AGARTALA, Feb 17 (agencies): A suspected hardcore militant of People Liberation Army (PLA)  was arrested from Usha Bazar area under Airport police station on Thursday.

Police said, arrested PLA militant, Kamjam Sarat Magganag, a self-styled assistant finance chief of the organization had been staying at the rented house of Shubhankar Bhowmik of Usha Bazar area during last four and half months.

His daughter  is currently studying at Agartala Government Medical College.

Based on secret information, police arrested him and recovered two mobile sets, four SIMs and five diaries containing information about kidnapped persons and ransom amounts, said police.

Later, on Thursday Kamjam Sarat Magganag was produced before court of first class judicial magistrate who sent him for two days police custody.

IMPHAL, Feb 16:  The Joint Action Committee (JAC) which was formed following the alleged rape and attempted murder of Kumar Durga Devi on February 9 took the initiative as the mainstay in today`s public demonstration held at Senapati and later submitted a memorandum to the chief minister to assist financial help and allocate a fitting government salaried job to a kin of the victim.

According to a report, various organizations participated in the said demonstrations and demanded the arrest of the alleged perpetrator Angom Shanti Kumar of Sekta, undder Lamlai police station.

The demonstrations was spearheaded by Joint Action Committee (JAC), Naga People`s Organisation (NPO), Senapati District Women Association (SDWA), Senapati -Karong Town Area Committee (SKTAC), Gorkha Union Manipur( GUM), Meira Paibi (MP), Kalapahar Women Society (KWS), Senapati-Karong Women Welfare Association (SKWWA).

The organizations further appealed the government to support financial assistance for the victim`s medical treatment and honour all caste and creed.

The dharna witnessed monetary offering and gratuity from the public responding whole heartedly to the gambit of Senapati District Women Association (SDWA) towards the girl`s medical expenses, the report added.

Saturday morning is always pleasant for me. It is a day I can spend some time with myself in a nearby university’s sport ground without the need to rush back before 8 am to ensure I reach office by 9 am. It is day I can think of something other than never ending office works. One Saturday morning, when I am back from the ground at around 9.45 am, I saw a miss call from one of my friends whom I have not been in touch for a long time (around 2 years). I called him back to inquire the reason behind his missed call. The reason was amusing and sound trivial. He wanted to remove the word “Singh” from his last name. So, he wanted to know procedure to change his name in his degree certificate. My first reply was “Are you serious?” I tried to persuade him by giving a workaround solution just the way I generally provide to scientists from our partnering organizations whenever my informatics solution fails to cater their research needs. I tried to simplify. That is simple, you just use an easy name like mine “Sanjib Meitei” in your credit card, PAN card and use the name instead of your certificate name. You don’t need to change your name in certificate. Moreover, you don’t show your degree certificate when someone asks your name. Well, he didn’t ring me up to listen to my free workaround solutions. He had already taken up a step further than I imagined. He had managed to strike off “Singh” from his name in HSLC certificate. Now, he wants to get rid of this word from his name from the degree certificate too. He reasoned in short, “it’s embarrassing to have “Singh” in a Meitei’s name”. I pondered for a while and understood the eventual futility of any suggestions to stop doing his quest to remove the word. I assured him that I will assist getting his name change done.

