Pune 24th May: The Armed Forces Special Power Act 1958, (AFSPA) which was introduced by the Central government initially for 6 months only under the reason of maintaining law and order is taking its tolls since 53 years now in the north east states. The law grants the military wide powers to arrest without warrant, shoot-to-kill, and destroy property in disturbed areas. It also protects military personnel responsible for serious crimes from prosecution. This has made them an extra-judicial force. The undemocratic laws like these which are oppressive of the civil rights and deny the citizenship’s dignity shall be repealed immediately said human rights activist Adv Asim Sarode. Civil Right activist Ojas Su Ra, Adv Anand Thounoujam, Supreme Court Lawyer Adv Umesh Bhagwat, Adv Rama Sarode, Students from various Law Colleges and students from Manipur, Nagaland, Assam etc were present on the occasion. The students formed a human chain also demanding concerns for civil activist Irom Sharmila, who is on fast since 11 years now.


He pointed out that Manipuri writer and activist Sharmila Irom has been on hunger strike for over 10 years protesting against the AFSPA and human rights abuse. “We Punekars took pride in supporting Anna Hazare’s fast against corruption. We should be doing the same in case of Irom Sharmila”. This Iron Lady is not fighting for north-east states but the law which has alienated its own people from rest of India.

Peoples from the north-east giving thanks to Sahyog Trust, Human Right and Law Defender (HRLD) for taking initiative to organized the protest demonstration at Balgandharva square Pune against the armed Forces Special power Act (AFSPA) 1958, which gives absolute powers to the security personnel, saying that it has become a tool for human rights violations in the insurgency affected areas of North East.

IMPHAL May 23: As a part of their continuing effort of extending development project under Red Shield Military Civic Action project for the welfare of the local populace in many parts of the state, Major General DS Hooda, AVSM, VSM, GOC, 57 Mountain Division, Leimakhong, today, handed over several peddle boats to be use for recreational activities at the biodiversity park of the Bio-Diversity and Wetland conservation Association located at Luwangsangbam Village in a formal function held at Luwangsangbam Makha Leikai, Imphal East, Manipur. The function was organized by the 9 Engineering Regiment (Basantar R).

Nongthombam Biren, Minister, (IFC/ CAF & PD), Maj Gen. D.S. Hooda and Preshow MK. Shimrey, Scientific Officer/Environment & Ecology Wing, Government of Manipur graced the function as chief guest, president and guest of honour respectively.

N. Biren Singh, in his speech, expressed gratitude and highlighted the contributions and services rendered by the army for the nation and for Manipur in particular. He also emphasized on the need of cooperation from the civil societies for the betterment of the society.

Maj. Gen. D.S. Hooda in his presidential speech opined that there might have been some criticism, however, their primary goal and purpose is to safeguard the integrity, peace and harmony of the people from any external elements. He further added that the army under the Military Civic programme, has been involved in many welfare projects taken up in the state.

The Scientific Officer/EEW, Preshow MK. Shimrey stated that in connection with the development of biodiversity park, the government of Manipur has initiated various projects for reclamation of many water bodies in the state that are in danger of extinction in the near future. He said that in Manipur, there were 1000 known lakes in the past which have been reduced to only around 500lakes today within a short period of time. Thus, from these instances and in the present scenario of water scarcity and the apprehension of losing habitats of various endangered species, the conservation and preservation of water bodies has become a prime necessity in the state, he further added.

During the function, special gifts were exchanges among the dignitaries. A traditional martial arts performance was also presented by a local institute. The function was attended by various high ranking officials of the army, media persons from different local dailies as well as the local populace.

KOHIMA, May 17 (NEPS): State Home Minister Imkong L Imchen said the opposition Congress party in Nagaland was trying to shift the responsibility of the defeat of their candidate by diverting the issue.

In an interaction with NEPS Tuesday here at his office chamber, the Home Minister reiterated his stand that the mandate given to the NPF in the just concluded 26 Aonglenden by-election was a “clear manifestation” on the Naga political issue.

Elaborating further, the Minister said like any other elections in Nagaland, the election in the 26 Aonglenden by-poll too was based on “policy” that was Naga political issue. In other words, the NPF contested all were basing on such “principles,” and as such, the mandate given to them was a clear manifestation that it was on the Naga political issue, he averred.

