Dynamic Manipur, Globizs Web Solutions and MIMS, MU join hand-in-hand to “Build up a Startup eco-system in Manipur” which can help in creating more number of successful entrepreneurs thereby solving the unemployment problems and bringing a sustainable economic solution. Lean Startup Workshop 2 will be conducted on May 30, 2015 at Hotel Yaiphaba, Imphal.

In the 21st Century, entrepreneurship is becoming a well recognized and promoted career option in many Nations because of its direct relation to the Social and Economic growth of the Society or the Nation. When entrepreneurship becomes the norms of today, there come the needs of introducing a validated process or system which can reduce the business risk of the startup entrepreneurs. Thus the StartUp Event came up to impart the knowledge of business validation to startup entrepreneurs as well as provide the validated business ideas for easy access to Investors.

For any startup event, Lean StartUp is the core methodology adopted for the validation process. Lean startup is a method for developing businesses and products first proposed in 2011 by Eric Ries. Ries’ overall claim is that if startups invest their time into iteratively building products or services to meet the needs of early customers, they can reduce the market risks and sidestep the need for large amounts of initial project funding and expensive product launches and failures.

Attending a startup event without prior knowledge of Lean Startup tends to have limited success from the perspective of the aspiring entrepreneurs and hence a prior introduction to this methodology is the key for any participants to maximize the benefits of attending a three days Startup event.

Dynamic Manipur with support from Globizs and MIMS, MU will be organizing Startup Events with the brand name as “Startup Dynamic, Manipur” in the month of July 2015 and January 2016. Attending the upcoming Startup events would be maximally benefited by the aspiring startup entrepreneurs should they have prior knowledge of Lean Startup methodology learnt from the experts who are already been using this method for their own business and being applied for their valuable startup clients.

Gautam Thockchom presently living in San Francisco, California having the professional expertise in Startup eco-system will be consistently advising the project team of Startup Dynamic, Manipur. ON THE FIRING INCIDENT
 
1. A firing spree unleased on May 5, 2015 at Pallel Laithok Ching area killed Mr. Moirangthem Gopal (43), son of (late) Gourachandra from Pallel Mayai Leikai and injured four others – Mr. M. Chingkhei (20), son of Rajen from Pallel Mamang Leikai; Mr. Pukhrambam Herojit (30), son of Bharat from Pallel Mayai Leikai; Mr. Sarangthem Turkey (18), son of Biren from Pallel Mayai Leikai; and Mr. Yumnam Bhim (21), son of Naobi from Pallel Bazar.
2. The firing spree was carried out in the dark evening at around 8.30 pm. on the hill route, when devotees were returning after performing Lai Lamthokpa ritual of Meetei Umanglai deities Sekmai Ningthou and Nongpok Ningthou at a hillock (unofficially christened as Pallel Laithok Ching), near Aimol Saitu Village, which is located at the southeast of the Pallel Police Station in Thoubal District, Manipur. It was carried out by a team of youth led by Mr. Augustine Aimol (21), son of Ngamshung Aimol of Aimol Chingnunghut Village and his companions Mr. Franchis (19), son of Munthuilian and Mr. Lalshanglian (20), son of Sumnunglian from Aimol Saitu Village.
3. The firing spree was a vengeance fallout of an altercation. It so happened that when the Lai Lamthokpa ritual was in progress in sacrosanct traditional form; Augustine along with some of his associates, wearing casual clothes and shoes, entered and offered customary token money (known as Sel Thaba) to the Maibis, thereby, desecrating the ritual. Resentment against their action led to a heated altercation. Augustine and his associates ferociously retired from the spot and indiscriminately fired upon the returnee devotees.
 
ON THE PROTEST, STATE AND POLICE
4. The outraged devotees and Meetei residents of Pallel stormed the police outpost at Pallel. They injured an Assistant Sub-Inspector of Police Mr. N. Rajmani and burnt a sentry tower. To prevent further mob the administration promulgated Criminal Procedure Code (CrPC) Section 144. However, tension was running high. On the following day, people defied curfew and attempted to storm the police outpost. Some ferocious youth tried to sneak to the nearby Aimol villages to avenge the incident. In the whole melee, police resorted to brutal repression, leading to the casualty of seven agitators.
5. In the meanwhile an organisation christened ‘Joint Action Committee against the Killing of Moirangthem Gopal (JAC) and Other Victims’ was formed to spearhead agitation. The following decisions were taken at the public meeting: (a) to call a general strike on May 6; (b) to impose indefinite blockade on the Aimol road along the National Highway 102; (c) to refuse from accepting the mortal remains of Gopal unless the culprits were arrested, (d) to press on the government to pay compensation of Rs 15 lakh to the family of Gopal and Rs 5 lakh each and medical expenses to the injured persons. The demand of the JAC was directly or indirectly endorsed by several civil society organisations, who visited the area to support the agitation and also to prevent from communal mobbing on a particular community.
 
