Hon’ble Sir,

Attack of Silent Tangkhul village by Saijang (Meitei) and burning down of 36 houses – Request for urgent intervention thereto by Government of India.

Silent Tangkhul Naga village in Senapati District of Manipur with about 500 population was attacked by a large number of  well organised and armed people from the neighbouring Saijang (Meitei) village at about 10.30 am of 3rd May, 2013 and 36 (thirty-six) houses were burnt down. Properties worth crores of rupees were reduced to cinders and hundreds of villagers were rendered homeless. The nearest Police station, Lamlai P.S. , located just a few kms away from the village was informed at 11 AM but the Police arrived at the spot at only 1.00 PM. Some of the attackers were armed with sophisticated weapons which were fired in the air. Many of them were masked. Some of the Silent villagers were locked up from outside by the attackers before setting their houses on fire. They fortunately escaped being burnt to death by breaking open the doors/walls of the houses as the fire engulfed the houses.

We have drawn the attention of your good office on the matter for urgent intervention through our public statement dated 4th May, 2013 and we are making this submission again to urge for the urgent intervention of your good office as under –

1. We maintain that the act of burning down of houses by holding up the villagers with threat of use of arms and weapons is an act of terrorism. The culprits and perpetrators who have claimed the act and justified it on the ground of dispute over ownership of land on which the burnt houses stood must be booked under the law of the land.

After the ghastly episode, the Cabinet of the GoM have taken a decision that nobody would be allowed to enter into the disputed land and consequently 144 CRPC has been imposed in the area on which the burnt houses stood. This is a one-sided decision and is clearly in favour of the Saijang Meitei and endorses the terror crime of burning of houses. This is against the law of the land and communal in response and must be nullified by the Government of India.

2. On the pretext of providing security from further attack on Silent village, the communal Government of Manipur(GoM) has sent about 40 personnel of the state police force to Silent village. As you are well aware of their track record, the State police force is communal and biased towards the tribals and have been responsible for excessive violent actions in the tribal areas. Posting them for security of Silent village has on the contrary made the villagers more insecure. Further the State police force personnel sent for security of Silent village have occupied the areas in which families whose houses have been burnt are taking shelter in makeshift camps made with tarpaulins and with whatever they could get. This is causing great inconveniences to the victim families, particularly to the womenfolk and the children as their privacies and decencies have been invaded upon. We request that the State police force may be immediately replaced by Central Forces, ie either by the Central Reserve Police Force or the Assam Rifles, who may set up camp in a suitable location in consultation with the Silent village council.

3. We urge for immediate payment of appropriate compensation to the victims whose houses were burnt and properties destroyed by the attackers directly by the Centre because there is no trust and confidence in the GoM in fulfilling its bounden responsibilities without bias as amply demonstrated by their one-sided Cabinet decision mentioned above.

Having placed the above before you, we reiterate again that the situation in the State of Manipur is highly sensitive and volatile due to the sharp social divide on communal lines. It is our repeated view and concern that many more such explosion, in intensive and extensive magnitude will inevitably take place unless the Government of India intervene with an alternative arrangement outside the Government of Manipur for the Nagas and tribals in the state.

We therefore place our trust in the Prime Minister of India for urgent interventions as demanded by the situation of the day and hope that the submission will be taken up with due seriousness and sense of urgency.

3nd Anniversary of the martyrdom of Late Loshou & Late Chakho – 6th April, 2013

We are gathered at Martyr’ Park here this morning to pay our respect to the two martyrs Neli Chakho Mao (20) ,BA 2nd yr, St. Joseph College, Bangalore and Mr. Daikho Loshou Mao (20) BA 2nd yr, St.Joseph College, Jakhama, both of Kalinamei village and to the hundreds of Nagas, mostly womenfolk who suffered brutality and savagery of the IRB and Police Commandos of the Government of Manipur on this morning, the 6th May, at Mao Gate town three years ago.

It is a day when we come together to reaffirm the spirit with which Chakho and Loshou faced the bullets of the adversaries. They died because they would not take injustice and brutality laying down. They gave their all for the rights of a people to their identity, their aspirations and for a future with honour. The sacrificing spirits of this two martyrs made them heroes and we are all proud to be gathered here around this memorial, which stands to symbolize our struggle before the world.