Being Saturday, I had the privilege to spend some time thinking about the reasons that might force him to prioritize a task that has nothing to do with his professional life. As the day progressed, my mind was wandering on the thought whether it really matters when someone uses Singh as his last name. Why this Kolaveri Di? Well, in the context of the Indian society, my friend has a point to feel something awkward about mismatch between last name and our race especially in Hindu and its nearby societies. Most of the popular names and surnames in India are clan/caste/region specific. So, whenever your name is announced, people already imagined a template of your look/caste/race/region in their mind. This is where Meiteis with Singh as last name become a mismatch to many people who are not even aware of the existence of an Indian state called Manipur. A few years back, I read a piece of news titled “Singh from the east” in a national newspaper (it must either be Hindustan Times or Times of India since I read these papers only). It was amusing news although not very important. Either Rennedy Singh or Gouramangi Singh (sorry, I could not remember the exact one and I don’t want to dig the information out) went to Australia to play high level club football matches. It was a matter of pride that Indian footballers got to play football in Australian league matches. All the people from Punjab living there in Australia gathered to welcome the Singh. Anyway, it is matter of pride to have one sporting icon from your community or caste or region. It is a global phenomenon that is not only restricted to Indians only who are starved of legitimate sport stars. Phillipinos will rightly gush about Manny Pacquio, the reigning king of boxing while I, as a Manipuri always like Mary Kom to win gold in every competition she participates. Coming back to the story of the news I just mentioned, when Singhs in Australia saw the Singh from the east, they were left shocked and confused. Luckily, some Manipuris living there turned up to take the charge and organized a welcome party for the name wise mismatched Singh. Well, similar stories of confusion continue to brew up for many common Singhs from the east in Indian schools, colleges, offices and many other places. Some are sensitive and some just move on ignoring the raised eyebrows. On the other side, from the shocked people who just realize the existence of Singhs in the east, some brash people questioned or commented on the mismatch between name and the race while some polite people just get on keeping their wonder and curiosity to themselves. But a generic line accepted among all people when they saw Singhs from east or some not so popular communities runs freely “Aaj kal har koi apane naam ke aage Singh likhte hain”. And for sure, the same sentence might have been used by stunned Singhs in Australia when they realized that the Singh of football was from the east.

I am not going to request Singhs from the east to change their last name. Different people have different experience in life. Who knows, some people might have got social acceptance and honor because of Singh as last name. But, I, in this article, bring in some basic information regarding people belonging to different castes/communities/regions who generally write Singh as their last name. I don’t say all Meiteis do not know the lineage of Singh but it is also a fact that many of my fellow Meiteis are oblivious to the reason and significance of writing Singh as last name.

“Singh” derived from a Sanskrit word “Simha” means lion. It is one of the most popular last names (many write it as their middle name too) and is used predominantly by people belonging to Rajput clans to symbolize their bravery and warrior pedigree. The rajputs are divided into three clans namely Suryavanshi, Chandravanshi, and Agnivanshi. As per legends, Lord Ram belonged to Suryavanshi rajput clan, Shri Krishna belonged to Chandravanshi clan (there seem to be some argument regarding this when Yadavas claimed that they are the legitimate descendents of Yadubanshis) and Chalukya rulers belong to Agnivanshi clan. Historically, different clans ruled several western, eastern, southern and northern states of current India although it didn’t reach NE states of current India. Besides rajputs, the Sikhs also write Singh as their last name. They started using “Singh” as mandatory last name under the leadership of Guru Govind Singh in 1699 AD. Well, Meiteis (although I am not scholar in this field), especially the king and his family should have started a little bit later as compared to the Sikhs during the reign of Maharaja Garibniwaj. Most probably, by the time of “Chahi Taret Khuntakpa”, I think common Meiteis too started using “Singh” as last name (anyone, please educate me more regarding this). To my not so erudite understanding, taking “Singh” as last name by Meiteis was not wrong from the context of literary meaning of the word “Singh” since Meiteis are warriors since the time of immemorial.

