IMPHAL, October 10: Chief Minister Okram Ibobi Singh said that government is contemplating a bill to enact a law in the State to prevent violence against the doctors by the patient party.

The Chief Minister said this while inaugurating a 2-day 20th Annual Conference of the Associations of Surgeons of India Manipur State Chapter `“ ASIMANICON 2015, under the theme `Early Diagnosis and Treatment` at the Jubilee Hall of RIMS, Imphal today.

Ibobi said while he would have little to contribute to a scientific conference like this one, there is absolutely no doubt that problems related to health have a critical impact on the development and prosperity of this country, therefore the need for the role of the government.

`The problems are also complex and interlinked. However, while policy-makers are aware of the seriousness of the problem, there is very little awareness of its different dimensions among the broader category of opinion makers and the informed public.` He said.

A kind of pressure can be generated by creating a broader awareness of the problem which generates pressure to bring about corrective action and also sufficiently broad based understanding of the problem to make corrective action politically acceptable, the chief minister added.

He recalled the United States policy on affordable healthcare which has resulted in a number of publications on how to improve medical coverage, healthcare and reduce healthcare costs across the world.

`I note with appreciation that the Association has brought together leading specialists from the public and private organizations to share knowledge and skills with a view to providing quality healthcare in the country`, he said.

He further added that in the health sector our goal is to bring “a long and healthy life for all our citizens”.

Our key objective is to increase the life expectancy of our citizens and ensure that all people have access to healthcare, he added.

The key outputs in this regard are to reduce the mortality rate, reduce the impact and prevalence of HIV and AIDS and other communicable diseases, and to ensure an effective health care system, he said.

To achieve these outputs, our key activities include ensuring a well-coordinated health system with special focus on communicable and non-communicable diseases, he said.

Speaking on the burden of diseases due to poverty, inadequate resources, lack of equipment and infrastructure, he said inspite of all limitations, our surgeons have been relentlessly working towards providing quality surgical services to our people.

`It is heartening to learn that our surgeons, with whatever limited resources and technologies available, have been able to perform many advanced and complicated surgeries`, he praised.

`Here, let me assure that I will do whatever is possible in my capacity to ensure that shortage of infrastructure and technologies do not come in the way of providing quality healthcare to our people,` he reassured adding, the state government is dedicated to ensure a better healthcare system for our citizens and we focuses on Health Insurances to citizens, Financial assistance to poor people, enhancing the infrastructure facilities at District and sub-district level Hospitals, use of technologies like tele-medicine to reach to the remotest corners of the State etc.

The Chief Minister also said even as India is becoming an important centre in the aspect of Health Tourism, he would like to place on record that Manipur also has its goal to serve in this sector to the neighbouring country like Myanmar.

`I am sure this will take us in long way in delivering quality service not only the people of our country but also to neighbouring country` he said.

Also present on the dias were Parliamentary Secretary Victor Keishing as a guest of honour. He appealed the doctors to help the government in bringing peace and harmony in the state.

Prof. S. Rajendra Singh president ASI Manipur State Chapter who presided over the function drew the attention of the state government to create the infrastructure for the organ transplant facility in the state.

Massive CBI raids at ousted RIMS Director Sekharjit’s house, official quarter

IMPHAL, September 12: The Central Bureau of Investigation today raided the residence of dismissed Regional Institute of Medical Sciences director L Sekharjit Singh.

The raids which started at around 7:30am continued late into the night.

Raids were simultaneously conducted at nine places including his official quarter and residence.

The administrative block of RIMS Dental College was a prime target and during it documents related to the purchase of dental chairs for the hospital were seized.

It may be mentioned that Dr L Sekharjit was prematurely removed from the post of RIMS director by an order issued by the ministry of Health and Family Welfare on August 25 although his tenure was to expire on September 13, 2015.

A 35-member team of the CBI led by DSP Bhattacharya arrived at Sekharjit’s residence around 7:30am in the morning. Sources said the raids were carried out regarding irregularities in the supply of dental chairs to RIMS and other misappropriations while the former director was in office.

Meanwhile, sources informed that the ousted RIMS director is presently at Delhi, however, his wife Damyenti who was at the quarter during the raid was not allowed to leave the quarter.

On May 23, 2014, the CBI had submitted an FIR copy to the District and Sessions Judge, Manipur East in a non-bailable case bearing number Criminal Miscellaneous case number 41 of 2014 reference RC number 6 (A) 2014/IMP under section 120-B, 420 of the Indian Penal Code, read with 13 (2)/13 (1) (D), Prevention of Corruption Act.