I would like to share with the Naga people this morning one important thing. Although there has been seemingly many developments and changes since that fateful day of 6th may, 2010, the material conditions in our collective life remains the same. The same suppression of our rights, the same discrimination, the same manipulations, the same inequality in opportunities, the same opposition to our inherent rights to live with dignity and honour, the same objection to our political aspirations for real political empowerment – they continue unabated and in more incisive measures although more subtly and camouflaged from within.

The day of martyrdom of Loshou and Chakho is a good day to place ourselves once again on our political position as a people – On the 1st July, 2010 NPC, we had declared that we will sever all political ties with the communal GoM and demand an alternative arrangement pending settlement of the Indo-Naga issue, because of the unmistakeable facts that we cannot live with dignity and honour nad have our rights to life & property, to our identity, to our land & resources, to our traditional institutions and customary practices protected under the GoM. We have since then recommitted ourselves on this position consistently in auspicious and solemn platforms.

The odds and challenges in the realization of this position seems insurmountable. But the Nagas in Manipur will not give up the struggle for an alternative arrangement that is outside the system, which is programmed and engineered to make us exist without identity, political empowerment, rights and opportunities, dignity and honour. Our Youth and Students of today, to whom the future belong will not take it nor will their younger brothers and sisters accept such fate in resignation. We will achieve our aspiration in the spirit of struggle and sacrifice, which late Loshou and late Chakho epitomizes before us today.

I also would like to share with you all that the movement for securing an alternative arrangement outside the Government of Manipur has been registered in history with the process of the democratic process of tripartite talk of the GoI, GoM & the Nagas in Manipur under the aegis of the UNC. This dialogue process will now be entering into the 6th round of talk that will be held soon. We would inform our people of the need to be prepared for what could happen in the days to come, depending, particularly on the response of the GoI with regard to taking forward the process already put in place to its logical end.

In conclusion, I thank all of you for making it a point to be here. Your presence here is meaningful and precious to the memory of Loshou & Chakho, their families, their village, the Mao people and above all particularly for the Nagas in Manipur and the political position on which we stand today.

May the Almighty God, who ordains all events in our lives bless you all. May the noble souls of Chakho and Loshou rest in peace

Imphal, 6th May: To aware students about environmental issues and nature conservation, the Second Enviro Youth Summit of Manipur was held on May 5-6, 2013 at Lamyanba Sanglen, Palace Compound, Imphal. The summit is organised by the North East Centre for Environmental Education and Research (NECEER).

Many eminent personalities, scientists, academicians and young students thronged in the summit in large number. Dr. RK Ranjan, Former Registrar, Manipur University graced the occasion as the chief guest, G. Tomba Sharma, Former Principal, DM College of Science and Salam Anil Kumar Singh, National Teacher Awardee(CBSE) were the guests of honour and Khuraijam Jibankumar Singh, Founder and Managing Trustee, NECEER acted as the president of the event. More than 100 students participated in the said summit.

As a part of the summit, various competitions were held such as painting competition (Std. I-VI), symposium (VII-XII), short story writing (BA/B.Sc) and the like. In the second day, the summit witnessed ‘Nature walk at the Kangla Fort’ guided by Shri Hemchand, Dept. of Botany, DM College of Science and screening of Environmental films, directed by RK Robindro and Ashish Hamom.

James Mayengbam of Manipur Cycling Club, Dr. K Manibhushan, Head, Dept. of Environmental Science, DM College of Science and Meena Bhushan, a member of Bhaktivedanta Institute, Kolkata gave thought-provoking lectures on environment.

Young Green Awards were conferred upon the winners of the various competitions held in this youth summit of Manipur. 21 merit awards were awarded to the winning participants and two special mention awards were also conferred upon as well.

The event culminated with Khuraijam Jibankumar thanking everyone including sponsors, partners, students, parents, guardians, media among others. He also urged the youths to be more active in conserving environment and biodiversity of Manipur. He said, “Dear youngsters, be more active and sensitive about your environment and contribute your bit to conserve the same.”

The Youth Summit aimed to encourage students to make aware of the environmental issues of the state and create leadership qualities among the students. The Summit will be organised in all the districts in phase-wise every year. Next year, the summit will be held at Bishnupur, Manipur.

