IMPHAL, Oct 26 NNN: At the invitation of the governor of Manipur, Gurbachand Jagat, a five member delegation team of The Tribal Youth Council, Manipur (TYCM) met him at his official residence, Raj Bhavan this morning at 11.30 am in connection with a memorandum submitted to him to enforce “Hill Areas” as enshrined in the Indian Constitution Article 371-C as the focus of attention.
The Tribal Youth Council leaders said that the governor has assured the delegation of conveying, communicating and calling on the chief minister, O Ibobi in regard to the memorandum.

A powerful IED remote control bomb was exploded in between Moidangpok and Khumbong under Patsoi PS this morning around 6.30 a.m.
A team of 28th AR had just passed the area when the bomb exploded however no casualties were reported.
Following the incident, massive security forces were rushed to the area and conducted search operation there.
To protest the bomb blast, residents of the area blocked NH 37 for some time. Meanwhile a Chinese hand grenade was found in front of Isar Oil Pump Luwangsangbam this morning. The PLA has claimed responsibility for the blast.
Meira Paibis of Luwangsangbam Mamang Leikai staged a sit in. The protesters urged the concerned not to repeat such incident in future.

Parents were seen rushing to their respective wards’ schools to take their children home back. In a sudden move, shops too downed their shutters from 9 am. Apprehension of the repeat of October 2 flare-up has been the cause for the chaos today.
Rumours spread that another clash between the ZUF-NSCN-K combined with the NSCN-IM would take place this morning. It was speculated that the NSCN-IM cadres were on their way to attack the rival groups.

The great leader, who led the country to freedom 57 years back, who preached ahimsha, who said freedom achieved after shedding blood was not his choice is being remembered on his birth anniversary day today. Gandhi Jayenti is celebrated all over the country in keeping with his firm belief that cleanliness is next to godliness. He believed in equality among all people. He was one such leader, who thought power corrupts human mind. He was a fighter. He fought against the wrongs perpetrated by high and mighty groups against the poor and hapless people. All his agitations were for alleviation of the living conditions of the down trodden people. The former Prime Minister Narasimha Rao expressed the apprehension that just as Buddhism vanished from its own land Gandhism too may vanish from its own land. A time may come when Indians going abroad to study Gandhism. We cannot dishonour father of the nation by sidelining the principles of freedom and equality that he held high. As if his philosophies are not in conformity with the present time the modern day leaders have relegated all his teachings. The present day generations have forgotten as declared earlier by Einstein that Gandhiji lived in flesh and blood. Such a man, who adopted celibacy at the age of 36 experimented with the truth in his life. His life was an open book. There was nothing he hid and when died he left a pair of spectacles, a pair of shoes and a wrist watch as his belongings. He was against wastage of time and money. He used the back page of the letters and documents that he received in writing newspaper reports. He knew too much about the problems facing the women in the country so he emulated the simple housewife with the soldiers in the war field. He even slept in the colonies, where the lepers were residing. Long before medical science declared leprosy is not a communicable disease Gandhiji had touched the feet of the lepers to cure them and also to provide better treatment to them. Such a great man, such a big heart if not to him to whom the title Mahatma would be given. Young children need to be taught his philosophies and principles of life so that they will learn what makes a decent person. At least 20 Nobel laureates at a meeting held to restore peace in the world adopted a resolution saying to usher in peace and tranquillity all over the world Gandhian principles should be adhered to by all. Now the question is put to ourselves what really have we done to show respect to Mahatma Gandhi. His philosophies and ideas are kept neglected. All our leaders are in competition in the possession of wealth. They cannot see more than themselves and their family members. The need of the hour is inculcating Gandhian principles in the young minds so that when they grow up they will feel the need for serving the needy people better. As we offer floral tributes to the father of the nation we must keep in mind where do we stand. Paying tribute to him is like paying obeisance to the supreme Gods.

He was detained under NSA and on Sep 25 around 1:00 PM he was nabbed by Police from RIMS road . He had no arms when he was arrested. He was handed over to 18 Bt.(Sikh Regiment) to be killed in a fake encounter.