The sudden development at the premier Regional Institute of Medical Sciences, RIMS, in which former director, Dr. S Sekharjit, was dismissed rather unceremoniously, and interestingly by the Union government, would have come as a shock to all except perhaps RIMS administration’s insiders who were all along aware of the politics in the institute’s administration. The reason cited for the abrupt ouster is the charge of financial embezzlement levelled at the director in a Central Bureau of Investigation, CBI, enquiry report. According to accounts made available to the press, the CBI is now preparing a formal charge sheet against the former director. The latter tried to move the High Court to stay his dismissal, but the petition was turned down. The matter however is unlikely to end here, and a long and tedious legal battle can be expected to follow. But in the evening of his career, even in the unlikely event of a legal triumph at the end of possibly years or even decades, the victory would most likely be at the best, pyrrhic. Judging by the rate of case closures of Indian courts, for all you know, the case may even remain shelved without a verdict. The case of Oinam Village against the Assam Rifles, in the aftermath of Operation Bluebird of 1989, is just one example. We do hope we are wrong and the case gets to see a conclusion soon. Be it what it may, but we do wonder what somebody known as a brilliantly talented doctor, with a shining academic record, would at this stage in his life have even allowed himself to be in a position to end up with charges of financial embezzlement.

The last obviously has not been heard of the case as yet, and we have no intention of pre-empting the progress of the matter, or question the integrity of anybody implicated in the case any more than what is already known to the public from what the CBI has revealed so far. The rest, as they say, is now the job of the court to decide. But leaving aside the personal drama of alleged greed and avarice, the matter is certainly of vital public interest. Indeed, public health in recent times has been a subject which has commanded great interest, and also been one of the economic sectors which has seen spectacular growth. The number of extremely successful private health facilities, starting from small time dental clinics to full fledged multi specialised hospitals, which have sprouted and blossomed in the past few decades is evidence. The truth is, it would not be wrong to say this revolution in the health sector began about four and a half decades ago with the setting up of the Regional Institute of Medical Sciences, RIMS, originally known as Regional Medical College, RMC, before it was later, and much deservedly, upgraded to its present status.

But the health sector story, of which RIMS is only an important part, is hardly one of optimism and success alone. It has had its own liberal shares of shame and disgrace, as the current controversy itself is a pointer. Both in the larger question of health sector administration of the state, as well as individual integrity and practice of health professional, there have often been big question marks. In the larger administration, it is well known how once corruption ruled, and even the selection of candidates for pursuit of the medical profession was determined by bribe value alone. In one year, there was a huge controversy over entrance examination answer sheets discovered in a tea stall being used as wrappers even before the examination results were declared. But it is a highly competitive profession of increasing specialisation, and those who made in the past into prestigious medical colleges in the country through the back doors opened up with bribes by their resourceful parents, often ended up discovering it was even more difficult to get out of them successfully. But thanks to intense public scrutiny, and to a good extent, vigil by many underground organisations those days, threatening severe personal consequences, things have improved substantially at least in the selection of candidates for the government’s official seats. Of course, resourceful parents still pay astronomical capitation fees to have their children in good private medical colleges in the hope of a guarantee of successful careers for their wards, but this does not affect the government’s quota open only to the most meritorious, so it is up to them to decide where best they can invest their money.

But controversy in the health sector is also at so many other levels. Every so often, the state witnesses kins of patients who succumb, declaring war against doctors whose alleged neglect they claim were the causes of the deaths of their wards. Sure, all patients are not destined to overcome their ailments. Sure, hospitals are the most likely places where we will witness deaths of patients. Sure the anxieties of kins of patients can make them blind to this reality and tend to blame doctors who attended their ailing loved ones, but as the saying goes there cannot be smoke without any fire. There would be black sheep in this profession which through the ages have earned itself the epithet of “noble”. There are indeed stories of doctors who prescribe drugs by the brand of their makers rather than the drug per se. There are even doctors who insist on their patients purchasing these drugs from particular retail outlets only, for obvious commissions they receive on items purchased. And there have been reports of such doctors getting sore with their patients for not following their purchase instructions. There are also stories of government doctors who neglect their official duties to attend private clinics even during duty hours. One rotten apple can spoil the entire basket of apples they say. So it is here, and indeed in all other profession. The difference is, on the scruples shown by doctors often hang the lives and welfare of their patients.

HC rejects ousted RIMS director’s stay order plea

IMPHAL, August 29: A single bench of the High Court of Manipur today rejected Dr S Sekharjit’s plea seeking a stay order of his removal as RIMS director.

Dr Sekharjit had challenged his premature removal citing that he was not informed of the actual cause of his removal and pleaded the court to pass an interim order to stay the removal order.

The hearing of the case (No WP (C) No. 638 of 2014) had started yesterday in the court of Justice N Kotishwar, but the judgement with regards to the plea was reserved by the court.

Continuing the hearing today, the court rejected Sekharjit’s plea citing three grounds.

It may be mentioned that Dr S Sekharjit Singh was removed prematurely from the post of director, Regional Institute of Medical Sciences (RIMS), by an order of the Ministry of Health and Family Welfare (North East Section) issued on August 25. Subsequently, he filed a case before the High Court of Manipur on August 27.

