IMPHAL, November 9: Security forces have arrested seven militant cadres during separate counter insurgency operations launched in different part of the state since yesterday.

In the first incident, troops of Assam Rifles reportedly arrested at least six militant cadres from separate places.

A statement released by PRO IGAR (S) informed that troops of 35 Assam Rifles apprehended five cadres of the KCP (MTF) militant while conducting operation in the general area of East Juamding Nallah, Chandel district on November 8.

The arrested cadres have been identified as Naoram Dilip Singh, 27, s/o (L) Nasem Dolendra Singh of Singjamei Makha Naurem Leikai; Rajesh alias Robert, 21, s/o Samjam Chandra Kishor of New Chankon, Imphal; Ranjit, 20, s/o Krishna Lal of Keithelmanbi, Senapati; Sushil Meitei s/o Korinba of Chandrakhong, Thoubal and Krishna alias Kothil, 25, s/o Moshang of Kanaithong, Chandel.

Three AK-56 rifles with magazines, one lathode, one 9mm pistol with magazine, three rounds of AK and four Lathode bombs were recovered from them, it said.

The statement further asserted that troops of 15 Assam Rifles also arrested a lady cadre of the UNLF militant group from the general area of Panghang, Thoubal yesterday.

The arrested cadre has been identified as one Poornima Devi, 45 resident of Nangbram. She has been handed over to Yairipok Police station, it said.

On the other hand, the Superintendent of Police, Imphal east in a statement said that a combined team of the district police and 28 Assam Rifles arrested a lady cadre of the PREPAK yesterday around 8 am from Kongba crossing.

The cadre has been identified as one Maisnam Mani Devi alias Bhai, 25, d/o M Pakchao Meitei of Kumbi Leingang.

It asserted that on spot verification she disclosed to have joined the PREPAK in the month of December 2002 and trained at Shajik Tampak under Army no. 11404 of 11th batch under the command of Linthoi and now working under the command of s/s sergeant major Khuman of PREPAK.

On the other hand the recent sitting of the board was attended by the two members of board identified as Dr. Yamini Kanta, Sr. advocate and Joginder Singh, Sr. advocate, the source added.

IMPHAL, November 8: Three PREPAK cadres including the vice-president of Manipur People’s Party (MPP) Yanglem Mangi Singh, have been recommended for detention under the National Security Act (NSA) by the CJM, Imphal, while two others have been granted bail.

The five individuals were produced before the CJM Imphal this afternoon, however two individuals were granted bail with the imposition of Rs 10,000 as PR bond.

The two other who were detained under NSA along with the MPP vice-president were identified as Yumnam Biju Singh, 33, s/o (late) Y. Tombi Singh of Khangempalli Panthak, Haobijam Ranjit alias Lukhoi, 36, s/o H. Shyamkeshor Singh of Luwangshangbam Mayai Leikai while the two who got bail have been identified as one RK Joy alias Jai Singh, 44, s/o (late) Chinglensana of Luwangsangbam Makha Leikai and Yengkhom Then alias Kokeshore, 47, s/o (late) Y Singhajit of Kontha Khabam.

The MPP vice president Yanglem Mangi Singh, 60, s/o (L) Y. Lukhoi Singh of Luwangsangbam Mayai Leikai along with four suspected PREPAK cadres were reportedly arrested by a team of Imphal west district police commandos on October 30 from Khagempalli Panthak bus parking around 6:30 pm.

The five were traveling in a white Bolero Jeep bearing regd No. No.MN01-4A/6552 while they were arrested and police also claimed to have recovered two 9mm pistol with a magazine and six live ammunitions and one Rage mobile handset were recovered from Biju while one mobile handset and Rs 1000 in cash was recovered from the possession from MPP leader.

IMPHAL, November 8: The Planning Commission of India has advised the state government for the constitution of a working group on “Mountain eco-systems and challenges faced by the people living in the hilly areas” for the formulation of the 12th five year plan. The PCI has also instructed the working group to submit its report by November 30, said an official source.

According to an official source, the advice from the planning commission comes in the aftermath of the two day national workshop on climate change especially in the NE region organized by the state planning department during the first half of October 2011 and comes under the action agenda taken up during the two day workshop.

Further according to the source, the issues of vulnerability of mountain eco-system, environmental sustainability and the problems faced by the people living in the hilly areas are being raised during various forums from time to time.

The PCI while complying with the action agenda has advised the state government to set up a working group to work upon the action agenda of the recent workshop and further has also advised the state on the composition of the said group.

The PCI wants the working group to be chaired by BK Chaturvedi, member Planning commission.

Further according to the advice of the PCI, the members of the working group should include secretaries of various central ministries including that of environment and forests, tribal affairs, DoNER, chief secretaries of all Northeastern states and Himachal Pradesh and Uttranchal, the source further informed.

The PCI also wants various professors from various reputed national universities as members and PCI advisor SN Brohmo Chaudhury as member secretary.

The source has also informed that the PCI has sorted out the terms and reference of the working group.

The PCI has set the group to consider the various aspects of the mountain eco-systems, environmental sustainability and the problems faced by the people living in the hilly areas, social and basic infrastructure and livelihood issues, etc and further suggest appropriate measures to tackle the problems.

The PCI also wants the group to form suggestions on how best the identified issue can be addressed within the schematic framework or suggest alternative mechanisms for tackling such challenges and to consider any other issues appropriate for making policy recommendations, the source added. 