Imchen also categorically explained that in the process of fair play in democratic principles, one thing was “sure and clear” that the defeats were accepted by losers with “humility and gracefully” which was shown even today by leaders of Tamil Nadu, Kerala, West Bengal and Assam by resigning from their respective positions.

Regrettably, in the case of NPCC it had hardly any affect, he alleged and added that, “Perhaps it is their (NPCC) party internal affairs”. He said the NPCC lost in their own game and so “why they blamed us.”

Stating that in electoral battles like theirs in Nagaland or elsewhere in the country, “winning or losing is part of the game,” Imchen expressed. “It is not sin to lose,” he said. “You have to take it sportingly.”

Asked about his reaction to NPCC president SI Jamir’s questioning his bloodline who were any in the national service during the turbulent times, the Home Minister said he (SI Jamir) had to answer in “legal terms.”

Replying to NPCC chief’s point that he was groomed to become a leader while in Congress party, Imchen asked whether they (Congress) had groomed him or he contributed to the party (Congress). “But I do admit that I was a staunch Congressman and that till today I say that,” he echoed.

But they should also know that many of the present Congress legislators in the State had also made defections from one party to others, he started saying “Perhaps they will even deny this.”

The Home Minister further alleged that the Congress party in Nagaland was capable of making all sort of “complaints” but “not capable of performers.” “It is their habit to complain against anybody on every day,” he said. “It is their business and let them go on complaining.”

“But I am not interested to conduct in running arguments with them every day,” he asserted.

Asked who should be given credit for the winning of the 26 Aonglenden by-poll, he replied that it was a “team work and with the good work of the Chief Minister.”

Reposing his faith in Chief Minister Neiphiu Rio’s leadership, Imchen said for any “eventuality,” “I will support him and I am for him.” He further informed that his political ideology was to “safeguard the interest of the Naga people.”

Manipur continued their Santosh Trophy campaign in style, defeating Tamilnadu 2-1 in their Group-A quarterfinal league clash on Tuesday.

Earlier, Manipur knocked out five-time champions Kerala 6-5 in their pre-quarterfinal game on 13th May 2011.

Group A consists of Bengal, Tamil Nadu, Chhattisgarh and Manipur. Group B has Punjab and Goa while the remainder two teams will be decided after two pre-quarterfinal round matches scheduled on Wednesday.

Last year’s semifinalists — Bengal, Tamil Nadu, Punjab and Goa — have been seeded directly into the quarterfinal league stage.

More details awaited to update name of the players who scored 2 goals against Tamil Nadu.

KOHIMA, May 15 (NEPS): President of the ruling major Naga People’s Front (NPF) Dr Shurhozelie reiterated that a political era was over and therefore they should start talking good of the past. The NPF chief was referring to the just concluded 26 Aonglenden by-election in Mokokchung district.

Talking to NEPS here today, the NPF chief further, while explaining about their party candidate’s remarkable winning in the by-poll, said it was not that they were better than others. Although there had been lapses here and there, but on the whole, people were appreciating the “performers,” he added.

At the same time there were many “believers” who had been persistently praying for “us” and “God has answered their prayers,” he stated.

Asked about the charges made by the opposition Congress that the ruling DAN had misused of state machineries during the by-poll, Dr Shurhozelie who is also senior minister in the DAN government pointed out that such accusations made by the losers in elections were “normal.” “But if those accusations really have some sense, there is platform to address them,” he asserted.

Dr Shurhozelie also described the mandate given to their candidate “Toshipokba” as “wisdom of voters” who had realized the “need to change.” This was the main reason why they had come out boldly to give their votes to their NPF candidate.

New Delhi, May 13 (IANS): India was poised to get two more women chief ministers as Mamata Banerjee’s tsunami destroyed 34 years of Left rule in West Bengal while veteran J. Jayalalithaa pounded the corruption-tainted DMK in Tamil Nadu in a manner not predicted even by pundits.

The Congress, on the winning side in West Bengal but a loser in Tamil Nadu, managed a remarkable hat trick in Assam after decimating a divided opposition, but huffed and puffed before narrowly overcoming a fighting Left Democratic Front (LDF) in Kerala.

In Puducherry, the last of five provinces which went to the polls in April-May, the Congress was unseated by a breakaway group which had teamed up with Jayalalithaa’s AIADMK.

