By Rev Simon L RaomaiAs we observe Good Friday, let us remember the precious blood Jesus shed, the pains he went through and the cross he bore for us. Let us also retrospect on how he suffered and under whom… That little phrase `suffered under Pontius Pilate` has from the beginning been” recited in the creeds of the Church and has possibly been translated into more languages around the world than even the Bible. Although that obscure Roman Governor of Judea stepped into the stage of human history for only four hours, his name is known to more people in the world than most of the people in history. What part did Pilate play in the drama of the cross on that first Good Friday between eight O`clock and twelve noon ? The answer lies in two statements recorded in Matthew`s account : Pilate`s own $64, 000 political question, `What shall I do, then, with Jesus who is called Christ ? (Matt. 27:22) and his wife`s urgent message to him as he sat on the judgement seat, `Don`t have anything to do with the innocent man` (Matt. 27:9). Pilate tried to follow his wife`s advice about Jesus, but he, like every man who has attempted it since, found this course of neutrality difficult because Pilate was bribed. He also wanted to retain his political reputation and loved his political power more than Jesus Christ. Jesus suffered, in the first place, from the very beginning. Pilate was not a high-born Roman. He was of the middle rank that we call theequestrain order. He had served in the army in Germany, and during a prolonged stay in Rome, he captured the affection of a Roman girl of very high connections. She was Claudia Procula, the illegitimate daughter of Claudia, who was the third wife of Emperor Tiberius. This connection with the man at the top served Pilate`s interest in an unexpected degree, for in A. D.26, on the recommendation of Sejanus, the right-hand man of Emperor Tiberius, he was appointed the procurator of Judea. Luke 3:1 tells us that Pilate was the governor of Judea when John the Baptist began his ministry, thus he would have been the Governor of Judaea for about four years when Jesus was brought to him. In taking up his post, he was allowed the very unusual privilege of taking his wife with him to Judaea. So Pilate`s appointment was what we call a nepotistic appointment. He had connections with the right family.
Procurator was not normally a top appointment, but in Judaea it carried more responsiblity than in other places. He was responsible for law and order, administration of justice and collection of taxes as a home minister does today. Like many men appointed in this nepotistic way of family favouritism, he was not quite up to the job. He was somewhat coarse, tactless, and very obstinate. To him, it seemed, authority meant the power to enforce his will rather than the excercise of responsibility and consideration for others. He was the embodiment of that personal aggresiveness which men and women thrust into positions of authority that exceeded their powers, so often use to attain their ends. Let me illustrate.  When he arrived at Jerusalem, he brought in the Roman norms which were abhorred by the Jews because the Jews were oppressed by the Romans.
During that time, there was scarcity of water in Jerusalem. Pilate constructed an aqueduct as the Government of Manipur constructs dams to bring water into the city with the thought – `since I am doing this for the benifit of these people, I`ll use some of their money.` Therefore, he took some of the temple tax to pay for the aqueduct. He thought this item of development was in their interest. The people rebelled and rioted. He sent his soldiers in plain clothes with clubs and daggers, and at a signal, they turned on the mob, clubbed them and stabbed them to death. Many were killed in the stampede.Luke 13:1 mentions that some Galilean had their blood mingled with their sacrifices at pilate`s instigation. We don`t have any details about this incident but it is consistent with the character of pilate. Pilate was a man devoted to holding on to a job that he never would have obtained, but for his connection with the right family, a job in which he bungled one after another. His past was untidy in the extreme but he seems not to have recognised it, neither attempted to improve or rectify it. He blundered on, probably feeling that he had done no wrong and that, in each case others were to blame.
He did not know it, and you may not know it either, but that self justification, `blaming – others attitude` brings to a person a moral paralysis that incapacitates him. How about our past ? A tidy past comes from ruthless self-criticism, a readiness to see and admit our mistakes to ourselves and others, and a consequent building up of wisdom and experience and aptitude. There are still people who do the worng things with Jesus Christ because they are unwilling to face up to the realities of their origin and their past behaviour. Pilate needs to be for them, a warning.
By consrast, we see Jesus there that day in front of pilate. He had the nature of God, but did not think that by force he should try to become equal with God. Of his own free will, he gave up all that he had and took the nature of a servant. He became like man and appeared in human likeness. He was humble and walked the path of obedience all the way to death – his death on the cross (Phil 2:6-8). There you have the two men : Pilate with the rank to which he never should have risen and Jesus with the rank to which he should never have descended. That`s the picture of Good Friday!
As well as a past he would rather forget, Pilate had a present problem. Two nights before the passover feast, it appears that Caiaphas got in touch with Pilate about the comtemplated arrest and trial of Jesus. With Pilate`s position as shaky as it was , it wasn`t difficult for Caiaphas to get to agree that next morning, he would merely rubber-stamp and approve what the Jewish court had decided during the night and sanction the death penalty. Apparently, his wife knew something about this because she dreamed about Jesus that night. He was up at dawn to attend to the matter, but when she woke up, her dream troubled her and she sent him this urgent message, `Don`t have anything to do with that innocent man.` (Matt. 27:19). What was pilate to do ? If he didn`t please the Jews, they would riot, report to Rome and perhaps he would lose his job. If he didn`t please his wife, she was the Emperor`s relative, and if she reported, he could be out of a job. That was Pilate`s dilemma, the unexpected and unwelcome problem that built up the presure under which he had to do his job on that Black Friday. Note that, both the pressures were of his own making. He had antagonised the Jews. He was given the job because of his wife`s connection. Now the birds were coming home to roost! His sin was finding him out because of the clash of these two conflicting choices. Life does this, and when it does, God is, in fact offering us mercy or judgement in the language we best understand, the language of the priorities to which we have committed ourselves.
By contrast we Jesus, single-minded, straight forward, teaching the truth without regard for man. He knew no sin. He committed no sin. In him was no sin. His selfless concern that day was not for himself at all but for others; for the women he passed going up the hill to calvary, who he told not to weep; for the soldiers who pierced his hands and feet with the hammer and the nails, about whom he said, `Father, forgive them, for they do not know what they are doing` (Luke 23:34); for the thief to whom he said, `Today, you will be with me in paradise, (Luke 23:43). Even during the trial Jesus was concerned for others, while Pilate was thinking only of his own interests – should he please his wife ? Should he please the Jews? In contrast was Jesus, who pleased not himself but others.
Pilate set out to follow his wife`s advice and he tried very hard. He wasn`t going to be an automatic rubber stamp. The Jews were astounded, when quite unexpectedly, instead of pilate just saying, `All right, I confirm the death penalty, he said, `What accusation do you bring?` They expected him to be a rubber stamp. Therefore, the Jews asked him – why ? We wouldn`t have brought him to you if he had not been guilty!` But Pilate said, `All right, take him and judge him by your own law.` They took him but came back and said, `He teaches the people in Galilee that he would be resurrected from the death.` At the word `Galilee`, pilate said, `Is he a Galilean? Send him to Herod.` Herod was an arrogant man and dealt with Jesus in an arrogant way. Herod sent him back with the message, `I don`t find any fault in the man.` Pilate was still trying to do what his wife had urged him and was ready to release him. It was the custom at the passover feast to release a prisoner whom the people requested. A man called Barabas was in prison with the insurrectionists who had committed murder in the uprising. Pilate said, `Do you want me to release to you the king of the Jews?` The Jews replied, `No, give us Barabbas.` As a result his effort was once again foiled. Read John`s gospel. It does read like a tragic pantomime, complete with stage directions – `Pilate came out to them` (John 18:29), `Pilate then went back inside` (18:33),; `he went out again to the Jews` (18:38), `Once more pilate came out` (19:4); `he went back inside` (19:9), `he brought Jesus out` (19:13)
All these movements occured in the narratives as John told it and John was an eye witness – but to what purpose ? Why all this going in and going out when he ended up by delivering Jesus to be crucified ? He was still trying to have nothing to do with Jesus as his wife advised. He tried hard, but he couldn`t control events this time. Pilate found no fault in Jesus and maintained that he had done nothing worthy of death. That was the truth. But the politics were different ; he could have lost his job. And politics won. Pilate miserably failed to speak out the truth and do justice. He also compromised the truth with unfair politics. He took it for granted that he was not responsible for shedding innocent blood. So, he took water and washed his hands before the crowd and said, `I am innocent of this man`s blood. It is your responsibility !` (Matt. 27:24).
Could it be that we know the truth? We see what is just and right and fair, but dare not say or act rightly because we are threatened ? We understand Pilate panicked because the events were beyond his control. Pilate, however is a lesson to us to prove that if we imitate Pilate and put Jesus on the cross, we will suffer everlasting shame and loss like him. We cannot blame Pilate alone. There are many pastors and politicians who love their posts more than the people they are supposed to serve. By contrast, we see Jesus, dishevelled but dignified. When he was reviled, he did not revile back; when persecuted, he did not threaten. He never said a word, but remained calm, yet bearing in his body our sins on the cross; naked with nothing but wounds to cover him, yet in perfect serenity, he died for you and me!