The chairman may further constitute sub groups if the need arise and co-opt other members for specific works.

The source has also informed that the expenditure towards the travel allowances and dearness allowances (for non-officials) in connection with the meeting of the working group would be meted by the PCI.

IMPHAL, Nov 8 (Newmai News Network): Lok Sabha MP hailing from BJP and former union finance minister Yashwant Sinha on Tuesday said the government of India and state government of Manipur should make available adequate essential commodities in Manipur if they are not able to stop the ongoing economic blockade on National Highways.

Yashwant was speaking at a “One-day Intellectual Meet of Manipur Vision 2025″ at Classic Hotel, Imphal today.

He said if the ongoing 100 days economic blockade on highways were imposed on other cities like Kolkata, Bangalore, Delhi, etc. things might have been totally different in the country.

However, he said, “Democracy should be maintained at all cost. A voting right of an individual should not be allowed to take away or buy out. We will be losing the essence of democracy if the trend goes like this.”

The national BJP will take up the Manipur issue in the coming winter session of Parliament in its possible strongest way, the BJP leader said.

Coming on the topic of the meet, Yashwant, who is on a two-day visit to the state, asserted that no vision document can be achieved success if law and order is not maintained in the state.

“If the government of India and government of Manipur are unable to stop economic blockade then they should make available of adequate essential commodities in the state”, demanded Yashwant at the discussion organize by Manipur Pradesh BJP.

They should make all possible arrangements to facilitate airlifting of goods if they are not able to open up the blockade. They should not let the people suffer any more, he added.

Prakash Javedkar, BJP national spokesperson and election in-charge of Manipur state, who was also attending the meet sarcastically said, “There are 30 plus underground groups here in Manipur and the ‘plus’ is the government led by Chief Minister O Ibobi Singh.

However, he said Manipur is not only a state where gun culture, rampant corruption and extortion are occurred but it is also very rich in culture, history and has a lot of intellectuals.

“Manipur has the potential to change within a decade under the “Manipur Vision 2025″ but the current situation is really hopeless.”

Bandh and blockade are a daily routine in Manipur but this time a new thing has also come up in the State and that is “counter economic blockade over economic blockade.” It is an unprecedented state of affair which has never happened before, Javedkar said.

“What is the central government doing when the economic blockade has entered its 100th day today? Just sending of money is not enough.”

The BJP spokesperson also recalled Chief Minister Ibobi’s statement when he said the other day that additional security forces would be sent to escort goods laden trucks on highways. Javedkar also questioned as to why he is taking three months in taking up such step.

In Manipur, the ministers, MLAs and even police officers are subjected to pay money to militant organizations, he alleged.

“Manipur can become a tourism hub, IT hub and a gateway of Southeast Asia just in case the law and order is kept under control”, suggested Javedkar.

He also lauded the State and said it does not need to suffer just like we suffered during the British rule as it has its own proud history, independence and full of culture.

Yashwant Sinha was accompanied by Prakash Javedkar and Northeasst in-charge Chandrashekhar Rao in the visit.

TN Haokip, PHED and IPR minister who accompanied the works minister earlier inaugurated the Tinlian memorial platform at the Saipum village playground and later during his speech at the bridge inaugural function urged the gathering not to cause any disturbances of development works which is aimed at the benifit of the general public.

The bridge is 36 metres under the SPA and has been constructed at the cost of Rs 3.5 crores.

IMPHAL, November 8: “Introduction of renting bicycles in university campuses would help in minimizing crime rates as criminals hardly use bicycles while committing crimes”, said European Manipuri Association (EMA) representative Okram Bishwajit while sharing his European experience on using bicycles.

Bishwajit who hails from Thoubal district headquarter made the comment during a recent interaction with media persons and members of Manipur Cycle Club (MCC), a club of bicycle enthusiasts here to mitigate the challenges arising out of urbanization, environmental degradation besides health and economy issues in the state, in Imphal.

“This is not the end. It is estimated that at least 2 grams of carbon could be reduced if one person uses bicycle. So imagine if just 10 percent of India’s billion population used bicycles in the climate change era”, said researcher Bishwajit, who works in an Ireland based company. “A tiny state like Manipur can also save at least Rs 5 crores a year if we could introduce

bicycles to just 10,000 individuals of the total Manipur population of 27 lakh ( 2011 census) who usually spends Rs 50 on bus or auto-rickshaw fares a day as their mode of transport.”

Interestingly those who use bicycles regularly could also reduce their aging factors too, he added and further appealed “So let’s make Manipur as bicycle capital of the country like Netherland, the cycle capital in Europe”.

Meanwhile MCC is all set to introduce ‘Rent a Cycle’ facility as part of its cycle promotion approach in Imphal. “We’ll be introducing the facility at the Kangla Fort for the visitors. A proposal has also been submitted to declare Kangla a carbon free zone to preserve its cultural heritage and delicate vegetation inside the campus”, Deben Bachaspatimayum, MCC president.

MCC vice-president, Ramananda Wangkheirakpam elaborating on the said facility said visitors who love to see the historic site could get the facility (Rs 10 per bicycle per day) at the three Kangla gates only after the formal launching of the facility in association with environment and ecology wing of the state forest department on November 15.