It may be noted that according to an order signed by a deputy secretary of the ministry, Shekarjit was “relieved of his duty as director with immediate effect,” and Prof Chongtham Arunkumar was to take charge of the post.

The court also served show cause notice to the respondents of the case returnable within four weeks.

The new director Dr Ch Arunkumar, officially took charge of the post at 1 pm of August 26, at the RIMS administrative block.

Imphal, August 27: The Union Ministry of Health and Family Welfare has directed RIMS director Dr Ch Arunkumar to open the room of former director Dr Sekharjit in the presence of Deputy Director (A) and representative(s) of the local police and District Magistrate.

The directive however served notice to the dismissed director, Dr. Sekharjit, through the newspapers, to come on his own accord to open the room so as to prevent the earlier alternative.

A directive from the Union Ministry of Health and Family Welfare (North East Section) states that news may be published in local newspapers to the effect that former RIMS director Dr Sekharjit Singh has kept the office room of RIMS director under lock and key on August 26 and his whereabouts are not known.

The directive said, Dr. Sekharjit is thereby informed through the newspapers that he should come and open the office room of the RIMS Director within 24 hours from the publishing of the news in the newspaper, failing which the room would be opened by the current Director in the present of Deputy Director (A) and the representative(s) of the local police and District Magistrate, added the directive.

The directive said the matter has been considered carefully in the ministry and it has been decided with the approval of Secretary (H&EW) and action may be taken immediately.

The directive also said an FIR is to be lodged with the police station and the District Magistrate informed of the incident. A copy of is also to be sent to the District Magistrate with a request for permission for opening of the lock of the office of the Director, RIMS Imphal.

IMPHAL, August 25: The Regional Institute of Medical Sciences (RIMS) has submitted a counter affidavit before the division bench of High Court of Manipur, in connection with a PIL regarding the erection of churches within its compound.

On the other hand, both the State of Manipur and the Union of India, both respondents of the PIL have failed yet again to submit their counter affidavits, and instead pleaded for more time, which has been granted by the court.

RIMS submitted the affidavit before a division bench comprising of Chief Justice Laxmikant Mohapatra and justice N Kotishwar, today.

Advocate Nirmolchand appeared before the court on behalf of RIMS while public prosecutor cum government advocate RS Reishang represented the State of Manipur and advocate Rupachandra represented the Union of India.

The Lamphel Rongmei Baptist Church (LRBC) represented by Namga Gangmei, pastor, RIMS complex, Lamphel, Imphal and the Lamphel Baptist Church (LBC) represented by K Jenishing, Pastor RIMS complex, Lamphelpat, Imphal, had submitted their affidavits recently.

Th Manihar Singh represented the case on behalf of the petitioner.

It may be recalled that the PIL was filed before the High Court of Manipur against illegal encroachment inside the RIMS complex referring to a Supreme Court’s ruling against erection of religious structure on educational institutes owned by the government.

Home minister has asked State to apprise on law and order situation
IMPHAL, May 30: President of BJP Manipur unit Thounoujam Chaoba lambasted the state Home department for its complete failure to maintain law and order in the state.

Chaoba rushed to visit the victims of the bomb blast that occurred in Singjamei May 29, just after his return from Delhi.

It may be mentioned that two persons were killed while several others were injured in the Chingamakhong bomb blast areounf 5.15pm Thursday.

The victims are undergoing treatment at RIMS, Shija, Raj Polyclinic, Advance Hospital and Iboyaima Hospital Singjamei.

Speaking to the media on the sideline of his visit, Chaoba alleged that the blast had occurred because of the state government’s negligence in maintaining law and order.

He said Singjamei is in the heart of the Imphal. The blast occurred at a place where securities are deployed round the clock.

State is now facing the worst law and order situation Chaoba alleged.

He further informed that the Union Home minister Rajnath Singh has taken serious note of the incident.

Accordingly, the minister has demanded a proper appraisal of the law and order situation in the state within 48 hours, he said.

The BJP president strongly condemned the incident and termed it as an inhuman act.

He said such heinous crime should not be repeated in the future. Chaoba said he will meet the Chief Minister to demand proper ex-gratia for the victims.

On the other hand, State deputy Chief Minister Gaikhangam also visited the victims of the Singjamei bomb blast, who are now recuperating at different hospitals.

In a defensive tone, the Home minister speaking to the media said there has been no negligence on the part of his department. “This is not an isolated case, even in highly advanced country like US, shooting incident of school children happens”, Gaikhangam said.

Gaikhangam claimed that with the modern technology a powerful bomb can be assembled very easily.

He said that there could be possibility of outsourcing the plantation of bombs to people like drug users who are in need of money.

Condemning the incident, he sought the corporation of the public in preventing such incidents.

Gaikhanagam also visited Rinku Khumukcham Editor of Imphal Times who is currently undergoing treatment in Shija Hospital following an accident, and offered him financial assistance.