IMPHAL, April 19: Two Chinese hand grenades were found inside the compound of the residence Dr Khasim Ruivah, MLA, Chingai Assembly Constituency at Nagaram , Imphal under, Lamphel Police station in Imphal West district this morning around 7.30 am.
According to reliable source the abandoned hand grenades were recovered from inside the residential compound this morning by the personnel of MR escorts provided to him this morning but failed to explain how the grenades were abandoned or lobbed by those unidentified miscreants this early morning into the residential compound of the MLA Dr Khasim Ruivah.
On the other hand on recovery of the said two hand grenade, the family members have informed to Lamphel police and the a team Lamphel Police led by the OC and a team of Manipur police Bomb experts arrived at the spot and picked up the two Chinese hand grenades and disposed later at a outskirt areas of Lamphelpat this morning around 11 am safely.
In the meantime, MLA, Dr Khasim Ruivah was reportedly out of station from his house from Nagaram by the time the two hand grenades were recovered this morning, besides, according to the family source behind the attack was yet to be ascertained as non of the militant groups have given warning or threats to the MLA till today.
In the meantime, in this connection, Lamphel police has registered a case today.

GUWAHATI, April 19 (Reuters): A helicopter packed with tourists crashed on Tuesday in mountains near the Chinese border and 17 people were killed, police said.
The helicopter was carrying 23 people and caught fire as it was preparing to land in Arunachal Pradesh. It crashed into a gorge.
“Six people have been rescued with severe burn injuries,” said G. Padu, a senior civil servant in the Tawang district where the crash took place. “The rest of them are dead. Efforts are on to recover their bodies.”
The death toll was likely to rise, Padu said.
There were 18 passengers, including two children, and five crew members on the Mi-17 helicopter, owned by the state-owned Pawan Hans transport company.
The Russian-made helicopter had flown from Guwahati, the region`s main city, to Tawang, where there is a famous Buddhist monastery. All of the passengers were Indian tourists.

