IMPHAL June 17: The week long observance of the 13th foundation day of the Nationalist Congress Party observed by the Manipur Pradesh NCP concluded today at Ima Khunthoknganbi Sanglen today.

The anniversary observance was attended by state NCP president MLA Radhabinod Kiojam,MLAs Th Nandakishore, Salam Joy and Doukhomang Khonsai among other party officials.

Taking digs at the Congress led SPF government, opposition leader Radhabinod Koijam said that the Congress has become unscrupulous and is leading the people on a wrong path. Stating that the insurgent issue needs to be addressed at the foremost and that necessary initiatives has to be taken to bring the misguided youths back to the mainstream. He said that talks must be held between the state and non state actors so as to bring about a congenial atmosphere in the State as there can be no development without peace.

He further said that the NCP believes in upholding the territorial integrity of the State and will never compromise on the issue, he also reminded the fact that Irom Sharmila has been fasting for more than a decade for removal of AFSPA from the State, yet her endeavor has been largely ignored by the state government. He added that if she expires then the State will burn in protest.

MLA Doukhomang in his speech stated that NCP will contest for 25 assembly constituencies in the upcoming elections and will win at least 15 seats. He also said that the next government will have a coalition with the NCP.

MLA Salam Joy also stated that the State is going backwards in development as the Congress believes in doing politics by using money, muscle power and sheer gundaism. Such attitude of the Congress will never be successful in bringing development to the State. He added that the NCP believes in bringing communal harmony and acts with a sacrificing and sincere outlook.

IMPHAL, June 23: The non teaching staffs of the Regional Institute of Medical Science, RIMS this morning locked the main gate of its administrative block to mark their protest against the failure of the RIMS authority to clear out the delay in payment of their monthly salaries from the month of May this year.

According to a source, the RIMS Non Teaching Staff Association had decided to lock down the OPD as well as the emergency wards alongwith the administrative block during an emergency meeting which was held yesterday.

According to the source, the agitating staffs had been patiently waiting after the director RIMS had given his commitment on May 13, stating that their salary will be provided to them before June 20.

However, with the failure of the authority to met with the assurance, the association has resorted to take up the agitation against the authority and has further warned to intensify the agitation, in case the authority failed to act on the assutrance provided by the director and provide them their delayed salaries at the earliest.

Meanwhile, a team of Lamphel police on getting official information over the locking of the RIMS administration block arrived inside the campus around 9.30 am and broke the lock put up at the main gate of the RIMS administrative blocks and restored the normal workings of the said block under additional security provision from the state police department today.

IMPHAL, June 29: Nearly 150 houses and 3000 hectares of paddy fields and fish farms at Nambol Kongkham have been flooded due to overflowing of the Nambol River. 

The flood affected people have taken shelter in relief camps opened by local volunteers. The relief committee of Kongkham today distributed rice to the flood affected families at Kongkham Loyalakpa Laibung community hall.

Eight kilograms of rice were given to the worst affected families while four kilograms of rice were distributed free of cost amongst the flood affected families.

Speaking at the sideline of the distribution of relief materials, the secretary of the relief committee, Toijam Nando decried the apathy of the local MLA. He said that some local volunteers have formed a committee and with their own contributions some quantity of rice has been procured for distribution to the flood victims.

There could have been no flood if the concerned MLA has taken the needful action of strengthening the embankments and cleaning the canals before the arrival of the monsoon. Even after such adversities the local MLA has remained blindfolded to the woes and sufferings of the people of Nambol Kongkham, he added.

UKHRUL, July 2: The people of Ukhrul town showed signs of joy when the road development works of the town were transferred to General Road Engineering Force (GREF) from the state public works department.

The PWD has failed to develop the roads of Ukhrul town for quite a long time thereby causing much inconvenience to the people.

After taking over the responsibility of developing the roads of Ukhrul town, the GREF could show good progress in the work.

The present condition of the dilapidated road has caused immense hardship and inconvenience to the people of all walks of life. The remains of the dug-out earth piled up on either side of the made it difficult for people to walk on the road especially during monsoon season.

The vehicles of all types plying on this one-way-traffic road always get jammed because of the slippery mud and narrow passage.

However, the GREF has been working to improve the condition of this deplorable road by using all its manpower and machineries. The people of Ukhrul town are indeed happy with the work progress of the GREF and they hope that their woes for having bad roads will soon be over.

GUWAHATI,July 22(NNN): Assam chief minister Tarun Gogoi said United Liberation Front of Assam (ULFA) military chief Paresh Baruah was bent upon subversion in the state despite the outlawed outfit’s declaration of ceasefire.