Starting its enviro awareness campaign, the NECEER held its Enviro Lecture Series in the DM College of Science and the Central Agricultural University in Manipur, as a pre-event of the Enviro Youth Summit of Manipur 2013 in association with the said reputed institutions. Dr. Narendra Singh, Scientist at Indian Institute of Tropical Meteorological, Pune, conducted a lecture on ‘Summer Monsoon and Global Warming’ to a packed conference room of students as well as teachers. The NECEER also held an environmental awareness campaign at the Cheirao Ching, Thangmeiband on the auspicious day of Cheiraoba.

The summit is first of its kind in Northeast India and is being organized to celebrate United Nation’s International decade of Biodiversity 2010-2020. NECEER, Imphal is one of the 14 official partners of UN’s International decade of Biodiversity 2010-2020 in India.

The Enviro Youth Summit of Manipur is supported by several organisations for its noble cause, the partners were Youth Street News as its online media partner, Epao.net as its media partner, the Sui Generis Inc, Loktak Development Authority, Babina Healthcare as sponsors, among others. Manipuri actress, Bala Hijam, was the brand Ambassador of the event.

Silent Tangkhul Naga village with about 60 households was attacked by a large number of well armed people from the neighbouring Meitei Saijang village at about 10.30 am of 3rd May, 2013 and 36 (thirty-six) houses were burnt down. Properties worth crores of rupees was reduced to cinders and hundreds of villagers were rendered homeless. The trauma and scars on the victims of seeing their homes burnt up before their very eyes will definitely last a lifetime. The nearest Police station, Lamlai P.S. , located just a few kms away was informed at 11 AM but the Police arrived at the spot at only 1.00 PM. Some of the attackers were armed with sophisticated weapons which were fired in the air and many of them were masked. Some of the Silent villagers were locked up from outside by the attackers before setting the house on fire. They escaped being burnt to death fortunately by breaking open the doors of the houses as the fire engulfed the houses. We condemn these dastardly acts of violence upon the villagers of Silent Village that has been carried out on communal lines.

The highly sensitive situation on account of the sharp social divide on communal lines in the present State of Manipur, which has even been publicly noted by the Prime Minister of India and of which the United Naga Council had repeatedly placed in the public domain is now being demonstrated in actual explosion in broad daylight. This highly communal episode has taken place because no intervention has been forthcoming as demanded by the situation. Many more such explosion and of more intensive and extensive magnitude will inevitably take place unless an alternative arrangement is provided for the Nagas and tribals outside the Government of Manipur.

We once again draw the attention of the Prime minister of India for urgent intervention to prevent outbreak of a total communal conflagration.

We also appeal to all the general public, church bodies and the civil society organisations to generously contribute in cash or in kind towards relief for the villagers of Silent village who had fallen victims of above communal violence.

The 3rd Anniversary of the martyrdom of (Lt) Mr. Neli Chakho & (Lt) Mr. Dikho Loshuo will be observed on the 6th May 2013 at Martyrs’ Park, Mao Gate at 11 AM. The two promising students were gunned down by the armed police force of the communal Government of Manipur(GoM) on the 6th of May, 2010 when the Naga public was carrying out a peaceful protest at Mao town on that fateful day against the GoM’s ban on the home visit of Mr. Th. Muivah, the Chief Naga Negotiator.

The programme is being organised by the Mao Council under the aegis of the United Naga Council. Dignitaries from the Naga Hoho, Naga Students’ Federation, Naga Mothers’ Association, Tribe Councils, Regional Councils and frontal organizations will be participating in the programme.

The ceremony will be held on Monday, May 13, 2013 at 10:00 AM at the Journalists Memorial Gallery at the Newseum, 555 Pennsylvania Avenue N.W., Washington DC, 20001.

A letter from Cathy Trost, Vice President, Exhibits and Programs of the Newseum inviting Thangjam Babu Singh (father of Dwijamani) and his family to the ceremony at Washington DC, was handed over to Thangjam Tulchand Singh (elder brother) on April 18, 2013. Mr. Tulchand accepted the letter with gratitude, and thanked the Newseum for the invitation. The letter was handed over to the family by representatives from KanglaOnline and the Imphal Free Press.