Dimapur, April 19 (NNN): The NSCN-IM today accused independent MLA from Phungyar assembly constitruency of Ukhrul district Wungnaoshang Keishing  of betraying his own commitments and also had sold out the rights and future of the people. The NSCN-IM however, did not mention anything regarding the ambush on legislaor who escaped an assasination bid on his life few days ago.
However, the NSCN-IM statement made available to Newmai News Network tonight in Dimapur said, “Wungnaoshang has been playing around dangerously with fire for too long. No man who defies the wishes of the people, betrays his own commitments, sold out the rights and future of the people and also challenge the authority of the nation shall go unpunished. And therefore, unless he realizes his mistakes and mend ways, he can never run away from the judgment of the people. Similar fate awaits all others who tread the same road as he does. However, we regret for the unfortunate victims who lost their precious lives in the cross-fire.”
Mentionably, Wungnaoshang Keishing`s convoy was attacked by heavily armed persons near Riha village in Ukhrul district on April 15 killing 8 people which include 6 of the MLA`s security guards and two civilians. Keishing escaped with a minor injury in the incident. No group has so far claimed responsibility for the attack on the MLA.
On Tuesday the NSCN-IM said, “Whereas, based on the decision of the Naga People’s Convention (NPC), all the Naga MLAs of the so-called Manipur State were recalled in view of the communal policies and stand of the Meitei dominant State Government towards the Nagas in particular and the hill people in general.
“Whereas, following the imposition of Manipur District Council elections of 2010 against the wishes of the people, the 6th May 2010 firing incidents at Mao gate and Ukhrul  during peaceful and democratic rallies and responding to the call of the people, the MLAs including Wungnaoshang Keishing tendered resignation on 6th May 2010 that received a wide appreciation from the people. And thus, he no longer represents the people”.
The Naga outfit alleged that betraying the trust of the people and his own commitment, Wungnaoshang Keishing in connivance with Ibobi Singh, chief minister, covertly went back on his words and in the stolen name of the people has been deliberately acting as people’s representative. “It may be recalled that in March 2007 he had undertaking with the UNC at Tungam, Tahamzam (Senapati) not to go against the people’s interest and decision failing which befitting necessary action may be taken,” the NSCN-IM said.
The Naga outfit accused Wungnaoshang Keishing that he has been working hand in glove with Ibobi government’s policy to disintegrate Naga territories by creating a new cosmopolitan district. “This is intent to legalizing plantation of Meitei population in the Naga areas through the proposed creation of the new district, contradicting the issue of Naga Integration,” it added.
The NSCN-IM then said that Wungnaoshang Keishing  “who  has a treacherous mindset of an opportunist traitor” is now patronizing and nurturing the anti people’s armed groups such as United Naga People’s Council (UNPC) and Manipur Naga Revolutionary Front (MNRF) and valley-based armed groups to fight against his own people, undermining the cause of the “Naga nation”.

IMPHAL, April 19: The Manipur People’s Party Youth Front is organizing three days discussion on the topic “The Role youths in state Administration” on April 20 to April 22 this month at the office complex of the MPP.
According to a release, the three days discussion which will be participated by the selected representatives of the youths from various constituencies of the state will have resourceful deliberations from various reputed social workers and renown persons on present status of state administrations of the state.
Highlighting the objective for organizing the such discussion by the MPP Youth Front, the release further mentioned that, time has come for every youths of the state to be aware over the responsibilities of the youths to participate directly or indirectly to the affairs of the state administration.
The release also mentioned that due to the failure in maintaining proper policies by the youths in the state, the total structure of the state in terms of law and order and insurgency problems which have been created serious impact to the state administrations since last two decades.

IMPHAL April 18: Investors who has fallen prey to Visarev pyramid scam held a meeting at Manipur Press Club today. The investors poured out their sufferings at the meeting and deliberated on means to recoup their investments.
The meeting unanimously resolved to form a body titled “Visarev Investors Association” and to organize a mass public meeting. The meeting will resolve on the future course of action to be adopted by the association after consultation with subject experts. The objective of the body is also to spread awareness regarding fraudulent networking scams and to bring the involved masterminds to task.
It may be mentioned that IFP exposed the Visarev scam in its December 8, 2010 issue. The leaders of the scam after collecting crores are still absconding at present.

Worldwide Save Loktak Lake Campaign, Puducherry chapter ended today successfully. The city chapter ended with a signature campaign at Pondicherry Rock Beach at 4.00 p.m. to 6.00 p.m. today. As a part of NECEER’s Worldwide save Loktak lake campaign, Puducherry hosted the campaign this month. Many local people, tourists from other states even from other countries took part in this signature campaign. People of all age groups participated in this campaign. Some of the foreigners were eager to know more about the lake, even enquired about the means of transport to reach there. They assured us that they will soon be going to the lake and will try every possible means to save the lake. Pamphlets describing about the Loktak lake, its ecological importance and the current threats to the lake were distributed. The event was carried out under the city co-ordinator Ms. Chanchan Yumnam along with 18 volunteers from different states and several supporters. Volunteers explained the importance of Loktak lake to the people and made them to take part in this campaign by getting their signatures and feed backs. The first phase of the Puducherry city campaign started on 10th April 2011 at Pondicherry University campus where questionnaires were provided and healthy discussions were held about the Loktak lake. A total of about 400 people participated in Puducherry campaign.

