IMPHAL, July 15: State unit of the Popular Front of India has stated that it fully endorsed the proposed nation-wide protest called by the organization for implementation of reservation policy for the Muslim community and will full participate in it.
A statement issued by the PFI state unit informed that the decision of the nation-wide protest was taken during its national executive meeting held at Kolkota, noting that the Justice Ragunath Mishra commission’s recommendation of allotting 10 percent reservation for the Muslim minority of the total 15 percent reservation provided to the minority communities in the country.
It lamented that despite the recommendation being tabled at parliament in December 2009, the UPA government has failed to take any visible measures to convert it into reality. Moreover, no political parties are showing any interest to pursue the matter with the government, it said.
It further informed that the executing meeting unanimously adopted three resolutions. Firstly, it called on various civil organizations, human rights activists and minority organizations to discuss the Prevention of Community and Targeted Violence Bill, 2011 before the bill is passed.
It further resolved to urge the government to make immediate amendment of the wafk Act and check all items that come under the wafk before handing over. At the same time, it urged the government to pass the stronger version of the Lokpal Bill.

IMPHAL, July 14: The state election department is preparing to take up the revision of electoral rolls for 2012 in the state from September 29.
The decision of taking the revision of the electoral rolls for 2012 was officially taken by the department complying to the directives of the Election Commission of India which has already decided to revise the schedule of special summary revision of electoral roll with reference to January 1, 2012 as the qualifying date for those states where general elections to state legislative Assemblies are due in the year 2012 which include the state of Manipur.
In this regard an official notification was issued by the state chief electoral officer today and as per the order, the period of filling claims and objections will be from September 29 till October 29 this year, reading of relevant part/section of photo electoral rolls in gram sabha/local bodies and RWA meeting etc and verification of names will be done from October 7 to October 10, special campaign dates with booth level agents of political parties for receiving claims and objections will be done on October 9, October 16 and October 23 next and disposal of claims and objections shall be done on November 28.
The official notification further mentioned that updating the database, merging of photographs, updating the control tables and preparation and printing of supplementary list will also be done on November 28 and December 28 and the final publication of electoral rolls will be made on January 2 next year the official notification added.

Unity First
The unification move by a number of underground organisations operating in the state, as reported in the local media today, is something which would raise hope amongst all in the state, both those who believe a conclusive solution to the problem of insurgency through negotiation is the need of the hour, as well as those who think that the war must be fought to its logical end. Nobody will deny that in the absence of such a common front, either of these goals would remain elusive, and in fact even effort towards realising them would have remain a non starter. The second option, that of fighting the war to its logical end is pretty straight forward, and need no further elaboration, whether this is desirable or prudent is another matter altogether. On the first proposition, that of reaching a resolution without having to fight militarily, there is much to be said. As long a united front is absent, and as long as the decision of a single group remains not ratified by a united will, no peace overture can ever gather steam or legitimacy. This is perhaps what has been inhibiting many of the parties from exploring peace possibilities other than through violence.
The logic of a prolonged conflict is such that certain very peculiar equations come to dominate its dynamics in more ways than one. As for instance, increasingly the situation is one in which those who opt for peaceful negotiation of precisely the demands that led to the insurrections in the first place, are prone to earn the stigma of weakness and betrayal of cause, charges which more than likely would stick too. Tough posturing for all the years always makes it seem a comedown to accept anything that seem softer than the previously vaunted stances of uncompromising violent struggle till the actualisation of the dream that made the struggle inevitable when it was launched. The turnaround would hence also become vulnerable to be portrayed as show of weakness by the hawks amongst the insurgents’ ranks, although we all know how false such perceptions can be. To opt for peace is not an easy thing and it take plenty of courage to actually step forward and state the conviction. Given the commitment, there is also little that cannot be settled by democratic negotiations that bloody wars seemingly can.
There is yet another dimension to what can be terms as “transforming conflict” and bringing it to a route of peaceful dialogue. While the conflicts last, the rhetoric and indeed ideological drives being such, many lives, many of them brilliant, would have been lost to the cause. Turning around and changing direction of the struggle after all that have happened would hence be burdened with a heavy conscience. The question that would nag the leadership in such circumstance would be about how they would explain the shift in approach to the soul of those who made the supreme sacrifices in the course of the struggle till then. Would such a decision to change course amount to sending out the message that those who lost their lives died in vain?
This last question and the answer to it is vital in any peace approach. It is a very sensitive question and should be treated as such by all parties involved on either side of the conflict, if they are interested in lasting peace ultimately. Phrases such as “misguided youth” or “misled brethrens”, returning to the “mainstream” etc, are extremely insensitive in this sense, and although perhaps not visible immediately, would leave residues of guilt and disapproval in the minds and hearts of many, sowing the seeds for future trouble. The approach hence should be one of treating the new approach, if any, as a continuance of the struggle, and that this new turn was a logical consequence of the road the conflict has been on thus far. That is to say, that it must always be acknowledged that those who lost their lives in the earlier stages of the violent struggles, made invaluable contributions to the overall progress of the struggle, and that it was their sacrifices which made it possible for the struggle to make the new turn. Indeed, any historian of insurgency would vouch that this indeed is always the case. It is unfortunate but seldom false that it is the language of violence that made an insensitive establishment listen to the issues being articulated in the first instance. It is only after this attention has been won that people can begin talking meaningfully of a peaceful negotiated settlement to the problem at hand. This being so, the genesis and history of an insurrection must be given the respect they deserve first before a new non violent course to conflict resolution can be thought of as a meaningful alternative.