Although it put up a brave face, there was more bad news for the Congress in the two Lok Sabha by-elections.

The Congress was humiliated in Kadapa in Andhra Pradesh — a development bound to cost the party dearly in the politically crucial state — and defeated by the Bharatiya Janata Party (BJP) in Bastar in Chhattisgarh.

In Kadapa, the Congress candidate came second but lost his deposit after Y.S. Jaganmohan Reddy, son of the late chief minister Y.S.R. Rajasekhara Reddy, retained the seat with a record margin of 543,053 votes — three times the winning margin of 2009.

‘The Congress will have to introspect very seriously because it must be feeling a southern discomfort,’ political analyst G.V.L. Narasimha Rao told IANS. ‘Assam is very good news for the Congress but it deserves no credit for Bengal. The south seems to be slipping away.’

Southern India had accounted for a solid 60 of the Lok Sabha seats the Congress won in 2009 — a contribution that helped it retain power in New Delhi.

Without doubt, the most dramatic of victories Friday came from West Bengal and Tamil Nadu.

Riding on a wave of discontent against the Communists who had been in power in West Bengal since 1977, Banerjee’s Trinamool Congress delivered a mortal blow to the Left. The Trinamool bagged 181 of the state’s 294 seats while its ally Congress won 42. The Left got 61 seats, one of its worst performances in decades.

As tens of thousands of Trinamool supporters celebrated the fascinating win, particularly outside the Kolkata residence of Banerjee, Biman Bose of the Communist Party of India-Marxist (CPI-M) admitted it was a rout.

Banerjee, who is expected to resign as the railway minister to move to Kolkata to be the first woman chief minister of West Bengal, met Governor M.K. Narayanan Friday evening.

The Trinamool wave crushed the Marxists all over West Bengal, even in areas where the Communists had never before tasted defeat.
Even Chief Minister Buddhadeb Bhattacharya, whose aggressive policy of industrialization sparked off protests in rural areas that helped Banerjee to ultimately cripple the Left, was humbled in Jadavpore.

Equally sensational was the AIADMK juggernaut in Tamil Nadu, which swept away the DMK and its allies that included the Congress. After a landslide victory, AIADMK leader Jayalalitha vowed to rebuild the state even as the party made it clear that it would not share power with its allies.

Needing 118 seats to form a government, the AIADMK had captured 153 seats on its own while its alliance, which included actor Vijayakanth’s MDMK and the two Communist parties, had crossed the 200-mark.

A stunned DMK retreated into silence.

AIADMK MP V. Maitreyan said the Tamil Nadu vote was against ‘family rule’ — referring to Chief Minister M. Karunanidhi, his son and Deputy Chief Minister M.K. Stalin, central minister and elder son M.K. Alagiri and daughter M. Kanimozhi, a Rajya Sabha MP who faces possible arrest in the spectrum allocation scam.

The only cheer for Congress came in Assam where it bagged 78 of the 126 seats, a vast improvement on the last election, to come back to power for the third consecutive time.

While Congress Chief Minister Tarun Gogoi credited it to good governance, the opposition said the main reason were its divided ranks.

In Kerala too the Congress tasted victory but after many anxious hours — managing a majority of just one seat in a house of 140.

The new chief minister is expected to be Oommen Chandy of the Congress, which heads the victorious United Democratic Front (UDF). Most players in the state credited the Marxists’ stunning show to Chief Minister V.S. Achuthanandan, who at age 87 proved to be the Left’s biggest vote catcher.

IMPHAL, May 12: A 14 member team consisting of journalist and DIPR officials led by DIPR, jt director A Balkrishna Sharma left Imphal today for a 15 days long tour wherein the team will visit Delhi and Rajasthan. The step has been taken up by the state government so that the state mediapersons could observe and report to the people of the state on the living lifestyle and various development works taken up by the state governments of the respective states.

The team was seen off by addl director, DIPR, Kengoo Zuringla this morning at around 10 am from the state DIPR complex.

One of the DIPR staff who identified himself as P Rajen while speaking to this IFP reporter during their see off stated that the team will stop at Dimapur today and leave for New Delhi tomorrow at around 12:20 pm by a train from the Dimapur Railway station.

He further stated, “During their stay at the national capital, the team will meet the DoNER minister and could also meet Prime Minister Manmohan Singh even though it is not yet officially confirmed.”

