We are grateful to the role played by the Chairperson of Imphal Municipality Council and the individual role of Ima Hajarimayum Radharani who took care of the blooming flowers next to her potpham. We are hopeful that the recent minimum achievement in making Ima Keithel a poster free area would have had some impact on creating an awareness and lead to many more initiatives in making the Keithel, a litter / garbage free area in the days to come.

Subject: Bring immediate justice to Reigphamy Awunshi and other victims from the NorthEast India.

Respected Sir/ Madam,

We the undersigned would like to bring to your attention some very serious concerns relating to recent tragic death of Reigphamy Awunshi.

We strongly believe that the circumstances that lead to the death of the beautiful daughter of Ukhrul and many insensitive and humiliating incidences following the death are a result of many attitudes and attributes that has been formed through the years.

Sir/ Madam, it is great pain to that many of her loving friends and well wishers have to fight to even register a FIR. Worse is the investigating police officer had total disregard and disrespect even for the death that we were told that we are spa working people and it was reason for such incidences of ‘death’ happens.

We wonder how in the face of such attitude which has strong humiliating and degrading attitude towards the people of NorthEast India, Reignphamy Awungshi can even have a unbiased investigation leave alone justice.

Many of us believe there are very strong evidences of homicidal signs and even possibility of sexual assault leading to the death.

Sir/ Madam, we believe one of most important factor that have lead to these ever increasing of negative attitude towards us, that even disrespect us in death is the absence of voices and solidarity of our own people.

We are deeply hurt and angry that our leaders seem to have left us and ignored us during such challenging and tragic times especially aggravated by a biased investigation and non-coverage by the many institution because of our racial origin.

We wish to request you to please exercise your full responsibility and power bestowed by the people who have elected yourself as leaders and make strong initiatives and actions to bring about justice to Reigamphy Awangshi and take punitive actions against those officials and professionals who have made skewed opinions and decision heavily affected by our racial origin.

We would like you to please take notice of the continuing coverage or wilfully undercoveraged in the national media of many such tragic incidences involving people from our north eastern region, which we believe is because of racial prejudice.

We would like to summarise to please share your words of condolences and help Awungshi and help prevent the fate that poor Awungshi have to experience even in death.

We urge to acknowledge the presence of the dangerous racial stereotyping and prejudice that have not only dehumanise and degraded the life of many but also cause many physical and emotional trauma and even have lead to death .

We would be very grateful to you if you Sir/ Madam could exercise your responsibility and power and held those heinous people accountable and herald a new glorious moment in the history of humanity of Manipur and in NorthEast India in general.

Members of Parliament should make significant steps to bring immediate justice to many victims like Reingamphy awungshi and seriously deal with prejudice that have allowed these crimes to happened and then become a huge obstacles towards justice including even toward registering a FIR and manipulation of forensic study.

PRESS STATEMENT

8th June, 2013

 

In the Presidential Council meeting held on the 3rd June, 2013 the matter of relentless communal onslaught of the Government of Manipur(GoM) and communal forces of Imphal valley upon the Nagas and tribals was tabled for discussion. After thorough deliberation it was decided to observe a 48 hours total bandh in Naga areas w.e.f the midnight of 16th June, 2013 and till midnight of 18th June, 2013 to protest against the unabated communal actions and policies of the GoM and the communal forces in Imphal valley and to urge the Government of India to intervene immediately with an alternative arrangement.

 

The above decision was arrived at after considering the manner of response of the GoM and communal forces on many issues which emerged even after the direct attack on Christians and Tribals in Imphal valley in the wake of the reported assault on actress Momoko, the Napetpali assault and molestation and the murder of 2 Kongkan Tangkhul villagers – all during the Christmas season of December, 2013. The communal actions continues unabated in different forms, amongst which the following incidents were discussed in detail –

 

  1. 36 houses of Silent Tangkhul village were burnt down by neighbouring Saijang Meitei and their supporters on 3rd May, 2013 and properties worth crores of rupees was reduced to cinders and hundreds of villagers rendered homeless. The Cabinet of the GoM then steps in and imposes 144 CRPC in the area where the burnt houses once stood by declaring the same as disputed area, thereby endorsing the terror crime of burning of houses and clearly favouring Saijang Meitei. Instead of booking the vandals and arsonists, the GoM acts against the law of the land and adopts a communal position.

 

  1. The GoM offers a communal response and refuses to carry out its bounden duty of securing the safe return of Ms. Alice Kamei, a  14 year old tribal school girl who has been in the custody of the Revolutionary Peoples Front/Peoples Liberation Army(RPF/PLA) since 10th March, 2013 stating that the minor Ms Alice has joined the RPF on her own volition. Communal GoM absolves a militant group of its crime of abduction/ensnaring a minor away from the care of her parents and guardians.

 

  1. The eviction of 28 houses in Naga River Colony by the GoM on the 20th May, 2013 left more than 100 school going children homeless and 3 churches mowed down. The eviction of the bona fide residents of Naga River Colony was carried on the pretext of construction of a 5 star hotel and systematically carried out by first propagating that the “patta” of the area were faulty and then issuing back dated eviction orders which did not allow the resident to salvage whatever is possible from their houses. Even standing court ruling of maintaining status quo was not honoured. At daybreak of 20th May, 2013, Naga River colony was wiped out of the face of the earth epitomising the determined design of the Communal GoM to disown tribals and Christian of their legitimate rights.

 

  1. Surrenderees Cadres of the KYKL(MDF) have been lodged by the GoM with the 20th Assam Rifles at Chandel. Instead of bringing development to the hills, the GoM using the tribal areas as dumping ground for surrendered militant groups from the Imphal valley insulting the owners of the land. Organised protest has not resulted in any corrective measures from the GoM.
  2. The officer-in-Charge of Sugnu Police Station has summoned the Chiefs of 12 tribal villages located in the foothills of Chandel district to come with land patta of their respective villages. The summons are obviously with a view to replicate what has been done in Naga River Colony so that by harassing the villagers and detecting some non-existent irregularity the village can be evicted by the GoM.