IMPHAL, July 12:The All Manipur Hill Teachers’ Association (AMHTA) has strongly opposed the state government’s plan to decentralize the administrative power of elementary schools operating in the hill district under the Autonomous District Council (ADC).
It has further announced its decision to go on a strike in case of the government’s failure to revoke the order immediately.
In a statement, AMHTA stated that the decentralization plan is unacceptable as it is a policy which will downgrade the status of the education (S) department. Further, the education system in the hill districts will suffer once the newly adopted system is implemented.
At the same time, it further opposed the directive in the new policy which allows the conversion of the SMDC composition to SMC where in the chairman will be an elected member of the ADC. Under this system, the bank account is to be jointly operated by the head master and executive director of DRDA.
Despite repeated appeals to revoke the order the government has failed to pay any attention which has compelled AMHTA to consider the option to strike work, it stated.

KCP arrested
IMPHAL, July 12 (NNN): An activist of KCP (Moramba) who doubled up as an active army man was arrested by police in Bishnupur district last week.
Thirty-one-year old O Indrakumar alias Tamphasana from Ningthoukhong Khakhunou in Bishnupur district was arrested on July 9 from a bus stand, said police source.
The source further added that Bishnupur police arrested him during a frisking and checking operation following a reliable input that a KCP(Moramba) activist Tamphasana was in the vicinity planning subversive activities.
During interrogation he revealed his identity as an active serviceman of 23 Assam Rifles bearing rifle no. 5000449 and currently posted at Yaingangpokpi post in Ukhrul district.
On earlier interrogation he identified himself as O Indrakumar aka Tamphasana while also revealing that he had joined KCP (Moramba) in the first week of April in 2011 through M Amu aka Somorjit aka Amuba.
He was reportedly invoved in extorting money from several persons and functioned as a project officer of the party.
According to his revelation, a strict instruction was given to him to route the extortion money through an SBI account to Moramba who stays in Gawahati.

IMPHAL, July 12: In the wake of action being taken up by the government against Multi Level Marketing schemes in the state, the United Investors Trust, in a press release by its managing trustee N Premananda, has made some clarification regarding the functioning of the scheme and its operations.
The UIT clarified that the investors of Multi Level Marketing scheme Visarev Network categorically classified its investors into 4 layers.
It said the “1st layer“ investors consist of the agents, who introduced the scheme with confidence and surety in the state and benefited most through referral bonus while the “2nd layer” investors are those who promoted a long chain of down lines, and has handsomely earned from referral bonus exceeding the initial capital investment made.
The“3rd layer” investors are those who promoted down lines and has not got back sufficient amount from the rebate as well as from the bonus to recoup the capital invested. But this group of investors who have bore the brunt of their down lines, investors who are the worst affected are at the 4th layer which consists of those who has not yet promoted any down lines to get bonuses nor got back their invested principal amount as promised by the scheme.
It further states that the United Investors Trust was formed mainly from the 3rd and 4th layers after several rounds of talks with the 1stand 2nd layers group of investors. It was also done after confirming that the UNI Group of Companies has evaded all sort of payment to the investors giving false promises with extending dates again and again for making payment. Realising the sinister design of the CEO of the UNI group of companies, the investors who were affected beyond redemption frantically tried to bring an amicable solution with the up lines in 1st & 2nd layers category but they avoided communication of any sort by cutting off contacts. When all attempt to persuade them to make some arrangement to solve the crisis became unsuccessful, the worst hit investors collectively resolved to form a body through a series of meetings. Every step has been done with prior information through local dailies and had invited everybody without any discrimination to solve the common cause.
The release further said why and how an investor has been victimised is solely due to top leader’s irresponsible attitudes, failure to safeguard the interest of their affected down lines and failing to communicate any sort of development with their concern down lines, whom they have sponsored. The United Investors Trust does not give room for biasness on any individuals but rather concerned on collective effort to substantiate the responsible and to lessen the burden of losses of an individual.
This Trust though too late has also realised the grave mistake of investing in such Multi Level Marketing schemes and that the full amount of losses cannot be redeemed back. The United Investors Trust only wants that all investors should honestly and sincerely involved themselves and make a concerted effort to minimise the losses. The UTI was hopeful that the so called agents and leaders will make an all out effort to reimburse some significant percentage of the invested amount as they have promised and as published in the local papers. On the contrary they are still on the hiding without informing or disclosing what is their output in the said matter. It is indeed ridiculous to find their claim to have done something worthy for the effected investors whom they have lured only after being accused. The Trust solely believes that the person who introduced the scheme should bear certain amount of responsibility and cooperate in the effort to recoup the invested amount made through their influence, otherwise the person shall be treated as a swindler and should accept the same, it concluded.