John Powell, Exhibits Writer at the Newseum, journalists from the Imphal Free Press, and members of the KanglaOnline team have been instrumental in communications between the Newseum and Dwijamani’s family.

Dwijamani (32), a resident of Thangmeiband Sinam Leikai was killed in the line of duty on December 23, 2012 near the foothills of Cheiraoching hill, Imphal, Manipur, India; while covering an arson incident which erupted as a fall out of the Livingstone / Momoko (actress) molestation incident. He was a reporter for Prime News and Doordarshan Kendra, Imphal.

Dwijamani was covering an incident of a mob burning a truck and bravely continued recording despite police firing towards him. He sustained a bullet wound on his chest and later succumbed to his injuries at RIMS hospital. He is survived by his wife and two children – a 2-year old son and a 1-year old daughter.

The Journalists Memorial, located in the Newseum, pays tribute to reporters, photographers and broadcasters who have died reporting the news. The names of 2,156 individuals (as of 2012) from around the world are etched on the glass panels of the soaring, two-story structure.

The names of 84 journalists who died covering the news in 2012 will be added to the memorial, along with six journalists killed in previous years who were recently brought to the Newseum’s attention. The 2012 death toll of 84 is the fourth highest number of journalists killed in a single year.

We are constrained to place again on record the inaction and the communal response of the Government of Manipur(GoM) to the continued captivity of Ms. Alice Kamei, a 14 year old tribal school girl in the hands of Revolutionary Peoples Front/Peoples Liberation Army(RPF/PLA) since 10th March, 2013.

In blatant collusion with the militant group, the GoM has gone to the extent of absolving itself of its responsibilities of securing the release and safety of the girl child custody by stating that Ms Alice had joined the RPF/PLA on her own volition. By doing so, the GoM has accepted the captivity of Ms. Alice by the militant group as a normal thing. Instead of upholding the Constitution, the GoM has heaped the responsibility upon the volition of the underaged girl. It is clear that the GoM does not function under the Constitution nor with any rule of law.

We reiterate that the Government of India(GoI) must intervene immediately and vindicate its position as the custodian of the Constitution. Should the GoI also fail to intervene with action, it will be responsible for any eventuality that may arise out of this situation. The United Naga Council will not remain a silent spectator and shall be compelled to take up its own course of action should the captivity of Ms Alice be allowed to continue.

We also appeal to the Zeliangrong Youth Front(AMN), the All Zeliangrong Students’ Union(AMN) and the Zeliangrong Students’ Union Manipur to review its decision on the indefinite bandh in view of the hardship faced by the general public and in anticipation of the intervention of the GoI in the matter.

The memorable musical show was organized under the theme of “The Beatles Mania” by the “Aspire.” The objective of this show was to stage a musical show sometime after just the summer to pay a rich “Tribute” to a legendary local singer “Methanielie,” said Oken Jeet Sandham, Editor of the NEPS, while opening the “Show.”

All the bands enthralled the crowd with the most memorable and never-ending numbers of “The Beatles” of the 60s. The famous songs of The Beatles – “Hey Jude”, “Imagine”, “Don’t let me down”, etc. were among others sung by the bands. In fact, the performances by the three bands were unique to each other, besides it had given an opportunity to revive and bring back memories of the eternal “songs” of the famed “The Beatles.”

With an endeavour to reach out to the local population, 30 Assam Rifles part of Headquarter 9 Sector Assam Rifles under the aegis of Headquarter IGAR (South) organized an interaction with Meira Paibis at Nilakuti COB of 30 AR on 22 April 2013. A total of 50 Meira Paibis from nearby villages of Maharabi, Awang Wabagai, North Nilakuti, Koirengai and Khongampat attended the same. There was an active discussion between the two sides on IED Awareness, General Hygiene, Control of Drug menace as well as other Social issues raised by Meira Paibis and assistance through MCA in terms of Solar Lights.

2. Meira Paibis appreciated the efforts of 30 AR and quoted that 30 AR has indeed been a “Messenger of Peace, Tranquility and Development” for the area and the people of surrounding villages. They thanked the Nilakuti COB for organising such an event where in they have been given an opportunity to come under one roof to coordinate and discuss the issues mentioned above and the measures can be taken to overcome these issues. 30 Assam Rifles thanked them for coming forward and assisting in the effort strengthening the bond between the Security Forces and the Meira Paibis.

