An environmental awareness programme was organized by North East Centre for Environmental Education and Research (NECEER), Imphal in association with For a Better Manipur (FBM) and Youth Street News (YSN) at Cheirao Ching, Thangmeiband on 11th April2013, the Manipuri New Year Day, Cheiraoba. The programme was organized to create awareness among the public about the need of conserving Langol Hill Range and Lamphelpat. Pamphlets were distributed and posters were displayed during the event. Khuraijam Jibankumar, founder of NECEER, Imphal interacted with the public and made the public alert about the consequences that will be resulted from the degradation of Langol Hill Range and Lamphelpat. Environmental Awareness Programme appeal to the public not to cut trees instead plant more trees in the hill range and not to throw plastic waste inside the reserve forest. During the awareness programme, NECEER, Imphal promoted 2nd Enviro Youth Summit of Manipur which is going to be held at Lamyanba Shanglen on 26th and 27th April 2013 and urged the youths to participate it. The youth summit aimed to encourage students to make aware of the environmental issues of the state and create leadership qualities among the students. As part of the summit, painting competition (Std. I-VI), symposium (VII-XII), short story writing contest (BA & BSc students), nature walk at Kangla Fort and screening of environmental films will be organized. Actress
Bala is the brand ambassador of the summit.

As you would be aware NEFIS (North-East Forum for International Solidarity) had been running a resolute campaign against the nefarious design of Delhi University to make Hindi/MILs compulsory from next academic year onward. Such a step would have created extreme hardships for the students of the North-East in pursuing education at Delhi University and would have resulted in their further marginalization in the job market. To stop this measure from being implemented NEFIS organized a sustained campaign in which students from all the numerous communities of the North-East participated. As many as three protest demonstrations were organized by NEFIS at Delhi University and the fourth protest demonstrations was held at the ministry of Human Resource Development (GOI). Through our campaign we were able to create a great deal of pressure on the Delhi University and the government of India. We are glad to inform you that owing to our hard struggle the University administration was finally forced to bow to our demands and withdraw the clause of compulsory language course. Today the University administration informed NEFIS that all our demands had been accepted. NEFIS thanks its supporters, cadres and the media for making this campaign successful and resolves that it would keep serving as a platform to safeguard the interests of all the people of the North-East against racism, chauvinism and other forms of oppression, cutting across community lines.

The first leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Chamdil(Chandel) district in association with the Chandel Naga Peoples’ Organisation and the 7 constituent tribes councils of the region from the 5th to 7th April, 2013. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village chiefs and social leaders across the district and the common refrain was the loss of hope for a future with dignity on all fronts under the communal Government of Manipur.

The touring team also discussed issues on the proposed Chakpi River Multi Purpose project with members of the Committee Against the construction of Chakpi Dam. The anti-people development aggression of the Government of Manipur which would uproot thousands of indigenous tribals from their own lands was the shared concern and such incursion without the free, prior and informed consent of the people should be resisted with all possible means.

 

The tour programme concluded with a joint meeting with frontal organisations including the Naga Women’s Union Chandel, Nagas Student’s Union Chandel, the Tribe Councils, the Chandel Naga People’s Organisation and several social leaders The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.

The abduction of Mr. H. Khangba, President of the Thangal Naga Union by an armed group was strongly condemned in the joint meeting. The meeting took strong exception to the irreverence for the respected office of a tribe social organisation and urged all peace loving people to condemn the act so that such abominable deeds do not occur in the future.

 

The entire tour programme was hosted by the Lamkang Naga Union.

North-East Students’ Protest Reaches the Gates of HRD Ministry.

Students’ Seek Intervention from HRD Ministry Against Imposition of Hindi Language Course by DU

 

Today a large number of students from different communities of the North-East and concerned individuals gheraoed the HRD ministry. This protest was organized by NEFIS (North-East Forum for International Solidarity) along with a number of other progressive organizations and individuals. We also submitted a memorandum (a copy of which is attached herewith) to the ministry of HRD Ministry, stating our concerns and demanding its immediate intervention to stop imposition of a compulsory Hindi language/Modern Indian Language (MIL) course by Delhi University (DU). This protest at the HRD Ministry has been preceded by three protests by north-east students at the University level. A delegation of 5 students met with Senior Secretary of Higher Education in the HRD Ministry, who received the memorandum saying that he had already been instructed by the HRD Minister to look into the issue “positively”.

In the coming academic year Delhi University administration is going to introduce a new syllabus according to which it would become compulsory for students of all courses to do a foundational course during the first year of their graduation. In this foundation course they would be required to opt for a language which would either be Hindi or one of the Modern Indian languages (MILs). It is our opinion that the compulsory imposition of Hindi and other MILs would cause immense hardships for the students who belong to communities that speak neither Hindi nor one of the MILs. There would be problems even for the communities that speak MILs like Manipuri, Assamese, etc. because the infrastructure and faculty strength for teaching these languages is inadequate to be able to cover the whole of university.

This imposition of a compulsory language course amounts to nothing less than cultural chauvinism on part of the University administration directed against the communities from the North-East. This is because most of the North-East students are not adept in any of the languages of the mainland India. The new DU syllabus, if it is allowed to come into force, would put the students of the North-East under serious disadvantage vis-à-vis students of rest of the country. This gross neglect of the special needs of the students of the North-East is not a new thing. It is our observation that in the framing of university polices the interests of the students from the North-East is always neglected. It is for this reason that we made this fresh instance of bias an occasion for us to rise above community lines and put forward a united protest to safeguard our common interests.

The protesting students and youth have resolved that if nothing positive comes out of its meeting with HRD officials, then it will spread its struggle to the different capital cities in the North-East states, and intensify the campaign amongst DU colleges.

Agitating North-East students turn violent due to callous approach of DU authorities.

The protesters block Ramjas Chowk and break the gate of Proctor’s Office during the agitation against imposition of compulsory language.

The North-East Forum for International Solidarity (NEFIS) has been running a campaign to oppose the imposition of Hindi/MILs (Modern Indian Languages) on the students of ‘north-east’ from the next academic session. The compulsory language course is part of the foundational course of the four year undergraduate program. NEFIS along with individuals and other organizations like MASAD has already held two protests, the first on 22nd March when a memorandum was submitted, and the second on 25th of March when we again approached the Delhi University (DU) authorities to seek a response from them. Since no response was forthcoming, today NEFIS again organized a massive demonstration in the University which blocked Ramjas Chowk and then also broke the barricade outside Dean/Proctor Office. This being an issue that concerns all the students from the North-East and from other marginalized communities of our country; NEFIS took the initiative to organize a joint protest of students from all these different communities, especially those from the North-East.