6. The agitation exerted pressure on the Aimols in general and in particular the villages that the culprits belonged to. The Aimol Village Authority was asked to immediately hand over the culprits to the police. It was warned that restive agitators would enter into the concerned Aimol villages to pull up the culprits if the police would not make any arrest by May 6. The Aimols were being asked to pay Rs 15 lakh Wakong Sen(customary compromise and compensation money) for having obstructed the Lai Haraoba in the mid-way. Consciously, later on, the amount of Wakong Sen was scaled down and the burden of payment was shifted to the culprits who ‘will be made to do what is within their capacity.’
7. Apparently, the Aimols responded positively with proactive actions. The Aimol Tribe Union, Manipur condemned the incident. It reiterated that the Aimols and Pallel Meeteis had been living cordially and the former had been supporting the Lai Haraoba rituals. The Aimol women organisation christened as Aimol Numeivar demonstrated against the incident; a member made open appeal to the culprits to voluntarily surrender so as to prevent from further hardship being faced by the Aimols. The concerned denizens amongst the Aimols identified the culprits and pressed, if not persuaded them to ensure either voluntarily surrender or schematise arrest.
 
8. In the tense situation the State and the police, by default, accrued for itself the credit of success in maintaining order and mediation. Their successes were; (a) deployment of police and imposition of curfew prevented potential mob, (b) police claimed the arrest of Augustine on May 6, and the remaining two on May 11, and (c) monetary compensations to the victims were announced, although the exact values and other proposals demanded by the JAC was subjected to further consideration and approval by the Manipur Cabinet. Accordingly, the mortal remain of Gopal was received and cremated by the family on Friday, May 8. When some of the demands of the JAC were not fulfilled, the JAC and Umang Lai Kanba Lup (UKAL) indulged in imposing 48 hours public curfew in Pallel areas from the early morning of Saturday, May 16. The government negotiated with them and the public curfew was cut-short by 24 hours.
 
ON THE COMMUNAL ANGLE
 
9. Manipur is a melting pot of various religious or beliefs systems such as Buddhist, Jains, Christian denominations, Hindu sects, Islam, Meetei ‘revivalism’ and etcetera. The Heraka cult among the Zelianrongs and worship of Sanamahi and Umanglai among the Meeteis are considered to be ‘indigenous.’ The ‘indigenous’ have been investing in either revival or protection or promotion to overcome the perceived loss due to conversion into more conventional religious systems that are considered to be non-indigenous.
 
10. Over the decades there have been organised efforts amongst the Meeteis to promote the worship of Umanglais, correctly or incorrectly referred to as the ancestral sylvan deities. The abodes of the Umanglais are located either within the vicinity of Meetei neighbourhood known as khun or in the far flung forests and on the hillocks. An abode of the Umanglai deities Sekmai Ningthou and Nongpok Ningthou is located at the Pallel Laithok Ching near the clusters of Aimol villages. The abode have been marked by annual gathering of devotees that performed pompous ceremonial dances and rituals that lasted for about a week. The LaiLamthokpa is an integral ritual marked by a procession of the devotees and celebration in a ‘sacred’ spot outside the abode where the temple stands.
 
11. The Aimols, predominantly Christians by faith, belong to one of the numerically minority scheduled tribes. Generally seen by the Meeteis under the rubric ‘hao’, which is a term that corresponded to the ‘tribes’; their affiliation with either the Kukis or the Nagas remain a matter of dispute as there are many who wanted to maintain a distinct Aimol identity. However, they have been seen as either Kuki or Naga depending on the choice of the interpreter. They constitute the dominant community and enjoy strategic control in and around the Pallel Laithok Ching areas. In this scenario, when Augustine and his associates desecrated the ritual and unleashed the firing spree; the otherness of the culprits in terms of religious and community affiliations added to the negative perception about ‘tribal politics’ and many Meeteis subscribed to the communal interpretation of their actions.
 
12. Several questions have been raised. Whereas the religiosity and community composition of the devotees were distinctively marked by otherness; were there display of communal hatred in the altercation and the actions of the culprits? At the very outset, why the culprits should desecrate the rituals? Will they do the same in the church and in the presence of their ‘community’ elders? Following the abusive verbal altercation, if those who resented their actions happened to be from their own community and their church elders, will they indulge in indiscriminate firing on the crowd? Were the culprits instigated by some communal forces that wanted the Meeteis to retaliate communally; so that the targeted Aimols in search of security and revenge become loyal to them?
 
13. Communal interpretation of incident became viral. It reinforced to the communal emotions and hurt the ‘pride’ of many Meeteis who perceived that their community have been targeted times and again by the ‘tribal’, this time by the Aimlos simply because they have been too soft towards the tribes to avoid communal conflict. Many jumped into the nasty conclusion that there should be a befitting response to teach the ‘communal forces’ a lesson. The religious organisation christened as the Umanglai Kanba Apunba Lup (UKAL), construed a homogenous picture of the Meeteis and interpreted the incident as a ‘direct challenge to the [Meetei] community’s faith and its tradition.’ According to the news, the convenor of UKAL declared that all religious organizations with the support of the people were prepared to launch agitation against the brutal attack. The agitation exerted pressure upon the Aimols in general and the concerned villages in particular to held responsible for the crime and surrender the culprits.
 