IMPHAL, July 12: According to the Prohibition of Sale of Cigarettes and Other Tobacco Products around Educational Institution Rules, 2004, the sale of tobacco products is strictly prohibited in the area within a radius of 100 yards (approximately 91 meters) of any educational institution. However, tobacco products are sold openly right inside the campus of Manipur University without any intervention from the concerned authority.
These prohibition rules have been framed under section 6 of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003.
The tobacco products such as cigarettes, pan, khaini, gutka, pan masala etc. are found being sold in some stalls attached to the quarters of lower grade employees of the university. The consumers of such tobacco products are none other than the students of the university. Moreover, these stalls are located near the three boys’ hostels of the university and are frequented by the students as they also sell tea, snacks and other commodities of daily use.
One hosteller of Thangjing Boys’ hostel told IFP that he used to occasionally consume pan and some other tobacco products like khaini and gutka while returning to his hostel, but now he has become addicted to the substances.
He said, “I have to demand extra money from my parents just to meet my daily expense on tobacco products. Normally, I spend about Rs. 50 daily to buy them including cigarettes”.
Just few meters outside the campus of Manipur University, almost all grocery shops sell cigarettes, pan and other tobacco products. There is no restriction in the sale of tobacco products near the university campus even if there is a prohibitory act.
As per the rules, a fine of upto Rs 200 can be imposed for selling tobacco products within a radius of 100 yards of an educational institution. The offence is compoundable which means no case will be registered if the offender pays the fine.
It is also mandatory for the authority of the educational institution to display and exhibit boards outside the premises stating that the sale of cigarettes and other tobacco products within the stipulated area is prohibited. These 100 yards should be measured from the outer limit of the boundary walls of the institute.
It may be mentioned here that the Delhi High Court, on March 21, directed the Delhi University to issue directions to its colleges to appoint nodal officers to ensure that no outlet is found selling tobacco products within a the university us of 10 yards of the educational institutions.
It is high time for the authorities of Manipur University to check the sale of tobacco products inside the campus and within 100 yards of its premises. The anti-tobacco campaign should also touch this prestigious central university. Higher education does not mean only the specialized knowledge a student receives in a particular field. The students should also be well aware of the harmfulness of tobacco products and should organize themselves to launch anti-tobacco campaign in their campus itself.

IMPHAL July 12: The annual prize distribution function of the Board of Secondary Education Manipur for the meritorious students of the HSLCE 2011 was held today at the auditorium of the Jawaharlal Nehru Manipur Dance Academy, Imphal. The function is an annual function of the Board of Secondary Education Manipur.
Principal secretary, education (s) and chairman of the Board Dr. J. Suresh Babu, IAS, retd. director of education, Elangbam Yaima, and director of education (s) W. Rajen Singh, MCS, graced the function as the president, chief guest and guest of honour respectively.
Retd director E. Yaima while speaking at the function called for a comprehensive consideration to help restore the Manipuri literature from being lost to oblivion. He reasoned that the Meitei script that was introduced in schools some years back will have adverse affect in the rich Manipuri literature written in Bengali scripts in the foreseeable future and to absorb the negative impacts of the introduction, he asserted that a comprehensive transcription process is needed to be taken of the Manipuri literature into Meitei scripts.
During his speech, he further drew the attention of the concerned authority on the need to improve the quality of the books provided by the Board. He said that the quality of the material used in the books and the structures require extensive upgradation to an accepted standard.
Meanwhile, W. Rajen cautioned that the busy scheduling of students nowadays has deprived the students from the many quality opportunities provided in their lives and further asserted upon the importance of active participations in extra curricular activities in a student’s life.