 

  1. Maipethel Dam, under a mega 715.81 crore project has been sanctioned for construction in Chadong village, Ukhrul District without the free prior and informed consent of the tribal people who are to be dislodged from their homes and lands by the project. The affected villagers on protest were able to extract an understanding with the GoM to institute an Expert Review Committee so that proper environment impact assessments is duly undertaken and appropriate rehabilitation and resettlement package worked out before resumption of the project. But GoM dishonoured this understanding, violated all international norms and split up the villagers by engineering infighting. GoM then sent in the Manipur IRB to the project area to secure forcible completion of the project and placed the village Chadong area virtually under siege, dislocating the day to day life of the villagers. Fictitious list of names for payment of compensation was prepared by the GoM, insulting the genuine affected villagers and fomenting acrimony within the villagers.

 

The project is intended to feed Imphal valley with drinking water and uninterrupted power supply. But what about the affected tribal villagers, the targeted victims of the project ? Why were established norms and procedures not followed. Bulldozing over the villagers with force, luring away some sections of the victims with irregular compensations and engineering conflict within the villagers typifies the GoM’s communal approach in its agenda for ensuring power & water supply to Imphal valley with the least respect for the tribal landowners and their due rights.

 

  1. On 14th April, 2013 fifteen tribal students staying on rent in the house of one Manitombi Devi in Soibam Leikai, Khanglabung, Imphal were attacked by locals of Khanglabung Leirak. They were assaulted and their personal belongings vandalised. On 15th April, 2013 when community student leaders visited the house for enquiry they were also attacked with catapults. The locals of Khanglabung reportedly maintained on ISTV that the incident took place due to dispute between the Landlord and the local populace. No action has been taken by the GoM and tribals continue to be soft target of the communal forces in Imphal valley where all important facilities such as education and health are centred.

 

  1. In a bid to grab tribal lands attempt are being made to drag in tribal villages such as Khangshim, Kanemram, Nungaourok & Koraopokpi under Machi Block Chandel into Kakching block under Thoubal valley district. Signboards of the tribal villages have been defaced and provocative and derogatory insults are being hurled on the tribals unceasingly.

 

  1. The political tour in Naga areas carried out in April-May, 2013 to Chandel, Ukhrul, Tamenglong and Senapati district has confirmed our position that development planning of the GoM are itself communal and that the crores and crores of rupees sanctioned for development project in the hills have been done only to siphon off funds through contract works without any sincere intention to develop the tribal areas.

 

Nagas have consistently maintained that we are not communal. But the Nagas and tribals cannot have their identity recognised; have their identity, land and way of life protected; live with dignity and honour  under the Communal Government of Manipur and with the communal forces in Imphal valley.The sharp social divide on communal lines in the present State of Manipur engendered by the communal action and policies of the GoM and the communal forces in Imphal valley, of which few of the recent instances have been highlighted above, cries out for immediate intervention of the Government of India with an alternative arrangement outside the Government of Manipur.

 

The 48 hours total bandh will cover the railway construction works. Medical services, fire-brigade, media, power and telecommunication departments will be exempted from the purview of the total bandh.

 

We solicit the cooperation and goodwill of the general public towards making the protest programme peaceful and violence free. Anybody violating the total bandh would be doing so at their own risk.

Having turned a deaf ear to the cries of the long pending legitimate demands of the All Tribal Students ’Manipur (ATSUM) by the Government of Manipur, the Union is compelled to launch an intense agitation for 38 hours w.e.f. 5.am of June 3, 2013 to 7.pm of 4th June 2013 followed by a sustained agitation for 38 days under the code name (ROTO) Reckoning of the others in protest against the indifferent attitude of the GoM.

Keeping in mind the unstable social milieu on communal line and suppression of inherent Rights of the Tribal, the Union has been steadfastly spearheading tribal movement as a measure to bring peace, harmony, progress and inclusive development of all communities living in the state. We vehemently detest the culture of bandh, blockade of Highways and other violence means of agitation as it is an infliction to us all. As however, we are compelled to communicate in a dialect that could be heard by those at the helms of affairs. With no response from the Govt. With the above series of agitations The ATSUM add up the actions to stop the construction work of NF Railway construction indefinitely, that is taken up between Tupul- Jiribam. From the midnight of 7th June 2013 until and unless the Manipur State Govt. concede to the genuine demands of ATSUM.

The constructions work of NF-Raiways from Tupul- Jiribam is completely stop now.

CHARTER OF DEMANDS:
1. Education:
(a) Appointment of adequate teaching and non-teaching staff in the Hill areas.

(b) Development of Infrastructures to School in the Hill areas.

(c) Setting up of B.ED centres in the Hills.

(d) IGNTU-Issues

2. Health:
(a) To make all PHSC, PHC, CHC and DHC functional.
(b) Proper Equipments with required specialist Doctors and Nurses in all the
District Hospitals of the Hill.
(c) Reservation of ST Quota for different grades of posts in JNIMS.

3. Separate State Commission for ST Under article 338- A of the Indian Constitution.
The National commission for Scheduled tribes which came into force on19th February, 2004 has failed to provide adequate services to the State of Manipur as it is based on a distant centre in Shillong. Hence, the ST of Manipur deserves to have a separate commission for ST in Manipur under Article 338-A of the Indian Constitution to usher in all round development.
4. Adherence to ST reservation norms as per the latest roster
(a). To strictly maintain the reservation Norms of ST.
(b). for encouraging equitable development through Grand in Aid/ Special Package
for the Hill Areas of Manipur.
(c). Rectification of the order no. 3/8/2008-Jr, (MCS) DP Dated 7th Dec’2012.
(d). Filling of backlog posts in every Department by a special recruitment drive for ST.

5. Effective Governance of the hills.
To implement proper functioning of the Hill Area Committee and requiring the Governor of Manipur to discharge his special responsibilities under Article 371-C of the constitution of India.

6. Unbiased promotion in Government services i.e. both centres and
State services. (IAS/MCS/IPS/MPS/Jr. MCS & in all other grades.

7. Tribal rights on Land and Natural Resources.

8. Protest against deletion of Additional English in lieu of MIL for un-recognised Tribes in the new scheme of study in class-IX from the Academic
session 2014-2015 and in class –X the next year under BOSEM.

