration Number traveling from Moreh to Pallel was stopped for checking, and on a thorough search of the motor cycle led to recovery of  2165 numbers of WY(R-20) tablets (Approx worth Rs 21.65 Lacs), one Mobile phone and an Aadhar Card. The apprehendee was identified as Jamkhongam Haokip, aged 23 years, s/o Mr Thangkholet Haokip, resident of Lokchao, PO/PS – Tengnoupal, District- Chandel. The apprehendee along with the recovered items have been handed over to the Moreh Police station.

ASSAM RIFLES PROVIDES FURNITURE AND BOOKS

            41 Assam Rifles of 10 Sector Assam Rifles under the aegis of HQ IGAR (South) distributed furniture and books at Ngariching Living Centre Blind School in Ukhrul under ‘Assam Rifles Military Civic Action programme’ on 09 Jul 2015. The Assam Rifles has been instrumental in reaching out to the remotest locations and supporting the pillars of peace like Education, Capacity Building and Infrastructure Development. The people are being brought face to face with development and education in the quest for lasting peace in far-flung areas of the state.

The school had very limited funds for procurement and it had a long standing demand for amenities and stationary for which Assam Rifles made efforts towards fulfilling these demands. The demands were submitted in February following which Assam Rifles proactively got the funds sanctioned and procured books and furniture for the students at the earliest. These will help the students in the present and upcoming academic years. This ensured the welfare of the youth so that they can attend school without any hindrance and focus on their studies. The organization aims at creating an environment for the children to enable them to have a bright future and assist in the development of the nation.  The villagers also expressed their profound gratitude towards the Assam Rifles for this kind gesture.

Suspected NSCN(K) killed during operation by AR at Chandel district : Press release

IGARSOUTH PRO CELL, 10 July 2015 :    Based on the information from reliable sources regarding movement of armed UG cadres in the vicinity of Indo-Myanmar Border to lay IEDs on MTNS road, troops of the 11 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) launched an operation in the general area T’Minou village in Chandel District. The troops during the operation observed a suspicious looking person carrying a basket and digging the MTNS road possibly to plant an IED. When the person was intercepted, he lobbed a grenade towards the troops. In the ensuing melee, the person was killed. Two land Mines, one Pistol with magazine and a Grenade was recovered from his possession. The area was further checked and cleared of IEDs and a major mishap was averted by this operation. The identity of the individual is being ascertained and initial reports suggest him to be affiliated to the NSCN (K).

          “GOAT FARM

Committed to promote self employment through vocational skill development in the Khengjoi block, 6 DOGRA of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) is constructing a “Goat Farm” at Village L Bongjoi in Chandel district.   The construction work is in full swing which includes three goat sheds, boundary fencing and associated infrastructure.  56 goats have been procured so far for initial training of the core team and further procurement is in progress.  Necessary liaison with State Vetinary and Animal Husbandry department has been carried out for vaccination of animals and training of the villagers.   The noble endeavour of Assam Rifles will equip villagers with skills to run Goat farm and generate alternate source of income as goat meat is in huge demand by the Assam Rifles Battalion deployed in the area. Once completed the project will go a long way in empowering villagers and providing an alternate source of income.  The village authorities have highly appreciating the efforts of the Army which is committed in bringing development to one of the remotest region of Manipur thus strengthening the bond of friendship and trust between the local populace of the region and the security forces.

ASSAM RIFLES ORGANISED ZERO GARBAGE DRIVE AT KHUDENGTHABI

24 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) organised the Zero Garbage Drive at Khudengthabi village in Chandel district on 10 Jul 2015. The programme was attended by 37 local civilians including women, children and youth of the village. The villagers were educated about the littering issues & its harmful effects to the society and advised to maintain the village garbage free by use of dust bins/ garbage bins and waste dumping areas. The villagers alongwith troops of Assam Rifles maintained the dumping areas of waste products. The village auth i.e. village Chief, Secretary and Chairman appreciated the initiative of the Assam Rifles for the same. The function culminated with Assam Rifles & Villagers interaction followed by tea & snacks.

Save Sharmila Solidarity Campaign, that is continuously working since last many years against AFSPA advocates for its repeal from all areas. Campaign keeps its faith upon non violence struggle of Irom Sharmila and consider her as its leader. SSSC has worked nationwide in last years to highlight struggle of Irom Sharmila and have organised numerous events, public demonstrations and other activities in almost all states of India and in few other countries to advocate Repeal of AFSPA from all regions, including state of North East Region and of J&K, SSSC believes that its struggle is against state repression that anyone can see through AFSPA that is imposed in J&K and states of North east region, and therefore struggle will continue against all human rights violations by security forces in these regions.