Save Loktak Lake Campaign at Pondicherry Rock BeachThe campaign is an awareness programme initiated by NECEER, Imphal for the conservation of Loktak Lake. More than 600 volunteers and 32 city Coordinators are involved in organizing this campaign. The campaign is to create awareness about the conservation of Loktak Lake, the largest fresh water lake in Northeast India. The lake was recognised as Ramsar site in 1990. Keibul Lamjao, the only floating national park in the world is situated at the south west part of the lake. It is home to the endangered Manipur brow antlered deer ‘Sangai’ – Cervus eldi eldi and many endangered species. The lake is an Important Bird Area identified by BNHS, Mumbai and Birdlife International.

IMPHAL, April 11: The National Dedication Day commemorating the 161st death anniversary of Maharaja Narasingh was widely observed in the state today.
The main function was observed at Kangla fort, Imphal organized by the Maharaj Narasingh Memorial Committee under the aegis of the Government of Manipur.
The observation was graced by Lok Sabha MP, Th. Meinya, retired Lt. Col. and former minister Haobam Bhuban, Padmashree RK. Jhalajit, and retired IAS P. Sonamani, as the chief guest, guest of honour and functional president respectively.
Delivering his speech, MP Meinya observed that the diaspora sections are more enthusiastic when it comes to sense of patriotism and history of Manipur. He pointed out that the story of seven year devastation and observation of remembrance of Maharaj Narsingh apparently has become only a routine subject of the memorial committee while general public remain ignorant.
The MP lauded the encouragement of the memorial committee for giving away distinction awards in various field ranging from Education, Culture, Department level, police service and other social issues etc. He stressed the need to retrospect and learn the sense of sacrifice, conviction, discipline of the late Maharaja and asserted that the reputation of the late Maharaja will forever remain history.
The society today could have been a peaceful one if the past followed the path of the late Maharaja.
The MP maintained that in order to strengthen the democratic system in the country, it is must to strengthen to Education system. Even though India is known for its vast Democracy practice some part of the country has failed to maintain the proper practice due to poor education system. Nevertheless the Government of India is trying its level best maintain a comprehensive Education system by introducing RTE, ICDS, SSA.
The dignitaries and participants also paid a floral tributes at the royal cremation site of the late Maharaja and also given a gun salute by Manipur Police. At the same time a Tarpan (religious offering) and Sanskritan was given in memory of the Patriots of the seven years devastation.

IMPHAL, April 11:  Prior to the UPA governance, no commendable developmental works were carried out by those in power before, the development policies instituted by the UPA have reached every nook and corner of the Nation including Manipur, said  MPCC president ,Gaikhangam in a District Level Special Training Programme on Flagship Schemes and Other Schemes of the SPF Government  held at G.M. hall today .
The  program was attended by MP of Lok Sabha, Dr. Th Meinya, president of MPCC Gaikhangam, speaker of Manipur Legislative assembly, I. Hemochandra, health minister L. Jayentakumar, general secretary of MPCC Jyotin Waikhom, MLA Kh. Loken, vice president of MPCC AK. Mirabai Devi among other officials of the MPCC.
Speaking at the training program , Gaikhangam stated that the ruling government of the state in the decade before has failed to empower the development policies in the state, but after the populace put their trust in the UPA governance,things have turned around for the better.
Further he mentioned that the SPF government is serious in implementing  the schemes  for the development of the state. He also appealed to Congress workers, contractors who are in charge of certain developmental works, related ministers of the development programs to complete the works within the stipulated timing with transparency and quality management. The works will be a testament to the public about the endeavor of the SPF government. He voiced that attendance of such training programs by policy makers is a must as to inform the populace and to give an opportunity to interact with the masses regarding the workings of the government. Chief Minister O Ibobi scheduled as the chief guest of the function failed to show up.
The training program focused on the implementation and the success of 15 flagship programs in the state including PMGSY, NRHM,JNNURM etc.

IMPHAl, April, 11:  All Zeliangrong Studnets’ Union strongly condemns the Assam police who let loose reign of terror on the peaceful demonstrators at Haflong NC district Assam on the  April 8 this month.
The official statement of the union mentioned that, the demonstrators  were coming out in support of peaceful bandh called by the  Indigenous  people Forum demanding bifurcations of the NC Hills Autonomous District Councils, i.e one for the  Dimasa and the  other one for the Indigenous  people. It is the  democratic rights of the  indigenous people to demand for any political arrangement within the purview  of the Indian Constitution.
The statement further urged that, why should they be treated as criminals, and enquired about Telangana state and Gorkhaland state demands even though their people have resorted to violent protest and abuses, However, police of Andhra Pradesh, Bengal have treated them as fellow human being and allowed them to express their democratic rights.
 The statement also further questioned why Assam police had come down so heavily upon those peaceful demonstrators, nine persons were injured severely when the police lathicharged them hurting Lalengzou Hauhar, 24, Tongillal Lhouvum 22, Luthua Singson, 24, Sumsanglal Zate, 30, Teusuibe Zeme, 32, Teutuile Zeme, 22, Insatliang Riangme, 22, Haimuing and Adinle Kaume, 30 all residence of Halflong NC Hills.
The release further mentioned that, the demand of  the IPF for bifurcation of NC Hill Autonomous District Council is a justified one as NC hills is a heterogeneous district where 64% populations are non Dimasa but the Dimasa who represents only 34% of population dominates.
There is nothing wrong in bifurcating the autonomous district council into ethnic lines i.e one for Dimasa and another for non-Dimasa indigenous people for bringing party in term of development among various ethnic groups living in the district.
Mentioning on all these fact, the union has urged the state Assam Government to take necessary actions against the  ASP Amitabh Singha and  Shaker Swarggway ()C) and those high handed Assam Police personnel who involved in the  indiscriminate firing upon those peaceful demonstrators, and further demanded for payment of compensation to those injured victims and bear the medical expenses by the government of Assam the release added.

