IMPHAL, Jan 5: A middle aged person who works as mechanic of heavy vehicles has been hit by at least three bullets when a constable of the Manipur Police attached to the Porompat police station, and currently detailed for duty at IFP office accidentally dropped his weapon which bursted in all directions.

The person injured in the incident has been identified as Athokpam Inaocha alias Robindro, 45 s/o (late) Irabot of Wangkhei Ningthem Pukhri Mapal. He has been hit by at least three bullets, one at his left ankle, another on his left chest and the third one on his left foot.

Initially Robindro was admitted at the JNIMS, Porompat, but was later referred to Shija Hospital, Langol.

The incident happened this morning around 8.15am right in front of the IFP office located along Checkon-Palace Gate road when the security personnel  dropped his weapon (Carbine) while negotiating the road median.

According to eyewitnesses, the weapon dropped by the security personnel went bursting in all directions and at least three bullets hit Robindro who was standing at a workshop (NK & Sons Lathe and Motor works) located just adjacent to the IFP office.

As told to this reporter, owner of the workshop Hijam Nabakumar said Robindro was brought at the workshop by a truck owner identified as Sarangthem Hemanta of Sabal Leikai. He also said that the truck owner and the mechanic were standing at the front of the workshop when the incident happened.

Top officials of the Imphal east police rushed to the spot to make spot verification.

In the meantime, the concerned police station has initiated an inquiry regarding the incident.

The injured is reported to be out of danger.

IMPHAL, January 3: The Democratic Students’ Alliance of Manipur today observed its 10th foundation day at the Johnstone Higher Secondary School under the theme ‘liberate education from corruption’ with director college development council Manipur University, RK Ranjan as chief guest and DESAM president, LC Santosh as president and advocate Dr Ch Narendra as guest of honour.

Highlighting the importance of education, RK Ranjan in his speech stated that the people of the state should be well educated and enlightened on the importance of education in order to bring peace and development in the state.

Corruption can only be eradicated with education, and it would be wrong to assume that there are a lot of educated persons in the state which is evident from the fact that the state is witnessing the emergence of higher education only recently, he stated.

He further elaborated on the role of the individual families in bringing education to the state. Elders and parents should not allow their wards to think of going to school as making a fashion statement, and should encourage their wards to be well discipline and obedient.

However the time is such that the elders are encouraging their wards to imbibe wrong habits from a young age by introducing the children to motors and bikes at a young age, he averred.

He also added that the times has changed a lot, as, in the past, the elders of the families used to chide their wards however in the present situation, the elders instead of chiding their wards are only encouraging their wards to imbibe bad habits.

He further charged the ever spreading corruption amongst the teachers of the state for the decreasing morality amongst the students of the state. He further urged the people of the state to work together to eradicate corruption from the state and bring development in the state.

Meanwhile, PC Newton advisor of the student body blamed lack of co-operation from the people for the degrading condition of the government schools in the state.

In order to bring development in the state, the people should first bring an educated society in the state, he added.

He further blamed the inability of the government to act swiftly to the demands of the various bodies of teachers and students for the degradation of education in the state.

He also appealed to the government to act swiftly into the demands made by various bodies in connection with developing education in the state.

As part of observing its foundation day, the student body further launched its website www.desaminfo.org.

Seven teachers of the state were also awarded with the Chingmu Maichou Khongnangthaba award.

IMPHAL, January 3: “Muscle and money power have dominated elections in the state in the past two decades or so; and in the process the state has become a breeding ground for corruption” said N Binoy president Senior Citizens’ for Society during a press conference held this evening at his office.

In connection with the ensuing 10th state Assembly election scheduled for January 28, the Senior Citizen For Society today convened a press conference at its office and appealed to the people of the state to choose their candidates properly. He further added that the general public should refrain from accepting money to cast their votes.

Further speaking to media persons, he further added that the Election Commission of India and the state election department have taken up various steps to assure a free and fair poll in the state.

While lauding the steps taken up by the election commission including sending of election expenditure observers, video surveillance teams and accounting team and control rooms to monitor the election process in the state, he added that a free and fair election can only be brought with active participation from the people.