SSSC see that extension of AFSPA in Nagaland shows that despite clear verdict in centre, BJP shows itself as weak political party and does not have courage to repeal the act in respect of people. It seems that it is military that is ruling the democracy in these regions and state democracy has failed itself by adopting such repressive paths of handing over powers in military hand. It is nothing more than a surrender. Also, state government of Nagaland is similarly incapable in handling of situation and in advocating the voice to Repeal AFSPA. Even elected MPs from North East and local assembly representatives are not coming forward with full courage and strength to voice for Repeal of AFSPA.

We also condemn that Kiren Rijiju, a minister in Central government and a citizen from North East, also has not come against the order of MHA and by this way, he only proved himself as an opportunist politician rather than being a true representative of people. It was also told in media reports that probably Rijiju was bypassed in this decision, however if it is true, Rijiju must clarify and should come in front to advocate what is right for Nagaland.

Ravi Nitesh, convener of SSSC told that SSSC appeals with the government to re consider its orders and to adopt measures and strategies that can save people of AFSPA imposed region from human rights violations. SSSC will continue its efforts to advocate for Repeal of AFSPA.

Opinions against the Ongoing Indefinite Curfew in Manipur

In Manipur, there has been a democratic movement to safeguard the rights of the indigenous peoples. The incumbent regime in the State led by Mr Okram Ibobi has acted contrary to the democratic and legitimate demands of the movement for Inner Line Permit System and the recommendations of the All Political Parties Committee on ILPS (2014). There was a deliberate attempt to protect the interest of the migrant outsiders by arbitrarily passing a bill known as the Manipur Regulation of Visitors, Tenants and Migrant Workers’ Bill 2015, which has not received the assent of the Governor. There were attempts to suppress, at gun point, the protests against the Bill and the popular movement to defend the rights of the indigenous peoples. Brutal police actions have inflicted casualty on several persons. A 16-year old student named Sapam Robinbood, participating in a rally, was killed by the police on July 8, 2015. In order to suppress popular demonstrations against the brutality, the Government immediately imposed an indefinite curfew in the two central districts of Imphal Valley and closed all the educational institutions. Defying the curfew, people came out in the streets of Imphal in great numbers. The police resorted to open aggressive and disproportionate use of force in the form of torture, and cruel and inhuman degrading treatment, indiscriminate use of tear gas and rubber bullets, firing of live rounds upon the protestors and arbitrary detentions with impunity.
 
It is against this backdrop that we are coming up with a joint statement under the title Opinion against the Ongoing Curfew in Manipur.
 
Government and curfew
 
  1. There has been unrestrained population invasion by outsiders under the policy and constitutional framework of the Government of India that ostensibly allows free movement of people within the country. The outsiders are enjoying virtual monopoly over commodity and the labour markets of Manipur. On the other hand, the military and corporate and private sector partnership projects have been forcibly taking control of the land and resources without any regulation and restraint. In this situation, it is natural that the indigenous peoples began to take up the initiatives towards defending their identity, market, livelihoods, land and other resources.
 
  1. The question of defending the rights of the indigenous peoples is a political question that is intricately founded in the context of a worsening socio-economic condition and progressive cultural annihilation. It is the responsibility of a democratic government to bring a political solution to this question. However, the puppet Manipur regime, which functions under the command of the federal Indian pro-corporate and private sector regime, indulge in suppressing this question under the barrel of a gun.
 
  1. Why is the government indifferent to the universal principle of defending the rights of the indigenous peoples? The government is determined in using curfew to suppress the popular movements to defend the indigenous peoples and the agitations against the summary killings, torture and arbitrary detentions. This predisposition exposes the government as an authoritarian regime of a violent and radical right-wing clique that relies on the gun as the backbone of its enterprise against the people, at the cost of democracy. Judging by the nature of State terrorism, the Government remains the real enemy of democracy.
 
Police and Curfew
 
  1. The perception is that the Manipur police is meant for ensuring the security of the people; in fact the regime constantly refers to them as “security personnel”. Those who are employed in this sector are recruited from amongst our citizens, the majority from poor families. The expenditure of their salary, uniforms and weapons are being paid out of the taxes collected from the people including themselves. However, in the past instances and in the present situation, the police have forgotten that they are the citizens of our motherland and have acted brutally. Instead of serving the peoples, they have been converted into a mercenary force of the terrorizing clique that runs the Government.
 