14. The matter is not to be ended after the punishment of the culprits and extraction of compensations. There is the looming tendency towards communal anchoring of collective memory centred on the idea of community victimhood; which have to be objectively crafted through construction of mnemonic artefacts and commemorations. During the cremation of Gopal, the royal palace and UKAL honoured Gopal with the title Umanglai-gi Athoiba Mapari (Renowned Son of Umanglai). The UKAL appealed to those who were currently celebrating Lai Haraoba festival to observe a 10-minute silence as a mark of tribute to Gopal. It announced to commence annual observance of the firing incident from the following year. This announcement raises a fundamental question. If Gopal had to become a mnemonic means of recollecting communal assault; it remains questionable as to what extent the objectivity and structural appearance of annual observance may contribute towards communal harmony. Will it contribute to promoting durable secularism and cordial status quo amongst communities or will it simply add to sharpening some kind of hatred projections against the ‘other?’ The future is yet to come.
 
OUR MESSAGE TO THE PEOPLE
 
15. We condemn the firing spree unleashed on May 5, 2015 by a team of youth comprising Augustine, Franchis and Lalshanglian.
 
16. We condole the death of Moirangthem Gopal, share the grievances of his family and other victims of the incident, and acknowledge the aggrieved sentiments of the concerned devotees, immediate victim families and their near ones. The irreparable loss to the families and dear ones of Gopal can never be compensated. Only tolerance, forgiveness and conscious efforts towards rooting out criminality in any form can build a peaceful society. May hope should be the strength to overcome the pain of the irreparable loss.
 
17. We share the grievances of the families of Augustine, Franchis and Lalshanglian who have been compelled by the situation to bear the burden of insult, humiliation and all forms of social and legal pressures because of the crimes committed by these youth whose have ruined themselves to a considerable scale. May they learn from the mistakes, reborn themselves as respectable citizen and return home safely.
 
18. We express resentment to the communal interpretation of the firing spree and any attempted communal targeting of a particular community or village. Criminals exist in every society and community; may we isolate them from the community and initiate collective thrives against the criminals.
 
19. We express solidarity to the conscious efforts of progressive organisations and individuals in raising the demand for justice and defending inter-community peaceful co-existence.
 
20. We appeal to the people to live and grow together towards a collective brighter future.

The All Tribal Chiefs’ Forum (Manipur) (ATCF) imposed a 24 hours bandh (closure or blockade) from the midnight of April 29, 2015 demanding the Government of Manipur to release fund under the Mahatma Gandhi National Rural Employment Guarantee Scheme. In the course of action bandh activists damaged a passenger vehicle and a scooter that were plying on the route at the Mongneljang village. The owner of the damaged vehicles and a group of people from Gwaltabi village attacked the bandh activists numbering about nine; seven of whom were subsequently given protection by the police. It led to an organised vandalism in Gwaltabi, by an irate mob from Thawai village, leading to the destruction of about 30 houses and properties. Gwaltabi condemned the act, demanded compensation, and called an indefinite bandh along Imphal-Ukhrul route. The matter was technically resolved on May 3, 2015, following Civil Society interventions and a tripartite talk amongst the government officials and representatives of the Gwaltabi and Thawai villages. Those whose houses and properties were being destroyed are yet to be ‘compensated’ by the government.

 

What were the contentious communal agents at play?

  1. The ATCF is composed of the chiefs from the Naga and Kuki-Chin-Mizo groups of peoples.
  2. Gwaltabi is technically a Meetei village near the Yaingangpokpi Police Station. A section of the villagers interpreted the bandh communally and defied it.
  3. Thawai is technically a village inhabited by Kukis and Tangkhuls (Naga) at about 3 kilometres north of Gwaltabi. A section of the Tangkhuls perceived both the bandh and the defiance with communal perspective.

 

What were the communal aspects?

  1. The president of the ATCF Mr. Tongpu Kipgen clarified on May 2, 2015 that the ‘bandh was not called in the interest of a particular community or for the tribal alone. But it was for all job card holders of the (Manipur) including those in the valley areas.’ This posterior clarification of being non-sectarian cannot cover up the ATCF’s failure to invite ‘non-tribal,’ who were neither invited nor mobilised in advance, to make it apparently non-sectarian in intention and implication.
  2. A section of the Gwaltabi Meeteis perceived the bandh with communal perspective and defied it. They asserted that the bandh should be applicable only in the hill districts as it was called by the ‘tribal,’ thereby, logically and communally identifying the ‘tribes’ with the hills. When the vehicles were attacked by the bandh activists, they immediately retaliated in such a way that it conveyed communal meaning. In the aftermath of vandalism in their village, they took advantage of their geo-strategic location and imposed an indefinite bandh directed against the ‘tribal;’ which was an emotive reaction with communal implication.
  3. A section of the Tangkhuls of the Thawai village perceived the bandh, and the defiance by Gwaltabi and targeting of bandh activists with communal perspective. They felt that the bandh was meant to be arbitrarily enforced at any cost in those areas where they could arbitrarily exercise their muscle power to express their domination. The rumours of being targeted and missing bandh activists was consumed communally and it interplayed with the pre-existing communal hatred. They indulged in organising a mob of about 200 people who indiscriminately targeted the houses and shops of the projected communal enemy.

