Stop Racial Profiling and Institutionalized Discrimination on Northeast People
Punish the Criminals

Mr. Richard Loitam, son of Dr. L. Rajeskumar of Uripok Yambem Leikai, Imphal (Manipur), a student of B. Arch (1st year) at Acharya’s NAV School of Architecture, Bangalore, succumbed to brutal attack by two hostel mates at the night of 17 in the hostel. The school authority had not only failed to intervene to prevent the crime but also had showed negligence and indifferent attitude towards Richard who was laying unattended on the pool of blood oozing out from the nose and ears the whole night. On the contrary the murder was concealed through fabricated story and false implication.

The murder of Richard occurred because of criminal negligence of the college authorities. Their acts of commission and omission indicate criminal conspiracy to protect the criminals. At the time of the preliminary inquiry the roommates were hiding away from the campus on fabricated pretexts which contradicted the attendance record. On the other hand the criminals are still scot-free. Although a case of unnatural death was registered, No 24/2012 u/s 174 (c) at Madanayakanahali PS (Bangalore Rural District), Karnataka, in much delayed time in the evening of 18 April based on an application filed by the hostel warden, there are indications of justice being suppressed by combination of money and muscle powers and racial discrimination on persons hailing from the Northeast region.

The official apathy, negligence, and indifferent attitude in handling the case illustrate denial of justice. It seriously invokes our concern over unabatedly institutionalized mayang racism towards the Northeast people. Many Northeast emigrants in the Indian metropolitan cities in search of job and for education are being racially profiled, selectively targeted, and denied of justice in several cases. It had humiliating effect and created an alarming situation. Should we not address the issue of toying us under the indifferent hype of the Indian hooligans and law enforcing agencies who misbehave against our dignity and sense of humanity? Should we not protest to defend our fundamental rights and honour & dignity?

WE CONDEMN:
The murder and murders of Richard Loitam
The institution and criminal conspiracy that covered up the crime and the criminals
Racial profiling and institutionalized discrimination on northeast people
WE DEMAND:

Punish the murders
Punish the school principal and the hostel warden for harbouring crime and criminals
Punish the responsible police for showing dereliction of duty in handling the case
Immediate measures to prevent crime against Northeast peoples in India, particularly in the metropolitan cities and institutional establishments

An evening of music to treasure

The Infinitas House of Event Management is a Delhi based Event House whose aim is to bring in life to the people of any community through the medium of ART (music, dance, drama or any sort of melancholy). For the first time in the heart of your city we are going to unwind the chorus of silence with the fully stringed chorus of our legendary singers of Manipur. Our motive of this event is to revive the old songs and get it pass through the people of today’s generation. The music is going to be a sort of jugalbandis between the old and the new as the artist we have invited are the mixture of both the genre.

We have invited the melody queen of Manipur Smt. Laishram Mema from Mumbai to put a live on the event through her all time favourite numbers. She is the first ever Manipuri singer to sing in a Bollywood movie. She has also been conferred with the title of “Nightingale of North East India”.

Followed by her is Mr. S Naba Sharma, he is popularly known as ‘Naba Volcano’. The title conferred to him itself speaks about his X-factor. He is nothing less than the lava of Volcano. His songs are always been hummed by all the age group in Manipur and rest of the surroundings.

We have also invited Ranbir Thouna, the man who has been compared with the music maestro – A R Rahman. Ranbir’s music are a mixture of romantic and patriotic songs. His recent album ‘IMA’ – means MOTHER has been a great success to count on. He is also very popular for conveying social messages through his inevitable campaign ‘Save Loktak our Life’.

We have included another two talents of today’s generation – Uttam Maya and Sarita gazmer. She is undoubtedly one of the rising sun of North East India. Uttam Maya is a versatile personality because of his composing, singing and acting skills. These combinations of artiste makes the program perfectly called on for one memorable jugalbandis to be live wired for all of us.