  1. During the curfew, the Manipur police and its auxiliary forces the India Reserve Battalion (IRB) and Village Defense Force (VDF) have been acting like agents of terror without any restraint. In the name of controlling crowd, which they referred to as “mob control”, they have intentionally violated the standard norms of using ‘firearms’, and have indulged in the widespread use of live bullets, rubber bullets, mock bombs and tear smoke shells with the intention to inflict injury and to kill. The deliberate baton attacks, brutal beatings and firing upon unarmed civilians who were on the run exemplify their terrorist character.
 
  1. We want to raise some questions to the Manipur police. Aren’t you natives of our motherland, born of the same mothers? Do you really think that there is no share for you in this movement to defend the indigenous peoples? Are you supportive the stand to act against the movement of the indigenous peoples to defend their culture, land and livelihood? Being persuaded by the oppressive cliques and opportunism for a small government salary, promotion and misuse of weapons; how long will you remain standing against legitimate democratic movements concerning our motherland?
 
Curfew and economic burdens
 
  1. The immediate tactics of closing down educational institutions and using curfew to suppress the agitation have converted the Greater Imphal area into a war field. Deployment of several rabble rousing police gangs in strategic locations and corners of Imphal has caused obstructions to the free movement of peoples. They indulged in unprovoked baton charging, firing rubber bullets and tear smoke shells on anyone either coming out of a gate or walking on a street. Tear smoke shells have been lobbed into homes too.
 
  1. The government, instead of bringing a political solution, has spent huge amounts of money in the war effort. Huge amounts from the public exchequer are spent on fuel for bullet proof and armoured vehicles, live ammunition, rubber bullets, mock bombs and tear smoke shells. The government is a favoured customer in the burgeoning market to suppress dissent. When the lack of interest to bring a political solution to vital issues and problems culminated into silencing of democratic voice by spending huge amount of money in war expenditure, whose loss is it? Is this money paid out of the wage labour of those who run the government? No! They do not work with the hands and feet to earn their livelihoods. They exploit peoples and misappropriate public fund to accumulate their wealth. The public fund that they misuse comes from the taxes paid by those who work with labour. Should we agree with this ugly trend of wasting our money to wage war against the people, when it could instead be used for economic production and growth?
 
  1. The war against the people, as other facet of curfew, has created a big onslaught on their free movement and the local economy. The imposition of the curfew in the central areas of Manipur has not only created obstructions to those who live in those areas, but also on those who earn through daily commuting from the peripheries and those who have to pass through the central areas to reach other destinations on a daily basis. In that sense the curfew has extensive impacts similar to a blockade on the economy and transportation all over Manipur.
 
  1. The curfew has imposed a big burden on those who are dependent on the Imphal market for their daily consumption. It seriously affected the petty traders who are dependent on the local market for commodity exchange. The marginal labourers who are in search of daily work are badly affected because of the restrictions to free movement. Who will compensate for the loss incurred on the family income due to the obstructions caused by the curfew? If these burdens of the people have not been addressed by those who accumulate huge money through corrupt means and who are enjoying the blessings of the authoritarian regime; it only obviates the fact that they are profiting from oppressing the people and are never for their welfare.
 
The authoritarian regime knows the aspiration of the exploited and oppressed peoples. But, it does want to address it at the cost of the vested interests of the rulers. Therefore, there is no need of repeatedly conveying the aspirations of the people to them. For several years the peoples have been bearing the burdens of the ugly corrupt model of governance and the tactics of suppression of the democratic voices at gun point. We strongly condemn all these models and tactics.