 

Communal mobbing as a wild norm vis-à-vis due legal course?

  1. Gwaltabi and Thawai are two neighbouring villages. They coexisted and shared in many ways; usually marked by cordial interpersonal relationships at various levels, which was sometimes overridden either during emotive aberrations incited by ruffians from time to time or on some overwhelming political issues that were not their own making but compartmentalised them into contentious communal blocks.
  2. The bandh activists could have detained the vehicles, and taken up more matured and respectable actions in such a way that no opportunity was offered towards communal interpretation about them. The owners of the damaged vehicles and the irate mob of Gwaltabi, instead of indulging in mob attack, could have waited and taken up due legal action against those who were responsible for the alleged crime. Similarly the irate mob of Thawai, instead of vandalising Gwaltabi, could have waited and taken up due legal action against the attack on the bandh activists. Similarly Gwaltabi could have taken up legal actions against vandalism instead of an indefinite bandh that affected many who were neither involved nor connected to the vandalism. Through adopting legal options, they could have prevented from injuring and becoming potential threat to one another. Even if they were indifferent to the State’s judicial proceeding, they could have adopted community consensus options, which they later on did during the tripartite talks.
  3. The organised wild aggression, a short lived irate communal barbarianism, which might have temporarily satisfied the short-sighted intentions of the village patriot turned ruffians, was practically communal, inhumane and counter-productive. There was absence of bravery and manly fair fighting but only organised vengeance by the timid ruffians who incited others to indulge in committing crime on the numerically weaker; during the target on the vehicles, mob attack on the bandh activists and vandalism in Gwaltabi there were merely organised attacks on the numerically helpless weaker.
  4. This communal mobbing culture at the village levels, a stimulating force that may spark off larger communal conflict, a situation that the overarching communal chauvinist forces have been expecting to spearhead to achieve certain counter-revolutionary reactionary intentions, cannot create the material foundation of a collective society where individuals could prosper only in interdependence and live in peace.
  5. This incident of the inter village ‘crime of obedience’ to the larger communal propaganda of the traitors of the revolution (both from the ‘valley and hills’ across communities), if repeated time and again, will merely end up with the villagers digging the grave of one another and none will be victorious.

 

What is our message to the stake holders?

  1. The All Tribal Chiefs’ Forum have nothing worth to gain for the people from the MGREGS. Their sectarian struggle for the meagre fund from the MGREGS simply exposes the perpetual monetary dependence to the exploitative bourgeoisie democratic system. It raises the question if the objectives of the tribal chiefs are not to establish economic self-reliance of the people but to remain begging, which in no condition will emancipate the people from the structural subjugation and impoverishment. It is high time that the chiefs, if they are really concern about their people, should stop begging for petty fund but concentrate on community investment in ‘their land’ to bring an end to impoverishment and emigration in search of job.
  2. The villagers of Gwaltabi and Thawai need to ask themselves as to what they have actually gained from the recent flare up. Who have gain what, how much and at what cost? It is a shame that like uncanny children who merely acted on foolish emotions, they did not fight for a good cause but inflicted injury to one another and ended up with a compromise designed by the ‘alien’ third party forces? The neighbouring villages cannot live in isolation from one another. By recognising and respecting community differences, co-existence and mutual interdependence; they can promote and defend common interest and grow together.
  3. We would like to urge upon the oppressed peoples, who can’t be self-reliant in isolation, that they have nothing to gain by creating communal enemies. The past experiences have shown that it were only the marginalised sections that carried the loads of communal conflicts and were victimised. Some ruffians or paid agents of the communal war mongers may be happy with and gain from communal conflict; but this cannot solve the structural oppression of the rulers who merely use communal propaganda to cover up their loot and misrule.

5 May 2015 Hague/Delhi: Noted writer & humanitarian,founder of the Manipur Women Gun Survivors Network,Control Arms Foundation of India, Northeast India Women Initiative for Peace, Ms Binalakshmi Nepram attended the prestigious forum on women human rights defenders organized by Nobel Women Initiative and the 100 years historic convening of women peace makers organized by Women’s International League for Peace and Freedom(WILFP) held last week 24-30 April 2015 in Netherlands in Europe.

Over 1000 women from over 80 countries came together in one of the world’s largest global convening of women peace makers at The Hague in Netherlands where a women led-global manifesto was adopted for new peace agenda for the 21st Century. The historic global convening at The Hague in Netherlands was done to mark 100 years of  Women’s International League for Peace and Freedom (WILPF), same city where over 1300 women first came together in protest of World War I on 28 April 1915 and founded the Women’s International League for Peace and Freedom,deemed world’s oldest women peace organization.

Ms Nepram addressed the massive women’s gathering of over 1000 in Europe on issues of women’s movement for peace and justice, repeal of AFSPA,ensure rule of law and defend rights of people in India’s Northeast region and the historic efforts by women leaders from across the region in an effort to bring peace, provide humanitarian relief and end wars in region. Her speech received a thunderous response bringing Manipur and Northeast Region in the global spotlight.