Delhi Association of Manipuri Muslim Students (DAMMS), a student body of Manipuri Muslims in Delhi and NCR regions strongly condemn the brutal killing of Loitam Richard, aged 19, son of L Rajesh of Uripok Yambem Leikai, Imphal Manipur studying Architecture Engineering at Acharya NRV School of Architecture,Bangalore, on April 18, 2012 and also extend our deepest condolence to the family of deceased.

The sudden demise of a student who would be the future support of a family and entire society is indeed a disaster to the family members. He was brutally beaten to death on the night of 18th April 2012 in his hostel and he was mercilessly murdered by his seniors. What saddens us most is that a very responsible warden was busy watching IPL and the management has tried to wash their hands off and hush up the case. Such unfortunate event of the incident reminds us the degrading moral, lack of brotherhood, and human values among the students. We strongly condemn the flaws in conduct of the authorities, and the security lapses. For obvious reasons we have faith in the authority that whosoever the culprit is, will be booked at the earliest.

It is time for all the student communities in particular and public in general to unite together and demand justice for the deceased soul. Also DAMMS appeal every student community to maintain peace & harmony and not to repeat such inhuman act in the future.

The first edition of Imphal International Short Film Festival (IISFF), held from April 15-18th, 2012, at Rupmahal Theatre concludes with the screening of 15 International films and 29 Regional films. However, 18 short films in Hindi category are not available for public screening due to ban on screening of Hindi films by the Manipur based insurgent groups. The festival that concluded last evening (April 18) ended with “The Bare Foot Leader” from Iran before culminating into the announcement of the winners, followed by an after party.

The four day festival saw people of various communities thronging the venue to enjoy the short films from countries like Spain, Italy, Bangladesh, Iran, Poland and Indian regional languages like Malayalam, Telegu, Bengali, Tamil, Marathi, Meeteilon and Kanada. The four member jury decided to add few more award categories after reviewing the shortlisted films. Earlier, the festival organizing committee instituted 8 awards and 3 special mentions at the time of submission of entries. The juries decided to increase 7 more awards totaling 18 awards in total, which is the highest number of awards in any short film festival around the world. Best film award was bagged by Nishaptham while Pahela Boisakhi won the Best Documentary award, The jury also awarded special mention award to LOC…a Playground as Best Film on National Integration.

The opening film of the festival was “The Forlorn”- Directed by Saptaswa Basu, that has Iconic Bengali actor and Dadasaheb Phalke Award Winner Soumitra Chatterjee in a lead role. It is a psychological thriller centering on a young woman who, after moving into a new apartment, stumbles upon the previous tenant’s diary.

Some of the filmmakers from Mumbai, Pune and Kerala attended the four day long festival. Few films were screened more than once as per the audience request like- Tan by young filmmaker from Manipur whose subject deals with the victim of armed conflicts in the state.

A jury headed by eminent film critics Shri Sagolshem Indrakumar from Manipur and three distinguished juries namely Prof. Th. Tombi, former Principal of Imphal college and renowned painter; Shri B. Jayentakumar Sharma, oldest lyricist of Manipuri film industry and Shri L. Ram Sharma, film pesonality and critics based in Imphal.

The festival was inaugurated with a formal function in the presence of eminent filmmakers of Manipur. Shri Laimayum Surjakanta Sharman, Chairman if Film Forum Manipur graced the function as Chief Guest, Dr. Naorem Iboton Singh, Dean, College of Agriculture and Honorary Advisor of Action for Social Advancement (ASA) was the President of the function. Shri K. Tomba (Lamja Tomba)- Veteran actor of Manipur Film Industry was also the guest of Honours. The opening day was filled with presence of jury members, filmmakers, leaders of civil organisations like Koijam Brojen alias Keingamba, President, South East Asia Cultural Organisation, (SEACO); Arambam Ongbi Robita, Founder, Young Women Help Organisation and Chandramani Khumancha, Working President, ACOAM-LUP.