“We’re also planning to expand at major bus parkings if the experiment becomes a success”, added the key functionary of MCC which had been fighting for a cycle lane and parking facilities in Imphal.

“We’re also targeting the Manipur University campus.” Having a total of 1,98,889 registered vehicles of which 1,39,675 are two wheelers last year, Manipur’s transport department officially receives 35 applications for registration on an average daily this year.

MCC in collaboration with Manipur Mountaineering and Trekking Association is scheduled to conduct a five-day bicycle expedition to important places including Keibul Lamjao national park in Bishnupur district in the forthcoming 10 day Manipur Sangai festival beginning from November 21.

IMPHAL, November 8: Police today safely disposed two Chinese made hand grenades retrieved from the residence of two engineers suspected to be left by armed miscreants.

In the first incident armed miscreants placed a Chinese made hand grenade around 9:45 pm yesterday at the Uripok Sinam Leikai residence of Akoijam Sarat, 55, s/o Jugon, assistant engineer of PHED.

In protest against the bomb threat a sit in demonstration jointly organized by the Uripok Bachaspati Leikai and Sinam Leikai.

Family members of the AE disclosed they had no idea why the bomb was left as there was no monetary demand or personal enmity with anyone.

Another Chinese made hand grenade was left at the residence of a PDA EE Loitongbam Kesho at Kwakeithel Konjeng Leikai near Pukhri Achouba.

Sources said the bomb was found by family members of the EE this morning around 7 am.

This is the second time that a grenade threat has been placed at his residence by individuals identifying themselves as faction of the KCP.

A sit in protest was also staged at the area by the locals decrying the bomb threat.

The bombs were later safely disposed off by the police at the bomb disposal site at Lamphel, Imphal west.

IMPHAL, November 8: Victim families of Malom firing incident while participating in the recently held nation-wide fast and demonstration to commemorate Manipur’s iron lady Irom Chanu Sharmila’s 11 years of struggle against the controversial Armed Forces (Special) Powers Act, has continued to voice for justice.

On November 5, 2000, 38 year old poet and activist Sharmila began her indefinite hunger strike after she heard the killing of ten people by Assam Rifles in Malom, on the outskirts Imphal three days ago, to have the act, which provides unlimited powers to security forces to shoot at sight and arrest anybody without a warrant, repealed.

“It’s 11 years now, but there’s no justice. We want justice while we’re alive. So AFSPA should go so that such incident don’t repeat in future”, said fish farmer Sinam Kamal, 34, b/o two victims-teacher Robinson, a 1987 child bravery awardee and student Chandramani of Malom village in Imphal west district. Robinson was the lone bread earner of the family when he was killed.

Since then we continued to struggle for our studies in diverse fields, Kamal added. The government is also yet to provide a job to the family.

But it is learnt that family members of two other victims-G Bapu of Lairenjam village and Ksh Inaocha of Malom village both in Imphal west, out of the ten victims, have already passed away without getting justice. Other victims are L Sana(60) of Kabowakching, O Sanayaima, 50, resident of Nambol, K Bijoy, 39, resident of Laimapokpam, A Raghumani, 34 of Nambol Naorem, T Shantikumar, 19, and S Prakash,18, both from Malom.

“We didn’t feel much about AFSPA though we’re from the victim’s families unlike Sharmila in the beginning.

But she has a different courage. She is a kind of Goddess to us.” feels Kamal.

Sharing a similar sentiment, Tokpam Samarendra, 70, father of another victim Shantikumar also demanded removal of the Act so that his son’s soul can rest in peace.

Along with the victim’s families and relatives, nearly a thousand residents from Malom in their mourning attire for the first time joined the day long nation-wide fast to commemorate Sharmila’s struggle and the 53 years of struggle in the Northeast and 20 years in Jammu &Kashmir, on Saturday.

IMPHAL, November 7: The Senapati District Students’ Association in a press release while reaffirming its stance to defend and protect against any process of bifurcating it ancestral land, has also strongly condemned the cabinet decision of the state government to create three sub-divisions in Sadar Hills. Such premature decision of the government will only escalate the tension created by the present situation, it further added.

While citing the assurance of the state Chief Minister during the Union home minister on November 2 at Senapati district hq that no unilateral decision will be taken but consultation of concerned communities will be considered regarding the Sadar Hills issue and the contrasting cabinet decision to create three sub divisions, the SDSA has questioned the integrity and the credibility of the Chief Minister, it further added.

The press release signed by its president has further condemned the alleged assault of three bandh supporters at T Khullen by a 43 Assam Rifles officer Major Marathe, post commander at Kangpokpi AR out-post.

It has further stated that the concerned officer or the AR has not tender any apology and further added that the SDSA has decided to lodge complaint against the officer to the higher authority.

“If the concerned authority does not take any disciplinary action against the tainted Major immediately, “the SDSA will not continue to tolerate such inhuman and irrational behaviours of the defence personnal but react accordingly”, it has further informed.

UKHRUL, November 7:  The “World Sunday School Day”, was observed by the Phungyo Baptist Church (PBC) of the Northern Tangkhul  Naga Baptist Association (NTNBA) on November 6 at Ukhrul.

The day is being observed to commemorate the day and its significant change of effective effects towards this modern world especially to the children of the Sunday- School in nurturing their shape in way of how a good Christian by birth should adapt to grow in the society through the foot-steps of Christianity’s religion principles.