We gathered at 2:00pm at the Vivekanand Statue, Faculty of Arts, Delhi University and held a public meeting. Speakers from various different communities of the North-East spoke to the gathering and condemned the chauvinist tendency of the University administration. This was followed by sloganeering and a procession which was taken out throughout the campus. The procession of enraged students blocked the Ramjas Chowk for nearly half an hour before proceeding towards the Proctor’s Office. On reaching the main gate of the Dean Students’ Welfare/Proctor’s Office, the students found that it had been barricaded by the University’s private security and the local police. Even after hours of sloganeering nobody from the administration came to talk to us. This cavalier attitude displayed by the administration enraged the crowd which then broke the gate and rushed to the Dean’s office. Rather than understanding the anxiety of the students, the authorities instructed their private security to manhandle the students, including women students. Some men students were even boxed by the security guards. Shockingly, sexist abuses were hurled at the students as they approached the Proctor Office after crossing the barricade.

The enraged students went onto burn a copy of the proposed syllabus that is going to be introduced in the next academic session. This was followed by a public meeting in which it was collectively decided that we would stage our next protest at the HRD ministry; the date for which would be decided in the next meeting.

Today NEFIS (North-East Forum for International Solidarity) organized a massive demonstration consisting of around 200 people to protest against the imposition of Hindi/Modern Indian languages upon the students of the North-East, to most of whom these languages are alien. This being an issue that concerns all the students from the North-East and other marginalized communities of our country NEFIS took the initiative to organize a joint protest of students from all the communities across the North-East. We gathered at 2pm at the Vivekanand Statue, Faculty of Arts, Delhi University and held a public meeting. Speakers from various different communities of the North-East spoke to the gathering and condemned the chauvinist tendency of the University administration. This was followed by the raising of slogans and a procession was taken out up to the front gate of Arts Faculty where it was stopped by a bus load of policemen. The dean and the proctor came and tried to disrupt the meeting. At this a scuffle broke out during the course of which the deputy dean passed a racist remark which enraged all present. The gathering then refused to submit a memorandum and send a delegation to the university administration until they apologized for the racist remark. After two hours of active sloganeering the deputy dean finally came and apologized to us. After this we sent a ten member delegation consisting of representative of many communities of the North-East including Assamese, Nagas, Meities, Kukis, Tangkhuls, Aos etc and even a Tamil delegate. The administration gave assurance to the delegates that they would look into the matter and asked them to come again on Monday. Subsequently the forum decided to give a call for protest on Monday again and continue the struggle till our demands are accepted. We finished our meeting with slogans like ‘People United Shall Always be Victorious.’

Manipur Students’ Association Delhi organised an interaction cum book release programme with social activist Arambam(o) Robita Devi on 24th March 2013 at Arts Faculty, Delhi University. Arambam(o) Robita devi is an activist who mainly fights the various crimes committed against women. She is the chief editor of the  monthly journal titled “Nupigee Punsi” publicated by Young Women Health Organisation (YWHO) which mainly consists of different cases of domestic violence, rapes, atrocities and other different crimes against women. Students from different universities in Delhi, activists took part in the programme and discuss about the root cause of such atrocities against women in the patriarchal society of Manipur and how to combat the crimes and bring a possible solution. The April 2013 issue of the author’s journal “Nupigee Punsi” was released along with the advisors and executives of MSAD. MSAD also stands firmly to fight the crimes against women and provide support to the initiative taken by the activist for the interest of women and their position in the society.

Struggle for Justice during the Last Rites & Immersion of Richard’s death ceremony: Justice for Loitam Richard

Ashes of the Loitam Richard, a student who went to Bangalore to pursue his dream career in architecture at Archarya NRV School of Architecture will be immersed on Monday at Nabadwip in West Bengal by his family to pray for his peaceful soul and speedy justice.

Ashes of the young boy were brought to West Bengal by the family on Sunday for performing the last rites and immersion of ashes according to the family traditions.

Family, friends, relatives and well-wishers pray that the departed soul rest in peace and will bid adieu to the young boy with teary eyes. The loving mother and father continue hope and pray for justice.

Loitam Richard was possibly a victim of an unfortunate and hate targeted violence. Police investigation have stated the possibility of a confrontation in which Richard was severely assaulted leading to the deceased succumbing to his injuries on the night of 17th April, 2012. There are also strong evidences to suggest that the deceased suffered multiple assaults on the head and face. Photographic images of the deceased Richard shows massive swelling and bleeding around the head, which have been substantiated by the preliminary post-mortem report that indicated serious bleeding in the brain.

There are statements from hostel inmates who reside in the same building with Richard Loitam that the later did not retaliate during the assault but actually was pleading for the assault to end. They however admitted that they did not notice or suspect Richard Loitam to have sustained any serious injuries until the next day when he was found dead lying in a pool of blood in his bed.

Following the death and subsequent crime scene investigation conducted by the police, a case was finally registered, after sustained protests from his parents and widespread protests across the country, under PSCR No.229-12 US 323, 302 RW 34 IPC. However, despite the reports and a case being registered, people are appalled and shocked with the conduct of Archarya NRV School of Architecture and also the report given by some sections of the media who apparently attempted to defame and cover up the crime by linking Richard’s death to drug abuse, and an injury sustained during a road traffic accident a few days before the incident. And questions continue to be asked whether the crime investigation and reporting has been affected by Richard’s ethnicity?

Despite protest and demand for justice across the country and even after approaching the Prime Minister and Home Ministry, justice continue to be denied. A year has passed but the ineffective system continues to deny justice.

Richard’s family in their endless attempt and struggle for justice have taken the case to the Supreme Court of India and the family, friends, relatives and well-wishers are waiting for weeks and months for the court hearing dates and hoping that someday the truths will be known and justice done. People are praying for the departed soul and believe that justice will bring peace to the departed soul…

United Naga Council Manipur – Acknowledgement for Lui-Ngai-Ni

The Organising Committee, Lui-Ngai-Ni, 2013 conducted its final meeting  in the presence of the President, United Naga Council(UNC) and his colleagues at Ningthoupham, Senapati on the 10th of March 2013. All records pertaining to the celebration of Lui-Ngai-Ni 2013 were handed over to the custody of the UNC during the meeting which also discussed on possible innovations in organizing of the festival in the next year.