The Chief Guest of the closing function was Shri Laimayum Surjakanta, Chairman of Film Forum Manipur. Shri Surjakanta encourages all filmmakers who have come to Imphal and make this event a grand success. He also requested to meet at the second edition of the festival next year with more good quality films.

The festival director, Mohen Naorem announced the list of award winning films and invited all winners to be present at the coming North East India Film Festival which will be happening in the month of November-December 2012. “Legend Studio is funding the work of few filmmakers whose story meets the criteria for entry into major International Film Festivals,” Mohen added.

The festival is an initiative by Legend Studio in association with a non-profit organisation, Action for Social Advancement (ASA), with the support of Film Forum, Manipur. Two International Film Festivals- Dhaka Film Festival and Half Short Film Festival are festival partners of Imphal International Short Film Festival.

The N E Brothers, successfully, held the screening of the National Award winning film, Phijigee Mani on March 25 in Pune, for the Manipuris residing in the city.

The event held at Ambedkar Sanskrutik Bhavan kickstarted with a short introduction of the movie by Ms. Pinky (a member of the Pune team). Mr. Raees, another member of the team, outlined the objectives of the N E Brothers behind the screening of the film in Pune.

The screening received an overwhelming response from the audiences. It can be termed as successful with more than 45% turnout. The N E Brothers had expected only 20-25% occupancy, considering the ongoing graduation exams in Pune.

Entertained, Enchanted, Exhilarated!! Well, these words aptly describe what the Manipuris in Mizoram experienced on the auspicious occasion of “Cheiraoba 2012” on April 14. And delivering these three big ‘Es’ are the N E Brothers, which organized the screening of the National Award winning Manipuri film “Phijeegi Mani” at the Vanapa Hall in (place). The film came to Mizoram after the successful screening in Shillong, Pune and Singapore.
With more than 350 viewers, the Vanapa Hall witnessed a day of cultural extravaganza. The Mizoram Manipuris were in wait for a triple treat as the event started with three cultural programmes performed by the immensely talented Manipuri children in Mizoram. Despite growing up away from Manipur and in a totally different environment, these kids were deeply rooted to the cultures and traditions of Manipur. We really appreciate their parents who introduced them to the rich cultures of our state, at such an early age.

We thank Mrs. Vanlalsawmi, Lecturer of Govt Aizawl College and Mr. Khaidem Kanta, President of “Manipuri Sahitya Parishad” for sharing their wonderful thought regarding the Cultural differences and Unity among Mizos and Manipuris.

The cultural programmes were then followed by the much awaited film “Phijeegi Mani”. The film received incredible response from the audience. They were completely engulfed in an ambience of mixed emotions as the strong and beautiful message of the film moved and touched everyone’s heart. Seeing this highly positive response, we are further inspired to promote such beautiful and meaningful Manipuri films beyond the North-Eastern regions.

The N E Brothers presented the producer of the film, Medha Sharmi with a small token of appreciation for delivering such a wonderful piece of work. This was just a small nice gesture to encourage many producers like her to produce more such amazing films, that will give a new dimension to Manipuri films.

The N E Brothers, committed to its objective of promoting quality films and talented Directors and Producers, concluded the event with the screening of one more beautiful film ‘Yairipok ki Thambalnu Amaga’, Directed by Romi Meitei.

We would like to thank Mizoram Manipuris for devoting their valuable time to make this event a grand success. A big thank you also goes out to the volunteers for helping us to pull out this event superbly.

NAMA Members with special guest Molly McFadden & her husband

The North American Manipur Association (NAMA) hosted the Cheiraoba 2012 event on 7th April 2012 in Midland, Michigan for families residing in the Mid-West region. The festival was hosted by Sapam family at the community hall of the Mulberry Lanes Apartment complex. NAMA members and families as far as Columbus (Ohio), Detroit, Sterling Heights (Michigan) and Chicago (Illinois) attended the festival. Special mention can be made for a NAMA member who travelled all the way from Binghamton, New York. Molly McFadden of Molly’s Bistro, Downtown Midland was the special guest of the event.