The second leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Hunphunl(Ukhrul) district in association with the Tangkhul Naga Long(TNL) and the respective Longphangs(Zonal Organisations) of the region from the 16h to 19th April, 2013. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village elders and public leaders of the areas visited and the common refrain was the loss of hope for a future with dignity on all fronts under the communal Government of Manipur.

The tour programme concluded with a joint meeting under the aegis of the Tangkhul Naga Long at the Long(TNL) Hall, which was participated by the Tangkhul Katamnao Saklong, Tangkhul Mayar Ngala Long and the Chairmen and Chairmen/officials of the Longphangs, Members of the Senior Citizens Forum, former Presidents of the TNL, Church leaders and social leaders. The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion. The highpoint of the joint meeting was the reaffirmation of the fullest support for the political aspiration of the Naga people.

The entire tour programme was hosted by the Tangkhul Naga Long.

HIS EXCELLENCY, PRESIDENT OF THE REPUBLIC OF INDIA.
DATED IMPHAL, APRIL 15, 2013

Subject: DEMAND FOR ALTERNATIVE ARRANGEMENT OUTSIDE THE GOVERNMENT OF MANIPUR.
Your Excellency,
While warmly welcoming your august visit to the State, the United Naga Council (UNC) wish to avail of this opportunity to make the following submission for your serious consideration.

We are much concern that even after fifteen long years of cease-fire and negotiation, amidst assurance of an early solution, an honourable settlement of the Indo-Naga issue has not taken place till date. We urge your exalted office for expeditious settlement of the Indo-Naga issue.

It may also kindly be noted that the Nagas in Manipur, under the aegis of the UNC had submitted a memorandum on the captioned demand to the Government of India through the Hon’ble Union Home Minister on the 14th of September, 2010 at Delhi. Acting on the said memorandum, the Hon’ble Home Minister had initiated the democratic process of dialogue through the tripartite talk of the GoI, the Government of Manipur(GoM) and the UNC and there has already been 5 rounds of talks. Apart from being subjected to the convenience of the GoM, the tripartite talks have been limited to the technicality of centre and state relationship/jurisdiction and on the development initiatives of the Government of Manipur for the tribals areas in the State of Manipur. The issue is not about development deficit or bringing improvement in the existing system. Our considered view is that development will not and cannot happen in the tribal areas unless an alternative arrangement outside the existing system of the GoM is put in place. The core issue of the demand for alternative arrangement for the Nagas in Manipur outside the Government of Manipur pending settlement of the Indo-Naga issue is not being addressed in the dialogue process.

The above position of demand is premised on the sharp social divide on communal lines in the present state of Manipur, which the Hon’ble Prime Minister of India had noted with concern in the 40th conference of DGPs on 26th August, 2010. This social divide is not a recent development but was inherent in the construction of the present state of Manipur and even prior to the merger of Manipur to the Indian Union. It was vitiated by decades of suppression, subjugation and hegemonic domination of the Nagas and tribals by the communal Government of Manipur. The impossible conditions in which Nagas and tribals exist under the Communal Government of Manipur, unable to live with dignity and honour and have their land, traditional institutions, culture and way of life protected is the core issue. Through use of state forces and sanctions obtained with brute majority the rights of the Nagas and the tribals in Manipur are being surely and irredeemably taken away.

Our genuine demands for an alternative political and administrative arrangement is being objected and subjected to the interest of the communal Government of Manipur, which is informed and determined by the brute majority of 40 representatives from the Imphal valley in a total house of 60.
It is our contention that if the GoI is serious and sincere in ensuring that the Nagas and tribals in Manipur should live with respect for their dignity, their rights to their land, traditional institutions, culture and way of life and not as second class citizens, it is imperative for the GoI to intervene with an alternative arrangement. Should the GoI plead helplessness citing the technicality of centre state relationship, then it condemns the Nagas and the tribals to continued deprivation and suppression and GoI becomes the knowing and willing abettor of the injustices to which we have been subjected to.