Ms Nepram also met four women Nobel Peace winners Ms Jody Williams, Ms Shirin Ibadi, Ms Leymah Gbowee and Ms Mairead Mcguire besides several women leaders from USA, Australia,UK,European Union, Liberia,Nigeria,Kenya and host of other 80 countries present at the historic convening.The global women leaders sent their regards to people of Manipur and Northeast region.

In a statement issued after her return from Europe, Ms Nepram said, “Our participation at historic global women peace makers convening in Europe will go a long way in ushering much needed women led peace efforts to end 60 decades of violence that has engulfed Manipur and Northeast region. Women of region has led massive movements for our rights and justice. The movement for positive change has begun. Please join in” was her appeal upon her return from Europe.

Ms Nepram was recently awarded prestigious Femina Loreal “Face of a Cause” award 2015 and Forbes (India) named her as one of 25 Young Minds to Watch out for in India. She is also recipient of Sean McBride Peace Prize & is named as one of “100 most influential people in world” working on armed violence reduction. Ms Nepram and her team works in over 300 villages across Northeast India responding to humanitarian consequences of 60 years of conflict in region.

A one day “Multi Disciplinary Health Camp” was jointly organized by Lions’ Club of Imphal, Lions’ Club of Imphal (Itaroi), Lions’ Club of Bishnupur and Lions’ Club of Kumbi in association with Setupur Youth Development and Welfare Association at Setupur, Kumbi on 1st May 2015.

About 340 residents of the locality and its adjoining areas were examined in the discipline of general medicine, pediatrics, eye (ophthalmology) and BP & diabetes detection. Specialist doctors examined the patients assisted by PG students of RIMS and interns of JNIMS.

Free medicines were also distributed to the patients examined in the camp. Pamphlets on general awareness on hygiene were also distributed.

In the sidelines of the medical camp, District Governor of Lions’ District 322D, Lion MJF H. Manikumar Singh distributed presents and eatables to the elders of the Setupur area.

Apropos to the news item appeared in a section of local and national news papers that Nagaland Governor’s helicopter  force landed at Imphal on 27th April 2015. In this regard, it is clarified that the Nagaland State Helicopter carrying with Shri P.B. Acharya, Governor of Nagaland, Assam and Tripura had a normal and smooth landing at Imphal airport as per the scheduled and pre-planned programme without any problem.

 

There was no question of emergency landing as reported. The Officers from State Govt. of Manipur was received the Hon’ble Governor and the entourage proceeded to Raj Bhavan, Imphal for stay as per the scheduled plan.  The helicopter flown back to Dimapur immediately after dropping the Governor at Imphal.

Brahmaputra Valley Film Festival concludes amongst huge fan fare

Guwahati, 28th April: Guwahati witnessed the third edition of the Brahmaputra Valley Film Festival on 24th, 25th and 26th April. The three-day festival was not only a great way to watch some of the best films of the Northeast but it also gave aspiring filmmakers and actors within the region a chance to interact with A-list Bollywood celebrities like Rajkumar Hirani, Kunal Kapoor, Shimit Amin, Amit Roy, Rajkumar Rao and Patralekha.

The first day began with the inauguration ceremony which was attended by Rajkumar Hirani, Kunal Kapoor, Papon, Gaurav Gogoi, Member of Parliament along with Tarun Gogoi, Honourable Chief Minister of Assam. Soon after the lamp lighting, there was an interesting interactive session with Rajkumar Hirani. After the session, there was a special screening by Aaranyak, leading wildlife NGO based in Guwahati, with the theme of Wildlife and Natural Conservation. Later in the day, Khawnglung Run from Mizoram, directed by Mapuia Chawngthu was screened which was followed by the screening of the top ten films of the Short Film Contest. The day ended with an interaction with Kunal Kapoor which was conducted by Hasina Kharbhih. Kunal made quite an impression on Guwahati because of his humble persona and his witty answers. The day ended with the screening of Rang De Basanti by Rakysh Omprakash Mehra.

Day 2 started off with the Film Quiz Competition, and it is amazing that nearly 60 teams registered for the competition. Conducted by Rajiv Phukan, the quiz had three wonderful rounds with interesting questions about films from the Northeast. All three winning teams were given certificates and cash awards which was presented by Producer Ronnie Lahiri. Next, there was a panel discussion on Producing & Financing a Film. The speakers for this session were two expert advisors of the festival, Ronnie Lahiri and Bobbeeta Sharma. After the session, there was a screening by Aaranyak which was followed by a panel discussion on Wildlife and Natural Conservation by Manas Bhattachajya, Udayan Borthakur and utpal Baruah of UB Photos. Later in the day, there was an interactive session with Shimit Amin and Amit Roy which was conducted by Dr Asha Kuthari Chaudhuri. Films that were screened during Day 2 included Riders of the Mist directed by Roopa Barua from Assam, Crossing Bridges directed by Sange Dorjee Thongdok from Arunachal Pradesh and Ri-Homeland of Uncertainty directed by Pradip Kurbah from Meghalaya.