More than 12 different Manipuri dishes including Shoibum Iromba, Shingju, Moroi-Bori thongba, Ooti and Paknam were prepared by the ningols gathered for the event. NAMA Founding member Lalit Pukhrambam along with General Secretary, Sapam Shyamananda offered the simple food to our forefathers and sought blessings for prosperity of the Manipuri community in North America and our homeland throughout the year. All members enjoyed the food that was laid out and were engaged with discussions throughout the luncheon. Molly McFadden in her own words wrote to NAMA saying “We had a wonderful time, truly wonderful and Brian and I look forward to more visits. You all were so welcoming, warm and delightful! The food, as I said, it was delicious.” To end the festival, NAMA ningols gifted a ‘khudei’ each to all the pibas.

Cheiraoba food

Towards the evening, a short NAMA program was arranged. Tamo Lalit gave a background of the Cheiraoba festival and its essence linked with the Manipuri history. A new NAMA logo was launched as a part of the event (video to be released soon). Pens and calendars with the new NAMA logo were distributed. Few NAMA members entertained the gathering by playing the guitar, violin and keyboard. A video on Lai Haroaba and Thougal Jagoi was shown to the guests. At the end of the event, Romi Meitei’s award winning short film “Nung Amashung Yerum” was screened. NAMA team would like to thank Romi Meitei for providing a copy of the movie. This movie will be screened again at the upcoming NAMA Convention 2012 to be held at Boston. The program was anchored by Archana Oinam from Columbus, a Tamilian married to a Manipuri and IT Support was provided by Kunjakishor Maimom, NAMA IT Committee Lead.

Emma Johnson, a freelance journalist who witnessed the entire event has written a report and it has been featured in the local Midland Daily newspaper with the topic ‘Midwest Manipuri host Cheiraoba celebration”.

GLOBAL DAY OF ACTION ON MILITARY SPENDING
Cut Military Spending, Fund Human Need

On April 17, 2012, people all over the world will join together for the second Global Day of Action on Military Spending. We urge you to join us.The current economic crisis has put pressure on the world’s governments to reduce spending on critical human needs: confronting climate change, battling deadly diseases, achieving the Millennium Development Goals. But apart from a few courageous exceptions, national governments continue to waste enormous resources on the military. Figures from the 2011 Stockholm International Peace Research Institute (SIPRI) annual report show that the world’s governments are spending more than ever on the military: $1,630 billion per year – and rising. If spent differently, this money would go a long way to resolving the real challenges facing our planet. In June 2012 the world’s leaders and thousands of civil society activists will meet in Rio de Janeiro for the Rio+20 Earth Summit to chart a transition to a sustainable, green society with jobs and opportunities for all. Our Global Day, happening just two months before Rio, is an ideal chance to remind the world that we can’t achieve this goal without freeing up the money and brainpower wasted on military activities.

We people in India are joining friends in more than 35 countries to participate in the Global Day of Action on Military Spending. On this day, people around the world will demand that their governments to reduce military spending and devote those precious resources to pressing human needs. They will send a message that $1.5 trillion is too much.

Nobody can dispute that money spent on arms, in a developing economy, must be at the expense of more pressing needs of social and infrastructure development. Yet, defence is a prime responsibility of the state and maintaining an autonomous capability to defend a nation’s sovereignty and enhance its national interests are the principal responsibilities of governments. Developing nations like India continue to be the primary importers of arms. Between 2000 and 2007 India ranked world’s second largest arms importer accounting for 7.5 percent of all major weapons transfers. Now in 2012, India has now emerged as the largest arms importer in the world, overtaking China. India accounted for 9% of all international arms imports between 2006-2011, making it the world`s largest weapons importer.