New Delhi, 5 June 2013: On 29th of May 2013, Ms A.S. Reingamphi alias A.S. Solam from Ukhrul district of Manipur was found dead under suspicious circumstances in her rented accommodation, House no. 424/B , Ground Floor, Chirag Delhi, New Delhi -110017 under Malviya Nagar Police Station in India’s capital Delhi. There were signs of brutal mutilation on her nose ,face and her legs .Her eyelids were scratched, eyes were bleeding and there was a pool of blood where she was found lying.

POLICE REFUSES TO FILE AN FIR

The deceased’s relatives submitted a complaint letter to the SHO, Malviya Nagar Police Station on 29th May 2013. They charged the landlord and his brother-in-law of sexually assaulting and murdering Ms Reingamphi. They informed the police that the brother-in-law of the landlord was stalking and harassing Ms Reingamphi and specifically over this weekend , 25-26th May, the landlord called her repeatedly. The SHO of the Police Station Malviya Nagar refused to file an FIR.

REFUSAL TO FILE FIR AS PER THE COMPLAINANT’S REQUEST

After 3 days of sustained pressure on 31 May, the Malviya Nagar Police finally lodged an FIR under Section 306, which is abetment to suicide. This is in complete disregard of the preliminary post-mortem report, which does not mention the cause of her death and against the wishes of the family.

On 1 June 2013 the Minister for Women and Child Development Dr Kiran Walia, arrived at the Malviya Nagar Police Station, where protests went on and intervened, saying that the case will be transferred to the Crime Branch and asked for a fresh post-mortem investigation.

THREATS FROM THE LOCAL COMMUNITY

A humble candle light vigil was organized near the house of the deceased in Chirag Dilli on 1st June, 2013.At the site of the vigil , the locals threatened the participants that if any of the local boys were investigated/picked up by the police then those from the North East living in that area would face consequences.

OUR DEMANDS

We, the civil society and women’s groups from all over Northeast region , Delhi and India condemn the killing of Ms A.S. Reingamphi alias A.S. Solam and call upon Govt of Delhi, Govt of India to ensure justice is done. We have been protesting over last several days to ensure justice is done and will continue our struggle to ensure peace to family of late Ms A.S. Reingamphi.
The present FIR done unilaterally by Malviya Nagar Police Station Delhi without taking into consideration the complainants’ letter be retracted and a fresh FIR be filed alleging sections 302(Murder) and 304(Culpable Homicide not amounting to murder) of the Indian Penal Code. Malviya Nagar Police Station had filed FIR under IPC Section 306 ( abetment to suicide ) which has been rejected by family members.
Serious attention must be paid to the discrepancies between the first and the second Post Mortem reports.
The suspects– the landlord and his brother-in-law– should be arrested and thoroughly questioned.
All the institutions involved speed up the process of investigation and justice be delivered. In this regard, the viscera report should come out as soon as possible.
Action to be taken against the Police officials of the Malviya Nagar Police Station for refusing to file an FIR which is the right of all the citizens.
Action to be taken against the residents of Chirag Dilli who said on 1st June 2013 at a candle light vigil held in memory of the deceased that if any of their men were investigated, they will take ‘action’ and thus threatened the relatives and supporters of the deceased and people of Northeast
Request Crime Branch Delhi to look into “pamphlet” circulated in hindi by Chirag Dilli men folk regarding the death and threats given to friends of the deceased on 3 June 2013 and ensure all protection be given to them.
Ensure the safety, security of all the people from North Eastern who are living, working and studying in Delhi be treated equally without any discrimination and ensure justice is done.

The Shillong Manipuri Students’ Union (SMSU) is demanding the Manipur government to immediately implement the inner-line permit (ILP) system in Manipur. Otherwise SMSU will go on the protest path.

Today, 3rd of June 2013, the Union has organized a group discussion regarding the ILP system in Manipur and other states in North East. Various organizational leaders are associated in the discussion at Manipur House, Red Land, Laitumukhrah, Shillong.

Today a number of progressive and democratic organizations including NEFIS, JNUSU, MSAD, KYS CSW, TKLD etc held a protest demonstration outside the Malviya Nagar Police station demanding that an FIR be lodged regarding the death of Miss Reingamphi Awungshi and proper investigation be initiated. Only after a day-long protest demonstration did police agree to start the standard procedures and also agreed to transfer this case to the Crime Branch. NEFIS finds it extremely contemptible that it requires a protest demonstration for police to start standard procedures. This reflects the careless and insensitive attitude of Delhi Police. We resolve to follow the proceedings of this case closely and protest again if we feel that the police is not doing its job properly. NEFIS also calls upon all progressive and democratic forces to initiate a campaign to assure the safety of women, particularly single students and working women who stay alone.

The final leg of the political tour of the UNC in Naga areas was undertaken in Tahamzam(Senapati) district in association with the Naga Peoples’ Organisation and the 5 constituent tribes councils of the region from the 27th to 29th April, 2013. The areas covered in the tour included Senapati District Headquarters, Mao Gate, Tadubi, Tunggam, Tungjoy, Liyai, Maram and Willong. As in the earlier legs of the tour in which Chandel, Ukhrul and Tamenglong district were covered, an on the field study of the socio-economic conditions of the Nagas which is weakening by the day was undertaken and verification made on the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas.

The tour programme concluded with a joint meeting with frontal organisations including the Naga People’s Organisation, The Senapati District Women’s Association, Senapati District Students’ Association, Senapati- Karong Town Committee, the Tribe Councils of the Region and social leaders. The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.

The joint meeting reiterated the condemnation on the inhuman manner in which eviction of the bona fide residents of Naga River Colony was carried out by the Government of Manipur on the pretext of construction of a 5 star hotel. The eviction of 28 houses left more than 100 school going children homeless and 3 churches mowed down. The eviction was systematically carried out by first coming out with non-existent fault finding on land “patta”, then issuing back dated eviction orders which did not allow the resident to salvage whatever is possible from their houses and the meeting termed it as a clear move to grab the legitimate homestead of tribals and place of worship of Christians. Even standing court ruling of maintaining status quo was not honoured. 5 Stars hotels are not supposed to disown people of their homes. The meeting maintained that Government of Manipur’s communal agenda for the eviction, veiled behind the 5 stars hotel project was reflective of their wider design to disown tribals and Christian of their lands and emphasised on the dire need to take up suitable course of actions to protect tribal rights.