Although Sikhs and Meiteis started using the last name Singh around the same century, Singh by a Sikh is well accepted while it is a misnomer for Meiteis to general Indian populace. Sikh’s contribution to Indian history is significant and they have always been a part of it. Even in today’s India, although their population is around only 2% of total Indian population (well Meitei population is negligible), they produce people who are always in public knowledge. Easiest examples, Dr. Manmohan Singh, Montek Singh Ahluwalia, many Army Chiefs to name a few who make significant contribution to the nation as well as become popular names among common people. Meiteis, despite our bravery and history in our right, are quite unheard of among majority of the common people of India and never got our share in Indian history also. Well, I don’t need to write in detail regarding this. In simple language, majority of Indians are not familiar with Singh attached to names of Chinese looking people. So, Singh becomes a misnomer to Meiteis to them. Scientifically, the reluctance of majority of Indian common people to recognize Singh as last name Meiteis is very reasonable. Just see how letters are arranged in computer keyboards. When I saw computer keyboard for the first time, I felt disgusted. I thought how on the earth, letters are arranged horribly out of order on keyboards. However, it is so popular with people that if a company comes up with a new keyboard having letters arranged in different order to the current one then I doubt it will be acceptable to people.

My friend who decided to strike off “Singh” from his name seem to be quite sensitive as far as mismatch between the last name and our ancestry. My only concern was that he needs to change his name in many important documents which may require legal proceedings. I hope, he named his son accordingly. I am not sure if I would have gone all the ways to remove the word had it been in my last name. Anyway, in this big bad world where we cannot avoid many uncomfortable things, one should be comfortable at least with his own name. If some of my fellow Meiteis are embarrassed with their last name, I will blame a few generations of Meiteis who failed to promote our own language to define things properly. They could have come up with our own word to define ourselves instead of burrowing it from other established languages and corresponding utility. Many communities use “Singh” and other variants of the word to symbolize that they are warrior descendant. “Meitei Nongsha” is a word that we use to praise people who show bravery in the face of adversities. We, the Meiteis, for sure belong to a proud warrior community who withstands the test of time, intruders and many more unwanted situations. We can proudly use a name to symbolize having descents of a warrior clan. However, would I use “Singh” to do so? My answer is a big Never! Because, there are already people who have established their own historical, political, social and cultural lineage for this last name in Indian society. To me, working hard to make Singh a popular Meitei’s last name just sounds like investing upon developing a keyboard with different letter arrangement from the current popular one without much resource at hand. I feel proud that my fellow people start seeing the importance of developing our own identity rather than just living with a last name which majority of the people consider it to be a misnomer. We belong to a small community and if a Meitei brings laurels for the nation, we cannot afford to lose the credit in confusion to other well established communities. I will not force other people who write Singh as last name to change their last name but personally, I will love to see Meiteis using their own Surname or Yek as last name.

IMPHAL, Feb 15: The United Naga Council, UNC has decided to temporarily suspend the ban on construction work on the Trans Asian Railway line after the lapse of the specified two months ban on construction work on the said railway line on February 15.

A press statement of the UNC has informed that the body has taken the decision during its presidential council meeting held at Tahamzam on February 11.

“The indefinite ban on Seismic Survey in Tamenglong district would also be lifted temporarily with effect from the same date” the statement added.

“The ban had been imposed in protest against the lack of political will on the part of the  Government to address the demand for an alternative arrangement for the Nagas in Manipur”.

The decision to suspend the ban was taken in view of the fact that it would not be relevant when the election code of conduct is effective and the election process remains incomplete, the statement added.

The decision would be reviewed after the installation of a popular government in the present state of Manipur, it ended.

IMPHAL, Feb 15: To co-incide with the third death anniversary of late SDO of Kasom Khullen Thingnam Kishan,Y Token and A Rajen, a memorial stone has been erected at Mapari Ningshinkol near Cheirap Court today.

The JAC members went to Lukhrabi Thong of Senapati district to the place where they were murdered by the NSCN (IM) cadres and brought the boulder on which they were bludgeoned.

Kishan’s younger brother Roshan told mediapersons that the boulder was brought to the memorial site as a symbol of their eternal existence and truth triumphing over evil. He appealed to the public to attend the memorial observance to be held at Gandhi Ghat on Friday.

IMPHAL, Feb 15:The MSCP has asserted that any further re-poll based on the findings of the recent photo comparison exercise will be a waste of time and money as the photograph technology lacked fool-proof scientific backing.