The meeting acknowledged and recorded the solidarity and generous support extended by individuals of the Naga public, business houses and well wishers towards the organizing of Naga Seed Sowing festival at Chamdil(Chandel) on the 16th of February, 2013. Although Lui-Ngai-Ni has been listed as one of the Tourist Festivals of India, this year, as also in the year 2011, it was organised without any involvement of the Government of Manipur on account of the severance of ties with the Government of Manipur as per the declaration of the Naga People’s Convention of 1st July, 2010. The celebration of the Naga Seed Sowing Festival 2013 was thus funded solely with contributions  from individual members of the Naga public, business houses and well wishers.

It was possible to stage the festival of festivals of the Nagas in Manipur with such grandeur because of the tireless efforts of the host, the Chandel Naga People’ Organisation, the cooperation and enthusiasm of the constituents tribes and  general Naga public and the unreserved support from Naga leaders, entrepreneurs and business houses who contributed generously in cash and kind towards the celebration.

Through the media,  the Organizing Committee, Lui-Ngai-Ni, 2013 closing up its office, extends  its heartfelt gratitude, in conjunction with the United Naga Council, to all those who have contributed in various ways to the meaningful and successful celebration of Lui-Ngai-Ni, 2013.

14 Feb 2013 Imphal, Manipur: 1 Billion Rising campaign states, “One in three women on the planet will be raped or beaten in her lifetime”. In India, according to National Crime Record Bureau in 2011, 14.7% rape cases are registered in cities while 85% rape cases are registered in rural India total of 2, 28,650 women faced violence and abuse during 2007-2011.In Northeast India, a total of 13,308 incidence of crime against women had been reported according to the National Crime Records Bureau 2011 with 11503 cases in Assam, 269 cases in Meghalaya, 1358 cases in Tripura, 167 cases in Mizoram, 247 cases in Manipur, 38 cases in Nagaland, 171 cases in Arunachal Pradesh and 55 cases reported in Sikkim. Not only in their states, Northeast Indian women are also prone and are vulnerable in metropolitan cities like Delhi, Mumbai, Bangalore etc.

Manipur Women Rises to End Violence Against Women and Girls in State

Over 20,000 people have been killed in the last five decades due to ongoing conflict in Manipur. Today more than 30 armed groups operate in Manipur – ranging from small outfits to organizations with several thousand members. Besides them, dozens of battalions of the Indian Army and several units of Indian paramilitary forces are stationed throughout Manipur. Manipur is one of the most conflict-ridden states in India. Women and children of Manipur suffer most in this conflict. Every year 300 widows are born in the state as a result of arm violence.

In Manipur, violence against women is increasing. There were 269 cases of violence against women during the period between January and October of 2012 as per record published by local newspapers. The above cases include 21 rape cases, two rape and murder cases, 16 suicide cases, 7 molestation cases, 4 kidnapping cases, 56 missing cases and 78 trafficking cases. There has been a steep rise in crime against women in Manipur despite the emergence of a large number of women’s vigil groups and civil bodies and higher recruitment in the police department. There are various forms of violence against women. Violence at home – it can be physical abuse, it can verbal abuse. Then, there is violence in public places such as buses, trains where women are sexually harassed. Then we have a third form of violence where there is conflict, where there is structured conflict going on since decades. Women in Manipur face all the three types of violence. Manipur has the second highest rate in domestic violence in the country.

Gender analysts here said, delayed delivery of justice; poor economic condition and imposition of the controversial Armed Forces (Special Powers) Act (AFSPA) are some of the factors fuelling crime against women in the state. They said lack of human rights and gender equality education in police training and non-implementation of gender issues in education are adding to the problem.

Women of Northeast India are joining the One Billion Rising Global Campaign in solidarity to stop any form of violence against women. The One Billion Rising Campaign is a global campaign by women for women. The campaign calls for an end to violence, and for justice and gender equality. On February 14, 2013, a one-day event will be held, a call for one billion women around the world to walk away from their homes, businesses, and jobs, and join together to dance in a show of collective strength. The word “billion” refers to the one billion women who are survivors of abuse. As of September 20, 2012, people from 160 countries have signed up to take part in the campaign. The campaign was initiated by playwright and activist Eve Ensler. The campaign was in part inspired by the Todd Akin ‘legitimate rape’ and pregnancy comment controversy. Ensler, shocked at Akin’s statement, wrote an open letter in response. Around 5,000 organizations have joined the campaign, which has also been aided or endorsed by religious ministers, movement builders, actors Rosario Dawson, Robert Redford, and Stella Creasy, British Labour Co-operative politician.

Manipur Women Gun Survivors Network and Northeast India Women Initiative for Peace will be organising a meeting on the theme “Strategizing to End Violence against Women in Manipur” on 14 Feb 2013, 10 am to 12 pm at the Classic Hotel, Imphal, Manipur. The event was organized to support and join the One Billion Rising Global Campaign in solidarity as we feel that, gender equality is, first and foremost, a human right, women are entitled to live in dignity and in freedom from want and from fear. Empowering women is also an indispensable tool for advancing development and reducing poverty. The conference will find ways to address the issue and to ensure for immediate steps from concerned authorities to stop violence against women.

ONE BILLION WOMEN DANCING IS A REVOLUTION.

One Billion Rising is a global campaign by women, for women. The movement calls for an end to violence and for justice and gender equality. On February 14, 2013, a one-day event will be held, a call for one billion women around the world to walk away from their homes, businesses, and jobs, and join together to dance in a show of collective strength. The event will be held on the 15th anniversary of the V-Day movement. The word “billion” refers to the one billion women who are survivors of abuse.

The campaign was initiated by playwright and activist Eve Ensler (known for her play The Vagina Monologues), and her organization V-Day. V-Day is a global activist movement to end violence against women and girls. V-Day is a catalyst that promotes creative events to increase awareness, raise money, and revitalize the spirit of existing anti-violence organizations. V-Day generates broader attention for the fight to stop violence against women and girls, including rape, battery, incest, female genital mutilation (FGM) and sex slavery.