The final day of the festival began with the screening of Raag directed by Rajni Basumatary. That was followed by the screening of Song of the Mountain, a short film by Shrutismriti Changakoti. Brahmaputra Valley Film Festival paid tribute to the departed souls of Actor-Film maker late Bidyut Chakravarty and Actor Indra Bania .

Union Minister of State for Home Affairs of India, Shri Kiren Rijiju graced the award ceremony and presented the Lifetime Achievement Award to veteran actor-filmmaker Abdul Majid.

The Top 3 winners of Brahmaputra Valley Short Film Contest were also awarded. A River Island Tale directed by Porag Gogoi won the 2nd Runner Up award.  Mirrage directed by Kamal Paran won the 1st Runner Up award.  Lotkon directed by Jivitesh Mazumdar was adjudged the winner. After the award ceremony, Guwahati movie lovers got to enjoy an interactive session with Rajkumar Rao and Patralekha which was conducted by Jarpum Gamlin. Later, Shahid directed by Hansal Mehta was screened. The festival ended on a high with the screening of the national award winning Assamese feature film Othello directed by Hemanta Kumar Das and produced by Manabendra Adhikary.

The festival was organised by Guwahati based Tattva Creations, sister concern of the publisher of Northeast’s most popular monthly English magazine -Eclectic Northeast. Assam Tourism and Star Cement was the presenting and associate sponsor respectively.

SUBMITS MEMORANDUM FOR IMMEDIATE ENQUIRY INTO KARBI ANGLONG RAPE CASE!

Today North East Forum for International Solidarity(NEFIS) along with representatives from other organizations of Karbi Anglong submitted a memorandum to the Union Minister of State for Home Affairs demanding an immediate enquiry into the Karbi Anglong rape case.

It is to be noted that three women were raped in Khorsin Athoi in Karbi Anglong by 8 army personnel. AFSPA(Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police can not take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice. Activists showed their concern over the rising militarization and asked for the immediate roll back of Armed Forces Special Power Act(AFSPA).

A One Day Free Eye Screening and Cataract Session was organized by the Management of Advanced Speciality Hospital & Research Institute today, the 23rd April 2015, Thursday from 9.00 AM to 4.30 PM as a part Corporate Social Responsibility Programme of the hospital.  The Session was organized at the hospital premises situated at Palace Compound, Imphal East. More than 500 patients availed the free eye screening session and 80 patients have been listed for cataract operation. The Cataract operations will be conducted on 1st May 2015, Friday and 3rd May 2015, Sunday; registration will start from 7 AM onwards and operation will start from 9 AM. Dr. L. Tondon Singh, Senior Eye Specialist, Dr. Kh. Kamini Babu Singh, Senior Eye Specialist, Dr. L. Chaoba, Eye Specialist, Dr. Kh. Vikram, Eye Specialist, Dr. K. Romen, Eye Specialist and Dr. S. Bobby, Eye Specialist participated the camp along with the support of Ophthalmic Technicians and the staffs of Advanced Hospital. With the theme ‘Insights to Smart Career Choice’,  Dynamic Manipur in collaboration with  LRSINDIA Pvt Ltd organized its continuing talk event series ‘Inspiration Episode 7’ as part of 12th EduXpo 2015 at Lamyanba Shanglen, palace compound Imphal here.

The talk event is held with the mission to inspire and foster learning among the young minds of the state through the motivating and idea-focused talks from distinguished personalities in varied fields.

Renowned resource persons in varied fields like Mr. Roshnikumar Yambem, MD, Globizs Web Solutions, Mr. L. Mangi Singh, Retired Senior Architect, PWD,  Prof. Ibohal Meitei, MIMS, Manipur University, Mr. Naoba Thangjam, MD, Classic Group of Hotels, Mr. Th. Radheshyam Singh, IPS, CO, 1st MR, and  Dr. Thangjam Homen, Asst. Prof., MB College, Imphal delivered resourceful talk to motivate the young minds gathered at the highly packed hall.

Speaking on the occasion, Commanding Officer of 1st MR Th Radheshyam said what the need of the hour in Manipur is good leadership and sincerity in all aspects.

He said that the state is in chaos and distress since there is no good leadership. To bring about good leadership, the present youngsters should work with sincerity. One righteous leader can make a difference by accommodating accountability in his or her sphere of service.

He advised the students to work with full determination and self confidence to attain the desired target of life. The present youngsters should manage to contribute their part while rectifying the wrong systems prevailing in society when they get matured, he said.

Dr. Thangjam Homen, Asst. Prof., MB College said that the primary aim of education doesn’t mean to get a white collar job, but to inculcate or develop logical thinking among men. Students should have a conceptual clarity on why they are learning education.

Nowadays, getting government job in Manipur have become a matter of luck with many unemployed youths are on the rise and competitions becoming high. Despite all this fact, students should not lost heart. There are many job opportunities to lead a respectable living. What is the most needed thing is the quality of “fully educated and competent” which every student should posses so that they can develop a power of logistic thinking to find out better ways in life, he said.