IMPHAL, July 13: State government has approved the release of Rs.28.80 lakhs as compensation for the acquisition of land and standing properties for the construction of IRB/MR Bn head quarter and Subsidiary Police Training centre at Jarolpokpi village under Jiribam sub-division of Imphal east district even though there has been strong opposition from the local residence.
According to local source, state government did not took the consent of the local bodies of the Jarolpokpi village in allotting 44.5170 hectares (109.99 acres) of land covered by CS Dag No.6&7 of village No.15 Jarolpokpi of Jiribam sub-division to the police department for construction of head quarter and training centre. The state government had observed that the said portion of land was un-surveyed and justified the acquisition.
On the other hand state government at the initial part of the survey conducted last year at the place claimed it as a Sarkari Khas land and officially reserved it for the purpose. Subsequently, the administration started jungle clearance works by cutting down all tress including the rubber plantations, the source added.
Later, strong objections to the allotment of the said portion of land and subsequent felling of standing trees were raised by the villagers of Jarolpokpi. Accordingly, the villagers have demanded payment of adequate compensation on the ground that they have been totally deprived of their means of livelihood and the same demands of the villagers have already been endorsed by the addl. Deputy Commissioner, Jiribam sub-division and relayed the same to the state government after a memorandum from the villagers.
In the meantime, state government after considering the likelihood of hardship to the villagers of Jarolpokpi after acquisition of the land has decided to provide adequate compensations amounting to Rs.28.80 lakhs to meet the ends of justice beleiving this payment could help them in finding suitable means of sustenance.
Till now the villagers of Jarolpokpi had suspended their stir following the assurances from the state government and waiting for the government to execute its promise for payment of adequate compensations, the source added.

IMPHAL, July 12: The state government has provided a sigh of relief to the Public Works Department by accepting a SOS from the department to appoint a law graduate on special duty to handle its legal hassles.
Weighed heavily by the excessive numbers of court cases piling up, the department had forwarded the proposal to the government which found clearance following a recommendation by the committee of officers.
According to a reliable source, the PWD has been acknowledged by the government as one of the departments in the state with the highest number of court case, with at least 600 cases pending in various courts including the Supreme Court, Sr. Civil Judge, Imphal West, Family Court and cases pending under various acts like the Manipur Personal Liabilities Act, Right to Information Act, 2005 etc.
Furthermore, the department has other unresolved cases relating to family pension, payment of arrears, appointment under die in harness scheme, seniority list of AEs, arbitration cases, outstanding properties, motor accident claims, unauthorized occupation of government quarters and others related to unauthorized encroachment on government land etc.
However, officials in the department have contended that the non-availability of a legal expert in the department has resulted in the continous accumulation of cases, the source added.
So far, all cases concerning the department have been dealt directly by the superintending engineer, SE, hq as the nodal officer, with the help of the assistant private secretary to the chief engineer. As they lacked expertise in the matter, it has only resulted in the more accumulation of the court cases.
Even though the department has a legal advisor under its pay roll, his service is limited only to the preparation of counter affidavits and filing of affidavits before the respective courts.
The department has as such felt the need of a law graduate or a legal expert to deal with the pending cases and had sent a proposal to the state for appointment of an OSD.

IMPHAL, July 12: Perturbed by the scarcity of fertilizers at a crucial juncture in cultivating rice, farmers of Lamsang Lairenkabi have threatened to launch an intense agitation if the state government fails to make available desperately needed fertilizers within a week.
As a mark of protest over the current non-availability of fertilizers, hundreds of farmers turned up at Lairenkabi and burnt an effigy of the agriculture minister Ph. Parijat, blaming his lack of competency for the present situation.
The farmers, most of whom were women, wielded placards and banners criticizing Parijat and calling for punitive punishment for black marketers who are allegedly hoarding fertilizers and creating an artificial scarcity. They also declared that they will take the help of civil bodies in carrying out the agitation.
Some of the banners seen at the protest read “agriculture minister must resign from his ministership”, “award punitive punishment to fertilizers looters”, “bring a solution to the artificial scarcity of fertilizer.”
The main concern of the farmers is that the fertilizers are necessarily sprayed within the months of June, July and August when the crops reaps optimal benefits. The usefulness of the fertilizers is severely diminished when they are used after August.
Talking to media persons, a farmer, on the condition of anonymity, stated that such dry spell of fertilizers has always been a concern to the poor farmers and brings disturbances to them in terms of food security and mental peace.
As in the previous years, the government has come a cropper in meeting its responsibility to provide fertilizers at the appropriate time and at the normal prices, she added, referring to the sale of fertilizers at inflated rates ranging from Rs. 600 to Rs. 700 in the black market as the recent government announcement to provide them at subsidized rate of Rs 520 per bag has not materialized so far.

Paramilitary forces during rescuing operation at the landslide accident site near Sinam village along the NH 37 (Imphal-Silchar) which killed six personnel of an ROP team comprising of MR and IRB forces.