Art of debuting a column:

The news that I am requested to write a column from Kangla Online came like a spring surprise. The last time I was asked to pen a column was by Friday Times from Lahore. I ducked the wonderful offer as Hindutva politics was at its height in India at that time and I was worried about how I would be perceived penning my thoughts down for a Pakistani paper.

And for years, a lot of people who are my well wishers have been telling me, “Do a column, do some regular writings in newspaper columns”.There is a total absence of people, commentators and writers on the issue that I work in and those who did had lifted most of their writings from our research. For years, I have been busy with leading research, advocacy and campaigns for a more safer life, a safer society for all of us to live in by working on arms control and disarmament issues both at local, national and international level and least of what I thought of was to do a column.

So, what do I write about in this column that is starting today? What name can I give it ? What subject should it contain? All these thoughts have been traveling with me for quite some time. And then finally, after consultation with well wishers, decided to name it “Manipur and the World”. Yes, that would be the name of my column.

For years, I have always felt the disconnect with which Manipur my home state has felt with the world outside. I hope that with this column I can take the world to Manipur and Manipur to the world. Stay by my side and enjoy the journey to the world and also take Manipur to the world as I take you through these columns.

The Norwegians Came Calling

This week, I shall write about the visit of Norwegian Deputy Foreign Minister and Secretary of State, Mr Espen Barth Eide in New Delhi in April 2011. Secretary Espen during his short visit delivered a lecture on Strategic Planning for a complex world in Delhi. He clearly mentioned about Asian security dynamics becoming global security dynamics. 21st century is seeing major power shift from old classical west to Asia. However he clearly noted how the United Nations is central to world order. He also noted that what happened in Arab world revolt was a result of educated youth but no jobs, facebook but no voting rights. Is New Delhi listening? Are net savvy Manipuri youths who are tweeting from around the world listening ?The Minister inspite of the seriousness of what he came to speak did not forget to congratulate India on winning World Cup Cricket. He also noted the “cricket diplomacy” that happened between India and Pakistan. I later met Minister Eide later end of his visit where I held talks with him on issues ranging on United Nations disarmament issues and also briefed him on what is happening in India’s Northeast.

Anna

Anna is usually a woman’s name in the west. I have many friends with that name, so too famous novels like Anna Karenina of Loy Tolstoy. However, in India, Anna can be a very famous man’s name as it happened in beginning of April 2011.After the stunning and heady win of India in World Cup Cricket, we were suddenly thrown a heavy dosage of Anna Hazare’s four day fast against corruption the week later. Television channels aired his hunger strike “live” from Jantar Mantar, reporting on every move. Celebrities tweeted and famous citizens came out to support Anna. The climax was building up and suddenly after 4 days of hunger strike, after all demands are made, Anna broke his fast. The quickness of solution made me sit up and think what happened to 10 years of hunger strike by Eche Irom Sharmila ? And as CNN IBN’s Editor Rajdeep Sardesai tweeted on 9th April, “Anna’s fast for four days brought UPA to its knees. Irom Sharmila’s fast for 10 years still hasn’t changed Manipur”. We have a long way to go before we bring change in Manipur. Don’t we but then the scent of non-violent Jasmine Revolution that shook Tunisia is still wafting in the air. Can much needed change in my Manipur be far behind?

Imphal,April 8: A recent day long study by a team of local experts in association with the Non-Government Oganisation(NGO) representatives in Manipur`s Loktak lake has spotted 57 different kinds of water birds.

The other water birds recorded or spotted during the study include 23 are local waterbirds,18 are migratory,12 are waterfowl(nganu) birds.

The study was conducted by states environmentalist Dr Kh Shamungou led team in some section of the lake under the sponsorship of state forest department on February 2 this year.The other team members include ornithologists K Jugeshor Singh and RK Birjit.

This came to light when Dr Shamungou shared their study experiences during the concluding session of the Forest department sponsored 3 day capacity strengthening training programme on Bird conservation and management at Keibul Lamjao National park inspection bunglow,around 55 km south of here in Bishnupur district,today.

Interestingly two of water birds namely Nganu Mitngoubi(Ferrigunous pocchard) and Ura-Linmanbi(Darter) were listed as near threatened species by International Union for Conservation of Nature(IUCN).

Weve recorded a sharp decline in the number of migratory birds visiting our lake(Loktak),states environmentalist Dr Kh Shamungou said.”The unpredicted rain and changes in the Loktaks hydrology would be some of the reasons for the decline”,he reasoned and added, “Thus the number of migratory birds visiting Loktak Lake has been declined unlike the previous year”.

The environmentalist also admitted that a small number of Nganu Thoidingnum(Gadwall ) were spotted unlike the past.Similarly they also hard to spot birds such as Kaksu(Glossy Ibis) or while Ibis in their recent study which was conducted through 27 spots.