We enclose hereto copies of 3(three) documents, 2 of which are Press Statements and the third one a memorandum submitted to the Rajya Sabha Secretariat by the UNC as references on the Naga and tribal situation in the State of Manipur.

In the prevailing situation, we also draw your kind attention to the grave potential for communal confrontations and violence which could flare up at the slightest provocations, intentional or perceived as such by any community.

We, therefore solicit your personal initiative for the Union Government’s intervention with an alternative arrangement for the Nagas in Manipur at the earliest.

The public meeting on the Manipur Land Reforms and Land Revenue Act (MLR & LR Act) at Imphal on the 22nd October, 2011 totally ignored the historical fact concerning the Nagas and tribals in Manipur. The Nagas and the tribals in the present state of Manipur were independent of the Manipur Maharaja. A dual system of administration for the Hills and the Valley came into existence after the British annexed the Meitei kingdom of Manipur in 1891. This system continued even after 1949 when the Meitei kingdom was merged with the Indian Union along with the hill areas, without the knowledge and consent of the Nagas and other tribal people. The indisputable separateness between the Nagas/tribals in Manipur and the people from Manipur Valley was recognized even then. Article 371Cof the Indian Constitution also provides for protection of the rights and interest for the tribals in Manipur.
The separate Manipur Land Reforms and Land Revenue Act (MLR & LR Act) was passed by the Indian Parliament in 1960 and was made applicable only to the valley area of Manipur. This is a logical extension of the historical position of the Hills vis-a-vis the Plains and protects the tribals from land alienation.
The discussion at Imphal smacks of utter disrespect for the Tribals and their separate identity and is symbolises the arrogance and domineering attitude of the majority Meitei community. The discussion recorded that the hill people do not hold any document of land holding and that the Chief/Khullakpas can simply claim ownership over hill ranges of their localities. Subtle and condescending arguments are all being presented towards legitimizing the usurpation of the land of the tribals. The discourse in greater Imphal is about land grabbing, about upgradation/creation of new revenue districts, about intrusion into the land of the tribals.
As already brought out into the public domain, every Naga village and tribe have their own distinct territorial boundary and jurisdiction. The tribals have their own way of life. To them the land and the people cannot be parted as their culture, tradition and identity are interwoven with the land.
The meeting which was telecast on the local channel saw the UCM president suggesting bloodshed and one Ranendrajit mention the possibility of a civil war in Manipur if the MLR&LR Act is not extended to the hills. The threat is clearly directed to the tribals in absentia. This is a wake up call for the tribals in Manipur. It is being put on record that the concern individuals and their organizations would be held solely responsible for any untoward incident arising out of their instigation and threats.

Readjustment of Representations of Scheduled Castes and Scheduled Tribes in Parliamentary and Assembly Constituencies Bill, 2013 – Memorandum thereof

The United Naga Council is the apex tribe based organisation of the Nagas in Manipur with 16 constituent tribes. We are currently engaged in a tripartite talk with the Government of India and the Government of Manipur on our demand for an alternative arrangement outside the communal government of Manipur.

On behalf of our constituents we are making the following submission for the consideration of the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice on the captioned matter.

The tribal areas in Manipur consisting of 5 districts viz. Senapati, Tamenglong, Churachandpur, Chandel and Ukhrul is 20,089 sq km constituting 90% of the state’s total of 22,327 sq. Km. As per the 2001 census, tribal population was 9,83,074 making up for 41% of the state’s total of 23,88,634. The tribals have only 20 representatives in the house of 60. Each tribal MLAs represents a population of 49,154 and about 1004.5 sq km on an average. On the other hand, Imphal valley consisting of the remaining 4 districts viz. Imphal East, Imphal West, Thoubal and Bishnupur has an area of just 2,238 sq km i.e. 10% of the state’s total area and has a population of 14,05,560, i.e. 59% of the State’s total. The 4 Imphal valley district has 40 MLAs who represents just 35,139 population and 55.9 sq km area on an average.