According to Eve Ensler, “One Billion Rising is an appreciation, amplification and an escalation. When One Billion bodies rise and dance on 14 February 2013, we will join in solidarity, purpose and energy and shake the world into a new consciousness. Dancing insists we take up space. It has no set direction but we go there together. It’s dangerous, joyous, sexual, holy and disruptive. It breaks the rules. It can happen anywhere at any time with anyone and everyone. It’s free. No corporation can control it. It joins us and pushes us to go further. It’s contagious and it spreads quickly. It’s of the body. It’s transcendent.”

On V-Day’s 15th Anniversary, 14 February 2013, ONE BILLION women are inviting and those who love them to WALK OUT, DANCE, RISE UP, and DEMAND an end to this violence. ONE BILLION RISING will move the earth, activating women and men across every country. V-Day wants the world to see our collective strength, our numbers and our solidarity across borders. Activists, writers, thinkers, celebrities and women and men across the world will STRIKE, DANCE, and RISE, coming together to express their outrage, and demand an end to violence against women and girls.

In Northeast India, a total of 13,308 incidence of crime against women had been reported according to the National Crime Records Bureau 2011 with 11503 cases in Assam, 269 cases in Meghalaya, 1358 cases in Tripura, 167 cases in Mizoram, 247 cases in Manipur, 38 cases in Nagaland, 171 cases in Arunachal Pradesh and 55 cases reported in Sikkim.

A union of social organizations namely WAD, UNMM, NEDF, NLF, SASO, LCF, WEJ, RLP, IRDC, Watch Group, COWF, SSG, CNPW, ATWO, MBSCM etc. who works for the cause of women and its empowerment will also extend solidarity by joining the One Billion Rising movement, organizing various events and entertainments on the February 14th 2013 from 1.00 pm to 5.00 pm at Hafta Kangeibung (Palace Compound). It is a call to one and all and everyone dear and near to join and participate the One Billion Rising Movement organized by various social organizations collectively and demand to end violence against women in our society. This rising is of course and indeed a revolution for reformation. Joining and be a part of such worldwide revolution like One Billion Rising will boost the enthusiasm of finding some sorts of solution to mainstreaming the gender sensitivity and end the violence against women and girls in Manipur.

What does ONE BILLION look like? On 14 February 2013, it will look like a REVOLUTION.

On Sunday, 10th Feb, 2013, members of MMAB gathered to commemorate the 284th anniversary of Puya Mei Thaba. It was more of an academic session. The objective of the gathering was to debate, discuss and educate ourselves on our origin to know what our identity is. The president and the vice president started the discussion by sharing their thoughts. It was followed by an interesting presentation on ‘Yek Salai’ and ‘Apokpa’ by the Joint Secretary. Every member present there gave their opinions and asked questions. We silently listened to the play ‘Puya Mei Thakhibagee Waree PART-I’ on youtube.com. Since it was the first time MMAB observed the commemoration, it was not attended by many.

The decisions taken were:
1. To create and maintain knowledge repositories
2. To henceforth observe the Puya Mei Thaba commemoration every year by conducting an academic and awareness session
3. To initiate on learning Meitei Mayek scripts

Hopefully we will have a grand Puya Mei Thaba observation from next year.

PRESS STATEMENT
Dated Tahamzam, 9th February, 2013

It has been reported that the Manipur State Cabinet has taken serious note of the speech of Neiphiu Rio, the Chief Minister of Nagaland wherein the latter was described as one of the greatest enemies of the Nagas. In this connection, we would like to place the following facts of Ibobi and his Government to set the record straight –

1. Denial of the right to proportional representation of the tribals by rejecting census figures of 2001.
2. Imposition of alien laws/systems such as the farcical Manipur (Hill Areas) Autonomous District Council Act 2008, Manipur (Village Authority) in Hill Areas Act 1956 etc.
3. Land alienation of tribals under Manipur Land Revenue & Land Reforms Act 1960.
4. Opposing peace by violently objecting to the Indo-Naga Cease-fire in Manipur.
5. Ban on Peace Tour of Th. Muivah, Naga leader and principal negotiator to Naga areas in Manipur.
6. Systematic state violence against the Nagas as exemplified by the response of the GoM to the peace rally against police brutality at Mao Gate on 6th May 2010 where two students were shot dead and hundreds injured from indiscriminate firings, properties looted and destroyed, mass scale atrocities committed and warlike situation created in Naga areas.
7. Issue of arrest warrants and fixing of price tags on Naga leaders for spearheading people’s movement against suppression and deprivation of rights.
8. Imposition of Meiteilon and Meitei script upon the tribals in educational institutions.
9. Deprivation of service quota and violation of promotion rules in government services to disadvantage tribals.
10. Imphal centric governance and administration; and concentration of all infrastructures and facilities in Imphal valley resulting in the denial of access to basic services and amenities, such as healthcare, education, communication etc. to Nagas and tribals in the hills of Manipur.
11. Militarization of Naga areas and continuous imposition of Disturbed Areas Act and Armed Forces (Special Powers) Act 1958 in hill areas where there is peace. On the other hand lifting of Disturbed Areas Act from greater Imphal where more than 20 underground groups are actively operating.
12. Ibobi refused to allow Neiphiu Rio, Chief Minister of Nagaland to visit Senapati to grace the launching of the NPF on 28 may, 2011 which is perfectly legal and democratic.
13. Ibobi’s cabinet had series of meeting, had discussion in the state Assembly, convened an all political party meeting and sent delegation to Delhi over the 18th Dec, 2012 Momoko assault incident. The assault of 13 students and attempt to rape of Naga girl at Napetpali on 24th dec, 2012 by cadres of KCP(CM) and killing of 2 innocent Kongkan villagers by the UNLF on 28th Dec, 2012 did not merit any attention from the State Government. During the indefinite bandh in Imphal valley with effect from midnight of 21st December, 2012 the Nagas, tribals and Christians who were stranded there were subjected to torture and humiliation under the very nose of Ibobi. Nagas and tribals proceeding for Christmas celebration to their respective villages were attacked in more severe forms. On 25th December 2012 evening the Rongmei Naga Baptist Church at Lamphel, Imphal was attacked and almost burned down. All these and many more took place under the security of the Ibobis’ communal Government.
14. The Manipur Chief Minister, Ministers, MLAs, political party leaders and leaders of civil society from the valley have openly threatened bloodshed & civil war in public platforms if the interest of the communal forces in the valley are not conceded to.
The above are reported facts that have already been brought out in the public domain. It is for the public to judge whether the remarks of Neiphiu Rio was communal. He spoke for the people who were not being heard. It will also be clear from the above who is to be booked under the IPC.