However resource persons from Bombay Natural Historical Society (BNHS) who had been imparting new techniques in waterbirds conservation expected that the number of waterbirds in the lake might be increased once the area of water bodies are expanded.

Dr S Balachandran, assistant director of BNHS is expecting that the number of migratory birds would be increased once the phumdis(biomass) are removed from lake.

According to Range Officer Kh Hitler of Keibul Lamjao National Park,altogether around 30 officers of the state forest department,Loktak Development Authority and NGO representatives participated in the training program which was held to create more awareness on state`s forest and wildlife particularly the water birds .

IMPHAL, April 8: The All Zeliangrong Students’ Union, Assam Manipur and Nagaland (AZSU-AMN) has called a 48 hours total bandh in Zeliangrong inhabited area in Manipur with effect from April 17 midnight to April 19 midnight.

Clarifying on imposition of the bandh the students’ body in a press statement issued by its general secretary, Nchaheing Kompoing, stated that the decision was taken to pressure the government to translate their demands into action. It recalled that a memorandum was submitted to the Prime Minister and Home Minister of India against the high handedness of the 11 Assam Rifles at Tamenglong head quarter and other security forces in Zeliangrong inhabited areas in Manipur.
It said that the bandh covers both national and international projects including the railway however medical service, electricity, religious function and water supply is exempted from the purview of the bandh, it said.

It pointed out that the charter of demands mentioned in the memorandum submitted to the Prime Minister of India and Home Minister includes immediate withdrawal of AFSPA 1958 from North East Regions, immediate transfer of 11 Assam Rifles from Zeliangrong inhabited areas, removal of all Indian army check post/gates on highways and district highways and befitting punitive action against high handed colonel Chonkar of 11 AR.

The statement lamented that Zeliangrong people in particular and Nagas in general have been victimized by the Indian security forces for more than 60 years on the pretext of Law and Order under the aegis of AFSPA.

It questioned the relevance of AFSPA imposition in Naga habited area today when the whole Naga areas have been covered by the Indo-Naga peace process. This reflects insincerity on the part of the government of India, it decried.

Thousands of Naga people have been living with indelible physical scars, psychologically and emotionally due to excessive torture by the Indian armed forces. At the same time, it questioned the intention of 11 AR under colonel Chonkar for trying to disrupt a time valued peace process between the GOI and Naga.

It appealed all the general public and all authorities concerned to extend co-operation to make the 48 hour total bandh a success.

It also informed that any untoward incident arising out of the defiance of the bandh would be the responsibilities of the defaulter concerned.

IMPHAL, April l 8: The district Magistrate Imphal East District has imposed restriction under Sub-Section 2 of Section 144 Cr.PC, 1973 in the entire areas of Imphal East district from today.

In this regard an official notification was issued by the District Magistrate Imphal East District, M Lakshmikumar Singh, today and it is mentioned that the report has been laid by the SP Imphal, East that, there is likelihood of causing serious breach of peace, disturbance to public tranquility and grave danger to human lives ad properties in the area which is described in the schedule and because of the unlawful activities of some anti-social elements for furtherance of the evil designs in Imphal East District.

It is also further order that there will be prohibition of assembly of five or more persons which is likely to turn unlawful in the area which is described in the scheduled and also prohibit carrying of sticks, stones, firearms and weapons of any other descriptions or objects which can be used as offensive weapons within the said area from 6am of April 9 this month until further order.

The official order further mentioned that, the said prohibition will not be applicable to the agencies of the Government involved in the enforcement of law and order and the maintenance of essential services. Further it is also officially informed that the person who want to take out procession, public meeting, rally, etc within the schedule of area may apply to the District Magistrate Imphal East District for permission and they shall not take out procession, meeting etc. until the permission is obtained by them, the official order added.

IMPHAL, April 8: A woman has today alleged that her husband had intentionally left her at Bangalore on her own and disappeared leaving her alone with her small child at a three star hotel.

Her husband was also arrested by a team of Singjamei police from the Imphal Airport this evening on his arrival from Bangalore based on an official complaint made by the woman’s family.

The woman who identified herself as one Takhelchangbam ongbi Kanchan alias Achang of Singjamei Wangma Kshetri Thiyam Leirak conveyed a press conference at her residence this evening on the issue.

During the conference she alleged that she married her husband T Happy Sharma s/o Maglem of the same locality some years back.

The woman who also has a five year son from the marriage further alleged that there was an instance when her husband had eloped with another woman after their marriage. However after paying some monetary compensation to the woman and negotiations, family of her husband had sent him to Bangalore for his education.

Briefing media persons during the conference, she maintained that after the elopement with the girl by her husband, she started staying at her maternal home.

She further added that her estranged husband had come to her maternal house recently in April asking her to come back. She further alleged that her husband had asserted that he is working at a call centre in Bangalore and as such he can now support his wife and son.

Believing her husband, she agreed to go to Bangalore and start it anew with him. They reached Bangalore on April 3, she added.

On reaching Bangalore, her husband booked a room in a 3-star hotel (she was unable to remember the hotel’s name) for them to stay, however in the evening he left her alone with their son saying that he has some work to complete after which he failed to turn up even after three days.
Afraid and alone in an unknown city, she said she somehow managed to survive for the three days after which she met a Manipuri girl working at the hotel.

She further added that with the help of the girl, she was able to contact her family back home on April 5. The next day her family and the parents of T Happy landed at Bangalore.