The entire tour programme was hosted by the Naga People’s Organisation.

Imphal, 25th May 2013:  An experimental guitar instrumental album called ‘Canaan Caravan’, that crosses different genres from ballad rock to jazzy blues feel, has been released today in the north east. ‘Canaan Caravan’ is the debut album of Obed Zeme who romances with different shades of moods with his guitar. Obed Zeme is from Magulong Village, of Tamei Subdivison of Tamenglong District Manipur, and he is presently based in Delhi.  He is a guitar player, composer, arranger, producer, and a teacher.  His journey in music began at a tender age of eight, when he started playing piano and guitar. The album will be released in Delhi also very soon.

The album ‘Canaan Caravan’ is a tale of life’s journey that began in faith.  It is the guitarist’s rendition of the biblical caravan in the wilderness towards the Promised Land, Canaan. The titles of the tracks analogize significant landmarks in his spiritual passage. He is led by the peaceful Still Waters, but has to also endure the Arrows by Night. There are times when he envies the life on the Other Side of the River and tested his commitment, but deep down there’s a calm assurance that tells him that It is well with his soul.  He longs for Shakina Glory at all times, be it while he sings the Zion Song in adoration of the divine or while creating Origami in leisure.  And it is music, he says, that sustains faith as he continues to travel amidst the curse of Pandora’s Box.

Canaan Caravan is not one season’s collection of the artist, rather, was written and compiled over a decade mostly in the early 2000s. True to Obed’s belief the album seeks to connect with the Higher power through music. Along with the larger vision for Peace reflected in his signature track A Cry for Peace, it also includes favorites like Rib of My Frame and Amazing Grace.

The third leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Irianglong(Tamenglong) District in association with the Zeliangrong Baudi, Manipur and the frontal organisations of the region from the 23th to 25th May, 2013. The political tour was carried out mainly with a view to interact with the people and to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects placed in the tripartite talk as development initiatives taken up by them in tribal areas.

The touring team witnessed the intensive work for construction of tunnels for the trans Asian Railway line, deploying man and machine on scales never seen before and experienced at the same the deplorable road condition from Awangkhul to Tamenglong district headquarter, a distance of about only 65 kms which take more than 3 hours to cover on four wheelers. The plight of the people of the district whose main route of communication is a district road not worth the name continues to be ignored and isolates them further beyond distance.

The tour programme concluded with a joint meeting with formers Presidents and Executives of the Zeliangrong Baudi and United Naga Council, Convenor of the Tamenglong District, Convenor and colleagues of the Co-ordination Committee Tamenglong for Alternative Arrangement, Representative of the Zeliangrong Youth Front, Zeliangrong Students’ Union Manipur, Member of the Peace Committee, Women leaders, retired bureaucrats and a host of elders, intellectuals and public leaders.

The contours of the tripartite talk process of the Government of Manipur, Government of India and the UNC on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.

The President, United Naga Council also gave a call to end of factional violence and internal divisions and the need to join hands for building up the society in view of the impending settlement of the Indo-Naga issue and to effectively engage with the emerging challenges of the times.

The entire tour programme was hosted by the Zeliangrong Baudi, Manipur.

The Chief Minister of Manipur, Okram Ibobi Singh extended warm greetings and best wishes to the European Manipur Association (EMA) which is underway once again to hold a 2 days busy annual convention cum social gathering of European Manipuri Diasporas and their friends, starting from 25th to 26th of May at Worchester, near Birmingham, UK.

On the invitation extended to his son, Surjakumar Okram, for the event, on a separate note to the Chairperson of EMA, the Chief Minister regretting his son’s unavailability to attend the event owing to prior commitment for a tour to Myanmar he further shared , “ I look forward that the said gathering will be an ideal forum for the Manipuri living , serving and studying abroad to get to know and help each other, and put their heads together to bring about a better Manipur Society in the years to come.”

Every year in summer EMA organises an annual convention cum social gathering providing a platform to Manipuri Diasporas and their friends to uphold our culture and tradition; and to provide an atmosphere of ‘home away from home’.

Annual event of EMA is a significant event for the organisation and its members apart from the social in nature gathering but also to discuss many key issues of EMA and its members with the back ground of Manipur as the origin of our members.

This year, the event is being organised at: HIGHBALL CENTRE, HANLEY SWAN, MALVERN, WORCHESTER, WR8 0DX, NEAR BIRMINGHAM.

“Thajagi Maihing” the title itself shows some glimpse of the film’s meaning. What is the point of being beautiful like a full moon when it has the sear which can never be erased? But who would have thought that the story line will be so powerful and something which is very important and undoubtedly one of the most burning issues among the present young generation. Romi Meitei proved it many times that a film is just not to entertain. The audience expects something meaningful; something that conveys a massage and lesion rather than the usual romance between the hero and heroine. And ones again, Romi Meitei has confirmed it that he is the director with talent.

Thajagi Maihing had a screening at Secretary Club in Cubbon Park, Bangalore on 19th May 2013 organized by Bangalorians Manipuris. It was not a very big gathering but, enough to prove that the Manipuris here love their Manipuri films. The director said, ‘I am very pleased to see my brothers and sisters from Manipur who are dwelling here for education and other purposes. This gathering shows their love towards Manipuri film industry.’ He further said, ‘even though Manipuri film industry is rapidly developing, it is still a poor industry. Lack of investment limits and disturbs in producing a fine film.