The Centre for Organisation Research and Education (CORE) Manipur continues to reiterate its position that the widely reported brutality and totally disproportionate use of force by the Manipur Police is a definitive sign of the utter failure of the State administration to respond to the democratic voice of the indigenous people of Manipur in a way that demonstrates its commitments to the Constitution of democratic India and international human rights law.
The reported violent attack today by the police forces on the home of the grieving family of the Late Sapam Robinhood at Khurai Lairikyengbam Leikai, using tear gas and other projectiles, is a clear violation of domestic and international standards of humanitarian and human rights law. In this land, it is the tradition for families to undertake a fast until the last death rites are completed. A family undertaking this ritual fast has been brutally attacked by the state. This act is absolutely unpardonable.
Throughout today, reports continued to pour in along with graphic photographs of civilian protestors all over the Imphal Valley against the homicide committed by the police on 8th July 2015 and demanding a law that protects the native people of Manipur from annihilation being subjected to torture and cruel and inhuman degrading treatment or punishment by the police.
With this latest development, as reported, the State of Manipur has been purposefully plunged into a situation of direct and violent confrontation between the government and its people. This situation has been allowed to happen during a sitting of the State Assembly. The state government has been distorted into a monolithic oppressive creature that perpetrates open violence against its subjects. The present government, under the leadership of sitting MLAs Okram Ibobi Singh and Gaikhangam as Chief Minister and Deputy Chief Minister who is also in additional charge of home affairs, respectively, has abdicated all moral and legal authority to continue.
We are in total support of the legitimate demands of the people of Manipur for a strong legal statute that provides safeguards to the native population for their survival, livelihood, land and culture. It is utterly beyond our comprehension how legislators elected by the people of Manipur have abandoned them at this critical hour, taking umbrage behind imagined legal technicalities while their collective political will is shamefully surrendered.
We once again appeal to this government to show some basic humanity and respect of the law. A government that has no regard for the law and constitution has no moral authority to issue any direction or advice to the people because it has lost its legitimacy. A full scale impartial judicial inquiry to investigate the events of these last few days is called for, and we are deeply concerned that Manipur is rapidly sinking into total anarchy.

MSAD Protest March in Delhi

Manipur students and residents in Delhi, today, despite obstructions by rain, staged a protest march under the theme “Protest against brutality of state forces and to protect the people of Manipur from demographic invasion.” The march, organised by the Manipur Students’ Association Delhi, was a response to the brutal repression on the democratic agitation to protect the rights of the Indigenous peoples in Manipur, from the unregulated population invasion by outsiders and the State sponsored companies, who under the guard of the Indian military establishment took control of the land, labour, resources and market. Many have been injured in the series of repressions and a student named Sapam Robinhood was killed on July 8, 2015. In addition to the shutting down of educational establishments; curfew have suspended free movement of peoples for daily activities and have added to the economic hardships, particularly the poorer sections. The protest march raised various slogans such as: Stop State Terrorism, Long Live People’s Struggle, and Long Live People’s Democracy.

The Centre for Organisation Research and Education expresses utter scorn for the extreme abuse of power and failure of the Home Department of Manipur to stem the disgraceful slide in the public affairs of Manipur. The reported fatal injury suffered by a young boy of 16 years, Sapam Robinhood Singh, S/o Romesh of Keishamthong Thangjam Leirak, presently residing at his mother’s home at Khurai Lairik Yengbam Leikai and studying in class XI (Science) at Ananda Singh Higher Secondary School, Nongmeibung was avoidable and preventable. He was reportedly shot with a tear gas shell on his left check at close range and was rushed to Public Hospital Hatta and was later referred to Raj Medicity, North AOC where he succumbed to the injuries inflicted by the Manipur Police. It has been reported that a large number of students numbering more than forty also sustained injuries and are undergoing treatment at various hospitals around Imphal.

The Manipur Police have been trained in the use of tear gas projectiles and mob control, as stated by official information from the Manipur Police Training College (MPTC) at Pangei. But this report seems to say the very opposite. A peaceful rally is not a mob. Use of fire power by the police is under the domain of the district administration. Who gave the order to fire tear gas projectiles at the students? Excessive and disproportionate use of power is, unfortunately, the character of the Manipur Police.

We condemn the totally unjustified abrupt imposition of indefinite curfew in the Great Imphal area from 3:30 PM of 8th July 2015, seeking excuses in an imagined deterioration of law and order, as a clear demonstration of the total failure of the state administration. Peaceful demonstrations and rallies are the very foundations of the democratic will of the people and the fundamental rights freedom of expression and assembly protected by the Indian Constitution, and not to be confused with deterioration of law and order. It is evident that the government of Manipur is not just anti-people but openly in contempt of the democratic principles of India.

It is paradoxical that the government of India entered into an international human rights treaty on civil and political rights and entered into an obligation to uphold, promote and protect these rights, but it is left to the civil society, children, students and human rights defenders to perform these obligations!

As we grieve with the family of Sapam Robinhood and all the injured young students, we demand an immediate lifting of this draconian curfew imposed in Imphal and the immediate establishment of an independent and fair judicial inquiry into the incident in order to fix responsibility and liability in accordance to the law.