Discussion on Zo Indigenous Nation (Chin-Lushai-Kuki)’s Problems in Northern Region of Zo Territories

Members Present: Representatives of Mizoram Chief Council, MHIP, MUP, MSU and the representatives of Kuki State Demand Committee of Manipur.

After having self-introduction from the various organisations present in the meeting, the representatives from Manipur i.e. Kuki State Demand Committee (KSDC) explained their problems and asked for the support of the peoples of Mizoram.

The meeting decided to have a resolution supporting the Kuki movement as follow:

Resolutions:

The consultative meeting under the aegis of ZORO represented by the Mizoram Upa Pawl (MUP), Mizo Chief Council, Kuki State Demand Committee, MHIP and MSU adopted the following resolutions with regard to the demand for statehood for the Kukis in Manipur by the Kuki State Demand Committee on this day the 6th February 2013 at F. W. Savidge Hall in Aizawl.

1. The meeting unanimously resolved after threadbare deliberation of the atrocities committed by the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), Meitei underground’s killing of the Kuki people and the then indifferent attitude of the government of Manipur towards development of Kuki to put up at the United Nations Human Rights Council.

2. Resolved to fully give moral support to the KSDC demand for Kuki state in Manipur.

3. Resolved to pressurise the government of India and government of Manipur for political solution of the Kuki problems before any political settlement is given to Naga or NSCN-IM in the present administrative area of Manipur state.

Call for End to Violence Against Women in Conflict Areas of India: Urges Government to Implement Justice Verma Recommendation on AFSPA

2 Feb 2013,New Delhi: A round table discussion on the topic “Women, Peace and Security: Strategizing to End Violence Against Women in India” was held on 1 Feb at Control Arms Foundation of India in New Delhi.Meeting was held to discuss issue of women in conflict areas of India following Justice Verma recommendation on Armed Forces Special Powers Act as well as in solidarity with the One Billion Rising Global Campaign to stop all forms of violence against women.  The event was organized by Manipur Women Gun Survivors Network,Control Arms Foundation of India and Northeast India Women Initiative for Peace.

 

Esteemed panelists included Mr Arvinn Gadgil, State Secretary/Deputy Minister of International Development of Norway; Mr Eivind S Homme,Ambassador, Royal Norwegian Embassy, New Delhi; Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network; Ms Reecha Upadhyay an Independent Gender Consultant; Ms Lianboi Vaiphei, Lecturer, Indraprastha College for Women, Department of Political Science;Ms Chhaya Pravin, Purogami Mahila Sangathan, Ms Divya Vinod, National  Secretary- Youth and Advocacy  YMCA  and  Ms Rosalynn Lalawmpuii, Associate Programme Secretary, Community Development and Advocacy, YMCA and many others.

 

Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network & Secretary General, Control Arms Foundation of India welcomed the guests and she threw light on five weeks of protests that rocked India following the Delhi gang rape of 16 December 2012. She talked about the role of civil society in engaging the conscience of the government, to use research and activism to negotiate within it to end violence against women and claiming democratic rights. She stated it was for the first time in India movement for women’s rights had caught the lime light. She added that despite activities of women’s group the previous 5 governments in 20 years responded little in strengthening position of women.  However in the light of the historic Justive Verma Report, Nepram feels that the women’s movement is in a transformative moment adding that the next few days were going to shape the contours of the movement in claiming rights and space for women. She added in a place like Delhi where hardly any girl can risk venturing out after 8 o clock, the attempt to claim space for selves was to enable a future where women could move freely outside even 2 o clock at night.

 

She added, “What is new about the Report by Justice Verma is that for the first time the impact of AFSPA in North East and Kashmir has been mentioned. It’s quite revolutionary that national security is being equated with women’s security. The report also has discussed the scope for electoral reforms. It has enlisted state names of legislators charged with rape and possibility of asking political parties not to include them within the party.” Binalakshmi Nepram also added an example which reflects patriarchal mindsets, she described how the idea of a Lakshman Rekha taken from the epic of Ramayana is employed as an excuse to confine women and limit their mobility even 65 years after India’s independence

 

Mr Arvinn Gadgil described how he followed the change in mood of the country in his home country Norway regarding the protest of the recent gang rape of a young girl in Delhi citing that in the first 2-3 days most people didn’t take that seriously. He added that it was more of a relief than anger when it became clear that lot of people got up and took steps to bring about change in a manner quite unprecedented regarding the brutal incident later. He said that although the Lokpal agitation also united people that inspired specific political groups but tended to be divisive. The 16th December 2012 gang rape incident in Delhi inspired action and was reported all over the world. He also made the point that feminist movement need to be given specific law making recommendations. He added, “It is important for activist groups to have deep legal knowledge to be effective. The different groups also need to keep engaging with politicians to bring about effective policy changes.”He also feels that one reason why Verma report has included voices of so many people and groups was because of the power behind those voices.  He also talked of his own experiences and how his parents taught him to be a feminist himself.

 

Commenting on the recent upsurge of women’s movement in India involving large numbers of people, he cautions groups involved to be aware of the inevitability of having to go through subsequent low phases. “Given how the feminist movement is so political it is bound to be wound up with conflicts and fractures”, he added. He hopes that groups working would have the humility to accept that and not let those divisions threaten the survival of the movement or cause itself.

 

Ambassador Eivind S Homme mentioned how the Norwegian Government had been following the events and movement following the Delhi gang rape case closely. “It is trying to see if it can contribute in any way or partner anyone’s efforts,” he added. He also remarked how women’s group should try and work with young upcoming politicians to create a dynamic synergy for the change to combat violence against women.