P Khogen, a relative of Kanchan who accompanied Kanchan’s family to Bangalore said that on reaching Bangalore they met her in a heart wrenching state. They had to take her to a hospital for medication he further briefed the conference.

They landed at the Imphal Airport this evening along with the husband, from where he was arrested by the Singjamei police, Khogen added.

LNKR unearths sorry state of Tamei schools
Imphal, April 8 (NNN): Liangmai Naga Katimai Ruangdi (LNKR), Imphal unit has unearth the sorry state of affairs of Tamei subdivision in Tamenglong district regarding the government schools (both primary and junior high school level).

The LNKR, the Liangmai students` body during its educational campaign since March 16 has come across extremely pathetic condition of infrastructure in the subdivision.

The student leaders said in most cases, the schools are being run in near-make-shift structures. There have also been cases were bamboos are being used as benches. “A black-board of a school is supposed to be black in colour but at one school we noticed one brown-board,” said Majibuibou, president of LNKR, Imphal unit.

At Lamlaba village, there is just one teacher running the whole government junior high school, said the LNKR.

Primary and junior high schools in villages like Dikiuram, Lenglong, Konphung and Kawalong are facing the problem of teaching staff shortage, according to the Liangmai students` body.

LNKR, Imphal unit president said the question of life-risk cropped up as the students are studying a battered and worn-out structures supposed to be school buildings. The LNKR then appealed the state government to address the plight of the students in Tamei subdivision at the earliest or else “we will take our anguish to the streets soon.”

“For how long are we going to remain mute over this condition,” fumes Majibuibou. The LNKR, Imphal unit chief also asks, “Why does the state government continue to neglect our area for this long.”

IMPHAL, April 8: At least three militant cadres including external affair secretary of UNPC have been arrested by security forces in separate counter insurgency operations launched in different part of the state.

In the first incident a combined team of the Imphal West district police commandos, 28 AR and 116 BSF arrested two active members of the proscribed PREPAK (P1) which included a upa-pradhan involved in various anti social activities.

A press conference was held in this connection at the commando complex, North AOC. Briefing media persons the additional SP Imphal West, S. Ibomcba said that the individual were arrested from Singjamei Chirom Leikai.

The arrested person were parade before the media person at the office of DSP Imphal West S Ibomcha and arrested persons were identified as Khaidem Ibomcha alias RK alias Rohid, 38, son of Kh Chaoba of Khurai Kongpal Sajor Leikai an Upa Pradhan of Khurai Laishram Leikai Gram Panchayat Ward No. 6, Leihaorungbam Robinchandra, 38, son of L Kumar of Khurai Puthiba Leikai Lamlong Bazar.

The police officer further revealed that of the two one is presently the Upa Pradhan of Khurai Laishram Leikai Gram Panchayat.

On spot verification they disclosed that they joined the outfit through one S/S Commander Chaoba alias Pakhangba since the last six months and working under his command.The said persons were arrested while travelling on a Honda Activa bearing registration No. MN01/8981 and frisking and checking was conducted on them by the combined security team yesterday.

They were assigned to serve demand letters to various government officers, departments and businessmen and also in transportation of arms and ammunitions. One Chinese made hand grenade with 2 detonator, two I-card and a mobile handset were seized from the possession of the Upa Pradhan and one Chinese hand grenade, one I-card, one mobile handset were seized from the possession of Rohinchandra, said the police sources.

The arrest is evident that elected representatives are involved in Illegal and anit social activities said S. Ibomcha, Additional SP. He also further warned that the security forces will continue it operation to maintain law and order.

A statement released by the PRO IGAR (S), said that troops of 15 Assam Rifles of 9 sector under HQ IGAR (S) apprehended one cadre of the proscribe UNLF militant during an operation launched in Wangkhem bazaar yesterday around 3:30 pm.

The individual is identified as one Huidrom Ajit Singh, 28, s/o Huidrom Kesho Singh of Yairipok Wangkhem. He has been handed over to Yairipok police station.

In yet another incident, troops of 12 AR of 10 sector under HQ IGAR (S) have arrested two cadres of UNPC in the wee hour today around 2 am while conducting an operation in the general area of Kanggum.

The arrested individuals have been identified as one External Affair secretary of the UNPC, Ningam alias Awungassi Ricky, 35, s/o Wugkhaling of Nungbi Khullen village and S/S Pvt. Wungnaoshang, 33, s/o Nganingmi of Bunpun village.

IMPHAL, April 8: The chief minster, Okram Ibobi reshuffled his cabinet portfolios today.
Although no minister has been dropped, portfolios have been redistributed.

Among those who were made to sacrifice were ministers Nongthombam Biren and Phungzathang Tonsing.

While Biren has been made to give up Youth Affairs and Sports portfolio which will now be under the charge of DD Thaisii, Phungzathang was stripped of Tribal Development portfolio.

This portfolio will now lapse into the charge of the Chief Minister.

Biren however will continue to hold the PDS and IFCD portfolios, while Phungzathang will continue to be Power minister.

The reshuffle is the second this year.

Earlier this year another reshuffle took place on January12.

The last reshuffle saw minister Y Erabot being divested of the Consumers Affairs, Food and Public Distribution and the same being allotted to N Biren, who already had two major departments under his belt, IFCD and YAS.