In the meantime it may be mentioned that the state planning department had earlier organized a media tour to Mizoram wherein the participating media persons had published news reports on the various developmental works taken up in Mizoram including the wine factory and condition of agriculture, horticulture etc.

The tour has been sponsored by the state government and organized by the DIPR.

The team will reach Imphal on May 26.

IMPHAL, May 12: Joining the world in celebration of the World Nurses Day celebration commemorating the spirit and immeasurable service rendered by Florence Nightingale, popularly known as the lady with the lamp, nurses in the state also pledge to rededicated themselves for the service of the people.

The Day was widely celebrated in the state today.

The nursing staff of Regional Institute of Medical Sciences, (RIMS), Imphal observed the day at the Jubilee hall of the RIMS.

The programme was attended by Prof Dr. S. Sekharjit Singh, director, RIMS, Imphal, M. Chandramani Singh Deputy Director, RIMS Th. Chinglembi Devi nursing and Ch. Subadani Devi assistant nursing superintendent RIMS, as the chief guest, president and guests of honour respectively.

All the nursing staff of the hospital marking the day as an important part of the nursing profession took oath during the celebration and pledge to discharge their duties sincerely and with conviction.

Speaking during the celebration Prof. Dr. Sekharjit, director RIMS, stated that the basic service expected from the nurses is the `Nursing Touch`™. He said that despite a person suffering from any dreaded disease a good nursing from a nurse sometimes led the patient to live a prolonged life.

The director assured that with the Bsc nursing college of the hospital functioning fully, the ratio of nurse and patient will be brought to a par with the national norms and fulfilled the demands of man power.

He further urged the nurses not to expect rewards while discharging duties in order to concentrate and to be able to dedicate in their work. He however disclosed that in the coming year`™s gifts and presents would be distributed to the nurses as an encouragement.

He further assured that possible help would be extended to nurses in their endeavour for the welfare of the nurse`™s communities. The director also donated a sum of rupees 10,000 to the nurse`™s association of the institute.

Th. Chinglembi Devi, Nursing superintendent, expressed her joy on the recognizing of their duty by celebration of such a day. She further lauded the initiative of the Director for regularizing 208 contract nurses of the institute.

She further urged the nurses gathered during the celebration to be sincere, ethical, and careful while discharging their duties.
The Trained Nurses Association, (TNAI) Manipur also kicked off its week long celebration of Nurses Day under the banner `International Nursing Week` today at its office at Uripok Khumanthem Liekai.

The inaugural function was attended by Dr. N. Giridhari chief librarian, JNIMS, as chief guest, S. Ibemhal former principal school of GNM Lamphel as president and L. Ibohal, TNAI president as guest of honour.

During the week long celebration the TNAI will organized an annual sports meet for the nurses at Khuman Lampak expected to be participated by about 2,300 nurses of 5 government nursing institute and 18 private nursing institutes of the state.

The Day was also observed at the Jawaharlal Nehru Institute of Medical Sciences JNIMS and in many small nursing institute and hospitals in the state.

Paying of floral tribute to the portrait of Florence Nightingale, Lamp lighting in her remembrance, performing songs, oath taking etc marked the wide celebration.

IMPHAL, May 11 (NEPS): Nagaland Police Veteran Football Team has for the second time lifted the Trophy of the prestigious 13thChallenger Cup 2011 by defeating Football Club Imphal (FC Imphal) by 1-0 in the thrilling final match held here at the historic Polo Ground on Tuesday.

In the first half, both sides could not score and they were equally strong. But as soon as the second half started, Senti Jamir of Nagaland hit the ball to the net in the 38th minute.

Best defender’s award went to Noklu from Nagaland team, while his mate Khonchamo was receiving “best goalkeeper award.” The fair play award went to FVWA team while L Surchandra of FC Imphal was awarded best player of the tournament.

The main attraction of the final match was Nagaland DGP K Kire’s joining the Nagaland team in the second half amidst cheers from the crowds. Although he could not score any goal, his dribbling confused many opponents. His participating in the match also boosted morale of the players of the Nagaland team.

This is the second time Nagaland veteran football team had lifted the prestigious Challenger Cup Trophy. Earlier in 2009, they lifted the trophy and in 2010, they could not take part in the Cup.