 

Ms Reecha Upadhyay noted how the tremendous sentiment invoked by the recent Delhi Gang rape adding that it had been difficult to account for people working within the women’s movement since gang rapes have frequently occurred without ever invoking such an outburst of outrage in the civil society or by the media. The swift functioning and incorporation of diverse voices in Justice Verma Report shows how a response can be can be elicited if civil society comes together strongly.”She said, “The One Billion Rising movement similarly attempts to give a voice to people seeking positive change to empower women. Its theme of strike, dance and rise has a resonating sentiment that seeks to seize the moment to bring change. Admittedly it may be an urban movement but there is still a need for voices to come out even in urban areas.  There is a lot to be done; the need is to change people’s mind sets. After all the effectiveness of policy change is limited by social attitudes and tendencies. Ultimately the family is where attitudes are shaped. By focusing on using communication tools like social media, we are attempting to get people to think and change the language of gender inequality.”Her final point was that the movement against violence on women also needs to expand into issues relating to North east and Kashmir and be made part of larger movement

 

Ms Rosalynn Lalawmpuii mentioned the 85 local stations that YWCA group has been carrying on all over the country through for community peace building and safety. While emphasizing the 3 P’s – prevention, Protection and Provision? Rosylyn tells us that personally she thinks it is most important to focus on prevention to ensure that the next generation can live in an environment free of violence. “It is important to realize that violence on women also effect children equally. Home is a space where children male and female watch, emulate and adopt biases of their own parents. Therefore there is a need to raise awareness of the parents to make them sensitive to gender issues. They are working out pilot projects that seek to strategize ways to have impact on the 3 P’s especially prevention”, she added.

 

Ms Divya Vinod addressed that they works with churches and discusses issues relating to violence against women through this institution. She also added that they focus on rights of vulnerable groups like Dalits and Tribal women and their well being.

 

Ms Lianboi Vaiphei felt that this incident underscores the need for the government to revamp the system through which it is supposed to protect its citizens. For example Delhi despite being the national capital lacks a forensic lab which means that cases of rape or murder have to be examined in labs either in Chandigarh or Hyderabad. This adds to the further bureaucratization of this mechanism. Another issue that she highlighted was that of the recruitment policy of Delhi police in the context of the relationship of Delhi police and its inhabitants especially women who suffer from violence. In contrast to the highly cosmopolitan nature of the city which includes people from all parts of the country it is rather problematic that the recruitment process is limited to people from nearby regions which are arguably representative of the most patriarchal sets ups in India. She argues that their socialization within these patriarchal set up results in them not comprehending the restrictions imposed on women and lack much sympathy towards victims of violence. To instantiate the some Delhi police officer’s in response to women being harassed in  public tend to lay blame on the women themselves often retorting by asking questions like why these women were out so late at night.  She feels that by recruiting people from all parts of the country to serve Delhi police we will have a force more reflective of the cosmopolitan nature of the city itself and that this maybe a good way to change mindsets.

 

Ms Chhaya Pravin narrated a painful incident of how a girl was gang raped in Okhla adding that due to lack of clean accessible toilet facility she had gone out in the open space, being raped in the process. She added that even in New Delhi the Government did not provide adequate basic amenities facilities like washrooms and toilet for women. She also strongly objected to the violence perpetrated on women in Northeast and Kashmir, being all the while shielded by acts like AFSPA. Adding that government deliberately did not talk about those issues. MS Chayya also argues that given the current state of affairs India requires simultaneous change in every sphere, adding hopefully that they were in the threshold of change and role of people and youth especially in coming out to protest was symptomatic of it. She added that women and civil society needed to work together identify collective strength and formulate strategies to end violence against women.

 

A short three minute, powerful film was screened at the event as a support in solidarity the One Billion Rising Global Campaign to stop all forms of violence agaists women.The event was participated by young students and scholars from Delhi Univerity, Jamia, IGNOU and women activists representing SANGAT, friends and well wishers. Royal Norwegian Embassy Second Secretary Ms Kristin Brodtkorb Traavik, Mr Petter W Tollefsen and Senior Advisor, Ms Renu Wadehra also participated the event.

I have an opportunity (and honour as well!) to attend PBD 2013 at Cochin, Kerala. I am deeply indebted to Knowledge Exchange Networks (KEN) for sponsoring me as a representative of global manipuri. KEN is a global forum of Manipuri that was formed with a goal for uniting Manipuris around the globe and leveraging Manipur’s stride towards progress.

What is PBD?
Pravasi Bharatya Divas , PBD in short, is a flagship program of Ministry of Indian Overseas Affairs. PBD 2013 at Cochin is the 11th edition and hosted by Government of Kerala. Hosting PBD is itself not only very prestigious but competitive too. As I learnt from Modi’s video conference and Vayalar Ravi’s speech, Gujarat has even applied for PBD 2015. Then, why PBD is so important? As evident from many data, invest from NRIs and/ or remittance play(s) a very significant role in the economy of a state. For example, one third of GDP of Kerala is contributed by remittance from non resident Keralites. Every state seeks an opportunity to advance and PBD is a perfect launchpad !

Like there are opportunities, there are also lot of dissatisfaction and repentance in the way NRIs complaints are being handled. Minster of OIA himself carefully listened and responded to most queries. That’s the beauty of PBD.

PBD 2013: Personal experience
Every PBD must have its own value and relevance. Due to the grace of KEN (Knowledge Exchange Network), I got the opportunity to attend 11th PBD held at Cochin, Kerala. After going through a lonely journey of three days, I finally reached Cochin on 6th Jan, 2012. That was perhaps the longest ever journey in my life. Though it was a solitary journey, I had a high hope that it would meet my expectation. Entering Kerela in train and also being a first time was all new and fresh, with coconut trees and most distinctly, houses interspersed in the jungle of ‘typical’ Kerala greens. Arriving Ennakalum/ Cochin exuded a taste of modern city though strong Kerala flavour still retained; be it coconut, banana chips or spicy food. Tired with three nights of sleepless journey, I slept to rejuvenate myself as soon as I got room and bed !

Warmth and natural beauty of Kerala gave me back the energy I had lost over the long journey. All the programmes were organised at Le Meridien Hotel except one programme hosted by Mr. Oomen Chandy, Kerala CM at Balgoty Palace, about 20 km from Le meridien. The importance and significance of PBD were also evident from the presence of Ministers like Honourable Union Ministers Vayalar Ravi, Salman Khursid, Kerala CM and many top minsters and officials round the clock.

The place I stayed and PBD took place i.e. Le Meridien was just 6 km. On the first day, I got my conference kits and hovering around all the beautiful stalls exhibited at the makeshift camp at the hotel campus. Two types of stalls were mostly prominent i.e. state stalls that was meant to attract NRI investors and banks to attract NRI to open account / deposit money. Bank believes that NRI are very rich (and rightly so!). It was a sigh of satisfaction that few progressive states took keen interest in showcasing their friendliness to investors. However, on the other side, I was bit disheartened when I could not find a single state from North East. To me, it is not only a matter of preparedness but also our inability to sync with the world. Or rater poignantly, “Do we really want to develop?”. States which can communicate with the world are less likely to be developed.