Instead, the party suggested that counting of the ballots should be allowed to go ahead after invalidating those cases where mismatches were observed between the photographs in the electoral roll bank and those taken at the polling stations.

Talking to media at Hotel Imphal today, president of the party Y Mani stated that recommendation of re-poll based on the comparison of photos will be ill-advised as it will open door for more manipulations by candidates in advantageous position. He expressed surprise that the ruling Congress party has not so far announced their position on the issue to the public. 

However, Mani made it clear that his party will abide by any decision taken by the Election Commission of India on the subject despite its rigid stand.

Instead of putting more agony on the people and the candidate, besides the rigor of repeated organization of the poll exercise on the establishment, Mani stated, the respective polling officers should be put on the dock and punished for their inefficiencies. Only then the point will be served and all sort of discrepancies can be avoided, he said.

The party’s candidates who fought the last assembly elections spoke in unison with its president. Awangbou Newmai, sitting MLA of Tamei AC, stated that photo anomalies were spotted in 43 out of 63 polling stations in his constituency. However, he said, if re-poll were conducted in all those polling stations it would be similar to holding a fresh election which will be an extraneous burden to everyone.

Thamarjit of Keirao AC, where no mis-matches were reported, stated that unless forensic experts can verify the authenticity of the anomalies in the photographs, it cannot be justified, presenting his case against another round of re-poll.

Adim Panmei, MPCC chief Gaikhangam’s rival in Nungba, stated that mass discrepancies were noticed in all the four polling stations where he had complained of proxy voting. However, he argued that instead of re-poll, the party’s suggestion to progress with counting after deleting the bogus cases will hold in good stead. He also expressed dissatisfaction at the returning officer’s response to his complaint supported by sufficient proofs against the Congress election agent in Tupul for booth captuing through intimidation by firing shots from a small fire arm.

IMPHAL, Feb 15: The Maoist Communist Party, Manipur in a press release by its publicity secretary Nonglen Meitei came out strongly against the imposition of two or three sets of uniform on its students by private schools.

It stated that the multiple uniform sets caused unnecessary financial burdens to the parents especially those belonging to the financially underprivileged section. The Maoist`s statement assured that the party stands against such exploitation and will not remain a mute spectator.

The Maoist advised that there should be only one uniform set for the students, whereas the choice of colour of the apparel will be the prerogative of the school authorities.

Further, the Maoist questioned the private schools need for keeping three different sets of uniform code in a week. Aside from uniforms, beginning from note books to handkerchiefs, the schools have imposed strictures which are futile exercises. It may please the eyes but the amount of hardships which the poor families incur in keeping with the private schools norms may not be obvious to the school authorities, but is evident to the Maoist party.

The imposition of such petty rules without concern of the overall economic status of the state is not in the interest of the public. Such un ethical practices in the private education sector have led to circumstances where the parents can no longer afford to give proper education to their wards, the Maoist will not compromise their stance in the regard.

Further, schools cashing in on printed material including handkerchiefs, school bags in the name of seeking popularity should be stopped. If the school wants to popularize itself, then it may give free education and sponsor some underprivileged students instead of trying to mint money.

The parents should also introspect into the matter and collectively try to stop malpractices in the education sector.The Maoist in its New Democratic Revolution movement stands for the welfare of the commons; it stands for bringing quality education but stand against exploitation.

The release mentions that to check the announced guideline, the Maoist cadres will begin scrutinizing the schools beginning from February 20 onwards. If any school is found violating the mentioned norms, then the concerned authorities will be viewed as anti-people by the outfit.It appeals the concerned that the Maoist is tackling issues which are aimed at public welfare while continuing the liberation movement and seeks support from all, the release concluded.

GOC Poonen was addressing a flagged-in gathering of the 6/8 Gorkha Rifles of Loktak Brigade sponsored 15-day national integration tour at the army auditorium at Leimakhong,about 20 km north of Imphal this morning.