IMPHAL, January 3: An Assam Rifles personnel was found dead with his hands tied and bruise marks around his neck inside his own house this morning at Khangabok Sorok Wangma under Thoubal PS and following suspicion over the involvement of outsiders in the killing, locals of Khangabok village decided to ban entry of outsiders inside their village from 5pm every evening.

The decision was taken during a public meeting at the local ground this evening. The locals further formed a JAC in connection with the killing.

Meanwhile, a source has identified the deceased as Hadique Pulinchandra, 55, a resident of Shiv Sagar Assam who had relocated to Khangabok Sorok Wangma after his marriage with a local woman identified as one Champamani Devi of Heirok Part –II Thokchom Leikai.

According to a local source, the couple had relocated some few years back.

The source further added that locals after finding that a foul smell was coming from his house which had remained locked since about a month and a half; forced open the door and found his dead body inside.

The locals informed the concerned police.

Further after their initial investigation of the dead body at the spot, the police informed that both hands of the deceased were tied behind his back and that there were bruise marks of strangulation around his neck which point towards murder.

Meanwhile, the dead body has been brought to the JNIMS morgue for post mortem, while his wife has been called up by the police for taking her statement, the police informed.

Hadique Pulinchandra is survived by his wife and a one year old daughter.

IMPHAL December 3: In view of the upcoming 10th Assembly Election, the use of military service pattern uniforms, articles and painting of military colour on vehicles by civilians has been banned under the provisions of section 140 of the Indian Penal Code within Senapati district with immediate effect and until further orders in the regard. The offenders are liable to be brought for legal proceedings, stated a release of PK Jha district magistrate, Senapati.

A separate release has stated that, in pursuance of instructions of the Election Commission to impound all licensed firearms in order to ensure maintenance of law and order, the district magistrate has directed all licensed firearm holders within Senapati district to deposit their arms to the nearest police station with immediate effect. The order also notified the concerned police officers to make fool proof arrangements for keeping the deposited fire arms in safe custody and proper receipts to be issued. Further, any individual wishing to appeal against the order is directed to submit a written justification for retaining the arms.

IMPHAL, January 2: As part of its preparation for the ensuing 10th Manipur Assembly election scheduled for January 28, the state election department with the approval of the Election Commission of India has published the final electoral role of the state electorate roll today announced the state chief election officer PC Lawmkunga during a press conference at the state secretariat South block conference hall.

The announced photo electoral roll has 97.44 percent of the total electorate.

While lauding the state election department for the feat, the chief election officer further added that there has been a considerable increase of nearly one lakh electors in the electoral roll from the previous list maintained by the department.

A total of 17,40,820 voters – 97.44 percent of the total electorate, have been announced as against 16,39,000 in the previous list.

There are 8,89,497 female electors and 8,51,323 male electors in the announced electoral roll, the chief election officer informed.

He further added that the preparation of electoral rolls in 11 constituencies have been 100 percent completed. The assembly constituencies are Khundrakpam, Heignang, Khurai, Lamlai, Yaiskul, Wangkhei, Lamsang, Sekami, Wabagai, Kakching and Sugunu.

As the voter Id card has been made mandatory for the ensuing 2012 election, the state election officer has further appealed to all electors who have been left out in the electoral roll to submit their two recent passport size photos to the concern Election Returning Officers and District Election Officers before January 10.

He has further announced that the residual electorates will be allowed to make the transposition, deletion and submission of their names from the electoral record till January 10 by submitting their required papers.

The chief election officer further informed that of the 350 companies of the required security forces assured for the smooth conduct of the election by the Ministry of Home Affairs, 280 companies will be from the central paramilitary forces while the remaining others will be picked up from other states.

A total of 200 companies of central para military forces will arrive in the state on January 10, he added.

Due to the time constrain in the state, the state election department under the instruction of the ECI has announced that intending candidates can file their nominations starting January 6, he further announced.