The screening was started at around 6pm. To be honest there was nothing new in the beginning of the story. A guy and a girl in love, studying far from Manipur, talking quite often on mobile, coming home, meeting often etc., but the real story of the film starts from next scene, the scene which is very common but still spreading in our society like a disease. Visiting restaurants in our society is consider as something very immoral……………..but why? Why is it considered a forbidden place especially for the youth? The reason is very simple. The owners as well as the customers used these places in a totally different way; the owners to earn money maintain small dark cubicles and the customers too take advantage of these places. The question is ‘do we need such places to meet our loved ones’. The answer is very clear but still mysterious which everybody tries to avoid. I am not saying that such type of scenes had not been mentioned in other film, but Romi elaborates the consequences of this addiction of youngsters.

Thaja (Bala) and Thanil (?) meet in restaurant named “Manja Restaurant” and end up making love. Thanil video tapes their intimate moments which Thaja requests to delete it, as it may be seen by others. But, Thanil avoids it saying that it will never happen. After a few days, Thanil meets with an accident and dies and his mobile is pickup by Lakpa (Bony). The MMS is seen by Lakpa. Thaja is now married to IAS officer Pari (Gokul), a qualified, rich and handsome man who loves her dearly. Most of us think that why only IAS or MPSC. I cannot justify for other movies but her Pari’s being IAS officer does surely have a strong fall down as Shakespeare used to write the tragedy of king, prince nobles etc. to craft in reader’s heart a strong cave in. What else would a woman want?

But unfortunately, it does not last long. Her past reappears in front of her like a shadow in form of Lakpa which not only haunts her but also shatters her innocent husband’s life. Can be imagine what will be the fate of such women who have become victims in the hands of society? That is really scary. Now what will Thaja’s decision be??? The film also gives us a message that men are the greatest enemy of women folk in the present moment. The number of issues of rape, molest, murder, betrayal etc. are increasing day by day. And to extent women are responsible for their fate. Mobile phone relationship, having physical relationship before knowing him completely, fulfilling his demands because he is showering you with precious gives, visiting those dark restaurant cabins…………………… what is the need for all these? Now, are we going to blame only the men folks? Women are innocent that they do not know anything, they are ignorant, and now can we be sure of their innocence? Hemabati’s (thanil’s mother) words to Linthoi (Soma, the journalist) are in fact the truth. Is it the fault of the man only if the woman does not bother to collect information about the man whom she wants to get to get married and later meets with unwanted events? Man who advantage of woman in the dark room of restaurants would not have tied them up dragged them in. if they do not want those things than how could the men dare to do anything with her? So, the point is women are not 100% innocent. They too have howlers.
The characters in the film have justified their roles. The young actors and actresses seem to be promising. Bala as usual looks beautiful and what to say further on Gokul and Hemabati. Bony’s role was small but enough to shatter a family into pieces. And Guna as usual “Pakchabada Loirehe”….lol…

Finally, best regards to Romi Meitei for presenting a good film which is indeed a means to open our eyes. Wish him the best in his career and hope to see such type of more movies in future. A must watch film to avoid and take care ourselves being the victims of society.

The attack on Silent Tangkhul Naga village by a large number of well armed people from the neighbouring Meitei Saijang village on 3rd May, 2013 and burning down of 36 houses has been condemned by the Tribal organisations including the United Naga Council. This sentiment was also echoed by the editorials of valley based dailies. We maintain that the act of burning down of houses by holding up the villagers with threat of use of arms and weapons is an act of terrorism. The culprits and perpetrators who have claimed the act and justified it on the ground of dispute over ownership of land on which the burnt houses stood must be booked under the law of the land.

After the ghastly episode, to add salt to injury, the Cabinet of the Manipur Government has issued an order whereby entry has been prohibited into the now declared disputed area in Silent village and consequently 144 CRPC has been imposed in the area on which the burnt houses stood. This is a communal decision and endorses the terror crime of burning of houses and one-sidedly in favour of the Saijang Meitei. This is against the law of the land.

The UNC endorses the decision of the Aze Longphang, the apex organisation of Southern Tangkhul villages taken in its emergency General Body meeting on 17th May, 2013 that any encroachment on Silent foothills will be responded upon suitably. The politics of encroachment by declaring part of Silent village as disputed land has been adopted with a communal agenda. There cannot be any compromise on our rightful ownership of our land, be it in Silent foothills or elsewhere. All Nagas and tribals must be ever alert and vigilant against the sinister designs of communal forces who are out to grab our land through fraud or force.

Delhi University has announced the dates for undergraduate admissions for the academic session 2013-2014. It will commence on the 5th June and will continue till 19th June 2013. Unlike last year, there will be common registration for all categories of students. The college will announce their cut offs for every course and category (Gen/ST/SC/OBC/PH).

The candidates who wish to consider for admission for various undergraduate courses in different colleges of the University, for which there is no entrance exam, are required to register either online at www.du.ac.in or register offline by completing pre-admission form (OMR) available and to be submitted at the admission information centres in Delhi.

There will be no registration/pre-admission form at the college level (online/offline). For sports/ECA and Hostel accommodation forms/applications are to be collected and submitted in the concern college. For admission to St. Stephen College and Jesus & Mary College, aspirants should contact the concerned college.

The University offers the following degrees for each undergraduate programmes:
1. Bachelor with honours/B.tech (4 academic years).
2. Bachelor (3 academic years).
3. Diploma (2 academic years)

The number of centres/colleges providing the admission forms has been increased from 4 to 18 this year. While filling up the pre registration form the student will no longer have to select the colleges, they will just have to select the courses they are interested in and when the colleges declared the first cut-off list, they can walk into any college and claim admission if they meet the college cut-off percentage,

The Naga Students’ Union, Delhi’s admission committee members will be available at the Faculty of Arts (North Campus) and Deans Students’ Welfare office (south Campus) to assist Naga students and others in filling up their forms and other related difficulties. It is advisable for students to submit their forms at the above mention centres for clarity and better co-ordination.

In the wake of the proposed reforms in Delhi University North-East Forum for International Solidarity (NEFIS) had launched a campaign to protest against the forceful imposition of Hindi on the students from the north-east. After a series of protests culminating in a massive demonstration outside the Ministry of Human Resource Development (HRD), the University administration seemed to buckle to pressure and gave us in writing that Hindi would not be made compulsory for those students from the north-east who are not comfortable with it. However, to our shock, the syllabus that was passes and finalized by the University last week has no mention of the exemption for the north-east students!