IMPHAL, July 6: At least six security personnel were killed and several others injured, some of them critically, when a huge rock boulder fell upon a bus of an Road Opening Party (ROP) convoy carrying personnel of the Manipur Rifles (MR) and India Reserve Battalion (IRB) along the National Highway 53 near K. Sinam village under Senapati district about 38 km from Imphl along the Imphal-Silchar highway.

Reports said that the incident occurred around 2:30 pm this afternoon. A security convoy comprising of 2 mini buses and 9 Maruti Gypsy were heading towards Awangkhul.

According to sources, the escort team comprising of jawans from different battalions on a routine refreshers course was moving out from Imphal this noon to escort goods laden trucks coming from outside the state.

At around 2:30 pm, the last vehicle of the convoy, a mini bus, carrying about 24 MR and IRB personnel was approaching Sinam village area when a huge boulder came pounding from the nearby hillock without any warning, said the report.

The boulder crushed the rear part of the bus extensively killing at least six personnel on board the bus instantly and injuring scores of other personnels.

At least eight personnel sustained injuries of which the condition of three personnel are said to be critical. All the injured personnel were brought to RIMS for treatment this evening around 4:30 pm.

Sources speculated that the stone boulder could have been detached due to loose soil as the area is said to be landslide prone area.

Ambeng Thangal, a  jawan of the 6th IRB who was amongst the fortunate survivors who escaped with minor injuries said, “I am confused about how the incident occurred. We were heading towards Awangkhul very smoothly when all of sudden something knocked the bus with a huge bang”.

G. Thaimi another injured jawan said, “We don’t know what exactly was going on, everyone inside the bus was knocked out unconscious for a while and then we realized the moving bus has halted with a loud bang”.

The jawans who escaped with injuries have further expressed their appreciation to the 10 AR and 86 CRPF post nearby who took part in rescue operation at the site of the ill fated bus.

The injured victims were given first at a post of the Assam Rifles near the area, maintained the injured personnel.

A team of high ranking police officers including ADGP V. Zathang also visited the injured jawans at the RIMS, where they are presently admitted.

Of the six deceased the identities of only four personnel could be established while the identities of the other two could not be established till the filing of this report.

The deceased were identified as one Nasir Khan, 25, s/o Amuba of Kwakta, personnel of the 2nd MR, Th. Yaima, 54, s/o (L) Kaomacha of Samram Mamang Leikai, a havildar of the 5th IRB, A. Maradona, 26, s/o Joy of Singjamei Kshetri Leikai, a personnel of 6th IRB and Lalthanglien Simte of Churachandpur of 8 MR.

The lifeless corpses have been reportedly deposited at the RIMS morgue. 

The three jawans who are said to be in critical conditions are identified as one T. Sandong Maring, 31, s/o T. Tomba of Pallel Nungourok at present staying at 1st MR battalion a jawan of 3rd IRB, he sustained serious head injury, Takhelambam Sushil, 23, s/o T. Ibopishak of Thoubal Athokpam a jawan of 3rd IRB, he injured his backbone, and HS. Ningrei, 42, s/o Vareichin of Nunghar village Ukhrul a 2nd MR jawan, he sustained injuries at his face and collar bone.

The other jawans who escaped with minor injuries are identified as one Ambeng Thangal, 37, s/o Akeng of Tumnoupokpi, a jawan of 1st IRB, S. Inao, 29, s/o Ibocouba of Waikhong, a jawan of 6th IRB, G. Thaimei, 28, s/o Lungnidai of Khoupum Thanagong village, a jawan of 3 IRB, A. James, 30, s/o (L) Mahajon of Kongba Laishram Leikai, a jawan of 6 MR and Mutum Basanta, 35, s/o Indrajit of Thoubal Ningthoukhong Leikai a Jamendar of 7 MR. All the injured victims mostly sustained injuries at their head and face.

It is not everyday that one meets a Nobel Laureate. Imagine having to not just meet but work with not one but three, and that too for three consecutive days.

It was an opportunity of a lifetime and a blessing to have met three outstanding women who have won the Nobel Peace Prize. Shirin Ibadi from Iran who won 2003 Nobel Peace Prize, Jody Williams from USA who won 1997 Nobel Peace Prize and Mairead Corrigan Maguire, from Northern Ireland who won the same in 1976.

These three outstanding women were joined by 120 equally remarkable women from 33 countries in a beautiful place called Montebello, Canada for a period of three days, a place in Quebec where G 7 leaders such as George Bush and others besides NATO used to meet. They were women activists, academics, security experts, corporate leaders, and Nobel Peace Laureates who all came together to forge a new security, and a future free of sexual violence in conflict at an international conference convened by Nobel Women’s Initiative, 23 to 25 May 2011 titled, ” Women Forging a New Security: Ending Sexual Violence in Conflict”.