The most important social aspect is human security which is often threatened by the insecurity caused by poverty. When people are dying of poverty, can security and arms provide them with a basic square meal? In a country where poverty is rampant and where there is great deal to be done in the fields of health and education, we cannot be spending so much on defence. Our battle is against starvation and deprivation, which cannot be fought with guns and missiles. We call upon government of India and South Asia to:

1. To cut military expenditure and the saved fund to be deployed towards combating and providing social security.

2. To support the United Nations Process for an international Arms Trade Treaty

3. Call upon governments in South Asia to support the Mine Ban Treaty and the Convention on Cluster Munitions.

3. Take the lead in international humanitarian disarmament which was the pillar of India’s Foreign Policy in 1950s and 1960s

4. Inclusion of women in peace, security and disarmament issues

On 17 April 2012 we the members of Control Arms Foundation of India are organizing an awareness programme at Dilli Hatt, INA market, where fliers will be distributed to the public. Later we are submitting a memorandum to Prime Minister and also members of Parliamentary Standing Committee on Defence.

From 1st-4th April 2012, Manipur Cycle club in collaboration with South Asia Bamboo Foundation and support from Manipur Skill development society(MSDS) organized a Bamboo Cycle fabrication workshop at the premises of the office of Manipur CYCLE CLUB LOCATED AT PAONA BAZAR. It was inaugurated by South Asia Bamboo Foundation (SABF) founder Kamesh Salam and National Bamboo Mission, state chapter Assistant Mission Director Nongmaithem Somorendro.

On the closing session of the 4 day workshop, Mr N. Kipgen, Chief Conservator of forest and also Director, Manipur state Bamboo Mission, Mr Homeshore, Director, Department of environment and ecology wing attended alongwith other executive members of the club as well as media personnel who had a preview of the three prototypes of bamboo cycles that were made during the four day workshop with Mr. Haobam Sukumar, as the main designer. 14 participants were trained in the skill of identifying bamboo exclusively for making cycles and how to treat the bamboo and in assembling the cycle.

“The Forlorn” to open IISFF on Sunday featuring Iconic Bengali actor and Dadasaheb Phalke Award Winner Soumitra Chatterjee

Slated to be the biggest event in North East India, the First Imphal International Short Film Festival 2012 (www.imphalfilmfestival.org) that is all scheduled to open its doors this Sunday April 15 at Rupmahal Theatre, Imphal, Manipur has finally announced its opening film at the festival. Directed by Saptaswa Basu – The Forlorn – that has Iconic Bengali actor and Dadasaheb Phalke Award Winner Soumitra Chatterjee in a lead role will open the festival on Sunday.

Directed by Saptaswa Basu, “The Forlorn”, is a psychological thriller centering around a young woman who, after moving into a new apartment, stumbles upon the previous tenant’s diary. This former occupant, a parapsychology researcher, is dead. She becomes obsessed with the diary. Her behaviour becomes increasingly erratic; she sees hallucinations and is tormented by the feeling of being stared at even when she is alone. Soumitra Chatterjee plays the role of a senior psychiatrist who helps his junior Saswata Chatterjee (who recently was seen with Vidya Balan in Kahaani, where he played a simple looking scary contract killer Bob Biswas) deal with the same. Also featuring Rini Ghosh in the female lead, this High Definition digital short film deals with both parapsychology and psychological issues but this is obviously not a supernatural film.

“Besides working in award winning films of Satyajit Ray, Mrinal Sen and Tapan Sinha, Chatterje encourages short film makers,” says Director Saptaswa Basu whose was insistent that Chatterjee can only play the part of the psychologist perfectly. “It was a rigorous process, convincing Chatterjee to take on the role. He is a very busy person and is also very choosy about the roles he is playing,” says Basu. “I met him with my mum… I introduced myself; I said I am going to do this kind of a film and it is very important for you to work with me because the character only suits you.”