He also stated that the state requires 3486 electoral voting machines; however there are 4500 EVMs in the state at present with the first round checking of the EVMs and the training programme of 13,000 polling parties to be deployed at 2357 polling stations already completed.

He further added that a team of the Income tax officials will be arriving in the state tomorrow to monitor the cash transaction of intending candidates and political parties in relation to the ensuing election.

The team will further convened a one day workshop on ‘election expenditure monitor’ for public awareness in collaboration with the AMWJU at the Manipur Press Club on January 4, he added.

IMPHAL, January 2: The MPP, RJD, CPI (M), NCP and JD(U) has decided to name their newly formed pre-poll alliance as ‘Peoples’ Democratic Alliance’ with Dr Nimaichand Luwang of MPP as the convenor and Soibam Indrakumar of JD(U), K Kumarjit of RJD and L Ibomcha of NCP as co-convenor.

The decision was announced this evening by MPP president Dr Nimaichand Luwang during a press conference held at the MPP office.

Speaking further to media persons, the newly appointed convenor of the alliance stated that a joint meeting was convened yesterday at the residence of Thangmeiband MLA Radhabinod Koijam during which the decisions were unanimously taken.

The meeting further finalised the consensus candidates of the newly formed alliance who will be fielded in 30 constituencies as the first phase.

He further announce that in the 9-Thangmeiband a/c, the alliance will field current Opposition leader in the State Assembly, Radhabinod Koijam of NCP, while in the 11-Sagolband a/c the newly formed alliance will support the CPI (M) candidate.

He further announced that the alliance will support MPP candidates in 14 constituencies namely Lamlai a/c, Konthoujam a/c, Bishnupur a/c, Thanga a/c, Wangkhem a/c, Heirok a/c, Sugunu a/c, Patsoi a/c, Langthabal a/c, Nambol a/c, Kumbi a/c, Khangabok a/c, Singjamei a/c, Hiyanglam a/c and Thongju a/c.

The alliance will support NCP candidates in the constituencies of Thangmeiband, Kshetrigao, Uripok, Wangkhei, Moirang, Churachanpur, Saikot and Mao.

The alliance has also decided to field JD(U) candidates in the constituencies of Jiribam, Kangpokpi, Saitu, Tengnoupal and Henglep as its common candidate.

Meanwhile, the MPP president also announced a separate first phase list of candidates of the MPP.

The candidates as announced by the party president are Heikrujam Nabashyam for 13 Singjamei a/c, Nongmaithem Herojit Singh for 18 Konthoujam a/c, Dr L Chandramani Singh for 19 Patsoi a/c, Okram Joy Singh (sitting MLA) for 20 Langthabal a/c, Th Chaoba Singh (former union minister) for 24 Nambol a/c, Ningthoujam Sanajaoba Singh for 26 Bishnupur a/c, Aheibam Angousana Singh for 29 Kumbi a/c, Dr Nimaichand Luwang (MPP president) for 32 Wangkhem a/c, Nongmeikapam Sova Kiran Singh for 33 Heirok a/c, Laishram Jatra Singh for 34 Khangabok a/c, Mayengbam Amutombi Singh for 34 Hinyanglam a/c and Mayanglambam Binod Singh for 39 Sugunu a/c.

Further speaking on the alliance formed with the BJP and the MPP, the party president further added that even though the BJP is not in the Peoples’ Democratic Alliance; the two parties have an understanding that the MPP will support any BJP candidate if the MPP fail to field its candidate in the said constituencies, which will be outside the purview newly formed Peoples’ Democratic Alliance’.

IMPHAL, January 2:  A Chinese made hand grenade was found at the entrance of local vernacular Naharolgi Thoudang at Sega Road today at about 5.30 am.

The explosive was kept inside a box which was tied with a ribbon resembling a present. The parcel was found at the ground floor entrance stairway by morning staffs of the daily.

After the arrival of the police bomb squad, the explosive was later disarmed. A threat note was also found inside the parcel box which read, “Editor, this is the last warning, next is blast”, the note was addressed by one s/s commander Henthoiba Mangang of the KCP (MC) Lanchen Chanu group.