After gazing through stalls, I went to Oman hall, the epicenter of PBD 2013. The session was entirely dedicated to NRK at Gulf countries and quite evidently, their problems. The session was too dominated by Keralites and Malayali language that there were even complaints by non-Keralites to communicate with English to make it real PBD!

On the first day afternoon, I attended a seminar on ‘Skill Development’ organised in one of the halls at Le Meridien. Mrutyanjay Sarangi, Secretary, Ministry of labour and Employment, Government of India, in his address said government is targeting to train 250 million persons during the 12th plan. He calls for NRIs to tap the opportunity and play an active role. Shibu Baby John, Kerala’s Labour Minister, talked of a very important issue i.e. employability. In this line, Kerala govt is going to assess the employability and give training accordingly.

PBD was formally inaugurated was by Honourable Prime Minister of India Manmohan Singh on the 2nd day. Hall was already already packed and not allowed to enter. I had to content with the live telecast shown in the adjacent hall!

Second day afternoon session was on “Innovation and Technology”. Sam Pitroda, in his keynote address highlights some of the initiatives taken by UPA government. Formation of innovations clusters, high speed internet connectivity and knowledge sharing through National Knowledge Network (NKN), e-governance, National Innovation Search Examination (similar to NTSE) are being taken up, according to Sam Pitroda. Like other session, NRIs involvement and contribution were being sought.

Morning session on 3rd and last day of PBD was dedicated to all the states to attract NRI investors. I attended Gujarat session since I was keen to know Gujarat progress. After deliberation by principal secretary and showcasing Gujarat developments, Modi comes live via video! He gave a short speech followed by question- answers session. One thing I always admired about Gujarat was agricultural growth which is 10% as against national 5% average. PBD concluded with President valedictory speech. He also emphasised the importance of NRIs contribution in national economy.

Each day ended with mesmerising cultural performance followed by dinner. Quite happy to see Manipuri Ras Leela in a cultural show hosted by Kerala CM. Though we had no much impact on the national scene, our Ras Leela breaks it !

How PBD is linked to Manipur’s progress?
The first thing that came to our mind wrt to PBD is “What can we give back to society as diasporas?”. PBD is exactly a platform to execute that is churning in your mind. As we knew from Kerala economic status, diaspora cant be neglected. Facts speak : 1/3rd of kerala economy contributed NRKs (Non Resident Keralites) and 1/4th of bank accounts in Kerala are of NRKs. Above this a general fact is: Remittance from NRIs exceeds to that of FDI. It all signifies that diaspora can play a significant role in boosting economy and developing their homeland. Now we need look at our own context. We are compelled to ask, “Do we really create an environment where global Manipuri/ diasporas can contribute to state?”. It would be wrong to say step wasn’t started but at a rather slow process. Kudos must go to KEN for initiating dialogue and taking positive steps in uniting global Manipuris for a meaningful contribution to Manipur. State authority has its knowledge to this development. However, concrete steps are to be taken. If our state authority really wants to make use of global Manipuris talents scattering across the globe, best time is ‘now’ to start with.

Gujarat has its “Vibrant Gujarat”. Orissa, Rajasthan and other states have similar version. Should not we replicate similar model? Once the engagement process starts, ball will roll. Government should show some visible actions rather than shielding inside the glass ceiling.

Hon’ble Sir,

Alternative Arrangement outside Government of Manipur pending settlement of the Indo-Naga issue – Demand for immediate intervention thereof by Government of India.

We refer to our Memorandum dated 27th November, 2012 jointly signed by the United Naga Council(UNC) and 22 other Naga frontal organisations and constituent tribe units urging your good office for an early and honourable settlement of the Indo-Naga political issue based on the recognition of the “unique history and situation of the Nagas”. We had also expressed therein, our concern about the postures being adopted by certain groups without any historical or political basis in connivance with the communal Government of Manipur(GoM) with the intention of disturbing the Indo-Naga peace process and had urged against taking cognizance of such frivolous postulation.

We also invite reference to our Memorandum dated 23rd December, 2012 and the subsequent Memorandum dated 30th December, 2012 urging for Immediate intervention of the Government of India(GoI) on the communal onslaught on the Nagas in Manipur by the dominant community of Imphal valley, the Imphal valley based militants and the communal GoM during the indefinite bandh imposed in Imphal valley with effect from midnight of 21st December in protest against the reported incident of the manhandling of an actress Ms. Momoko by one Mr. Livingstone, a cadre of the NSCN(IM) at Chandel on 18 December, 2012. The main target of the communal forces was to disturb the celebration of Christmas. It is a premeditated attack on Nagas and on Christians. A localized incident, which had no political or communal implication has been exploited and blown out of proportion. The intention for the same is also clear which is to disturb the impending settlement of the Indo-Naga issue by wiping up communal response from the Imphal valley. The civil society, militant groups and political parties of Imphal valley and the entire state machinery of the GoM have all been engaged to sabotage the Indo-Naga peace process which seeks to address the political aspiration of the Naga people.

Sir, as your good self had observed, we live in the present state of Manipur in a communally surcharged environment which is worsening by the day. Nagas have been exercising outmost restraint and the 72 hours bandh in Naga areas from the midnight of 26th December, 2012 to the midnight of 29th December, 2012 was observed largely on precautionary considerations to prevent any untoward incident in Naga areas given the assaults, taunting, humiliations and torturous hardship systematically inflicted upon Nagas in Imphal during the Christmas eve.

We reiterate that Nagas are not communal and ours is a political issue. What we do not wish for is for any communal conflagration to take place because of the inability on the part of the GoM and the communal forces to accept the inevitable and the logical conclusion of the Naga peoples’ movement for their political aspirations rooted in their history and situation. What we wish for is the peaceful parting of ways and the securing of good neighbourliness for all times to come.

It is our concern that the settlement of the Indo-Naga issue is being delayed even after more than 15 years of negotiation by the GoI, which seems to be subjecting the process to the approval of a state of the Union which is not a party to the process. The delay is enthusing the GoM and communal forces that informs its decisions and policies to adopt more communal strategies.

We are concern that the GoI, notwithstanding the above Memorandum under reference and the foregoing, have not intervened to prevent a full scale communal conflict, which is clearly inevitable should the forced and undesirable union be allowed to fester deeper. The GoI would therefore be responsible for any unfortunate turn of events arising out of this situation.