Prof. Ibohal Meitei, MIMS, Manipur University said that it is just within few frictions of seconds only that an athlete wins a 100 mts splinter race. Time is very precious but we don’t care for wasting time. Life is competitive alike the athletes compete to win in a race.  Success is not possible to those who waste time unused.

While choosing career, students should find out the weak and strong points he or she has. Identified weak points should be converted to strong points. He advised the students to expand their vision in the back drop of the Act east policy.

“Kerala state in India is developing in economy although the state has no rich resource mobilization except some sectors like tourism and fishery sector. It is because that most of the educated people of the state working many foreign countries like Dubai, Middle East and Gulf countries are bringing in much foreign exchange money to their home state. Keeping this in view, Manipuri youths should also think of working in foreign countries to contribute to the state economy”, Ibohal said.

Architect Mangi said that although architecture is an exciting profession, there is less scope for income earning through this profession in the state. An architect usually takes much time and energy to give a well designed drawing. However, local people are unwilling to pay much to the extent of what a professional architect expects. Some of my fellow architects living outside have earned good income through the profession but I am still poor. I can’t even give a finishing touch to my house which began construction 20 years back, said Mangi. Someday, this profession will have bigger scope, added he. 70 years old retired Architect Mangi was the man who designed famous western Kangla gate, Nupi Lal complex, Kanglasha installed inside Kangla, Hotel Imphal, Hotel Mass, Imphal west DC office, Sanamahi Kiyong being constructed at Nongmaiching hill and other important buildings to his credit.

Mr. Roshnikumar Yambem, MD, Globizs Web Solutions mentioned about the fast changing dynamics of IT, that any IT knowledge getting outdated within 2 years. He spoke about his passion for IT and how he struggled in his student days because of the unavailability of proper internet. In Manipur, there is hardly any proper IT job post in the government sector and as such, many IT engineers end up being data entry operator and computer operator. Nevertheless, there are scopes of IT engineers advancing their career as employment with government or private sector, self employment and IT based entrepreneurship.

Technologies have eased / changed the way of life these days. The phenomenal growth of computer usage, email, internet, social networking sites, mobile etc. has brought the world closer making it a smaller place to live in. However, it has also brought a new threat using computer / technology called ‘Cyber Crime’ in our society. Many people have become victims to hacking, theft, identity theft, malicious software, cyber stalking and child soliciting and abuses. Even, these practices, on the other hand, are grappling with multiplying cyber threats coming from transnational crime groups to terrorist groups. The remedial measures for all such threats could only be to minimize the cyber crimes by imparting awareness to the users.

As a part of ongoing legal awareness program, the Association of Manipuri Diaspora (AMAND), Pune, which is a registered non-profit, non-government community organization formed by Manipuri professionals working in / retired from the Central Government or Maharashtra Government or other reputed Institutions based in and around Pune, has organized a workshop on ‘Cyber Crime and Its Relevant Law’ in association with Symbiosis Ishanya Cultural and Educational Centre (SICEC), Pune to spread awareness amongst people of NE States staying in and around Pune on Sunday, 19th April 2015 at the ELTIS-SIFIL Auditorium, Symbiosis International University, Pune. The workshop provides do’s & don’ts in the scope and context of international cyber-crime standards and conventions, legal resources available, the handling of electronic evidence, procedural cybercrime legislation in the prosecution and punishment under cybercrime law as well as IPCs.

Resource persons of this workshop, Shri Rajesh R Bansode, Dy. Commissioner of Police (Economic Offence Wing & Cyber Crime), Pune Police and Dr. Sanjay Tungar, Inspector, Cyber Crime Cell, Pune Police had deliberated on the topic which was followed by a fruitful interaction with the audience.

Today a two member delegation of NEFIS submitted a memorandum to the Resident Commissioner of Arunachal Bhawan regarding molestation of three women by Army personnel in Arunachal Pradesh. It is to be noted that on April 6th 12 Indian Army personnel molested three Arunachalee women in Jullang village of Lower Taraso in Papum Pare. But sadly, none of them have even been identified by the local police. The state government holds the responsibility of safety and well being of its people but this event shows total failure on government’s side. Women are being attacked by the Army in the midnight. Arunachal Pradesh government has not set up an independent judicial enquiry into the matter. The whole village came to file the FIR but even now the molesters are at large. It is to be noted that AFSPA was recently extended to different districts of Arunachal Pradesh which gives legal immunity to the army personnel from police persecution and permission has to be granted by the central government to prosecute the army personnel. Such anti-people act has to be repealed immediately.

Following demands have been underlined in the memorandum:

  1. Arunachal Pradesh government should immediately set up independent judicial enquiry into the matter.
  2. Arunachal Pradesh government should immediately seek permission from the Central government to prosecute the Army personnel involved in molestation.
  3. Arunachal Pradesh state government should track the movement of army personnel in the state.
  4. Arunachal Pradesh government should write to the Central government to roll back Armed Forces Special Power Act (AFSPA) from the state.

 

If our demands are not immediately heard we will take this issue to national level and wage a struggle against such atrocities.