Visibly happy Nagaland DGP while replying queries from media persons after the tournament said he was extremely happy to play the match here at the historic Polo Ground and his main objective in taking part was to “encourage each other.” “It’s not that our players are better than Manipur’s, they (Manipur players) have also played well,” he commended.

He also conveyed his happiness to the organizers for inviting Nagaland Police veteran football team in this prestigious Challenger Cup.

Chief Guest of the final match, Samananda, ADGP, Manipur lauded the excellent performances of Nagaland police veteran team right from the beginning till the final match. He also congratulated Nagaland DGP’s joining the match which, he described, would encourage many veterans to continue and maintain regular play. He also expressed hope that if they continued with the present spirit, they would be able to take part in the international veteran tournaments.

Manipur Sports Minister Jayantakumar, Manipur Olympic Association President Bijoy Koijam, MLA, many high ranking civil and police officials and many sports personalities were among others who attended the prestigious 13th Challenger Cup trophy.

IMPHAL, May 10: Work minister K. Ranjit has today unveiled the foundation stone for the construction of a guest house at Shirui Village, Ukhrul.

The guest which will be built at the cost of Rs 1.5 crore will aim to provide accommodation to the visiting tourist which has always been the prolonged dream of the villagers.

The programme was also attended by Ramnganing Muivah, IAS, principal secretary, work and Transport Government of Manipur, Deputy Commissioner Ukhrul, Ashok Kumar, IAS, H. Delivering his chief guest speech minister K. Ranjit, maintained that the Sirui lily is among the top tourist hot spot in the state desired by the foreign tourist however due to the unstable law and order situation they are hesitant to come to the place.

He further observed that the situation will change given the various initiative taken up by SPF ministry in the state. He also claimed that construction of the mini secretariat in the district will help to centralize power and ensure smooth functioning of the district administration.

He added that Ukhrul will the first district of the state where newly built mini secretariat will be handed over.

While citing the law and order situation of the state minister K. Ranjit stated that the state is reeling under a strong wave of communal hatred fueled by external forces at present. It has influenced blood sheds among different communities residing in the state.

He urged the people to recall the history of the genesis of how different indigenous communities had evolved in the state together and added that he termed the failure to come to realization of one’s identity as unfortunate, for despite the historical relation and facts between the various communities of the state, the people are divided by external influences.

The work minister appealed the people to keep aside the differences and past errors which have been the main factor isolating one another and at the same time to reject the external forces taking advantage of the situation in the state, in consideration of the future generation.

He disclosed that the construction work of the guest house has been handed over to a local contractor and informed that strong instruction has been given to complete the house by November last week this year.

K. Ranjit further assured the gathering to develop the 1.40 km stretch of road from Sirui Village leading to Shirui hill.

The minister gave his assurance while responding to a memorandum submitted by Shirui Panchayat Board to take up some developmental works in and around the village also.

Ramnganing Muivah, IAS, principal secretary, work and Transport Government of Manipur, while speaking during the function held that the Shirui is not just a flower but the most important part of the Tangkhul culture. He explained that Shirui lily is also widely found in many folk lores of the community.

H. Thaimon, chief engineer also claimed that the construction of the house will mark the beginning of economic sustainability for the people of the village.

While lauding the efforts of the minister, the DC Ukhrul stated that the construction of the guest house or accommodation for tourist has been a prolonged dream of the villagers.

Unveiling of the foundation stone by the minister, presentation of gifts and song performance by children of the village marked the observation.

KOHIMA, Apr 29 (NEPS): Nagaland DGP K Kire said the State had geared up all the necessary security arrangements for the smooth conduct of the ensuing by-election of 26 Aonglenden Assembly Constituency to be held on May 7 next in Mokokchung district.

Former Nagaland Chief Minister and ex-Governor of Maharashtra and Goa Dr SC Jamir, Congress candidate and Toshipokba, ruling NPF party candidate, are fighting this by-election.

Talking to NEPS here at his office chamber today, the DGP said so far they had not received any incident till date and everything was peaceful in the district in general and the 26 Aonglenden Assembly Constituency area in particular.

He also disclosed that the Home Ministry had directed them to deploy 15 Companies of CRPF drawing from Manipur, Nagaland and Tripura for the by-election purpose in the Mokokchung district. “But we taken only 10 Companies,” Kire said adding, “They already have 5 Companies of CRPF while another 5 Companies of CRPF from Manipur have already come to Nagaland.”