I was given 10 minutes to speak on Manipur at this memorable forum. I was told, I will not be given a second more. Realising the responsibility of having been given this forum, I meditated in front of the majestic Ottawa River for a full 45 minuted before I spoke. And when I got on the dais to speak on 23 May 2011, I carried the voice of hundreds of thousands of women from Manipur and other conflict areas of India who could not be there in Montebello. I spoke exactly for 10 minutes at the end of which a thunderous round of applause happened followed by a standing ovation, the impact of which could be felt in twitter world. It was then I knew I told the story of hardship of my forgotten people from my heart, in honesty and sincerity to the world who does not even know that we exist. Hundreds of women came forth and gave their support for Manipur. It was a powerful yet a touching moment.

And later under the skillful guidance of 2003 Nobel Laureate Shirin Ibadi, we drafted the Montebello Declaration calling upon Government of India, Manipur, other Northeast states and non-state armed groups to come together for peaceful resolution of ongoing conflict and to end all forms of violence against women.

Commemorating Global Week of Action Against Gun Violence

I came back from Montebello to India’s summer heat, best experienced in its capital, New Delhi. Immediately upon my return, our team started preparing for the Global Week of Action Against Gun Violence that was observed from 13 to 19th June 2011. A week where we remember the loss of lives in the continuing gun violence in our part of the world. We knew the importance of this week especially as 12 Indians are shot dead every day due to gun violence, which means 5000 Indians are killed each year due to gun violence. Back home in Manipur, 3 to 4 people are shot dead at an average every single day, making Manipur a land of conflict tombs and wailing families, a phenomena we confront everyday due to the very nature of our work. Way back in 2001, United Nations had declared that 500,000 people are killed each year around the world due to small arms and called upon countries to address the problem but even after 10 years of UN action, lives continue to be lost either in Manipur or in Guatemala. To let governments and people remember the need to work to stem this problem, we at Control Arms Foundation of India and Manipur Women Gun Survivors Network organized five events all over India namely in Nagaland, Manipur, Kerala, Jammu & Kashmir and in New Delhi. Students in Nagaland University wrote essays lamenting the emergence of gun violence in Nagaland, landmine survivors in Kashmir took out a rally, a panel discussion was held in New Delhi and hundreds of women gun violence survivors met in Imphal, Manipur during this week.

Historic Imphal Declaration on Ending Armed Violence and Providing Victim Assistance

On 16th June 2011, as a part of the Global Week of Action Against Gun Violence, I reached Imphal, Manipur’s capital in preparation of a community conference that saw a historic gathering of hundreds of women survivors of gun violence in Manipur along with noted women leaders, rights activists, media and reputed lawyers of Manipur. Like any other meeting, the crowd gathered, speakers started their presentations which threw light on the problems of Manipur and the struggle that women and children are having after five decades of conflict. What made the meeting unique and historic was the way in which broke the “official protocol” of meetings – not set, somber presentations with “power points” but the loud heart wrenching cries of several widows who were gathered there who did not make presentation but their presence and their subdued cries that filled the room were powerful enough for us to let us know the urgency of responding to a humanitarian crisis that is looming over Manipur. After a day of deliberation, we adopted the historic Imphal Declaration on 17th June 2011. The Imphal Declaration called upon all parties of the armed conflict to recognize the humanitarian crisis that has besieged Manipur in terms of massive loss of lives; to all parties of the conflict to come together for a peaceful resolution of the Manipur conflict before further lives are lost; to recognize the important and leadership role that women in Manipur are taking on making humanitarian disarmament meaningful and called upon implementing United Nations Security Council Resolution 1325 on Women, Peace and Security and the inclusion of victim assistance as a soul to the work of the United Nations arms treaty that is currently been negotiated at the United Nations in New York.

This was in our own humble way one of the little journeys we undertook to bring Manipur to the world and the world to Manipur.

IMPHAL June 24: After more than a decade, an English action film “Fast and Furious-5” was screened today at the Usha cinema hall located at Paona Bazar amidst loud cheers and frantic rush to get tickets, young crowd thronged and filled the 900 seater cinema house to finally enjoy a Hollywood blockbuster on the big screen after the long lull.

On the opening day of the film today the box office recorded three sold out shows.

“The turn out of the audience was beyond our expectations, we have heard the clamour of the public yearnings to see English movies at the theatres and finally decided to take a trial and screened this Hollywood film. It’s been a long, long time since we saw such a packed audience”, said a beaming Syamsunder, manager of USHA cinema hall to IFP.

He further stated that the last English film screened at the theatre was “Star Wars” way back in 1999.