The bomb threat has been condemned by the All Manipur Working Journalists’ Union as an intimidation to the independent working of the media. A joint emergency meeting attended by editors and AMWJU standing committee members has resolved to urge the state home department to provide adequate security measures to the media houses by December 3 failing which state government news will be boycotted from the next day onward.

A statement by the president of the scribes’ body A Mobi said that the Chief Minister O Ibobi was intimated by editors and AMWJU members on December 8 last to provide security arrangements near the peripheral areas of media houses which has not been taken up as of yet. The editors also resolved to leave the editorials blank in condemnation of the threat.

IMPHAL, January 2: At least two cadres including a woman of the proscribed KCP(MC) Nongdrenkhomba group including a woman have been arrested by Bishnupur police commandos on January 1 from Moirang Laithangjing Mamang.

A release of the Bishnupur SP said that the militants were arrested while conducting frisking and checking at Moirang Laithangjing area on New Year day following credible information about the presence of some UG groups who were planning to carry out some crime in the area including hurling of hand-grenade to the residence of sitting Moirang MLA M Prithiviraj. 

The release has further identified the arrested militants as Ningthoujam Sanjok Singh alias Roshan, 26 s/o Amuba of Tokpa Ching bazar, Thoubal and Thongam ningol Salam ongbi Sama Devi alias Sakhi w/o Inao of Moirang Kumam Leikai.

One Chinese hand-grenade and seven demand letters of KCP (MC) were recovered from the possession of the arrested militants, said the release of the Bishnupur SP.

The two arrested militants were planning to carry out a series of grenade attacks including at the residence of Moirang MLA and other intending candidates of the 10th Assembly election, as instructed by Nongdrenkhomba, the release said and added that the district police Cdos have thwarted a possible grenade attack by the militant group with the arrest of the two, the release added.

In the meantime, a team of the Cdo Imphal east arrested one RPF/PLA cadre at about 7am on December 31, 2011 along with a point 32 pistol loaded with two live rounds from Kakwa in front of United Social Amatuer Club.

A police release has said that the arrested militant has been identified as Khangenbam Bobo alias Ibotombi, 40 s/o Suresh Singh of Kakwa Lilando Lampak.

SENAPATI, Janaury 2 (agencies): Naga People’s Front(NPF) president Dr Shürhozelie Liezietsü said the forthcoming assembly elections in Manipur in January 2012 would be a referendum on whether Nagas live united as a family.

Speaking at an interaction with various tribal hohos and United Naga Council(UNC) at the NPF Manipur unit office here today, Dr Shürhozelie,who is also Nagaland minister of Urban Development and Higher & Technical Education said no one could stop Nagas from living together and reminded that the forthcoming assembly election was an opportunity for Nagas in Manipur to decide.

He asserted that NPF was for good relationship with various communities, political parties and organsations both underground and overground but asserted that no one would be allowed to dictate terms upon Nagas. Dr Shürhozelie revealed that the main purpose of the NPF was to defeat incumbent Okram Ibobi Singh.

He urged all Naga organizations and church to support NPF candidates in the forthcoming polls.

He said NPF in Manipur has received applications from candidates for 14 assembly seats while there was no ticket aspirant from Kuki dominated areas. He however said NPF could make some seat adjustments with other political parties in Kuki dominated areas.

Earlier, speaking to 55 out of 56 NPF ticket aspirants at Taphou Naga village Senapati, the NPF president said the party would contest the polls in Manipur for the first time and expressed the hope that voters would make wise decision.

He said NPF was the oldest regional party in the region and the only one out of 700 recognised political parties which Nagas need to be proud of. Dr. Shürhozelie said the entry of NPF to Manipur and Arunachal Pradesh was in the light of the four resolutions passed by the Nagaland assembly on the issue of integration of Naga inhabited areas.

He said out of Manipur total area of 22,327 sq Km , the ratio of land area of Nagas vis-à-vis Meteis was 9:1 and which has sparked fears among the latter.