This film was premiered at the 8th Kolkata Short Film Festival (International) on 8th December, 2011. This is the first short film in which Saswata Chatterjee has acted in and shared screen space together with Soumitra Chatterjee after a very long time.

According to Mohen Naorem, the festival director, “We were keenly looking forward to have Dadasaheb Phalke Award Winner Soumitra Chatterjee amongst us to motivate young film makers across the global platform on the opening day of the festival. However, he wouldn’t be able to make his presence at the festival due to his pre-commitments. He has however, wished the festival all success.”

A four day cultural event will mark this prestigious festival. Outstanding 40 domestic films and 10 International films has been received for the screenings like Open Doors by Ashish Pandey, Brian’s Gandhi by Ram J Saravanan, Maut Ka Kunwa by Sumant Bapurao Mali from Mumbai, LOC-A Playground by Atul Kumar Sharma from Mumbai, Bengali film Swapno Satyakam by Tomal Chakraborti, Tamil film Sathish Chandrasekaran B.E., MBA by Sathish Chandrasekaran, Malayalam film “Sabdarekha” by Nirmal S, Samvedanam by Methil Komalankutty from Dubai, Iranian film The Bare Foot Leader Zohreh Zamani.

Organized and promoted by “Legend Studio Manipur and Action for Social Advancement (ASA) Manipur” with the support of Film Forum Manipur. IISFF 2012 will witness great short films from around the world.

Inspite of Congress’ commitment and impartial execution of welfare measures in Manipur, sadly, Muslims and Muslim dominated constituencies lack in clean water, sanitation, roads, flood-proof river banks, education, sports, and socio-economic condition remains largely below average. Implementation of certain development and social welfare programmes such as MNREGA, and others is lacking. In support of the demand of a Muslim cabinet minister put forth by Minorities Development Forum of Manipur (MDFM), Manipuri Muslims Online Forum (MMOF), being a forum of progressive thinking Manipuri Muslim students and professionals, request the 10th Manipuri Legislative Assembly to consider a Muslim cabinet minister in health, roads and transport, sports, or rural affairs. MMOF wish 10th Legislative Assembly of Manipur successful completion of its term with a lot of developmental changes to bring in sustainable growth, employment and peace for Manipuri.

5th April 2012, Delhi: An interactive planning session on the topic “To Explore Strategies to Ensure Land for Women in the Governance System” was held on 4 April 2012 at the UN Conference Hall at the premises of United Nation Development Program, Lodi Estate, New Delhi. The meeting was organised by Initiatives: Women In Development, Joint Women’s Programme, Manipur Women Gun Survivors Network, Prakriti Foundation and United Nation Information Centre.

Amongst the distinguished participants included Dr. Jyotsna Chatterji, Director and Secretary, Joint Women’s Programme, Dr.Neelavalli, Director, Initiatives: Women In Development, Ms. Shobha Sakaharwade, Director, Prakriti Foundation, Dr. Charu Wali Khanna, Member, National Commission for Women, Dr. Deepa Ahluwalia, Sr. Project Advisor, National Mission for Empowerment of Women, Mr Ravinder Pal Singh, Defence Analyst and Former Project Leader on Arms Procurement, SIPRI ,Ms.Seema ,Consultant, Ms.Indrani Sinha , Executive Director, SANLAAP and Ms Binalakshmi Nepram, Founder-Manipur Women Gun Survivor Network.

Speaking at the occasion Dr.Neelavalli addressed that the meeting was organised to create space among women activists to explore strategies within Governance space to promote land rights for rural women. She said that IWID had identified that more than individual ownership, collective farming by women would be an effective strategy towards ‘access and control’ of land by women. She also stated that IWID had initiated a national level campaign for women farmers and collective farming that had promoted a number of collective farms by women in a number of states. She urged partner organisations, interested individuals to come forward to advise and evolve strategies to make the needed change.