As the present four year ‘reforms’ came under severe criticism from several quarters, we too analyzed it closely and reached the conclusion that such changes, as are going to be introduced from next year are harmful to the interests of the students from the north-east in multifarious ways:

1. It has come to our notice that the new course structure has a provision for multiple exit points meaning that students can exit out of the 4 year long bachelor’s course at multiple stages. A student who drops out after the 2nd year would be given a Diploma degree, a third year drop-out Baccalaureate degree and the students who complete all four years of education would be given Baccalaureate with Honours/B.tech. degree in their respective subjects. In our opinion these provisions would prove extremely harmful to the interests of the students from the north-east, the majority of which belong to the ST and OBC categories. The system of multiple exit points would sabotage the reservations granted to ST and OBC students in the higher education. Because the students belonging to the above categories belong to the weaker, vulnerable and marginalized sections they are most likely to be forced to drop-out/flunk mid-way through the Honours course. This means that though admissions would be granted through reservation at the beginning of the Honours course, at the end of three years far fewer students from the reserved category would still remain in the course. In effect, this step would translate into shrinking of reservations for the full Honours.

2. The system of multiple exit points might seem like a flexible step to some, in favour of those students who are forced to drop out due to financial or other constraints. It is being argued that let the students who drop out have some degree at least instead of the present system in which students either get a full Honours degree or nothing at all. But we the students from the north-east who travel so far to study at Delhi University strongly disagree with this line of reasoning. Most of us live under precarious financial conditions and we are the ones who are most likely to be forced to drop out. For very long, through protests and memorandums we have been demanding the government of India to take adequate steps to ensure that students from the north-east are not forced to drop out for want of financial support but no steps whatsoever were taken to address our concerns. Now, finally when these misguided ‘reforms’ are taking place, the University, instead of addressing the root cause of dropping-out of students, which is mainly financial constraints, is systematizing the system of dropping out ! The state cannot shirk its responsibility of ensuring universal access to education, particularly to the students from the north-east who already suffer from a lag. However in the present case, the government seems to be facilitating dropping-out of the students.

3. We oppose the four year course for bachelor’s degree because it adds an additional year to the degree that could be attained earlier in three years without adding anything substantial in the curriculum. This means an extra year of financial burden which would hit the students from the north-east the most. We already suffer due to shooting room rents, inflating food costs, addition of one extra year for the honours course would force many of us to drop out mid-way.

4. Post Independence our education system has been developed by the Indian State in an uneven manner resulting in the fact that today we have a highly graded University system. There exist numerous mediocre –to- poor universities and a handful of elite universities. As a result every year students from the north-east are forced to migrate en masse to one of the bigger cities of India to pursue quality education at the elite Universities resulting in the wastage of hundreds of millions of their parents’ hard earned money. We have been demanding a thorough overhaul of the University system to lessen the gap between mediocre regional and metropolitan elite Universities so that the compulsion to migrate for quality education may end. For very long this drawback in our university system was silently ignored and the thought of reform did not cross the minds of our ruling elite, but now, when finally ‘reforms’ are being carried out, we are alarmed to see that its objective seems to be to further worsen the gap between the quality of education at the regional and elite universities. Such a step would completely undermine the limited credibility of the local universities and further induce students to migrate.

We are not averse to change, in fact for years the students from the north-east have been demanding changes in the Indian University system to ensure that the students from the north-east are able to avail of more opportunities. Accept for some token measures no significant steps were taken to address our concerns by the Indian State. Now finally when the ‘reforms’ have begun in the Delhi University, we have observed that its purpose is not to ameliorate our condition, far from it, its orientation is such that it will make our plight of the worse. Educational reforms and well being are non-negotiable because this is the only channel through which we can enter the modern job market. At a time when our traditional occupations are fast dwindling due to the appropriation of our lands and resources for corporate interests, entry into the modern economy is the only way we can escape pauperization. However such reforms as the present one threaten to make our entry into the university system extremely difficult and force us to oppose. Today we submitted a memorandum to the prime minister’s office urging upon his office to scrap the present set of reforms and take adequate steps to initiate new reforms from the perspective of the marginalized sections like the students from the north-east, failing which we would be forced to adopt the course of democratic agitation.

Subject- Harmful impact of Delhi University’s new four year course on the students from the North-East

Respected Sir,
We are submitting this memorandum to register our deeply felt sense of resentment against the new course structure that is to be introduced by Delhi University next academic year onward. Our observation is that the new course structure is designed in a manner that would bring harm to the interests of the students from the ‘north-east in multiple ways. We are not averse to the idea of reforms but in our opinion the objective of reforms should be to ameliorate the conditions of the marginal sections of the society and never vice-versa. Earlier NEFIS had initiated a campaign against the compulsory imposition of Hindi on the students from the ‘north-east’ within the new course structure. As a part of this campaign we submitted memorandums and organized several protest demonstrations, culminating in the protest demonstration at the Ministry of Human Resource Development (HRD) on 5.4.2013. The ministry had given us its assurance that not just the language clause but any other aspect of the proposed set of reforms that goes against the interests of the students from the ‘north-east’ would be scrapped. Following this the University administration had given a written assurance that Hindi would not be imposed, however to our shock, we noticed that in the new syllabus passed and finalized by the University last week, Hindi is still compulsory as a foundation course! Meanwhile, as the reforms were being critiqued from several quarters, we too analysed them and we have reached the conclusion that these entire set of reforms go against the interests of the students from the north-east in multifarious ways. Below we have listed in a schematic manner our objections to the current set of “reforms” being introduced in Delhi University.

The late journalist from Imphal – Thangjam Dwijamani Singh was honored during the rededication of the Newseum Journalists Memorial. The ceremony was held on Monday, May 13, 2013 at 10 AM at the Journalists Memorial Gallery of the Newseum in Washington DC, USA.

The names of 82 journalists who died covering the news in 2012, and 6 additional journalists who died in previous years were added to the Newseum’s Journalists Memorial in the solemn ceremony.