He said there were 20 assembly seats in hill areas of Manipur and if all tribals unite they could become a tremendous force he said. Dr Shürhozelie asked other communities in the Hill areas of Manipur to seriously think about it as tribals could be a formidable force to exert their rights over Meitei domination.

Altogether 55 out of the total 56 aspiring candidates including two women who had applied for NPF party ticket from 14 different assembly constituencies of Manipur attended today’s function. All aspiring candidates made a public pledge to remain loyal to the NPF party’s ideologies and support those who would eventually get party tickets.

IMPHAL January 2: The Maoist Communist Party in a statement by its publicity secretary Nonglen Meitei has condemned the bomb threat on Naharolgi Thoudang.

The statement has stated that such a threat made by an armed group to the media lacks political sense and is derogatory. Such incident should not be repeated in the future, it said.

A revolutionary group should not hold the media responsible for not publishing their press releases. A revolution should not be waged through the media and similar issues were highlighted in an international platform by the Maoist Communist Party held recently. The outfit had coined the term “Cyber Party” at the meet, certain organizations that have only its publicity and propaganda through the media as their agenda and not having true revolutionary ethos, the release added.

Furthermore, an outfit claiming to carry out a revolution and targeting the media for not publishing their motives borders on being a cyber-party. The responsibility of the media has been respected by true revolutionaries and the Maoist would not seek to dwell further on the subject. The outfit at present is also dissecting the role of the media and its services towards the public at disseminating information and also for the revolution movement.

It has further mentioned that the Maoist has no grudges against the media for not publishing its releases on many occasions as it does not affect the true revolution. But, attack and threats on the media lacks revolutionary consciousness and tarnishes the image of the revolutionaries and borders on Goondaism, it stated. No armed group should repeat such incident in the future, the release added.

IMPHAL, January 2: A 34 year old housewife identified as Takhelchangbam Sanahanbi Devi w/o T Naran of Keishampat Thokchom Leikai was injured during a bomb blast at the residence of Thokchom Romesh Singh s/o (late) Kulachandra Singh of Keishampat Thokchom Leikai around 6:30pm under Imphal PS.

The incident happened this late evening when unidentified miscreants lobbed a hand grenade at the residence of Romesh which exploded in his residential courtyard and injured his neighbour Sanahanbi.

Sanahanbi who has been admitted at the RIMS hospital was injured with splinters from the explosion.

Meanwhile, family of Roshan informed that the reason behind the attacked cannot be ascertained as there has been no previous threat from any individuals or groups.

The concerned police have registered a case in this regard.

IMPHAL, December 31: Timely allocation of the 12th Five Year Plan as well as the annual plan budget for the state for the financial year 2012-13 are likely to be delayed as the entire state administration is presently concentrating on the successful conduct of the 10th Manipur Legislative Assembly election which is scheduled on January 28, 2012.

Recently, the state government had already taken up initiatives through the state planning department for submission of draft proposals for the 12th Five Years Plan for the state and state annual plan budget for the financial year 2012-13 by conducting a series of high level meetings attended by all heads of government departments.

Moreover, a two day workshop was also convened at the State Academy of Training, Takyelpat chaired by special secretary planning, Dr. Sajjad Hassan with an objective to accelerate preparations of the draft proposals for the 12th Five Years Plan and state annual plan budget.

During the workshop, Dr. Sajjad Hassan had directed all the head of departments of the state to submit their draft plan documents for the Annual Plan 2012-13 and the draft proposals for state’s 12th Five Years Plan (2012-17) for the state of Manipur to the department by December 2011.

In the meantime, the objective of the timely submission of the draft Annual Plan 2012-13 for the state and the draft proposal for the state’s 12th Five Years Plan (2012-17) as suggested by the Planning Commission of India has already been disturbed with the sudden announcement of the election schedule as many of the state employees of various departments are engaged in the preparation for the smooth conduct of the 10th Manipur Legislative Assembly.

The officials of the state planning department observed that finalization of the state Annual Plan 2012-13 and the draft proposals for state’s 12th Five Years Plan (2012-17) for the state of Manipur are likely to be delayed till the entire election proceedings in the state are completed and a new government in the state is formed.