“You all can be the future leaders of the beautiful state of Manipur,so sit down and analysed the situation besides studying hard,” GOC asked.“Many students are going outside the state as there’s no avenue for higher studies here. Why can’t this happen here in their own state.”

Appealing to compare the state with the rest of the country in the field of development too,the GOC observed that the state has been lagging behind in certain development sector due to insurgency,unemployment and corruption etc.

Twenty students comprising of four different communities-Meitei,Naga,Kuki and Meitei Pangals along with their four teachers were on a 15 day national integration tour from Ningthoukhong town in Manipur’s Bishnupur district to Delhi,Agra and Jaipur cities from January 30 to January 12 last where the team visited Red Fort,Humayun Tomb,Qutub Minar,Connaught Place,Delhi Metro in Delhi,Taj Mahal,Agra Fort and Army Cantonment at Agra and Ajmer Palace,Jantar mantar at Jaipur.

Surprisingly the team exclusively had a 30 minute interaction with the President Pratibha devi Singh Patil besides having an opportunity to have a 1 4 hour guided tour of the Rashtrapati Bhavan during the sojourn.

Two students—one boy and one girl, who took part in the tour also shared their experiences and feeling during the day’s flagged-in gathering.

According to the senior officers of the Loktak Brigade,almost all the 20 students which include 10 girls and 10 boys, selected through its four battalions under the brigade, were given an opportunity to have metro ride in Delhi not to speak of giving the experience of a train ride in their life time.

IMPHAL, Feb 15: Claiming that the various discrepancies were found during comparison of photos with the electoral roll of Tamei (ST) ac on February 12, All India Trinamool Congress candidate of the constituency DP Panmei has demanded re-poll in 57 polling stations of the constituency.

In a press statement, the AITC candidate has stated that during photo comparison of the electors of the constituency on February 12 by the election commission, many young girls were found to have voted for men (old boys), boys and girls below 18 years were found to have voted for elderly persons and women for men and vice versa.

The statement has further informed that Naga People’s Front had lodged a complaint with the Chief election Commissioner, government of India for re-polling at 43 polling stations while the Trinamool Congress has lodged a complaint for re-polling at 28 polling stations of Tamei ac.

The candidate has further demanded the polling officials to be penalized for allowing rampant proxy voting and impersonation which amounts to gross dereliction of duties as polling officials.

The statement has as such demanded re-poll in 57 polling stations of Tamei ac.

Exposing the rampancy of muscle power and intimidation in the hill districts at the recently conducted Manipur Assembly polls, tell-tale irregularities have been noticed while comparing the photos of the voters shot at the polling stations and the voters electoral roll bank. Repoll in several stations are expected. As a means of emphasizing transparency in the polls, the ECI laid down norms that the voters should be photographed at the polling station bearing the ink mark on the finger and later compared with the photos in the electoral roll post poll.
The voters comparison for Chandel, Senapati and Kangpokpi ADC was conducted today at the office complex of the Chief Electoral Office at Lamphelpat, beginning from 11 am today and manually scrutinized by three special observers amidst tight security cover. The photo matching was done following 76 complaints made to the CEO of the state by candidates on grounds of unfair means being carried out at the polling stations, the complaints were later referred to the ECI. Out of the complaints, 35 complaints had been acknowledged and further ordered to the CEO for verification by comparing the photos under scrutiny of the ECI observers.The matching session was conducted at the said complex and telecasted in three television screen which could be witnessed by the complaining candidates and other concerned officials. The television screen listed the gender, age, ID card number, photo in the electoral roll and the photo taken at the time of polling.Media persons present at the site witnessed the tell tale irregularities in the comparison. Photos in the electoral roll of male individuals were compared to female ones and vice versa. Different individuals in the compared photographs, same person impersonating others, women with covered faces,blurred photographs ,photographs taken against the light and cannot be identified, photos of electoral roll missing and vice versa.“It is perceived that there are certain irregularities in the comparisons, the verification reports will be made by the observers to the ECI and we shall see if repolls are recommended”, CEO, Lawmkunga told IFP.
Talking to IFP Daokhomang Khongsai, MLA of Saikhul a/c asserted that the memory card of the mobile phone used for taking photographs of voters at Thangal Surung, 46/14  polling station of the said constituency was reportedly lost and no voter comparison can be made. “ It is clearly evident from the comparisons made today that proxy voting has been rampant and no further complaints need not be made ,the concerned must take up measures for repoll in the identified polling stations”,he stated.