Out of the 10 Companies of CRPF, 1 Company would be placed in Mokokchung, while the rest would be placed in Tuensang, Zunheboto, Wokha an Peren districts mainly to prevent any elements from disrupting the polls, the Police chief revealed.

In addition to these security arrangements, they also already had 4 Companies of IR Police personnel in Mokokchung and they would be shortly joined by another 1 Company of Mahila IR personnel. “So with these arrangements in place and the prevailing peaceful environment in the district, I expect the ensuing by-election in the district will be by and large peaceful and free and fair,” he added.

Asked about the reported threat to Dr SC Jamir by NSCN (IM), Kire pointed out there was no such report of threat to him (Dr SC Jamir). He revealed that after they received such report of threat to Dr Jamir by NSCN (IM), they investigated with inputs from various sources including Army, SIB, CRPF and State Police. But not a single incident of threat to Dr Jamir was found, he disclosed.

Yet, the Threat Perception Committee had meeting and directed them to take necessary measure to provide security to the candidates. “We are doing all the needful and not taking anything for chances,” he stated.
Even IG (INT) C Sangtam met Dr Jamir yesterday and discussed about his security.

IMPHAL, April 24: Deeming it necessary to inculcate peaceful activities and do away with feeding the minds of children with daily reports of violence in the trouble torn state, civil bodies, parents and other like minded organization in Thoubal staged a protest demonstration against gun culture and human rights violations.

The protestors as a part of marking the protest made a bonfire of toy guns at Tangjeng Ningthou School.

The protest was jointly organized by the campaign committee Thoubal along with various civil bodies including Women Action for Development (WAD), Centre for Social Development (CSD), Life Care Foundation, (LCF) Thoubal, Social Action Development Organisation, Thoubal Sadhokpam etc.

The sit in protest held at Thoubal Tangjeng NH-39 roadside under the banner “sit in protest against human rights violation and Gun Culture” was participated by over hundreds of residents of Thoubal districts including children and grown ups.

The protestors used placards reading “No to gun yes to peace” “Abolish Gun culture” “We want real taste of democracy” “Wake up 60 MLAs” Train Police for properly for crime investigation” “Respect Human Rights” etc during the demonstration.

Speaking to media persons on the sideline of the demonstration, Th Arunkumar, secretary LCF stated that Manipur has passed through numerous difficult phases due to ethnic uprisings and insurgent activities during the last few decades and that during this said period thousands of people have lost their lives and thousands of children left orphaned, traumatized and deprived of a normal childhood.

Maintaining that insurgency is the one of the biggest problem in the state, he further pointed out that as per the 2001 census the state has one armed security personnel for every 50 citizens in the state.

He further stated that the central government has sanctioned crores of rupees in the state in trying to control the more than 40 different UG groups currently operating in the state.

The tendency to turn towards violence is much higher among the children and the teenagers as they are exposed to all the all violent activities like the security personnel displaying their arms around their respective camps or the UG groups releasing their various dictates through the media and above all these factors are assisted by easy availability of toy guns in the state, he added.

Arunkumar further pointed out that taking serious note of such factors and fearing their impact on the society, the protest was organized.

Mandir Laishram, secretary Social Action Development Organisation, said that the toy guns not only prompt the urge to use guns but it has created many other problems. He further stated that the playing with toy guns have resulted in many unwanted incidents ranging from children getting shot in the eye or fights amongst them, and as such the issue of toy guns have become an issue of concern for the state.

A rally was taken out from the protest site till the Tangjeng Ningthou School wherein all the toy guns collected from in an around the area were put together and set ablaze at the school ground amidst chanting of slogan not to use guns and ban guns. Replacing the toy guns the organizers distributed books, pencils and sports kits to the children gathered today.

The gathering also unanimously agreed to ban selling of toy guns at their respective places.

IMPHAL, April 22: In a direct attacked at the Chief Minister, who reportedly made an announcement recently stating that he will not tolerate any kind of irregularities in his government and if required he will step down himself; former MPP MLA L Jatra stated that he is likely to submit a report full of irregularities committed by the Chief Minister within a month and that he is looking forward to the outcome.

The former MLA made the statement during the closing function of a three day discussion on the topic “The role of youth in Governance”, held today at the MPP conference hall, organised by the youth front of the party.