IMPHAL, Dec 26: The proscribe Maoist Communist Party, Manipur, in a statement, issued today said the outfit will boycott the upcoming Manipur legislative assembly election.

The outfit also celebrated the birth anniversary of Chairmen Mao at the office of the International Committee, the statement said

Giving reason for boycotting the upcoming election scheduled for January 28, 2012, the outfit said assembly elections in Manipur would never bring welfare to the people nor bring any development but it will only enhanced Indian system of rule.

While expressing apprehension that there is likelihood of chaos and tension amongst people apart from causing large scale killings during the upcoming election, the outfit said it would work towards preventing any incident which might create danger to lives of the people.

The outfit also appeal to all concerned not to organise entertainment programmes like Sumang Leela, musical concert till January 30, 2012. The outfit however said there will be no restriction in organizing musical concerts, Sumang Leela at BOAT not related with election as also screening of films at Cinema halls.

The outfit maintained that it is imposing ban on all election related functions like flag hoisting, public meeting, poster campaign, organising community feast etc.

While appealing the people to bring the Maoist movement to the right path of revolutionary movement, the outfit appeal people to boycott the Indian system of election.

Hyderabad, Saturday, 17th Dec 2011: Hyderabad Manipuri Society (HYMS) organized ‘Advanced Christmas Celebration 2011’ at Women’s Fellowship Hall, St. Thomas (SPG) Cathedral Church, Secunderabad. The Christmas party was started at around 3:00 pm and ended by 7:00 PM, around 60 to 70 people attended the party. We would like to thank everyone for making this event a special date in the calendar. We are also pleased to announce that HYMS Advanced Christmas Celebration 2011 was a grant success.

BOMB BLAST VICTIM’S FAMILY OF LATE MD. KORA, GIVEN MONETRY HELP.
Every civil society condemned the unfateful killing
Manipuri Muslim Online Forum (MMOF), a Facebook group of Manipuri Muslims across the globe strongly
condemn the bomb blast at the Sangai Festival, Imphal on November 30, 2011 and also extend our deepest
condolence to the family of late Md. Kora, a rickshaw puller, who lost his life in the bomb blast.
The demise of the sole earner of a family is indeed a disaster to the family members. What saddens us most is that
the festival venue was packed with public including police but no help came to the blast victim and he was
reportedly battling for life for about half an hour before he succumbed to his injuries. Such unfortunate events of
the incident remind us the degrading moral, lack of brotherhood and humane values among the public. It further
blows our mind to see the victim taken to the hospital in a Tata truck which was apparently stationed at the blast
site for transportation of trade fair materials. The unavailability of ambulance service at such a big event invites
open criticism for, had the incident caused death to any foreign dignitaries or officials of high ranking, the state
would have been in dock. We strongly condemn the flaws in conduct of the authorities and the security lapses,
despite huge police force recruitments in the recent past. For obvious reasons we have faith in the authority that
whosoever the culprit is, they will be booked at the earliest. The claim of the bomb blast by an unknown group
Military Defence Force (T) appears to be an attempt to cover up the real perpetrator.
It is also surprising that there have been no condemnations of the unfateful killing from any civil organization of
Manipur. Such apathy instigates one to question their integrity. We appeal to all the civil organizations of
Manipur to be just and connecting link for all the communities of the state. It is time all the communities should
unite to fight against such inhumane tendencies.
We do believe that just supporting the family morally at this hour is not sufficient to overcome the sudden loss.
We, MMOF, are extending financial aid of Rs. 32,000/- on the grounds of brotherhood, humanity, and as a
goodwill gesture to the family. Rs 25000/- has been kept as a fixed deposit for a term of 5 years with Indian
Postal Service under the name of Imran, the minor boy and the youngest son of Md. Kora. MMOF hopes peace
and communal harmony will prevail in the state. We pray to Almighty Allah (SWT) to grant Md. Kora jannah
(paradise), give strength to his family to bear the pain, peace and communal harmony prevails in the state.