Barua and some 150 hardliners have refused to talk to ‘colonial New Delhi’ and have broken off with the majority pro-talks ULFA headed by chairman Arabinda Rajkhowa.

“We’ve received intelligence inputs that Paresh Baruah is planning terror attacks in the state with help from Manipur-based People’s Liberation Army, the Maoists and some other extremist groups of the Northeast,” Gogoi said on Friday. “But we are alive to the situation and taking all precautionary measures to foil his designs.”

Gogoi criticized Baruah for continuing with the armed movement when most of his colleagues gave up arms in the interest of peace. “I urge him to see the writings on the wall and abjure the path of violence. People want peace and not violence,” he said.

The Assam government believes that Baruah is operating from safe hideouts along China-Myanmar border. “He is currently holed up in northern Myanmar but keeps moving around. A number of extremist groups of the Northeast have their bases in that region,” Gogoi said.

Earlier, the ULFA used to operate from Bhutanese territories until being flushed out during ‘Operation All Clear’ (an Indo-Bhutanese joint military offensive of December 2003). Later, the outfit set up bases in adjoing Bangladesh. But the return of Sheikh Hasina to power and a subsequent crackdown on Northeast Indian militants saw ULFA shift to the China-Myanmar border.

Gogoi said peace parleys with the pro-talks faction of ULFA were imminent. “We’ve got green signal from the central government. Peace talks between ULFA and the Central government will begin very soon,” he added.

According to the chief minister, the talks will be held directly between ULFA and central government. Earlier, peace talks between ULFA-appointed People’s Consultative Group and central government hit roadblocks ostensibly after the government had refused to discuss all core issues. The issue of Assam’s sovereignty is one of ULFA’s most contentious demands.

“In the first round of talks, ULFA would submit its charter of demands. Government will then see how far it could go to accommodate the demands. All decisions will be taken by the central government but we’ll be consulted,” he said. The chief minister added that efforts were being made to bring all other militant groups to the negotiating table.

IMPHAL, Aug 9: Another meting of the Joint Monitoring Group, JMG of the Suspension of Operation agreement between the central and state government and various Kuki militant outfits under the banner of the UPF and the KNO/KNA has been scheduled for August 11 at the 1st MR Officers’ club to discuss the agenda on the extension of the SoO for another year which had been decided by the state government during a recent cabinet meeting.

According to an official source, Sambhu Singh, IAS, joint secretary, ministry of home affairs’ North east in charge will be arriving in the state capital tomorrow in view of the meeting.

The source has further stated that the visiting officer will attend a meeting with the state Chief Minister O Ibobi Singh at his official bungalow and review the law and order situation in the state and the issue of the on-going tripartite talk.

It may be mentioned that, state government in its recent cabinet meeting had approved the extension of the SoO with the Kuki militants for another year as the term of the SoO with Kuki militants in the state is due to end on August 22.

In the meantime, the official source further mentioned that, the ensuing meeting of the SoO which is scheduled to held on August 11 will be attended by the official representatives from Assam Rifles, CRPF, BSF and Army representing government of India in presence of the visiting MHA officer Sambhu Singh, with the officials of the state home department including state commissioner home, Binod Kispota, ADGP, L/O LM Khoute, representing the state government during the talk, the source added.

NEW DELHI,  Aug 24 (IANS):  Noting that Anna Hazare`s failing health was a matter of `concern` for all, Prime Minister Manmohan Singh Wednesday said the 74-year-old activist would end his fast if he got a written commitment on the key contentious issues.

`The fast of Anna Hazareji and his failing health are a matter of concern to all of us. Yesterday, I felt that I should take a personal initiative to appeal to Anna Hazareji to end his fast so that we may work together in a spirit of cooperative engagement to bring into existence a strong Lokpal,` the prime minister said in his opening remarks at an all-party meet called to evolve a consensus on a strong Lokpal bill.

`If a written commitment can be given with timelines, then the (Team Anna) representatives said they can hopefully persuade Annaji to stop his fast,` Singh added.

Team Anna has said that Hazare would end his fast only after the government withdraws its Lokpal bill and instead presents their version of the document (the Jan Lokpal bill), which advocates the inclusion of prime minister, judiciary and lower bureaucracy in its ambit.

`… we would like the standing committee to consider all points of view to evolve a broad based national consensus to create a strong institution of the Lokpal,` the prime minister said.

Team Anna also wants parliament to discuss and pass the Lokpal bill in the current session.