Amidst the prevailing hardship in the state the Chief Minister instead of addressing the grievances of the people is busy extracting his percentage charge, L. Jatra said.

He further held that irregularities have been detected in distribution of old age pension in Thoubal district wherein a 35 year old married woman is being provided with the pension.

Corruption cannot be uprooted by the common people but it can be done only by the higher authorities. He claimed that the flagship programme is nothing but a campaign instrument for the congress party to set up its base in areas where the party is weak.

The former MLA held that development means creating job opportunities, providing essential needs to the farmers and availing essential commodities at subsidise rate to the public. But the flagship programme is functioning on the contrary of its aims and objectives.

He further expressed his apprehension that Manipur is likely to come into extinction due to the corrupt practices of the present government.

The Manipur Peoples’ Party (MPP) also alleged that the SPF ministry has been running a network of contracts within the Education department and it is one of the main reasons which killed former board chairman Kunjabihari Singh, who was shot inside his office chamber during working hour.

The allegation was made by the general secretary of the MPP, Robin Bicky, during the closing function. The general secretary while reacting to the recently inaugurated and ongoing training programme on flagship schemes of the SPF and central government stated that all the promise made and assurances of the present SPF government are stage plays. He pointed out that all the welfare schemes and programme like the SSA, Mid Day Meal etc. is a total a disaster as most of the beneficiaries liable for the welfare schemes hardly received their shares.

IMPHAL, April 22: A team of Imphal west led by SDPO arrested two members of an established gang involved in various robberies and seized a huge quantity of stolen items from their possession.

The police today produced the gang members alongwith the recovered items in front of media persons during a press conference held at the office of the Imphal West SDPO, Modhunimai.

The arrested members of the gang are identified as Takhelchangbam Ratan Sharma, 24, s/o T Brojen of Bomon Leikai, Thangjam Leirak, Imphal East and Sogolsem Nao Singh, 28, s/o S Ibotomba of Thangmeiband Hijam Leikai.

The police reportedly seized one Honda Activa bearing registration no MN0-1880, a computer set along with printer, one gas cylinder, one blanket, one room heater, one sony cyber shot digital camera, one HP printer, one hi-tech inverter, one tata photon plus internet modem, one multi card reader, one wifi receiver, one suitcase and one mini water pump set (Tullu) which were reportedly stolen from different places from Lamphel and Malom areas during the last few days.

During the press conference the SDPO mentioned that, on getting specific information from an intelligence input on the presence of some organized gang of robbers in an around the War cemetery located at Dewlaland, Imphal this morning, a team of the Imphal West district police led by the SDPO himself rushed to the area and conducted specific operation during which the team was able to nabbed the said two gang members.

He further maintained that the stolen items were recovered from various places after their arrest.

The SDPO further mentioned that during preliminary interrogation, the two disclosed that they had started committing such crimes in order to quench their drug addiction.

The SDPO further informed that the police are trying hard to nab the remaining gang members.

He further appealed to the general public to take extra cautions and to inform the police immediately in case any suspicious unknown person is found lurking around.

The police are always ready to extend any form of assistance to the common populace at any time, he added.

IMPHAL, April 22: A combined team of Imphal West district police commandos and personnel of 43 Assam Rifles apprehended one alleged cadre of the proscribed KCP ( Lamyanba Khuman) group after a brief encounter at Nungpakthabi village under Sapermeina Police Station in Sadar Hill this morning around 4 am.

The arrested person has been identified as Yumnam Surjit alias Abung 27, s/o late Mani of Motbung Meitei Leikai.

According to an official source, the combined team reportedly recovered one AK-47 Rilfes loaded with a magazine containing nine live rounds and 12 empty cases of AK ammunitions, one lethode gun and four live lethod shells and two fired empty cases of lethod shells along with two demand letters of the KCP(MC) Lamyanba Khuman from his possession.

According to an official source, on getting specific information of the presence of some valley based under ground cadres equipped with sophisticated weapons being stationed in the hilly areas of Nungpakpokpi and Khongnangpokpi villages under Sapermeina police station, the said combined security team led by Inspector Sanjoy OC, CDO Sekmai Unit of Imphal West police rushed to the area and conducted a massive search operation around 3 am this early morning.