The observation on this vital occasion by PBC was opened with the spiritual congregation service at the local Church in the morning with a special Gospel message brought by its Pastor Ayonsui Shingnaisui delivering the good news to thousands of souls participating in the morning Service.

He quoted the Gospel words according the book in the Bible, Titus 2:7 and the following verses.

The Pastor while sharing the words asserted that the “World Sunday School” was founded by Robert Raikes, England (Sooty Alley) in 1780 with a great challenge to save or shape the children community after seeing thousands and thousands of street children who neither go to school nor to Church and in India the Serampore trio successfully started the mission of establishing the observation and teachings of the unique school (World Sunday School) in 1803 after the trio failed in first attempt in 1802.

The Pastor further shared views and ideas to be an “ideal Sunday School Teachers” the story of Teaching Ministry methodology jotted down by Imtijungla Aier (Author) in the Teaching Ministry from Nagaland who according to her book in Teaching Ministry says, there always involved two distinct groups known as the teachers and students out of which one group always suffers. The saying correlates that the students suffer due to lack of teachers’ preparation to teach students, on the other, side the teachers suffer in preparing the lesson plans. But considering all odds and accounts the central notion according to the author underscored the methodology to be on the group of “teachers suffer” in order to portray an ideal Sunday School teachers.

The occasion also marked as an excitable and interesting special day to the hundreds and hundreds Sunday School Children as the church (PBC) in Collaboration with the Church Sunday School staffs led by its present and former Superintendents Mr. Ayo Vasha and Miss S. Rinngamla opened different recreationary items for the children. Special Offering was donated for the children’s prizes and gifts of sweets and chocolates for the winner and participants of Bible exams. Children were let to play games out-door at Shipai goal (open park at Ukhrul) where the kids by themselves made the spelling of “SUNDAY” in merriment to mark the occasion vital. IMPHAL, November 7: Imphal West police commandos arrested three active members of KYKL who came on Maruti car bearing registration number MN-01K/0705 at Kakwa Bazar, namely Longjam Tompok alias Langjaba alias Ibungo alias Tomthin, 29, s/o L Chaoba of Pechu Lampak, Thiyam Anandkumar alias Theko alias Jackson, 26, s/o (late) Th Ngouba of Bor Lampak Kakwa and Salam Sanatomba, 29, s/o S Raghumani of Samurou Awang Leikai. One 9mm pistol and four mobile phones were recovered from the possession of the arrested cadres, stated a release of SSP Imphal West.

A team of CDO Imphal East also arrested one PREPAK-Pro faction cadre, namely Hawaibam Meghachandra Singh, 51, s/o H Amar of Lilong Chajing Mairenkhong on November 5 in front of his residence. On verification he disclosed that he joined PREPAK-Pro through one Rajen in the month of August, 2011 and was involved in the extortion of money from general public and government officials.

Meanwhile, Jem Md Jakariya of CDO Imphal East along with his party arrested one woman drug peddler yesterday. The arrested woman is identified as Lhingkhoneng Baite alias Nengbul, 43, s/o Jamsei Baite of Tatjang Village near Sugnu. One mobile phone and six packets weighing about one kilogram of kani were recovered from her possession, stated a release of SSP Imphal East.

IMPHAL, Nov 7:  Recently an accident occurred in Arunachal Pradesh at Seppa in East Kameng district. A 50 meter long suspension bridge totally collapsed when over 60 people climbed on it to collect a particular type of edible insect which appears at this time of the year. Luckily a boat was in the river which had come in handily in rescuing several people. However, 14 people went missing and 3 dead bodies were recovered by rescue teams. To avoid such accident which occurred merely due to the lack of knowledge of local people firstly we should know about suspension bridges and after that spread awareness to avoid such accidents on suspension bridges.

Suspension bridges are one of the earliest types of bridges developed by man. Simple suspension bridge for use by pedestrian and livestock are still being used using design based upon the ancient times. These bridges are made up of towers and a bridge deck that is support by cable made of steel nowadays. Due to low cost and ability to be used over waterways and deep gorges, these bridges have been extensively used in hill areas connect villages across rivers, streams and gorges.

As regards to safety precaution on use of suspension bridges, following points must be adhered to prevent any miss happening due to bridge collapse.   

(i) Suspension bridges are flexible structures that are designed to sway with the wind. However, due to their lightweight nature, they may sway too dangerously in extreme conditions and area unsafe to use until extreme weather passes.

(ii) Regular maintenance and inspection of bridge parts cables, decking and towers is essential as small flaws have been known to collapse the bridge.

(iii) Each bridge is designed for particular type of load. It is essential that unauthorized loading of bridge is prohibited (eg- pedestrian bridge should not be used for vehicle move). Some boards mentioning this should be there on both of the bridges.

(iv) Maximum load carrying capacity of the bridge should be clearly displayed at both ends by the manufacturer and same should not be violated. For pedestrian bridge, maximum number of people at one time should be clearly displayed.

(v) For extra safety use of safety nets under the bridge is recommended. In past these nets have served many lives in case of accidental failure of decking or someone falling off from bridge.

(vi) Due to very simple design and low cost there are no added or secondary safety features in suspension bridge. If one member fails the complete structure fails. It is recommended that state agencies provide additional safety net below the bridge especially in high use areas top prevent mishaps as one under ref. If not permanent the same may be fixed during festivals etc. this would have saved all these lost lives.