“After the ban of Hindi films by insurgents, the English movies also died out as modern Manipuri digital films edged in to fill the gap and have been totally dominating the industry ever since, a Manipuri digital film was screened in our hall till yesterday, we will see the developments and further try to upgrade our sound system to a more state of the art device to cater to the upbeat crowd, hopefully if the turn out of the fans continue like today”, he said.

A movie goer Kumar candidly said “ Today’s audience is something we have never witnessed before, the crowd consisted of ladies and family members mostly till yesterday, now it’s the young ones, the ‘Yo’ crowd today”, he said. He ushered this reporter inside the hall to point out some fans sitting at the passageway. “It’s a packed crowd, they insisted that I let them in”, he added.

Ibemhal, a woman selling tickets (locally known as ‘Kala Bazar’) said that they had a field day in selling their tickets. “Normally for Manipuri films, we get an average of Rs 50 profit per show from selling tickets and most of the time we have tickets left over. Today we sold out early and got more profits”, she added happily.

Talking to some youngsters, they unanimously voiced satisfaction after watching the action packed film.

Jimmy, a Hollywood movie buff cheerfully said, “Now, my yearning to watch the top blockbusters on the big screen is finally fulfilled, Manipuri films have become sort of mundane and the plots are mostly similar besides it’s no fun to watch the Hollywood movies in DVD’s all the time by yourself, the thrill or ambience of a movie theatre is different”, he said.

The Hall has the largest capacity of 900 seats among the three surviving theatres in the heart of the city namely Friends Talkies and Pratap Talkies.It conducts three shows daily beginning from 11 am, 2 pm and 4.45 pm. The tickets costs Rs 15, 20 and 25 for front, rear and balcony seats.

The other prominent theatres Mini Friends, Victory, Shankar Talkies, Mini Shankar, Asha and Jina hall, Imphal Talkies have become shopping centers and educational institutes following the ban imposed on Hindi films by a militant group since 1999.

USHA Theatre targets the global release of the latest from the Harry Potter series, “Harry Potter and the Deadly Hallow part 2” as it’s next release.

IMPHL, June 9: The Narcotic Control Bureau, (NCB) Regional Unit, Imphal, has seized 12,15,800 tablets of ephedrine HCL (15MG) worth approximately Rs 120.80 crores in black market.
According to official source, the huge seizure was made under the supervision of VS Shaha Sane, regional director, NCB Imphal.
The consignment consisting of eight cartons containing the tablets was seized on June 5 from the office of the Courier company Blaze Flash Courier Limited having its office at Khoyathong opposite to ABC godown.
The sources said the approximate cost value of the seized Ephedrine in the illicit international market is around Rs 120.80 cores.
During follow up action, three persons connected with the consignment in distribution to Myanmar were arrested, it said. One of them was having firm name MNG Drugs and Biopharma, Imphal, which was non-existent at the address and the counter part was using the license without his knowledge for purchase and sale of the tablet and thereby diverting from legal channel to illegal channel and made huge profit.
Of three arrested persons one is reportedly from Imphal and the two others are from Moreh.
Further, some more quantity of tablets has been seized in other part of the country. The manufacturer of the tablets has also been identified and further investigations are in progress, added the source.
One Maruti van and two wheeler used by the traffickers were also seized under reasonable belief that they are involved in violations under the NDPS Act 1985, it said.

IMPHAL, June 9: In a major reshuffle of the administrative reforms of the GPRN, NSCN(K) Lt.Gen.(Retd) Khango Konyak was elected as the Vice-chairman of the of the outfit recently during the end week of last month through the people’s council vote of majority.
According to an official statement issued by the SS Khaplang, Chairman National Socialist Council of Nagaland mentioned that the newly elected vice chairman Lt.Gen.(Retd) Khango Konyak was illustrious in his carrier as a military man and served the nation in different capacities.
He was first enrolled in the Naga Army in the year 1963. Later in the  year 1966, he was sent to Pakistan under Alee (Foreign) command. He had also visited China in the year 1976. Lt. Gen. Konyak as a true and brave soldier has commanded the Naga Army, in various capacities as Mobile commander, Battalion, Operations as well as Brigade Commander, the release added. It is also mentioned that, he has also served as Council Guard Commander in the year 1985 and GSO-II (General Staff Officer) in the year 2004 at General Head Quarters (GHQ).
Apart from military services, in the year 1989 he was selected to the  post of Chairman, Konyak Region. He has also served as the president of the Tuensang-Mon Regional Union. Lt. Gen. (Retd) Konyak who had steadfastly stood for the rights of the Naga people selflessly through all thick and thin was finally elected to the people`s council as Central Council Member (CCM). He was later inducted as the Kilo Kilonser, GPRN for his dedication and commitment, release added.
Today, his efficiency accompanied with vast experience has help him elect as the Vice- Chairman of the Party on this day the 20th day of May, 2011. Lt.Gen (Retd) Konyak in addition to his office as the Vice-chairman will continue to look after the Ministry of Home Affair`s of the outfit with immediate effect, the release added.