However, we still retain our faith in the principles of democracy and fervently urge the GoI to take up the demand for an alternative arrangement for the Nagas in Manipur outside the GoM pending settlement of the Indo-Naga issue in all seriousness and sense of urgency.

The 4th round of tripartite talk of the GoI, GoM and the UNC on our demand for an alternative arrangement at Delhi on the 31st August, 2012 had concluded with a pronouncement by the GoI that the next round of talk would be held very soon in a hill venue in the state of Manipur.

It is therefore submitted that the GoI communicate the date for the 5th round of TPT on or before the 17th February, 2013 so that the democratic process of dialogue initiated by the GoI is brought to its logical conclusion. Should the requested response be not received in time we will have to take up course of actions in protests against the GoI’s disrespect and undermining the democratic process of dialogue and inaction in addressing the constitutional and democratic rights of the Nagas in Manipur.

Hon’ble Sir,
We, the undersigned representing the Nagas in the present state of Manipur have felt it pertinent to make this submission at this crucial juncture to your good office for an early and honourable settlement of the Indo-Naga political issue based on the recognition of the “unique history and situation of the Nagas”.
While our people await the historic settlement in great anticipation, we are concerned by the postures being projected by certain groups particularly in the present state of Manipur, without any historical or political basis in connivance with the communal Government of Manipur with the intention of disturbing the Indo-Naga peace process. The communal forces particularly in Imphal valley have lately been on the offensive by equating the impending settlement of the Indo-Naga issue with a “time bomb” in public discourses and have been stridently inciting sentiments against the same. We strongly feel that taking cognizance of such frivolous postulation will be against the very spirit with which the unique history and situation of the Nagas have been recognised by the Government of India.
The conditions under which the Nagas in particular and the tribals in general subsist under the Government of Manipur are unconstitutional as the democratic rights and guaranteed protections of tribals have been submerged by the interest of the dominant valley community. The political position of the Nagas in demand for an alternative arrangement outside the Government of Manipur pending settlement of the Indo-Naga issue has been drawn from this very unmistakeable fact. This position has already been registered with the Government of India and as your good office is aware, the tripartite talk of the Government of India, Government of Manipur and the United Naga Council on this demand has already completed it’s fourth round.
Delay in the settlement of the Indo-Naga issue would tantamount to deprivation of democratic rights of the Nagas in Manipur to the extent of delay. It is therefore the moral responsibility of the Government of India to bring the Indo-Naga negotiation to its logical and honourable end at the earliest possible time.
We firmly believe that an honourable settlement of the Indo-Naga issue will bring peace not only in our land but also just peace for the entire north-east people and the region and also benefits from it in genuine and long terms.
We therefore request the intervention of your good office and exercise of political will to expedite the Indo-Naga peace process.
The Nagas in the present state of Manipur continue to place their confidence in your dynamic leadership and wish you good health and every success.

Immediate intervention of the Government of India on the communal onslaught on the Nagas in Manipur by the dominant community of Imphal valley and the communal Government of Manipur.
Hon’ble Sir,
The indefinite bandh imposed in Imphal valley of Manipur with effect from midnight of 21st December by the Film Forum Manipur & Manipur State Shumang Leela Council and others in protest against the reported incident of the manhandling of an actress Ms. Momoko by one Mr. Livingstone, a cadre of the NSCN(IM) at Chandel on 18 December, 2012 has been so consummately orchestrated by communal forces of the Imphal valley and the communal Government of Manipur so that the life, property and movement of Nagas have been left without any protection.

In the last 41 hours Nagas preparing the Churches for Christmas celebration in Imphal areas were not allowed to continue their works in the church premises. Coffins of dead bodies being taken to villages were disrespectfully banged upon and their free passage disturbed. Nagas have been beaten up at Khongjom. A Naga village at Lanthung Ching has been provoked into physical clash with warnings to leave the valley and go back to the hills. Buses and passengers carrying Nagas from Imphal to the villages have been forcibly stopped by mobs in the valley in full view of state police forces and the passengers were pulled down and divested of their personal belongings, which were burnt and destroyed. Vehicle belonging to Tribals and Nagas have been stoned and shot at with catapults. Church goers have not been allowed to go to attend the Sunday service. The slogans from PA systems in the localities of Imphal valley are “There will be a war between Meities and Haos”, “Every Naga will be killed”. Many more other reports are pouring in. The narration can go on. The valley militant groups and many Meitei civil societies are behind this orchestra of violence. The Government of India intelligence services will provide your good office with the details of the explosive situation. There is no government and rule of law. A communal carnage is about to take place in Manipur.

The Manipur State Home Minister is on record that the issue of manhandling of Actress Momoko came to the Government’s notice only after 48 hours had elapsed. The bandh was announced all of a sudden without any prior information. The preplanned attacks indicates without any doubt that the communal forces were waiting for an excuse that was provided by the reported Momoko incident. The main target of the communal forces was to disturb the celebration of Christmas. It is a premeditated attack on Nagas and on Christians. The aberration of one man has been heaped upon the entire Naga people. A localized incident, which had no political or communal issue has been capitalized and blown out of proportion very obviously to disturb the impending Indo-Naga settlement.

The threat of violence that have been freely aired in seminars, workshops, ISTV programmes on a daily basis from Imphal valley is being acted out. The communal forces in Imphal valley have been equating the impending settlement of the Indo-Naga issue with a “time bomb” in public discourses and have been stridently inciting sentiments against the same. The threats freely given out in the public domain and in the ears of the State Government is finally come into place. Why were prohibitive orders not passed when the State Government was very much aware that such rioting and violence were going to happen? The State Government remained a mute spectator which implies that the violent drama has been sponsored by it. To add to the unfortunate situation, His Excellency, the Governor of Manipur remains deafeningly silent while the constitution of the country and the rule of law is being overrun by the communal forces.

Nagas are not communal. The guilty in the manhandling case must face the hands of justice. But Sir, you will kindly appreciate that we had in our memorandum dated 14th September, 2010 drawn your attention to the grave potential for communal confrontations and violence which could flare up at the slightest provocations, intentional or perceived as such by any community.

We are therefore placing this submission for the immediate intervention of the Government of India. Should the same be not forthcoming, left without any democratic options, we shall be compelled to take our own course to protect the lives, property and dignity of our people.