Dr. Jyotsna Chatterjee talked about the importance of land ownership to women as they gave them decision making power and control. She suggested four step strategy regarding issues of land ownership by rural women through collective farming namely (1) to advocate much needed women ownership of land rights (2) collection of information or best practices, strong research for failures and successes regarding the issue 3) to open a format for addressing the issues to policy makers on need for women’s right to land ownership and to tapped existing policies, schemes and 4) women may own land but needed to use law and capacity building .She said that since a timeline necessary she recommended executing the strategy within a year.

Ms. Shobha Sakaharwade, Director, Prakriti Foundation addressed issues of rural women. She said that she was working in three areas namely Madhya Pradesh, Chattisgarh and Maharashtra working for underprivileged women who were often prone to do suicides. She said that she was working towards supporting these women to become self dependent by providing training programmes, education and awareness. She said that for women to gain economic and political power land ownership was important and suggested that in order to achieve this advocacy and lobby regarding the issue was the main need.

Ms Indrani Sinha, Executive Director, SANLAAP addressed the condition of women in West Bengal highlighting women trafficking in that area. She also addressed the issues of women and land ownership in West Bengal. She said that for giving economic and political stability land ownership by women is very much necessary. She said that they need to do practical work to achieve the set goals like advocacy- grass root information and funding. She suggest that for to achieve the goal regarding the issue a strong research was very much needed to know certain information on collective farming, schemes, government policies on collective farming and land ownership.

Dr. Charu Wali Khanna, Member, National Commission for Women talked about women farmers and their current status. She said that in India 80% of the agricultural labour was done by women farmers .She said that National Commission for Women would be ready to provide much needed help for such women farmers or the issue of owning land through collective farming if the partner organizers working in the issue gave them a feasible strategy leaded to the solution of the issue that could be done within a timeline.

Dr. Deepa Ahluwalia, Sr. Project Advisor, National Mission for Empowerment of Women addressed that best practices and existing positive stories in Andra Pradesh and Kerala regarding women empowerment through land ownership and said that legislation could also be done. She addressed that since land was fixed and limited, they should think beyond land and suggested to involved various government departments like horticulture, fishery etc.

Ms Binalakshmi Nepram, Founder-Manipur Women Gun Survivor Network addressed the issues of women and much needed their empowerment. Citing example of Manipur she highlighted the minimal participation of women in political field and addressed that it should had to be made increased women’s participation in political space to remove violence to women in grass root level.

Dr Ravinder Pal Singh, Defence Analyst and Former Project Leader on Arms Procurement, SIPRI addressed that women should engaged more seriously in decision making policies. Regarding collective farming to own land rights by women he suggested that a public policy making framework was necessary. He raised certain questions on the primary objective, its scalability and feasibility for the matter. He suggested that the National Commission for Empowerment of Women could play a national intervention regarding the issue and women empowerment. He said that women parliamentarians gave more concern to party line rather than women empowerment in the society and suggested them to focus more on women empowerment for a better society. He also addressed that since they should focus not only land but also other allied agricultural practices as they would be more meaningful for women in hilly areas would did not have access to farming.

The purpose of the meeting was to create space among women activists to explore strategies within Governance space – planning, budget, ministry, departments and special committees/ bodies to promote land rights for rural women. And also to discuss the possible schemes that could be suggested to Government and lobbying methods to ensure land for women. The meeting was concluded with meaningful notes and resolutions. The following resolutions have been taken –

1. To strengthen National level Campaign for Women Farmers and Collective Farming on an all India level under the slogan “Land Ownership, Collective Farming and Women Empowerment”.
2. To arrange a workshop to form a lobby committee.
3. A research consultation meeting to be held by May 2012.
4. A consultation meeting at Northeast India regarding the issue by August 2012.
5. To organise consultations with Govt officials and other like minded people.
6. To organise joint programmes by pooling capacity and resources.
7. To avail resource person for the trainings extended to rural women in different states.
8. To represent the cause at different national and international platforms.
9. To help evolve legislation on women collective farming.