It was asked to provide the names and particulars of the beneficiaries of the Tamenglong District of Manipur who received the assistance of payment of the amount Rs. 399.13 lakh ( released by the Director, Horticulture & Soil Conservation, on 9th July, 2012 to the Deputy Director (HQ) Scheme Officer in charge Orange Development Programme, Tamenglong Vide CBI Cheque No. 074948 dated 9/7/2012 for implementation of specific component for Orange Development Programme in Tamenglong District under the I/C HMNEH programme 2011-12 (PM’s initiative for Orange Development in Tamenglong District)
The Specific component with the allocated released amount are:
(a) Production of planting materials – Model Nursery (Public sector 4 ha each) – Rs. 100.00 lakh
(b) Rejuvenation of senile plantation – Rs. 132.13 lakh
(c) Water Harvesting System for individuals (20mx20mx3m pond) – Rs.51.50lakh
(d) Establishment of pack House/farm collection & Storage unit – Rs. 115.50 lakh
Total Rs. 399.13 lakh
Further, please provide the physical and financial progress report with the details of beneficiary wise paid amount with an authenticated copy of the Utilisation Certificate for the said amount.
2(i) Kindly provide the names and particulars of beneficiaries of Ukhrul District of Manipur who received the assistance of payment of the First Installment of,Rs. .6313171- . The amount of which was received by the DO Ukhrul on 1/8/2012 from the I/C HMNEH, Department of Horticulture & Soil Conservation, Govt. of Manipur for implementation of the following component for the year 2012-13. The component with the allocated released fund are:
(a) Orange (2nd year maintenance) – Rs. 27.00 lakh
(b) Orange (3rd year maintenance) – Rs. 20,475 lakh
(c) Rejuvenation – Rs. 15,65,625/-______
Total Rs. 63,13,1251-
Provide the names and particulars of the beneficiaries of Ukhrul District who received the assistance of payment of the 2nd Installment of Rs. 21 ,04.380/- only for orange 2nd& 3rd year maintenance) and Rejuvenation from the I/C HMNEH, Department of Horticulture & Soil Conservation, Govt. of Manipur for the year 201 2-1 3. The amount of which was received by the DO Ukhrul on 29/8/ 2012. Please furnish an authenticated copy of beneficiary wise amount paid to each of them with an authenticated copy of utilisation certificate of the amount. The details of physical and financial progress report are also requested to be provided .
3(i) Kindly provide the names and particulars of the beneficiaries of Kangpokpi Sub -Division who received the assistance of payment of the First Installment of Rs. 65.51.370. only from the i/c HMNEH, Department of Horticulture & Soil Conservation, Govt. of Manipur for implementation of the following component for the year 2012-13. The amount of which was received by the DO Kangpokpi on 31/7/2012. The component with the allocated released amount are :
(a) Tissue Culture Banana (2nd Year maintenance)
Released amount – Rs. 38,96,370/-
(b) Lemon (3rd year maintenance)
Released amount – Rs. 26.55.000/-

(ii) Please provide the names and particulars of the beneficiaries of Kangpokpi Sub Division who received the assistance of payment of the Second Installment of Rs 26, 13.630 for T.C banana ( 2nd year maintenance). and Lemon ( 3rd year Maintenances) from the I/C HMNEH, Department of Horticulture & Soil Conservation, Govt of Manipur. for the year 2012-13. The released amount of which was received by the DO, Kangpokpi on 29/8/201 2. Please provide the physical and financial progress report with the details of beneficiary wise paid amount.
4(i) Kindly provide the names and particulars of the beneficiaries of Jjribam Sub Division who received the assistance of Payment of the First Installment of Rs. 21,13513 only form the I/C HMNEH, Department of Horticulture for the year 2012-13.
The released amount of which was received by the CDO, Jiribam on 31/7/2012. The component with the allocated released amount are :
(a) Cashewnut (3rd year maintenance) Released amount – Rs. 13.68.263/-

(a) Establishment of Big Nursery (Public) allocated fund – Rs. 25.00 lakh
(b) Spawn Making Unit for Mushroom allocated fund – Rs. 15.00 lakh

(ii) Provide the total number of Lemon plants in the Kangpokpi Sub-Division where Rs 26,55,000/- had been invested. The total number of Lemon plants for the well known ‘’KACHAI LEMON’ at Ukhrul District. Please furnish the reason for not reflecting and not in the budget for the said popular “KACHAI LEMON” under the above mentioned component of the I/C (HMNEM) for the year 2012-13. Please furnish the total number (population) of Lemon plants and the Cashewnut plants of Manipur State.