Exposing the rampancy of muscle power and intimidation in the hill districts at the recently conducted Manipur Assembly polls, tell-tale irregularities have been noticed while comparing the photos of the voters shot at the polling stations and the voters electoral roll bank. Repoll in several stations are expected. As a means of emphasizing transparency in the polls, the ECI laid down norms that the voters should be photographed at the polling station bearing the ink mark on the finger and later compared with the photos in the electoral roll post poll.
The voters comparison for Chandel, Senapati and Kangpokpi ADC was conducted today at the office complex of the Chief Electoral Office at Lamphelpat, beginning from 11 am today and manually scrutinized by three special observers amidst tight security cover. The photo matching was done following 76 complaints made to the CEO of the state by candidates on grounds of unfair means being carried out at the polling stations, the complaints were later referred to the ECI. Out of the complaints, 35 complaints had been acknowledged and further ordered to the CEO for verification by comparing the photos under scrutiny of the ECI observers.The matching session was conducted at the said complex and telecasted in three television screen which could be witnessed by the complaining candidates and other concerned officials. The television screen listed the gender, age, ID card number, photo in the electoral roll and the photo taken at the time of polling.Media persons present at the site witnessed the tell tale irregularities in the comparison. Photos in the electoral roll of male individuals were compared to female ones and vice versa. Different individuals in the compared photographs, same person impersonating others, women with covered faces,blurred photographs ,photographs taken against the light and cannot be identified, photos of electoral roll missing and vice versa.“It is perceived that there are certain irregularities in the comparisons, the verification reports will be made by the observers to the ECI and we shall see if repolls are recommended”, CEO, Lawmkunga told IFP.
Talking to IFP Daokhomang Khongsai, MLA of Saikhul a/c asserted that the memory card of the mobile phone used for taking photographs of voters at Thangal Surung, 46/14  polling station of the said constituency was reportedly lost and no voter comparison can be made. “ It is clearly evident from the comparisons made today that proxy voting has been rampant and no further complaints need not be made ,the concerned must take up measures for repoll in the identified polling stations”,he stated.

Kolkata, Feb 12: The members of an extremist group of the Hmar, a dominant tribe of Tipaimukh, control the vast area adjacent to the much-talked-about Tipaimukh Dam project.Several militant organizations are active in Manipur state with different demands. But, Hmar Peoples Convention-Democratic’ (HPC-D) is the most influential extremist group.Banglanews correspondent got the information while visiting the impassable and hill tract areas of Jiribam, Senbum and Churachandpur districts of the state.HPC-D does not want the Tipaimukh Dam on Barak River. They also vowed several times to prevent the construction of the dam.Wholesaler of Fulertol market Pradeep Pal told banglanews the daily essential demands of one third people in Monirampur is supplied from the Fulertol Port.He added: “Though Bangla-spoken people are the majority in Fulertol, but Hmar is the dominant in the area.”Barak River is the easiest way of communications in Tipaimukh and adjacent areas. So, the main aim of HPC-D and other extremists is to establish control over the river.The HPC-D sets Check-post, Kachurbali, in 10-kilometer far from Jakuradahr. All boats plying in Barak River are compelled to stop at the check-post.No boat can play on Barak River sans the license provided by HPC-D. They issued a number written on a steel plate as ‘license’, the boatmen have to paste it in front of their boats.Each big size boat has to pay Rs 2,000 to HPC-D per year for playing on the river.On condition of anonymity, owner of an engine-driven boat in Barak River told banglanews that they have no fear about the toll collection by the extremists. They give the money happily.He said, “We had not any security of lives to go upstream from Jakuradahr earlier three to four years. But now we are secured for HPC-D.”However, the boat owners, boatmen and passengers of Barak River are panicked of the sub extremist groups. They behaved like the terrorists of Bangladesh. A boatman said the small extremist groupsoperating in the area feared of the HPC-D members.