Based on the population figure of Census 2001, the number of 40 MLAs which represented the 4 valley districts had to be sliced down to 35 MLAs. Whereas, the hill areas represented by only 20 MLAs were to gain 5 Assembly constituencies as per the guidelines for the Delimitation of Assembly and Parliamentary Constituencies. This possibility was a threat to the existing Meitei-tribal equation and so the communal Government of Manipur vide its cabinet decision of 18.9.2003 decided to go for re-census in some sub-divisions of the hill districts. This decision was taken even though the Statistical Handbook of Manipur 2002 published by the State Government had incorporated the same accepted figures and the Manipur State Assembly election held in February 2002 was held based on the population figure of 2001 Census report. The State Cabinet of the communal Government of Manipur and all Imphal valley based Political Parties in the State moved for maintaining status quo of the existing Assembly constituencies in the state.

The State Government without any authority arbitrarily revised the Census 2001 pursuant to the Cabinet decision of 18.9.2003 and deleted 2, 21, 848 citizens, who were overwhelmingly from the tribal population from the census by reducing the total population of the Manipur from 23,38,634 as per census 2001 to 21,66,788. This was done to ensure that tribal representation in the state assembly is not duly increased.

In view of the above, it is our submission that the readjustment of Representations of and Scheduled Tribes in Parliamentary and Assembly Constituencies should not be based on the arbitrary revised census population figure engineered by the Communal Government of Manipur but on the actual population census that was carried out for 2001 as per schedule.

As scheduled tribes under the Union of India, our constitutional rights to be represented in proportion to the total population of the state and to be counted as citizens of the Union must be recognised and respected while carrying out the readjustment of representation. Unconstitutional and arbitrary decision in this very fundamental issue will only result in loss of faith in the Union of India in safeguarding the constitutional rights of the tribals.

PRESS STATEMENT
Dated Tahamzam, 13th April, 2013

Ms. Alice Kamei of Chingphu Zeliangrong village, a Class –IX student of Grace Reach Academy, Hiyanglam, Thoubal District, Manipur has been in the custody of the Revolutionary Peoples Front/Peoples Liberation Army(RPF/PLA) since 10th March, 2013. Ms. Alice is only 14 years old and should be in school under the guardianship of her parents. Naga Organisations have registered their protest in peaceful and democratic manner both in the media and in public places, demanding the safe release of Ms. Alice Kamei. Her continued captivity for more than one month by the RPF/PLA is against both natural law and established international norms. It is an utter disrespect for the institutions of family and an assault on the innocence of childhood.

Compare this with the flare up in Imphal valley in the wake of the reported incident of the manhandling of Ms. Momoko by a cadre of the NSCN(IM) at Chandel on 18 December, 2012, where the Nagas and tribals were targeted in well orchestrated moves. Within this episode, 13 students from Risophung village under Senapati District were waylaid by cadres of Kangleipak Communist Party at Napetpali on 24th December, 2012 and physically assaulted and a sixteen year old girl in the group was molested and rape attempted upon her. Not to be outdone by the KCP, 2 villagers of Kongkan village, under Kamjong Sub-division, Ukhrul District, who were returning to their village after a hunting trip were gunned down on 28th December, 2012 intentionally by the United National Liberation Front, another valley based militant group in front of a witness who survived the ordeal. The Cabinet of the communal State Government of Manipur had 3 meetings on the Momoko issue which resulted in a big delegation of valley based political parties to Delhi.

The level and sense of the offence perceived and taken in the Alice Kamei and Momoko episode are markedly communal in difference. The communal response of the State Government and the non state forces in the Imphal valley have offered further vindications for the demand of the Nagas in Manipur for an alternative arrangement outside the Government of Manipur, pending settlement of the Indo-Naga issue.

The blatant communal omissions and commissions of the Manipur State Government and the non-state valley forces in collusion on all fronts is steering away the situation from the peaceful parting of ways. The Government of India must intervene immediately with an alternative arrangement for it cannot abdicate its responsibility as the custodian of the Constitution. Nagas and tribals must be in continued preparedness. Our homes and families and our land must be defended at all cost. Ms. Alice Kamei must be safely released to her parents and her people without any delay.

It may be termed as beginning of a new era where educated youths and professionals of Manipur living across the globe are coming together through intellectual networking and adopting volunterism & transperancy as tool to execute such development work. The examination centre is open by Manipuri Muslim Online Forum (MMOF) from this year. Rahmani-30 selects every year Muslim Students (Boys) on the basis of written test and interview/viva and imparts education and training free of cost so that Muslim students may be able to complete in this high educative society.