IMPHAL, June 5: The Vision Foundation Manipur jointly with the Pioneer health Club Manipur organized an observation of the World Environment Day at Sangshabi, Tinsid road, Imphal East, and was attended by Commerce and Industry, minister, Y. Irabot as the chief guest, Lok Sabha MP, Dr. Thokchom Meinya as the functional president and president Pioneer Health Club Manipur Thokchom Manihar Singh, as the guest of honour.

While giving his key note address, Takhelambam Tomba, secretary, Pioneer Health club, Manipur, mentioned that the climate change that has been threatening the world environment has been triggered by reckless and ignorant human activities.

He also maintained that the level of oxygen used by a jet engine during its eight hour flight is equivalent to oxygen level used by an average human being during his lifetime.

Lok Sabha MP Thokchom Meinya in his speech stated that the climate change has adversely affected the cultivation system of the state which solely depends on the weather cycle.

Delivering his speech during the observation, minister, Y. Irabot, stressed the need for encouragement of afforestation amidst the growing tend of deforestation globally especially in the state.

The participants during the observation including the dignitaries planted several saplings.

The Action for women & Rural Development (AWARD) Manipur, organised a seminar cum environment photo exhibition, at the Manipur State Art Gallery Palace Compound today as a part of observing the Day.

The seminar was attended by Ratan Luwangcha, senior photo journalist, as the chief guest, ex Lok Sabha, MP and president of Action for women & Rural Development, Kim Gangte, as president of the function.

The chief guest stated that irrespective of big or small organizing such awareness programme has become a must. He however observed that mere observation is not the need of the hour amidst such a substantial challenge before us.

The senior photo journalist further observed the announcement made by the Chief Minister for mass plantation of tree in 2005 as insinuating stating that Imphal valley could have become a forest if it was pragmatic.

The chief guest of the function handed over the Environment Photo Award 2010-2011 to Jinendra Maibam photojournalist of Imphal Free Press, REUTER, E-pao.net, certificate which consist of cash award of Rs. 5,000.

Action for women & Rural Development selected Jinendra Maibam for his outstanding job as a photojournalist work in the field of environmental issue in the state. Altogether 45 pictures based on destructive activities were exhibited during the exhibition.

IMPHAL, May 31: The 23 year old IAS topper Haulianlal Guite, from Churachandpur district ranking 33rd position, probably the youngest among toppers of the state sees potential in Manipur in producing toppers in good ranks.

Comparing the past performance of the state and the present he said, `My achievement is the testimony that we have potential`, in an exclusive interview with the IFP.

The Bachelor student of Philosophy who graduated from St. Stephen College, DU, is the eldest of four siblings of Dr. Thangchinkhup Guite (father) MHA, USA and Dr. Dr. Paozachiin Guite, an eye specialist.

The young topper expressed his desire in preserving the ecology of Manipur and arranging alternative livelihood for those whose activities is threatening it. He is also willing to work for encouragement of animal husbandry and improvement of road connectivity.

He observed the need of reformation of the education system in the state especially the Matriculation. He maintained that the syllabus is somewhat narrow when compared to others.

Haulianlal further suggested the need for introducing logical reasoning which he sees as a helpful tool in studies and appearing in competitive examinations and asserted that he does not believe in `punishment`™ but productive measures to encourage students. And most importantly, he lamented on the lack of Library facilities in the schools of Manipur. `These things are vital, my success and experiences is a testimony` he said.

He did his schooling till six standards at St. Joseph Churachandpur, which he termed as the `formative years`™ for it was the first time that he have ever been exposed to public speaking. He shifted his school from seven standards at the St. Paul institute, Churachandpur, and matriculated from there. And He received his higher secondary studies at the Air Force School, New Delhi.

Haulianlal reacted that his result was beyond expectation. He revealed that he was confident of going through the exam however was expecting within 300 positions. His outmost desire is to become a philosopher, but somehow he ended appearing the civil service exam owing to his father`™s suggestion.

He asserted that this was his second attempt.

He expressed his love for reading books base on philosophy, human and science etc and stated that Steven Hawkings remains one of his favorite.

Responding on being asked about his way of preparation for the exam, the young topper maintained that he spent 4 to 5 hours a day reading on a regular basis. As for the preliminary round of the exam he said that he prepares his notes by himself base on past papers and college notes and as for the mains exams, he took coaching.

He likes to indulge in extracurricular activities like badminton, table tennis, hiking and has hobbies of Philosophical Writing, Reading books, news paper etc.

As strong believer of God and determination, he gives his credits of success to God and his parents. `God help those who help themselves`, said Haulianlal.