Dwijamani’s name appears in two places in the Journalists Memorial – one etched in glass on the actual memorial and the other as a color photo on an adjacent wall. This is a permanent exhibit and visitors to the Newseum in Washington DC will be able to view Dwijamani’s name. KanglaOnline attended the ceremony and took photos of the event. A laminated collage of selected photos was presented to Dwijamani’s family by KanglaOnline on Tuesday, May 15 as a memento of the event.

It may be noted that John Powell, Exhibits Writer at the Newseum, journalists from the Imphal Free Press, and members of the KanglaOnline team were instrumental in communications between the Newseum and Dwijamani’s family.

Keynote speaker Richard Engel fondly remembered colleagues Marie Colvin and Anthony Shadid, who both died covering the conflict in Syria. In December 2012, Engel, chief foreign correspondent for NBC News, was kidnapped and held captive for five days in Syria, along with several members of his production crew.

With this year’s addition of 88 names from 2012 and previous years, the memorial will honor a total of 2,244 reporters, photographers, broadcasters and news executives from around the world, dating back to 1837.

8 May 2013: For more than 63 years in the history of the independent Republic of India, the history/histories of 45 million of its citizens living in 8 states of the Northeast region of the country have been absent from our school, college and university text books. Northeast India is home to over 272 ethnic groups and communities. However, there is no collective writing, publication or inclusion of its varied histories in the syllabus or the text books of the country’s schools and universities. This ignorance or lack of awareness is one of the major causes of the wrong perception about people from the region. This is one of the main reasons that people of the northeast region are discriminated against when they travel for study and work to different parts of India.

Understanding and noticing these major lacunae, a team led by Manipur Women Gun Survivors Network, Control Arms Foundation of India and Northeast India Women Initiative for Peace started work in September 2012 wherein they met with Chairman of Indian Council of Historical Research (ICHR). Later, a meeting was convened in Manipur on 13 October 2012 and New Delhi on 21 November 2013 regarding the issue.

On 3 and 4 May 2013 Manipur Women Gun Survivors Network, Control Arms Foundation of India, Northeast India Women Initiative for Peace in collaboration with India International Centre (IIC) with support from Heinrich Böll Stiftung, New Delhi successfully hosted a conference on the theme “Weaving History of Northeast India Conclave Series-3: Including Histories of Northeast India in National Curriculum” at India International Centre (IIC), New Delhi.

The session commenced with an introductory speech by Ms. Binalakshmi Nepram, Founder of Manipur Women Gun Survivor Network and Secretary General of Control Arms Foundation. Her speech stressed on the fact that the history or histories of Northeast India that constitutes 45 million people had been neglected for many years. She said that with the help of that conclave, and the two others which were organized in 2012, strategies needed to be evolved through deliberation with eminent scholars, education institutions and members of the government.

Shri B.G. Verghese, Renowned Writer, Magsaysay Awardee & Visiting Professor, Centre for Policy Research spoke about the details of the important histories of the North East India and suggested to build a “grand narrative” for the region as a whole. He too shared the view of the extraordinary ignorance of the region, but said that Indians did had a tendency of forgetting their pasts and further said that it was not only the Northeast India they were ignorant of, but North India was ignorant of South India and vice- versa. He stressed on the fact that Northeast India had been surrounded by unfriendly neighbours, it had been subjected to violence and neglect. He went on to question the geographical aspects of the Northeast India and said that it just did not compose of the seven sisters but also Sikkim and northern part of West Bengal. He laid emphasis on the used of geography with history and cartography and that those were essential for building reliable narratives. He also introduced two works he was impressed with, first a book by Kunal Verma titled “Northeast Trilogy’” and the Shri S.P Shukla Commission Report titled “Transforming: The Northeast” stating that according to the report,”The ICSSR and ICHR should support, undertake, expedite or strengthen research into and the writing of Northeast history texts for different levels of learning and scholarship.”

Shri Vineet Joshi, Chairman of Central Board of Secondary Education (CBSE) spoke on behalf CBSE and gave a practical approach to the discussion. He started with clarifying what CBSE actually did saying that it dealt with the evaluation of the students. He explained that the local environment influences the children’s education and that environment changes from region to region and also the learning experience was influenced by how much the teacher and curriculum were able to connect with the local community. And stated that, for that and through CCE (Continuous and Comprehensive Evaluation), CBSE was trying to give as much flexibility to the local schools to use local means to teach a basic foundation of education. He urged that State Council of Educational Research & Training (SCERT) of each Northeast India states and National Council of Educational Research and Training (NCERT) to include more contents on Northeast India Region.For why the question papers set for evaluation were the same, he explained that it was to set a common benchmark for the nation.

Shri Sanjoy Hazarika, Saifuddin Kitchelew Chair and Professor Centre for North East Studies, Jamia Millia Islamia spoke about the important looming questions of what was the history that they seek to weave or formalise and who would narrated that. He explained that there were many people who could told the history like the Royal chronicles but those could not be understood as the history of the people. He further said that if the change in curriculum had to be sustainable, there needed to be proper collaboration and documentation. He was resistant to the idea of Northeast becoming a part of India but wanted India to be a part of the Northeast.

Shri M.A. Sikandar, Director of National Book Trust (NBT) spoke about the initiatives taken by the National Book Trust regarding the issue. He announced that the National Book Trust would be opening two of its centers in the Northeast India, one at Tripura and one at Guwahati in order to give more focus on the Northeast. He acknowledged the fact that there were not many books on the Northeast India and hence he called for authors to write stories and books on the Northeast so that they could published.

Mrs Priyam Goswami, an eminent historian from Guwahati University spoke in detail about Assam’s history and its representation and lack of it in national curriculum. She narrated Assam’s history starting from 4th century to the contemporary times. She explained that once the students start to read the history, they would realize that it was not isolated and that it was an important part of the nation. She stated that the Northeast was home to more than 200 communities and that it was a pity that they were almost invisible even though there had been great efforts by every kind of media, there was a sense of alienation which was a great injustice.