Rahmani-2013(1)All together 124 students appeared the test conducted at Lilong Hr. Sec. Madrassa out of 145 application form submitted. The absence of some students were mainly from Yairipok region and due to local bandh imposed on death of a youth from Phoudel area. This successful batch will be prepared for the 2015 IIT-JEE program. The decision was taken in meeting with Bihar DGP Abhayanand, academic mentor of Rahmani-30 with the center and chairman Maulana Wali Rahmani in presence of other faculty members of the coaching institute.

The forum members expressed their happiness on sucessful completion of the examination. Many of the volunteers especially came to Manipur from other parts of the country to execute the task which is unique in nature. The examination result will be announced through website as stated by member of the forum. The forum members requested every single citizen of Manipur to come forward and extend help and co-operation when such need arises.

New Delhi, 15 April 2013: Over 100 organisations all over the world came together for the Global Day of Action on Military Spending. This coordinated global effort constitutes a civil society movement for change.

Control Arms Foundation of India & Manipur Women Gun Survivors Network Organised an awareness programme to join the “Global Day of Action on Military Spending: Cut Military Spending, Fund Human Need” 15 April 2013 , The venue of the event are Raj Ghat, India Gate and Dilli Hatt, New Delhi. On this day, people of India join the world demanding that their governments reduce military spending and devote those precious resources to pressing human needs. They sent a message that $1.5 trillion is too much.. Developing nations like India continue to be the primary importers of arms. Between 2000 and 2007 India ranked world’s second largest arms importer accounting for 7.5 percent of all major weapons transfers. Now in 2013, India has now emerged as the largest arms importer in the world, overtaking China. India accounted for 9% of all international arms imports between 2006-2013, making it the world`s largest weapons importer.

The Awarness programme was started from Raj Ghat and ended at Dilli Haat; during the event more than 200 fliers were distributed to the general public and explain about the millitary expenditure. Later we have submitted a memorandum to Prime Minister of India and Union Defence Minister. We call upon government of India and South Asia to:

1. To cut military expenditure and the saved fund to be deployed towards combating and providing social security.

2. Call upon governments in South Asia to support the Mine Ban Treaty and the Convention on Cluster Munitions.

3. Take the lead in international humanitarian disarmament which was the pillar of India’s Foreign Policy in 1950s and 1960s

The most important social aspect is human security which is often threatened by the insecurity caused by poverty. When people are dying of poverty, can security and arms provide them with a basic square meal? In a country where poverty is rampant and where there is great deal to be done in the fields of health and education, we cannot be spending so much on defence. Our battle is against starvation and deprivation, which cannot be fought with guns and missiles.

Condolence on suicide of Chongtham Kripa

A Manipur student has allegedly committed suicide in his hostel room at Hindu College, University of Delhi today at around 3:00 am today. A team of MSAD executives and advisors rushed to Hindu College Hostel to investigate on it. And below is the brief report on the said incident.

The person was Chongtham Kripa, from Kakching, a first year Music Honours student of Hindu College, University of Delhi. He has been under depression for about a month, his father said, and has been under medical consultancy. That night, as many hostellers from Manipur said, his roommate and most others was out throughout the night being weekend. When his roommate returned to their room, it is said that he wasn’t responding even after several knocks and calls. When peeped through the window, he was found lying dead with wires around his neck. His roommate, along with some of his friend, then, break the door which thereafter informed the hostel authority. Sources said that he tightened his neck with a mobile charger using a hammer and died due to suffocation. The investigation report of Delhi Police, according to a Manipuri hosteller, said that it was a suicide and a suicide note has been recovered. The family of the boy has already accepted that the incident was a suicide and the body was transferred from Hindu Rao hospital to AIIMS. They had planned to take the body to home at 11:15am flight tomorrow.

MSAD express a deep condolence over the death of a fellow Manipuri student pursuing graduation in Hindu College, University of Delhi. May his soul rest in peace. We also convey our heartfelt condolence to the family who has suffered such a invaluable loss. Depression in one or other has been a problem to many Manipuri students in Delhi. MSAD, therefore, appeals the students pursuing higher education in Delhi to live a cheerful life free from depression, share their joys and sorrows with family or near and dear ones and help each other in one’s needs.