(vii) Daily commuters should note any breakages, deformation, crack or rusting etc of the bridge parts as a habit and report immediately if found any. In case of any damage found to bridge it should be immediately closed to traffic till repairs is done. 

(viii) Suspension bridge normally sway and make sound when one is moving on them. People moving should not panic and run which may lead to serious accidents.

(ix) Bridges serviceability and durability tests must be regularly conducted by responsible agencies and corrective measures taken to ensure safety of users.

(x) Due to non-rigid structure people should move closer to centre line of deck and not at sides. At no time should the deck be loaded on one side only which may cause twisting of bridge deck. Also no one should hang, hold or rest with suspender cables holding the deck.

With these simple safety precautions accidents can be prevented on suspension bridges.

The “pro-talks” faction of the United Liberation Front of Asom ULFA came to New Delhi on August 5 to hold talks with Home Minister P Chidambaram. Led by ‘chairman’ Arabinda Rajkhowa the team included `vice chairman` Pradip Gogoi, `deputy-commander-in-chief` Raju Baruah, `foreign secretary` Sasadhar Choudhury, `finance secretary` Chitrabon Hazarika, `cultural secretary` Pranati Deka, `publicity secretary` Mithinga Daimary and political ideologue Bhimkanta Buragohain. They presented a charter of demands to the Govt., which according to sources include a special constitutional status for Assam and control over local resources.

Before leaving for Delhi, Rajkhowa told reporters at the Lokapriya Gopinath Bordoloi International airport, Guwahati, “We have prepared a charter of demands, which we finalised in our recent meeting in Nalbari. The charter does not include the call for sovereignty.” Sounding confident of a positive outcome of the talks he then piped up with “Anup Chetia should be brought back to India so that he can take part in the talks,” Chetia, aka Golap Barua, is a cousin of Paresh Baruah, whose views against talks have been repeatedly reported. While Paresh Baruah leading the anti-talk faction has so far opposed any negotiation with the government,  saying “There cannot be any dialogue until the government agrees to discuss ULFA`s demand for a sovereign Assam”, Rajkhowa reportedly claims, “So far Paresh Baruah has not opposed the peace process and we hope that he will come and participate in the talks.” This, as brought out earlier in tis newspaper, only means that the two are most likely in touch.

On Chetia’s extradition, Bangladesh Home Minister Sahara Khatun said,

“I don`t think there is any obstacle in handing him (Chetia) over to India … but definitely, there are procedures in extraditing someone who is in jail,”

On 08 September 2011, Parseh Baruah was reported to be been injured in a shoot out with Myanmar army in the north west jungles of Burma, while he was with a group of  Manipur’s Peoples’ Liberation Army  (PLA) terrorists also hiding there. In an email sent on 08 September 2011, Paresh Baruah  claimed that Myanmar army had targeted the joint base of several militant groups from the northeast with `direct help from Indian government`, including heavy armaments and other military hardware.

Appealing to the people of Assam to extend support to the outfit, the e-mail also claimed that the Indian government has been pursuing all its neighbours to flush out Ulfa militants from their territories. “In 2003 it was Bhutan, which got Rs 1000 crore aid from India in reciprocation. Then came Bangladesh where India has pledged a loan of 1 billion US dollars. We have information that New Delhi has given an aid of Rs 2000 crore to Myanmar,” Baruah is reported to have said adding that it wanted to wipe out ULFA so that it could continue to exploit the rich natural resources of Assam without any obstruction.

Meanwhile, in a press release issued by the publicity in charge of the ULFA’s hardliner group, Arunodoi Dohotiya said that the Government of India paid substantial amounts of money to the neighbouring countries to launch attack on the ULFA’s bases. This release stated that the Government of India gave financial assistance of Rs 20,000 crore (as against Rs. 2000 crore mentioned earlier) to Myanmar along with weapons to take action against the “revolutionary groups” and that it also promised Rs 100 crore more if Paresh Baruah can be killed within September, the ULFA alleged. Paresh Barua has also interestingly commented that India is “trying to please Bangladesh with a border land swap deal’ to get custody of the insurgent group’s general secretary Anup Chetia…Bangladesh is trying to hand over Chetia against his wish and India is going overboard to please the neighboring country by signing the land swap deal in return,”  Barua also criticised Assam chief minister Tarun Gogoi for not protesting the proposed land agreement, which would allegedly “alter the geographical map of the Indian state…India is quite aware that the land swap deal would alter the map of Assam and this fact is well known to Tarun Gogoi. But instead of opposing the move, he is accompanying Prime Minister Manmohan Singh to witness the signing of the agreement,” Barua said and urged Gogoi to keep himself away from being a party to the “conspiracy” of land exchange and also asked people to protest against this move.

This is indeed ironic as Baruah heading the undivided ULFA while he was ensconced in Bangladesh for almost two decades helped the process of demographical change in eight districts of Assam, by catalyzing the illegal influx and ensuring that the illegal entrants get settled. Barua was known to be enjoying the patronage of the previous Bangladesh Nationalist Party government in Bangladesh, had to face reverses and was forced to flee during a clampdown on Indian militants by Bangladesh authorities after Awami League returned to power. Apart from his many criminal and anti-India rackets and activities, he is one of the co-accused in smuggling 10 truckloads of arms and ammunition to Bangladesh, which were seized from a jetty of Chittagong Urea Fertiliser Ltd (CUFL) in the port city on April 2, 2004. The weapons, reportedly meant for terroristss in the northeast, were allegedly ordered by Barua.

