IMPHAL, Dec 2 (NNN): Describing the proposed visit of Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi as a poll gimmick, the state BJP today strongly demanded that the status of “Supra-State Body” should be clarified to the public by the Prime Minister during his visit to Manipur on December 3 if he is sincere enough on the issue.

Making a veil attack on UPA government at the centre, Manipur state unit BJP president S. Shantikumar, while making announcement of Dr. Nando joining the party during a simple function at its office here, said not a single leader from UPA government have neither visited Manipur nor a single word was spoken about the hardships faced by the people during the over three-month long economic blockade and counter economic blockade imposed by Sadar Hills Districthood Demand Committee (SHDDC) and United Naga Council (UNC).

“Now Prime Minister Dr. Manmohasn Singh and UPA chairperson Sonia Gandhi are visiting the state for inauguration of a few buildings at a time when elections are round the corner which is a ploy to throw dust in the public eyes”, Shantikumar alleged.

Reiterating that the “closed door meeting” between the Union home minister and leaders of UNC during the Manipur visit of the former last month is “still in the dark”, the Manipur Pradesh BJP president demanded it should also be detailed by the two leaders during their trip to the state, the Manipur Pradesh BJP president demanded.

He also said the Guwahati based Seven Sister Post had rejected the statement made by home minister P Chidambaram on the issue of Supra-state body. The Secular Progressive Front (SPF) government has also maintained a complete silence on it till now as if it does not aware anything on the matter. The state government should also come clear on the issue, Shantikumar insisted.

Dr. Nando, who joined BJP on Friday, will contest the upcoming polls to the 10th Manipur Legislative Assembly from Uripok Constituency. Apart from Shantikumar, other state BJP leaders were also present at the function.

NEW DELHI , December 2 (MIC): In the meeting jointly chaired by the Union Minister of State of Women & Child Development and the Union Minister of State of DONER & Parliamentary Affairs held here on the occupancy of Working Women’s Hostel for NE Region at Jasola in New Delhi, following decisions were arrived at to facilitate cent percent utilization of capacity of 501 beds created at Jasola Hostel, New Delhi.

The Principal Resident Commissioner of Sikkim, other Principal Resident Commissioners and Resident Commissioners or their representatives of North Eastern States were unanimous in their view that the proposed rent of Rs.2,800/- per month per bed was not affordable and should be reduced to Rs.1500/- per month per bed as a special case.  The difference of Rs.1300/- may be met by the Government in the Ministry of Women & Child Development and Ministry of DONER either directly or through NEC.  It was agreed that this request could be considered provided the State Governments of North Eastern States were in a position to guarantee cent percent utilization collectively and at the same time each of the eight States would give its confirmed requirement of the beds.  Collectively, they would cover all the 501 beds available in the Hostel.

In that event of the number of beds utilized by any of these states falls short of the committed numbers, the state government should bear and provide for the rent for the unoccupied beds from its budget every month.

The decision to reduce the rent to Rs.1500/- per month from Rs.2800/- per month, could remain in force for two years to begin with.  After that, this would be reviewed looking to the actual occupancy during this period and demand at that time.

It was decided that the women students from North Eastern States include those studying in coaching institutions, trainees, interns, researchers as well as self employed persons would be accommodated upto 30% of the total beds available in the Jasola  Hostel as a special case.

The Principal Resident Commissioners, Resident Commissioners and their representatives tentatively indicated the number of beds for their state during the discussion as 125 for Assam, 50 for Arunachal Pradesh, 75 for Sikkim , 25 for Meghalaya, 50 for Nagaland, 90 for Mizoram, 50 for Manipur which could go upto 200 and 25 for Tripura.

It was decided that the state government concerned would confirm the numbers and in case or change, give the revised numbers by December 5, 2011. In the event of no response from them, the numbers should be taken as final.

During the discussion, it was clarified that the mess facility at the Hostel was optional.  But cooking in the room by the resident was not allowed.  The mess facility charges would, however, be additional to rent and would be shared by the residents in a proportion to be determined by the Manager of the Hostel looking to the actual bill received every month.

HIV positive children are devoid of assistances, CRY calls for support

IMPHAL, Nov 30: 13-year old Devender Singh lives with his 60-year-old grandmother, Mahima Devi, in… more »

IMPHAL, Nov 30: 13-year old Devender Singh lives with his 60-year-old grandmother, Mahima Devi, in Imphal West. Devender lost his parents to AIDS many years ago, and has been cared for by his grandmother ever since. Mahima has managed to eke out a living for them by selling vegetables in the market, but the recent economic blockade in the State has made survival almost impossible. As prices of petrol skyrocketed and mobility was restricted, Mahima had no customers to buy her wares. The soaring prices of food meant that she could not afford to buy nutritious food like bananas and eggs which are so crucial for Devender, who is frequently ill and currently on Anti Retroviral Therapy (ART).

Growing up in a conflict zone, children in the north-eastern state of Manipur are often deprived of their childhood; yet it is the children living with HIV who face the toughest struggles. In addition to coping with a life-threatening disease and the social stigmas attached to it, many children are deprived of the life-saving Anti Retroviral Therapy (ART) due to curfews imposed, and the sporadic supply of medication to the hospitals and healthcare centres during conflicts.