The same source maintained that during the said search operation the security team was initially attacked by the UGs by firing lethodes and other sophisticated weapons at which the security forces retaliated after taking positions at the foothills of the Nungpakpokpi which resulted in an exchange of heavy fire from both sides for about 15 minutes.

However taking advantage of the hilly terrain and the thick foliage, the UGs manged to make their escape, he added.

The security team meanwhile proceeded along the escaped path of the UGs and discovered blood stains and vegetations along the route.

The team finally managed to capture Yuman Surjit with arms and ammunition from the Nungpakthabi area, the source added.

KCP (Maoist) warns MLA and workers
IMPHAl April 22: The KCP (Maoist) in a press release by the outfit’s publicity and propaganda assistant secretary Nonglen Meitei has warned MLA Lamshang W Brajabidhu. The outfit will take up action against the MLA and his close workers as Brajabidhu in cahoot with security forces has been trying to bring the important functionaries of the outfit to task ,but the endeavour will prove fruitless as the outfit has strict methods of operations.

It further stated that the security forces are only venting their ire on innocent public and meira paibi leaders. Further, the outfit states that the ban on RDO has been lifted on purview of the careers of the students, but no new enrolment can be made to the institution. IMPHAL, April 22: The second edition of the Innovative Youth Society’s Manipur Chinjak Festivals under the theme “Eat Local Think Global” has been kicked off by the tourism minister, TN. Haokip at Iboyaima Shumang Leela Shanglen with local and international flavours.

The food festival is being co-organised with the Tourism department with NE TV and Imphal Free Press as media partners.
Unlike in the past such festivals, four food stalls from foreign countries including Thailand, Korea, China and Tibet are participating in this year’s edition of the Chinjak festival.

Along side the international stalls which will definitely act as the main crowd puller amidst the vast crowd of food lover Imphal citizens, varieties of mouth watering local cuisines of different communities of the state are gathering at a single place, giving a complete sense of satisfaction for the local appetite.

In his chief guest speech, tourism minister, TN. Haokip, revealed that Manipur has got many indigenous cuisines as there are many different communities residing in the state and this indigenous food can range from fermentation to drying and spicy foods to deserts. If an individual master the art of preserving the indigenous food and promote it to the international market, the individual is likely to become a millionaire, the minister added.

The minister also appealed to all concerned not to hamper in any research or project aiming to bring about development in the field and instead contribute so as to promote the food culture of the state throughout the globe.
Tourism commissioner KK Chhetry, IAS, also attended the inaugural function of the festival.

IMPHAL, April 22: Responding to the official complimentary reports on the abnormal increase of the populations in some villages in Senapati District during the recently activated Census operations as submitted by the state government, a three members team from the MHA and Directorate of Census Government of India have visited the state and conducted field surveillances at Senanpati district yesterday to rectify the erring census reports.

According to a highly placed official source, a three members central team led by Dr. MC Mahenathan, director NE. ministry of home affairs, Government of India, deputy director general of census Government of India, SK Chakraborthy and Lily Chandra Maya, deputy director general of census Government of India have jointly arrived in the state capital yesterday morning from Delhi by air and the visiting central officers have made their direct visit to Senapati district head quarter where they attended an official meeting with the representatives of Naga People organization (NPO) at the office chamber of DC Senapati which was participated by the DC Senapati and SP and other district level officials of Senanapti district.

The official source said that the joint meeting with the central officials discussed the rectifications on the reported abnormal rise of populations in some of the villages under Senapati district during the recently conducted census operations in the district with the representatives of NPO and district administrative officers of the Senapati district.

In the meantime the official source has failed to disclose the official resolutions of the meeting with the central leaders but there is expectation of positive implication of the said joint official meeting in rectifying the erring census reports, the source added.

On the other hand the visiting central officers after attending the meeting at the DC office Senanapti district head quarter yesterday afternoon returned to Imphal by road along the National Highway 39 under tight security protection of 5 MR escorts and stayed for one night at Hotel Classic before leaving for Delhi this morning the official source added.

The news report that the IFP had carried in yesterday`s edition under the headline “CM assures completion of four main court rooms by June” stating that the major general CA Krishnan had tendered an apology to justice T Nandakumar, regarding the issue of an alleged altercation between the justice and a Major of the Assam Rifles was wrongly reported and it was a mistake on the part of our staff reporter.