Since the past almost two years Baruah, along with the PLA and National Socialist Council of Nagaland/Nagalim – Issac Muivah faction, are involved in acquiring arms and ammunition from China to supply to the Naxal-Maoists   However, as far as Burmese Army’s operation against Indian insurgent-terrorist groups hiding in the Taga region of Burma, authoritative home ministry sources told this newspaper that it was an eyewash conducted after tip-offs to Indian insurgent-terrorist leaders about their proposed operation. Burmese Army had reportedly informed these groups at least a week before the operation, that they were entering Taga region on September 6-7. The sources also referred to a press statement emailed by Ulfa on September 7, in which the outfit claimed that the Burmese Army had launched an offensive against them in the morning, whereas it reached Taga area only on 7th evening. Security agencies keeping a close watch over developments in the border area had corroborating intercepts that there was no Burmese Army activity in Taga area till 3.30 pm on 7 September.

The security sources said they suspect the Burmese Army colludes with Indian insurgent leaders and that they have wireless communications intercepts indicating that the rebels had shifted to new locations a day before the Burmese Army fired on deserted camps. The sources said the Burmese Army routinely carries out cosmetic operations before thrice-a-year bilateral meetings with India and then claims to have cleaned up territory occupied by Indian insurgents.

Apart from Operation Golden Bird conducted in 1995, when 40 terrorists were reportedly killed and about 200 captured, quite often in past years Myanmar army has made a show of launching operations without actually doing any damage to the groups camping there.

India has a 1,630 km border with Burma. Insurgent groups such as the United National Liberation Front (UNLF), the People’s Liberation Army, and Naga and Kuki forces are active in four border states—Arunachal Pradesh, Nagaland, Manipur and Mizoram.

Trafficking of drugs and guns is carried out by Burmese Kachin, Wa and Shan armed ethnic groups and by Chins in western Burma. They had reportedly also also smuggled forged Indian currency into India.

Lt Gen NK Singh, former GOC of the Corps headquartered at Dimapur is reported to have stated to media some time in 2009: “There have been quite a few seizures of small arms and drugs in recent months. Most of those involved were Chins, who have the advantage of looking like the Mizos of Mizoram and speaking a similar language.”

Min Tang, a member of the Chin National Council in India’s Mizoram State, had reportedly said about 1,000 UNLF members lived on the Burmese side of the border. He said they traded heroin and Chinese-made weapons with the Chin—and he accused Burmese officials of accepting bribes to allow the trade to continue. In Manipur UNLF and other groups have often in the past made great shows of burning heaps of lower variety of  drugs to project themselves as principled insurgents against anti-social activities etc.

Indian attempts to stem the trade and curb the insurgent groups have so far met with little success. Since 1993, the Indian government has developed a closer relationship with the Burmese junta, engaging in increased trade and providing it with military hardware. The Burmese government has agreed to support Indian attempts to combat the insurgent groups and their illegal trading, but says it is difficult to access border areas because of poor roads. The National Investigation Agency and Intelligence Bureau had made good gains and progress in the recent past by apprehending UNLF boss man RK Meghen and NSCN-IM’s key China link-man Antony Shimray. Capturing Paresh Baruah, will be lead to a large amount of information about many of ULFA’s “businesses” and anti-India operations.

IMPHAL, November 6:  DGP Y Joykumar in a press statement has clarified about the involvement of police personnel at the Noney incident which took place on November 4. In response to UNC and ANSAM`s press release which was published in  local papers on November 6, alleging that Manipur police commandos and IRB personnel assaulted civilians at Noney bazaar without any provocation. It said that bandh supporters at Noney had stopped two Tata Sumos coming towards Imphal in the morning  and burnt them down at about 8 am.

“The Police party which had gone for duty to Tousem in c/w the visit of the Union home minister could not cross Noney area before the midnight of November 3. It was also learnt that the crowd which had resorted to arson, burning down the two Tata Sumos was also still assembled at Noney to stop the police party returning from Tousem.  As the police team returning from Tousem had not carried any tear gas equipment, they would have had to open fire if stopped and attacked.  As we did not want this to happen, 12 teams of commandos along with tear gas equipment was sent from Imphal to retrieve the police team” the release stated.

The  DGP further mentioned that, the police commandos on arrival at Noney was blocked by the bandh supporters, the police personnel warned them to clear the road which was not heeded. Instead more people started gathering and the crowd started to swell. The police personnel fired a few tear gas shells to disperse the crowd after sufficient warning and cleared the road. The bandh supporters again blocked the road when the police commandos returned along with the Tousem team from Awangkhul. The public were asked to make way for the convoy. It was however not heeded. A stern warning was issued to clear the road but when the warning was also not heeded even after 10 minutes or so, and instead, the mob started pelting stones, hurling missiles to the police personnel, the police party resorted to firing tear gas and cleared the route. In the altercation, two police vehicles windshields were broken and two police personnel were injured, the statement added.