Today large number of students, teachers and working people from different communities of north east gathered at Arts Faculty at around 5:30pm in the evening and took out a candle march in solidarity with three women raped by army personnel in Karbi Anglong district of Assam. The candle march was taken out from Arts Faculty to Vishwvidyalay metro station. Chatra Marg resounded with the slogans of ‘Repeal AFSPA’, ‘Arrest the rapists’ and a small public meeting was organized after the candle march at the Vishwvidyalay metro station.

It is to be noted that AFSPA(Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police can not take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice.

Hem Chandra Brahma, member of NEFIS said during the meeting, “This is not the first case of brutality. People across the communities from the north east have to unite againt the draconial law of AFSPA”.  Maya John, noted women rights activist also joined the public meeting in solidarity with the issue raised by NEFIS. During her speech she said, “Even in Justice Verma Committee report there is an emerging concern that AFSPA leads to condition where democratic rights can be violated with impunity. Armed personnels have been using this impunity to sexually assault women”. Chinglen Khumukcham, convenor of NEFIS also raised the issue of AFSPA being extended to Arunachal Pradesh. He added that NEFIS will be raising this issue at national level.

Condemn Targetting of Democratic Rights Activists’ Team inquiring into Seshachalam Killings

Peoples Union for Democratic Rights (PUDR) strongly condemns the slapping of cases against activists of a team of several civil liberties and democratic rights organisations from across the country who conducted a fact-finding into the recent killings of 20 red sanders “smugglers” in Chittoor district. Members of CDRO (Committee of Democratic Rights) and other human rights groups had visited the two ‘encounter’ sites on 10th April. When the team tried to speak to the forest officials to get their version of events they were threatened with dire consequences. Subsequently several team members were booked by forest officials yesterday, 11th April, for trespassing. Entering into a reserved forest area without authorisation is an offence under Sec 20 of the Andhra Pradesh Forest Act, 1957. Other charges may also have been applied. That this is a targetted, selective, and blatant act of harassment is all too obvious as media teams have been freely visiting the sites since 7th April itself.

Significantly, those booked include Mr Chiluka Chandrasekhar- advocate and General Secretary, Civil Liberties Committee (CLC -erstwhile APCLC) – who filed a PIL into the killings. It was on this basis that the AP High Court issued directives including registration of the case as unnatural deaths, observing the SC guidelines into encounter killings, preserving the bodies and a post mortem by a team of forensic experts.

In a Press Conference held in Tirupati on 11th April the team had released an interim report of their investigation. The team particularly highlighted the cold-blooded killings of 20 persons which are being passed off in the police version as ‘random’ deaths which occurred in ‘self-defence’ when attacked with stones and axes by over 100 red sanders “smugglers”, resulting in the deaths of 20 of the coolies. The rights’ team when they visited the two sites found no other bullet marks, or blood spots except where the bodies fell, as should have happened in a random firing. The bodies were found in close proximity to each other rather than scattered over a large area. Moreover neither of the sites had no stones that the coolies could have hurled. The team questioned as to what happened to the rest of the coolies at least some of whom must have been injured in the “random”, and allegedly untargetted firing.

In the light of the above, the registering of a case against the activists is obviously an obstructionist move intended to pressurise and prevent rights groups from actively pursuing the matter both in and outside the court. The Court clearly believes that the incident merits further inquiry. An independent fact-finding by a civil rights team is a civil society initiative in furtherance of the same. The registering of cases against the activists seems highly motivated and hints that a cover-up operation seems to have been already set in motion.

PUDR demands that:

1. An independent inquiry in which the AP police has no role as they are the accused.
2. The concerned policemen be booked under Sec. 302.
3. The charges against the 12 team members be dropped immediately

12th April 2015: Manipur Students’ Association Delhi (MSAD) organised an interaction program with a team of Manipuri film personalities on 11th April, 2015 (Saturday) at Delhi University Park, Delhi (North). Film maker Romi Meitei, actor Kaiku, actress Dodona Potshangbam and cinematographer Radhamohon were part of the team.

The interaction programme was attended by a large number of students and individuals from Manipur in Delhi. The film team shared their experiences on working in the film industry to the students. They also replied to the various questions raised by the students.

MSAD urged the team to produce films based more on innovative ideas, films with social and historical importance rather than for commercial benefits only. MSAD also wishes them success in the future.

The interaction program ended with a one minute silence to condole the sudden demise of eminent lyricist and writer B. Jayentakumar Sharma.

Delhi April 04: In a press release from its media coordinator Hem Chandra Brahma, NEFIS has strongly condemned  Imphal Municipal Corporation’s recent cleanliness drive under which women street vendors were being prevented to sell vegetables on the footpath.

It said “While the Imphal Municipal Corporation seems to be very worried about the cleanliness of streets it is least worried about the women street vendors and their families. Women Street vendors come from poor and marginalized section of society and they are the source of income for their children. Such class biased drives run by IMC are going to do serious damage to the families of street vendors”.

NEFIS is a Delhi based organisation for building solidarity among the peoples/nationalities of the ‘North-East’ and beyond.

The statement further urged Imphal Municipal Corporation to immediately stop their inhuman action actions the poor street vendors,  if not NEFIS will use democratic means to wage struggle against  the oppressive measures.