DD Thaisii after being removed from the plum portfolio of Tribal Development, District Councils (Hills) and Veterinary and Animal Husbandry to Education, Science and Technology had tendered his resignation to MPCC president Gaikhangam on January 30 as Thaisii was dissatisfied being minister of Education and Science & Technology then.

Thaisii did not hide the fact that he wanted to retain Tribal Development Department claiming he had done nothing to hurt the image of the SPF government as minister in charge of the Tribal Development Department.

The resignation came at a time when the UNC was pressing Naga MLAs to resign by January 31,2011 and Thaisii is the only Naga MLA in the SPF ministry.

After Thaissi’s threat to resign, word did the round in the political circle that the CM was trying to appease Thaisii. Today’s reshuffle observers said is a vindication of the chief minister’s appeasement policy.

The reshuffle did not touch any other cabinet ministers.

Th Debendra still holds portfolio of Revenue, Forest and Environment,Law and Legislative Affairs and GAD. Minister Ph Parijat with Agriculture, CADA and Labor and Employment. TN Haokip with PHED,IPR and Tourism, Y Irabot with Commerce and Industries,Sericulture and Printing and Stationary. N Loken Singh with Minor irrigation, Socail Welfare and Veteniary and Animal Husbandary. L Jayanta Kumar with Health and Family Welfare and Co-operation. K Ranjit with Works and Transport. Alauddin Khan with RD and PR, MOBC and Fisheries.

DD Thaisii who had earlier refused to accept the Education portfolio and was taken in charge by the CM then has been allocated the Education and additional charge of YAS portfolio which has been removed from N Biren. Minister Phungzathang Tonsing still holds Power,Science and Technology and Horticulture and Soil Conservation after being divested of the TD and Hills portfolio.

N Biren still holds the coveted portfolio of IFCD and CAF .

Chief Minister O Ibobi continues to remain as the DP,Home, Finance,MAHUD and the new portfolio of TD and Hills and any other departments not allocated to other Ministers.

IMPHAL, April 6 : Women vendors of Samurou Bazar ran helter skelter when sounds of gunfire was heard in the nearby vicinity and the market closed down due to the sudden impact. Police commandos which were on alert duty were fired upon by unidentified persons while conducting routine frisking and checking operations along the Mayang Imphal road stretch.
A driver of commando unit of Wangoi police station sustained minor injuries during the sudden attack by unknown armed miscreant suspected to be militants this evening at around 6:15 pm under wangoi police station in Imphal west District.
According to an official source the incident occurred while the CDO attested at Wangoi police station were returning to their post after completing their assignment of frisking and checking duties. Their vehicle was suddenly attacked by some unidentified armed miscreants on their way by firing some round of gun-shots. The driver of the CDO team made a good escape driving his vehicle to safety but injuring himself in the process.
Instantly the same CDO team returned back to the spot along with additional re-enforcement from the Wangoi police station and conducted immediate spot inquiry this evening during which police recovered some empty cases of .32 ammunitions from the spot where the militants are suspected to have launched their attack.
The injured CDO driver identified as Md Riyas 35, of Yairipok sustained injury at his face and he was evacuated to RIMS hospital for the treatment and is reportedly out of danger.
In connection with the incident, heavy re-enforcement of the security forces from Wangoi police station assisted by additional forces from the Imphal west police station rushed to the spot and carried out extensive search operation at the area to track down the militants.

In this regard an official intimation had already been given to the state government through state Chief Secretary DS Poonia last month by the chief field officer UNICEF India, and in due regard of the proposed visit of Karin Hulshof of UNICEF representative to India to the state capital on April, 5 state high level meeting was convened on March 29, last month which the chaired by the state Chief Secretary DS Poonia at his official Chamber at Old Secretariat and decided that the visiting Karin Hulshof will be announced as state Guest and Commissioner Health and Family Welfare is appointed at Nodal officer for the said proposed visit.
Further the recently held high level meeting of the state government has also chalked out the tentative programmes for her two days visit to the state from April 5 this month and as per the approved tentative programmes there will be meeting with the Chief Minister and ministers on her first day of arrival to the state capital and there will be power point presentation during the meeting with Chief minister in various issues related to child and women issues.
According to the official source Karin Hulshof, UNICEF representative to India during her visit to the state capital will inspects RIMS, JNIMS, Carmel Jyoti Children Home and Sncha Bhawan Children Home, Children Home ( Mahila Kalyan and Thangmeiband).Further the visiting delegate of the UNICEF will have meeting with NGOs working with Children and State Nodel officer at the conference hall, Old Secretariat, Imphal at about 2 pm of April 5 and will be followed by interaction with the media person of the state at Hotel Classic, the official source added.
In the meantime, the official intimation made from the UNICEF India to the state government in connection with the proposed visit of the UNICEF representative of India Karin Hulshof mentioned that, this is her first visit to the state and she would like to have a meeting with the representatives of the state government as well as other key secretaries of Departments relating to children, including Social Welfare, Health and Family Welfare and Education.
It is also further informed to the state government that, UNICEF is already collaborating with the  Manipur AIDS Control Society on programming for HIV/AIDS the objective of this meeting however, is to go beyond HIV/AIDS to learn more about the over all situation of the children in the state.
It is also mentioned that, Karin Hulshof will be accompanied by Edourad Beigbeder, Chief Field Services, UNICEF India.The official intimation also mentioned that, during this visit, Karin Hulshof also plan to meet with NGOs Working with Children and also visit RIMS and JN Institute during her stay in the state, the official sources added.