It has also mentioned that, the police department had no intention of hurting or injuring any civilians other than allowing safe passage to the police team returning from Tousem. However, on the other hand it was the bandh supporters who were actively indulging in burning of vehicles, damage to public properties without any provocation. The allegation that the crowd at Noney was a peaceful one and police resorted to firing of tear gas without any provocation is totally false. How can a crowd which had resorted to burning of two Tata Sumos and resorted to stone pelting to the police party be treated as a peaceful one, it added.

The official statement further mentioned that, numbers of arson cases had taken place at Noney. Only recently the burning of a DI Tata vehicles of police department on October 23 by the mob at Noney bazaar while negotiation was still going on by the SP of Tamenglong, burning of two Tata Sumos in between Noney and Awangkhul on November 4 and also the burning of Noney police out-post vehicles after police commandos left Noney on the same day bear testimony to the violent nature of the crowd at Noney.

It may be mentioned that the Police department tried to avoid confrontation with any crowd as far as possible. We have shown restrain and patience throughout the blockade called by the Sadar Hill District Demand Committee- and counter blockade called by UNC. It was only after things have gone beyond tolerable limit that the police had to resort to confrontation when the  works minister was unreasonably stopped and attacked by SHDDC supporters. Similar is the case , in respect of the incident at Noney on November 4. It may be mentioned that it would be wrong to take the entire state to ransom on unreasonable ground by any group leading to the untolerable suffering by the people.

IMPHAL, November 6: Security forces have arrested at least six militant cadres along with arms and ammunitions during separate counter insurgency operations, launched in different parts of the state since the past three days.

A statement issued by the Senior Superintendent of Police, informed that a combined team of the Imphal west district police commandos and troops of 10 AR arrested two cadres of the proscribed UNLF on November 4 from Phayeng near Don Bosco School around 10:35 in the morning.

The individuals have been identified as one Okram Bobo alias Angongakpan, 22, s/o O Ranbir Singh of Sagolband Bijoy Govinda Thangapat Mapal (army no. 2242) and Thounaojam Bachan alias Achouba alias Ahouba, 28, s/o (L) Th. Loken Singh of Heirangoithong (army no.2262).

It stated that on spot verification they disclosed to have joined the outfit in the year 2008 and trained at Burma.

The statement further informed that another joint team of the district police commandos and 18th Sikh regiment arrested two cadres of the proscribed KYKL on November 5 around 3:10 pm from their respective houses.

They have been identified as one Pukhrambam Jiten Singh alias Korou, 41, s/o P. Meipak Singh of Thangmeiband Hijam Dewan Leikai and Tongbram Dinesh Meetei, 42, s/o T. Tiken Meetei of Bachaspati Leikai Uripok.

On spot verification Jiten disclosed that he is working under one s/s caption Irom Kumar alias Romi alias Pongba of Tera Sapam Leirak since the last 2-3 years, it said.

He also disclosed that he along with his brother in law, Tongbram Dinesh, had been transporting arms and ammunitions besides collecting money from various government officials.

Five Chinese made hand grenades with detonators, a 9mm pistol with magazine containing two live rounds were also seized from Dinesh, it said.

In the meantime, the PRO IGAR (S) has stated in a separate press release that a combined team of 36 Assam Rifles and 43 Assam Rifles arrested a cadre of the proscribed KYKL militant while conducting joint operation in the general area of Kanglatombi on November 5.

The arrested cadre has been identified as sgt Huidrom Sharat, 38, s/o Tomba Singh of Saijang, Imphal east and handed over to Sekmai Police station, it added.

On the other hand, a statement issued by the PIB Defense Wing, stated that the troops of 33 Assam Rifles of Logtak Brigade under Red Shield Division apprehended one proscribed UNLF namely s/s lance corporal Moirangthem Sanajauba Singh alias Khoiren, 25 s/o Ibohal Singh of Moirang Lamkhai Khoiru, Bishenpur from general area of Moirang Lamkhai Khoiru, today. He was involved in illegal tax collection and extortion related activities in the area of Moirang. He has been handed over to Moirang Police Station, it said.

IMPHAL, November 4: Irom Sharmila who has been staging a fast unto death campaign demanding the repeal of the draconian Armed Forces Special Powers Act (AFSPA) 1958 will be completing 11 years of fasting tomorrow. The iron lady informed the press today her fast will continue until her demand is met.

Talking to media persons today outside the court complex of Judicial Magistrate, Imphal, Sharmila told reporters that she would continue with her agitation though in judicial custody.

Irom Sharmila was produced before the CJM Imphal this morning at 11 am and remanded to judicial custody for another 15 days.

When questioned what she would say if she gets a chance to meet the Prime Minister, Sharmila responded that there is nothing more left to say as her fast which will be 11 years old tomorrow carries the obvious message.

“My agitation is democratic but our leaders are not democratic”, said Sharmila when questioned of whether the government concerned are doing justice to her.

She also decried the act of the government for not allowing her to meet various NGOs, right activists, and journalists etc. who came to meet her till date.

To mark the 11 year completion of Sharimla’s hunger strike, the Save Democracy Repeal AFSPA (group) along with several other democratic and human rights bodies is organizing an “All India One Day Fast and Demonstration” in many cities in India and around the world on November 5.

The Save Democracy Repeal AFSPA group, in a statement call on to all the concern individuals, professionals, student organisations, civil societies, women groups, theatre activists, academic communities, activists and all the people who believes in the principle and practice of Democracy to join in the fast.