Dr Sukhendu Debbarma, Associate Professor, History Department, Tripura University spoke about the social-economic history of Tripura focusing on the indigenous people. He said that the indigenous people were the minority of the land and being the minority the decisions of the land could not be able to made by them. He gave the example of the legislative assembly where only little seats were reserved for the indigenous people.

Dr Thounaojam Chanu Ibemhal, Poetess and scholar of Manipur Literature and Mythology spoke about the documentation of the history of Manipur and its inclusion in the national curriculum. She informed about the ignorance of many historians of few of the important civilization that settled in Manipur. She went on to talk about the uniqueness of Manipur’s political history and said that it is important that the people of Manipur wrote their own history in an indigenous way.

Mr Jarpun Gamlin, founder of Sentinel spoke in detail about Arunachal Pradesh. He revealed that Arunachal Pradesh did not have much documentation of history, they mostly had oral history hidden in the form of traditions, stories and lullabies. He reasoned that many of the local languages of Arunachal Pradesh did not had a script and so documentation was difficult. He argued that it was actually not the fault of CBSE or any other such institutions, but the people of Arunachal Pradesh who had failed to depict their importance.

Mr Peter Lauenstein Denjonpa who is the Principal of Taktse International School, Sikkim gave the perspective of a school in the discussion. He started by questioning why history would be important in a place where everyone wanted to become scientists and lawyers. He brought out its importance by explaining that history brings out practices and values embedded in the culture that would gave an edge to the students.

Dr David R Siemlieh advocated for the inclusion of Northeastern history not only in school but in college and university curriculum. He said that it was the moral responsibility of those organisations which conduct examinations, to get that incorporated and within a few years made amendments to the neglect done.

Dr Noopur Singh a representative of Indian Council of Historical Research (ICHR) made a statement on behalf ICHR Chairman Prof Basudev Chatterji stating that there was a need to collect documentary and oral history materials for the region. She also announced the launch of an ambitious project of surveying and assessing archives all over India. She gave details of the project pertaining to the northeastern states of India. She also stated the earlier meetings and discussions with Manipur Women Gun Survivors Network regarding collection of varied Northeast history and proper documentation. She further told about the collaboration between the Center of Northeastern Studies (Jamia Milia Islamia) and ICHR that had bring out some new publications. She stated, “ICHR is ready to give full support on all matters concerning the Northeast region.”

Professor P. Sinclair, Director, National Council of Educational Research and Training (NCERT) spoke about the need for the rectification of the flack going around about Northeast not being included in the curriculum. She disclosed the attempts being made to project every state of India in the national curriculum and said that the national curriculum was just an advisory curriculum, textbooks were a resource and that the teacher was the agent for each learner. She impressed on a dream that the teacher be given so much confidence that they were able to make their own resources.

Shri Nepram Bihari, author of Cheitharol Kumbaba: The Royal Chronical of Manipur spoke of the difficulties he faced while documenting and translating “Cheitharol Kumbaba, the Royal Chronicle of Manipur” into English, an effort that took 17 years. He explained that documentation could not be understood unless the local language was well understood. He said that “Cheitharol Kumbaba” chronicled each and everything that involved the kings of Manipur from 33 A.D. till its last king Maharaja Bodhchandra’s rule that ended in 1955. He said that the book was studded with information on how the royal game of polo had its birth in the State; that the art of making Chinese silk and bricks were commonly practiced in earlier times of Manipur.

Ms Atiya Zaidi, Publisher, Ratna Sagar Pvt. Ltd. showed with examples how in various ways the Northeast India could be incorporated in the curriculum. She explained that not only the history was important but other aspects were important too. She stressed on the fact the National Council of Educational Research and Training (NCERT) should gave them the freedom to create their own textbooks, taking into consideration the curriculum, and that their textbooks could include activities, lessons and stories involving the Northeast India.

Shri Pratyush Kumar Mandal and Shri M.V.S.V. Prasad, representatives of National Council of Educational Research and Training (NCERT) gave the perspective of NCERT and gave details of how the NCERT has designed the curriculum and syllabus that has sufficiently included Northeast India in it not as history but in other forms. They explained that curriculum development was a work in progress and stating that there was always a scope for change and development. They stated that one of the factors they could focus on for the curriculum development was connecting life outside the school with the syllabus to develop a critical understanding of society and minimizing load of information to promote debate and discussion. They denied the fact that inclusion of Northeast was tokenistic but it could be called insufficient. They also stated that State Council of Educational Research & Training (SCERT) to include more contents on Northeast India Region. And added that they were focussing to do more teacher training programs for primary and upper primary teachers of Northeast India region.

The following resolutions or conclusions had been made:

Formation of a Northeast India Resource Group consisting of historians, educationists and scholars to continue work on the issue of ensuring inclusion of Northeast India history in National Curriculum.
To put pressure so that Shukla Commission Report of 1997 titled, “Transforming: The Northeast” recommendations that ICSSR (Indian Council of Social Science Research) and ICHR ( Indian Council of Historical Research) should support, undertake, expedite or strengthen research into and the writing of Northeast history texts for different levels of learning and scholarship.
Commitment was given by Indian Council of Historical Research (ICHR) Chairman to give full support on all matters concerning the North east region of India.
The National Council of Educational Research and Training (NCERT) have agreed to work with Northeast historians and scholars and resource person group to make Northeast history include in School Curriculum. National Council of Educational Research and Training (NCERT) also agreed to include our group in the process as per the New Syllabus Committee Meeting 2014
Central Board of Secondary Education (CBSE) to work with the Northeast Resource Group in including Histories of Northeast India
National Publishers like National Book Trust to give their commitment and to call for authors to write stories and books on the Northeast for Nationwide publication

The event concluded successfully. More than 100 people attended the two day event that consisted of renowned historians, scholars from Northeast India, institutions such as CBSE (Central Board of Secondary Education), NCERT (National Council of Educational Research and Training) , ICHR ( Indian Council of Historical Research) ; publishers such as National Book Trust (NBT), Ratna Sagar Pvt. Ltd., scholars, media, students and professors from various universities such as Jawaharlal Nehru University (JNU), Delhi University (DU), Jamia, IGNOU and concerned citizens.