On Wednesday, Parliamentary Affairs Minister Pawan Kumar Bansal indicated that a special session could be called, if necessary, to pass the Lokpal bill and that the proceedings of the standing committee that is considering the measure could be expedited.

Hazare`s fast entered the ninth day Wednesday. Doctors have expressed concern for his worsening health.

IMPHAL, Sept 2: Zeliangrong United Front (ZUF) observed the 80th death anniversary of Haipou Jadonang Malangmei on August 29 by paying befitting tribute to the freedom fighter.

ZUF general secretary A Remroi Inpui in a press communique said that “the outfit observed the 80th death anniversary of Haipao Zadonang Malangmai on August 29 by offering two minutes silent prayer in respect of the extraordinary Zeliangrong leader besides extending gun salutes and floral tributes by the cadres.”

The outfit also marked the day by conducting games and sports in its GHQ and elsewhere in the outfit’s battalions. Attractive prizes were given away to the participants and winners in the sporting extravaganza across the outfits strongholds, noted the statement.

The event has been widely accepted by Zeliangrong community as the beginning of a new era filled with rays of hope for the unity and integrity of the Zeliangrong brothers and others, according to the ZUF.

Chairman of ZUF Kamson said in his speech that the “Zeliangrong community must respect and honor our great forefather Haipou Jadonang Malangmei for what he has done for the future of Zeliangrong people.”

IMPHAL September 22: In observance of the International Peace Day, a One day regional conference on forced eviction, land acquisition and displacement in Manipur was held at the Senate hall of the Manipur University today.

The conference was jointly organized by the Centre for Studey of Social Exclusion and Inclusive Policy Manipur University, Human Rights Alert and North Eastern Social Research Centre.

The main highlight of the observation remained the testimonial session of victims of land eviction in the state.

Speaking at the conference a victim of land eviction for the construction of the Mapithel Dam stated that even though the state government has already instituted an expert review committee to survey the effects of the Dam to the people of the surrounding areas, after numerous complaints were made to the government, the victims are yet to get any positive result out of the review committee.

He further informed of rumours doing the rounds that out of the six villages displaced due to the construction of the dam, one or two have already received compensation from the government; however the majority of the villages displaced are yet to receive any help from the government. Speaking for the villagers displaced by the Mapithel Dam Project, he condemned the government for remaining mute spectators to the hardship of the displaced.

Another victim of government eviction at Lamphel under JNNURMS stated that since the day of the eviction, they have been staying inside makeshift tents along the roadside. He informed that the government issued the eviction notice just one day ahead of the eviction.

Even after such a long time, the government has remained mute towards them and hasn’t provided them with any help, he further stated at the conference.

A victim of the five star hotel project land eviction has stated that the government initiated even the vigilance department to demand their original pattas by serving summon letters to every pattadar with the help of the police.

All the participating victims echoed that the government has failed to look into the grievances of the victims of land acquisition.

Meanwhile, many speakers including Pradip Phanjoubam, editor IFP, W Ramananda, Human Rights Activist, Babloo Loitongbam, director HRA maintained that the effects of globalization has reached the state also and that changes are part of globalization.

They further maintained that facing the challenges brought upon us along with globalization should be our main agenda.

Even though changes are inseparable part of life, they stated that the government should always consider the fundamental rights of its citizens while dealing in such issues like acquisition of their lands. The government should consider the benefit for both the evicted families and the government on such issues, they added.

A statement issued by Retd. Capt. R. Adon, said that R.C.M. Tabipou Neumai alias T. Neumai S/o. Hukhambou of Renglong of Tamenglong District, has been expell/Terminated from the GPRN/NSCN-K Zeliangrong Region with immediate effect from April 23, 2011.
It said that the individual have collected Lakhs of rupees and even take over many work order of BRGF from Tamenglong and Tamei sub-Div., without the consent and knowledge of the Region Authorities.
The individual have been summoned at the region Head Quarter more than five times but pay no heed instead bypass and challenge the government. He has been tagged as wanted person by the outfit and would pay heavy price for his misconduct and misdeed according to the Azha of the govt. GPRN/NSCN-K.

BEIJING, May 10 (AP): A hospital in southwestern China says conjoined twin girls with a single body and two heads have been born at its facility.A staffer surnamed Wang at Suining City Central Hospital in Sichuan province says the girls were born Thursday.Wang said Tuesday the parents, who are farmers, did not want to have the babies at first, fearing they could not afford to keep them alive. She said they transferred the twins to a hospital in the nearby metropolis of Chongqing to be examined by experts.The local Huaxi Metropolis Daily reported the twins weighed 9 pounds (4 kilograms) and measured 20 inches (51 centimeters). IMPHAL, May 13: The Human Rights Initiative (HRI) coordinator Satyabati has charged the Child Welfare Committee (CWC) of not performing its duty.