Atindranath Das, Regional Director, CRY says, “The situation of children living with HIV is particularly disconcerting, since they are infected, and affected by circumstances and actions beyond their own doing. They are, in every sense, innocent victims of the epidemic.”

The absence of a social security system from both, the community and the state force many children living in families affected by HIV/AIDS to be caregiver and engage in economic activity to run the household. Janardhan studies in the 7th standard and lives with his mother Ritika, who is HIV positive and currently on ART.  A single mother, Ritika is often ill and weak, unable to carry out farming chores on a small piece of land which is the only source of income for the family.  As a result, Janardhan frequently misses school to help out his mother by working on the farm and doing the household chores.

The National Aids Control Organisation (NACO) in its Strategy and Implementation Plan 2006 states that the present responses on care given to children infected and affected by HIV/AIDS provide mere short-term benefits and do not cater to their best interests in terms of their right to health, protection, education and nutrition.

In order to effectively address the needs of children, both, infected and affected by HIV, CRY recommends three basic actions:

(i) Since ART is proven to suppress the HIV virus and stop the progression of the HIV disease, the government should make ART freely available and accessible, specially in paediatric doses, preferably at the community level through functioning Primary Healthcare Centres.

(ii Create and enable special corridors for supply of life-saving drugs including ART so that frequent blockades do not take a toll on children living with HIV.

(iii) To combat and end the life-threatening degree of stigmatization of HIV affected children, widespread community awareness programmes are needed, as well as peer-to-peer education, support groups and facilitated workshops.

(iv) CRY calls for the National bodies such as the National Commission for the Protection of Child Rights (NCPCR) and the respective Ministries to step in, to resolve the situation while keeping children’s needs at the top.

(v) The long-term conflict has resulted in unprecedented denial of the rights to health, survival and development for all children in Manipur, including the HIV positive children. The government should push for a permanent end to armed conflict that is one of the significant reasons behind poor access to healthcare. The extra judicial powers vested with the army needs to be thoroughly re-examined to ensure that children do not suffer from violence and trauma.

“Any HIV-specific programme must acknowledge and work with the extreme stressors that are a daily reality for children infected and affected with HIV/AIDS,” says Atindranath Das. “State authorities must invest in public facilities, infrastructure and rights-related services such as primary healthcare, provision of Anti Retroviral Therapy (ART) for children and schooling. This approach needs to be prioritised above all other approaches to problem-solving in Manipur,” he adds.

The unexpected flow of visitors has taken by surprised the stalls inside Hatta Kangjeibung, the venue of the main event of the festival. The sales rate of all the shops had reportedly gone double today.

Today’s turnout was the biggest ever recorded since the festival started on November 21, organizers and police had a hard time controlling the crowd and remarkably no untoward incidents were reported.

The reason behind the swelling crowd could be due to the coinciding of yesterday’s schedule which was postponed to today due to yesterday’s general strike and today being Sunday.

Another major factor for the flood of visitors’ turnout was due to the 2nd X-games International Men and Women open speed climbing competition. The competition is being participated by various climbers from various countries including the world top ranked climbers from China.

Further another attraction was the line-up of various entertainment programmes including Sumang Leela shows, cultural performances, musical concerts within the main venue.

Visitors not only from Imphal but from far flung places also came to witness the festival hiring buses, private vehicles etc.

All the roads from Sanjenthong, Nongmeibung, Minuthong, leading to the venue of the festival remained congested till late in the evening.

The shops especially the eateries inside the main venue were reported to have a hard time attending the flood of customers. Moreover most of the eateries ran short of stock.

Talking to IFP, Nandani Thokchom, a restaurant owner, revealed that the rate of sale today was double when comparing to previous days.

“I never expected such a huge turn out that, I dint make enough necessary preparation and ran out of stock since early in the evening”, said Nandani.

She expressed disappointment on the imposition of bandhs, strike etc. at this time. Such disturbances can only disrupt the smooth functioning of the festival, she added.

She further expressed her desire to further extend the festival to cope with the lost inflicted by the imposition of bandh, strike.

Similar, responses were given by all the other stores inside the main venue of the festival and appeal concerned organization to abstain imposing such disturbances.

IMPHAL, November 27: A statement by Mangangthoi, chairman of the Re Concilation Committee of the KCP (United Revolutionary Front) has banned the working of the Indian National Congress and the CPI in the state for being anti-people.

It has stated that the upcoming 10th Assembly Elections will be boycotted for both political parties and that no candidates should represent and work for the parties. The decade old SPF governance has muddled itself in corruption, fake encounters among many wherein the basic issues afflicting its public has remained widely ignored. It has not been able to have the foresight and tackle the influx of the migrant workers which is an issue which needs to be addressed, it said.

After deliberating the policy of the state government , the Re Concilation Committee has resolved to initiate ‘Operation Non Coperation’ and will take up measures to prevent the Congress and the CPI from carrying out its agendas in the state. It has further sought cooperation from the public and further warned that if the workers of the said political parties do not refrain, then there may be reprisals.

The statement mentioned that the arms struggle is the only means to liberate the state from the Indian government. Mentioning the historical aspects of the annexation and history of the armed insurgent movement, it further stated that Irom Sharmila’s struggle against AFSPA for a decade has been ignored by the centre. It questions on how India can be called the largest democracy when the voices of its people are not heard.