IMPHAL, Feb 11: The United Revolutionary Front has announced that circulation of its correspondence letters on seeking assistance from individuals and establishments will come into effect immediately.In a press release, the information and publicity secretary, AK Pibarel, stated that all official correspondence will bear the stamp of the front along with the signatures of secretary finance, Lemba Meitei and secretary home, Ruhini Meitei.All parties who wish to contribute generously have been asked to carry out advance verifications through the phone numbers provided in the letter heads and ensure that the contributions are sent through the proper channels. Currently, the area of operation of the URF is confined to the administrative boundary of Manipur, the release said, but at appropriate moment, the front will decide on expansion of its area of coverage by promoting better ties with neighboring territories. IMPHAL, Feb 11: The UNLF has come out with a list of 15 persons whom it claimed were killed in fake encounters in the state during the period from January 12 to February 7, furnishing supportive information to corroborate its assertion. On January 11, a UNLY press release stated, N Puni and Thingujam Bhiego were killed in Tabungkhok by Imphal East commando and 18 Sikh Regiment. According to the outfit, a sub-inspector of Mnipur police called Bheigo on his mobile phone while he was at his Nongada house and asked him to come out.Next day, a combined team of Imphal West commando and 40 AR killed Thongam Bung Bung at Lambal Heinoubok. He was called out from his rent house at Sagolband Mabudhou Mantri Leikai by security personnel. He was working at a car wash unit and was not on the run. On January 14, Thangjam Anil alias Thoi of Thangmeiband Sinam Leikai was killed at Naran Konjin. In the aftermath, people from his locality held demonstration maintaining that he is a civilian.On January 15, Md Abdul Haque, Moirangthem Ibungo and Thockchom Dinata was killed at Iroishemba-Lamding Road.Md Jamir from Keirao Makting who was shot by Imphal West commando at Lilong Shantipur on January 20 was an innocent civilian who worked dental clinic at Paona Bazar.On January 26, Sagolsem Jiten of Kongba Nongthonbam Leikai left home to buy charcoal. He was shot at Yaralpat. The cycle and the charcoal was found near a shop.Ahanthem Amujao of Sawumbong Gate, whom Imphal West commando claimed to have killed in an encounter at Khuman Lampak, bore tell-tale signs of torture including bone fractures. The killing of Sanasam David, a surrenderee of UPPK, on February 4 was a cover  up designed to hide the facts behind killing of Amujao who belonged to the same area. In the events preceding his death, local has suspected David’s hand behind the Amujao’s killing and made contact with commandos at Sekta post and demanded his hand over.On February 6, Wahengbam Jayenta was killed near Phayeng Don Bosco by a team of AR and Imphal west commando. He was innocent civilian who had gone to procure ï»¿construction materials with Rs 30,000 in his pocket.On February 7, Thongam Sana who had gone to submit documents for AR recruitment rally was killed by state police commando. The release claimed that the ‘Indian Occupational Force’ has been utilizing the service of state police in carrying out extra-judicial since 2004 after learning a harsh lesson from the fiery public outpouring over the killing of Manorama by AR personnel. The state police is carrying on the impropriety on their fellow female folks started by the alien force, it added. When the state police commandos are committing acts of aggression on their kin, it has become imperative the whole of the state, specially the human rights’ organization, meira paibi groups and civil society organizations remain united, warning that otherwise it will meant everyone will be waiting for their turn to be the target of the security force.