It said that the demonstration is organized in support of the 53 years of people’s struggle against AFSPA and the 11years hunger strike of Irom Sharmila to repeal AFSPA. It said on November 5, Irom Sharmila will complete 10 years, 11 months, 29 days, 23 hours, 59 minutes, 60 Seconds (completely 11 years) and continue till this black, undemocratic, inhuman, act, AFSPA is repealed.

“The programme organized is a day-long fast accompanied by stimulating discussion with senior activists working in the field including the likes of ex bureaucrat Kuldeep Nayar, lawyer and human rights activist Vrinda Grover, senior HR activist Harsh Mander, historian Miranda House Uma Chakravarti, Prof Political Science JNU Bimol Akoijan, activist Gautam Navlakha, writer Deepti Priya, film-maker Kavita Joshi and many”.

Moreover the group is planning to stage powerful theatre acts on democracy and AFSPA, musical and poetry recitals by amateur social-artists and a grand spectacle of ‘LIFT AFSPA’ by releasing hundreds of balloons in the sky, further stated the release.

Save Democracy Repeal AFSPA further informed that many have positively responded and come forward to take part in the struggle and conduct programmes in their respective states.

Some of the places where the demonstration will be organized include in North America- organized by the North American Manipuri Association.

In India the demonstration is slated to be organized at Bangalore by Manipur Meitei Association-Bangalore; at Banaras Hindu University, Uttar Pradesh by Save Democracy Repeal AFSPA group; at Bhubaneshwar Orissa at the Post Master’s general and in front of Orissa Assembly organized by the Navnirman Smiriti (Yuva Bharath).

In New Delhi the demonstration will be staged at Jantar Mantar organized by the Save Democracy Repeal AFSPA group, New Delhi; in Rajasthan it will be organized by NAPM-Faisal Khan, at Gujarat by Manipuri Students’Union of Varodha.

The Medinipuro Lodha Sabro Kalyan Samiti will also organize the observation of the day at Medinapur, West Bengal and Janata Praja Shamiti will organized it at Kolkata Metro Station.

In Imphal the demonstration is going to be organized by the Just  Peace Foundation, Manipur Film Form, Manipur University Students; in Chireman, Tripura by Tripura Manipuri Students Youth and in Assam the demonstration will be organized at Nogaon, Silchar, Dibrugarh and Tejpur by Dibrugarh University-Tejpur University.

The day will also be observed at Himachal Pradesh organized by Gandhi Global Family, in Chandigarh, Punjab by Manipur Student Association Chandigarh; and in Kerala it will be organized by All India Students Federation. The day will also be observed at Pune-Maharastra and Bihar, the release added.

IMPHAL September 22: Governor Gurbachan Jagat during the inaugural function of the National Rose Day observation held at the mini auditorium of RIMS, Lamphelpat today stated that a special fund has been initiated by the government for the benefit of the economically challenged cancer patients in the state.

Gurbachan Jagat, who was speaking as the chief guest of the function said that the Manipur State Illness Assistance Funds has been set up this year to provide financial assistance to the poor cancer patients living below the poverty line, for treatment at Jawaharlal Nehru Institute of Medical Sciences and Regional Institute of Medical Sciences, Imphal.

He said that the financial assistance to such patients would be released in the form of a one time grant through the medical superintendents of the hospitals concerned where the treatment is being provided.

Addressing the gathering, Jagat maintained that the main objective of the observation that was started in 2006 in the state on this day is to create awareness among the people on the possibilities of fighting back the disease and lead a normal live.

Further in his speech, the Governor lauded the organizer, the Manipur Cancer Society for it’s series of initiatives taken up for the cancer patients in the state, he said that such initiatives are a great source of encouragement and reassurance for the cancer patients.

Later, appealing to the public especially the youth, he stated that the disease is closely connected with life style and that they should try their best to abstain from undesirable life style.

The function was also attended by L. Jayantakumar minister Health and Family welfare as the president.

Dr. Mohen, principal secretary Population Based Cancer Registry, Dr. S. Shekharjit, Director RIMS and other dignitaries also attended the function.

Meanwhile, other speakers at the function called upon all to abstain from the use of tobacco and other related products in order to bring a cancer free society. Addressing specially to the youths they highlighted that one of the primary concern in the state is too much indulgence in tobacco and its related products that are the main causes of cancer in the state.

During the observation, the Cancer survivor awards were also handed over to four survivors.

As part of the National Rose day observation, the Governor also paid a visit at the Radiotherapy Deptt. RIMS and had a brief interaction with the cancer patients lodged in the department. Flowers and gifts were also presented to the patients during his visit at the deptt.

In the meantime, prior to today’s observation a mass rally of cancer awareness in the centre of the Imphal was also held in the morning that was participated  by a contingent of more than 400 NCC both male and female cadets . The rally started from Imphal HQ NCC located at DM College campus at Thangmeiband and was flagged off by col. JJ. Verghese, Group Commander Imphal Group Hd. Qr. NCC and proceeded along the Nagamapal road. The rally concluded at the Mini auditorium, RIMS.

The National Cancer Rose Day was also observed by the department of Immunohaematology and Blood Transfusion (Blood Bank), Regional Institute of Medical Sciences. In connection with the observation the deptt had provided 27 units of blood free of cost to 16 patients of RIMS Hospital who needed blood transfusion as against 19 units of blood supplied during the same observation held last year.