IMPHAL, Feb 11: Concerned over the alleged fraudulent issuance of about 1000 postal ballot papers to government employees of Wangkhem and Heirok constituencies in Thoubal district, Manipur People’s Party (MPP) today requested both the Election Commission of India (ECI) and state Chief Electoral Officer (CEO) to have them cancelled.In a letter to ECI, MPP president Dr Nimaichand Luwang, who is in the fray for the Wangkhem seat, said  around 1000 postal ballot papers for the assembly polls were issued to government employees, mostly police personnel, who are electorates of the two constituencies though they were not assigned any election duty on the polling day, January 28.A official of the state election office said the verification of the matter is under progress after receipt of the complaint.Dr Luwang said the employees included VDF, SPO, Manipur Rifles, IRB personnel, Home Guards and Manipur police personnel, adding that most of these employees did not apply for postal ballot papers in Form-12 and which means the applications were forwarded by the officials of the state police department by forging their signatures.Many of them came to their respective polling stations to cast their votes on the polling day, but found that their postal ballot papers were issued against their names without their knowledge, the MPP president mentioned in the letter.It has also been detected that more than 400 postal ballots which failed to mention names of the electorates were dispatched through the post that were addressed to Superintendant of Police (Thoubal), Commandant Chandel, Commandant Tamenglong, Commandant Imphal, Superintendent of Police (SP) Imphal, CO Home Guard, Deputy Superintendant of Police Thoubal, DTO Itanagar etc., the letter said.Many postal ballot papers are now lying at the office of Thoubal  SP and other offices since the identities of electorates are not known, Luwang further mentioned in the letter and raised apprehension of a sinister conspiracy and malpractices committed by some unscrupulous officials either in the state police department or the district election office.He further requested the ECI launch an enquiry and order cancelltion of the suspicisouly issued postal ballot papers.

IMPHAL, Feb 11 (Newmai News Network): Various NGOs say 25,822.22 hectares of forest land of Manipur will be affected by the controversial Tipaimukh Dam which will also lead to felling of 7.8 million (around 90 lakh)) trees and bamboos, and such action will not only have serious impact on community livelihood and survival but also exacerbate species and induce climate change impacts due to destruction of absorption capacity of Green House Gases (GHG).A one-day Review Meet on Tipaimukh Dam was held at the Manipur Press Club here Saturday, jointly organized by Committee on Land and Natural Resources, Citizens’ Concern for Dams and Development, Action Committee Against Tipaimukh Dam, North East Dialogue Forum and the Sinlung Indigenous Peoples Human Rights Organizations.At the discussion, the civil bodies affirmed, “Our rivers, forests, wetlands and lands are the sources of our life and not for plunder, invasion, and that we will strive to defend and protect the integrity of our land for survival of the coming generations.”Calling upon the Government of India and the Government of Manipur in a draft resolution, they say they are concerned about the Memorandum of Understanding (MoU) involving the Government of Manipur, National Hydroelectric Power Corporation (NHPC) and Satluj Jal Vidyut Nigam limited (SJVNL) on April 28, 2010 which was reaffirmed on October 22, 2011 without the prior consent of the indigenous people of the State as well as all the people, who are likely to be affected by the proposed dam, in Mizoram, Assam and further down in Bangladesh, it demands urgent revocation of the above MoU. The resolution says the NHPC and SJVNL, companies which are likely to be involved in the project have extremely poor environmental, social, accountability and human rights records from their previous projects such as Teesta V (Sikkim) and Loktak Project (Manipur).The NGOs also demanded for the revocation of the Environment Clearance granted by the Ministry of Environment and Forest, Government of India on October 24, 2008.The resolution further urges both the Central and State governments to conduct Holistic Impact Assessment on socio-economic, environmental, cultural, health and human rights impacts likely to be caused by the proposed dam.