Addressing media persons at Wankhei Thangapat Mapal today, Satyabati said that the HRI was intimated regarding a case of abduction of a minor girl.

The minor girl identified as Meisnam Debita Devi, 15, d/o Landhoni, a resident of Keishampat Mutum Leikai was allegedly abducted by one Akoijam Kishmat Singh, 21, s/o Ibomcha, a resident of Wangkhei Akoijam Leirak.

According to Satyabati, even as Kismat`™s father Ibomcha was approached by Landhoni and her family members on May 9 regarding the issue, Ibomcha and his family physically assualted them and also threatened them.

In this regard, the victim`™s families had lodged a complaint against Akoijam Kishmat and his father Ibomcha with the OC of Imphal Police Station for immediate rescue. However, the matter has not been taken up yet by the police, the HRI coordinator further alleged.

She further stated that, the Juvenile Justice Board meant to tackle cases related to criminal offence involving children is not functioning in the state, the CWC officials were also intimated of this case. `They are the concerned body to look after the welfare of children, a girl child has been kidnapped and is in police custody as of present, they have not addressed the issue in spite of a notification tendered to them earlier`, she said.

A special police unit comprising of 20 personnel has been set up under the JJB,they are remaining obsolete as of yet, `where will she be put up, a minor cannot be kept at the police station`, she alleged.

The recent statement by the UNLF chairman, R.K. Sanayaima, alias Meghen, that he is ready for a settlement of the Manipur-India conflict by any other honourable means even if it is not by a plebiscite, would come across as loaded with meanings to any close and concerned observer of developments of the underground politics in Manipur. Since the statement was not elaborated, it is never certain what was exactly implied, whether it was just a response to a purported statement by another underground organisation on the issue of plebiscite as a conflict resolution mechanism in Manipur, as was vaguely implied, or if the UNLF leader was unilaterally indicating his and his party`™s willingness to open up to other ideas and formulas which can bring about a resolution to the problem at hand and thus usher back in peace in this trouble-torn state.
This is encouraging, if not for anything else then at least because it means not putting all the eggs in one basket. Ideally, every important blueprint for a peaceful settlement must have a Plan-B, and indeed Plan-C and D, E, F… all of them, it goes without saying, bound together by a single goal. This is important since the project being pushed is important and cannot afford to fail. If one plan becomes unfeasible, there must be other options to replace it.

The million rupees question at this juncture is, does the state have any alternate plan or plans? Quite in despair we are quite certain this is unlikely. This question is relevant not just for the government but also to the numerous peace workers and NGOs in the state. Have they been doing anything in the regards? What about the Manipur University? In the political science department, we can quite confidently say there would be numerous scholars who had done or are doing their M.Phil and Ph.D theses on the issue of insurgency. Quite predictably, most of these would also be virtually the same dog-eared sketches of the history of the phenomenon, with few or none of them providing any fresh insight into what can be the way out. We hope we are wrong, and there indeed are some which can shed light at this crucial juncture on the festering issue. We understand that the university is also developing a peace study centre. We wonder if this initiative has also done anything of relevance when it comes to the crux, as indeed it is now.

The vacuum of intellectual material with relevance to real problems on the ground is frustrating, but more than this, it also points to the trend of academics in the state as a whole. The pursuit today is for degrees which can guarantee government jobs, and not in the real spirit of education, which is generally defined as acquisition of problem solving skills and insights into life`™s myriad challenges. The uneasy reality today in Manipur is, government jobs have acquired a Kafkaesque reality of its own, and they have become ends in themselves, so much so that even the meaning of the pursuit of education and knowledge has come to be skewed unrecognisably to mean only the acquisition of relevant paper qualifications to make the candidates eligible for these jobs. When real problem solving needs, especially very crucial one as the state is faced with currently arise, what everybody is faced with is a big intellectual void on the matter.

This is the tragedy of modern Manipur. The time is simply ripe to begin a new journey to explore peace possibilities, for opportunities are knocking at the door. If these extremely rare openings to a new and peaceful future are allowed to go waste, the history will never forgive the present generation. Though in an intellectual vacuum in matters of peace models currently, the government and the entire intelligentsia must come together to rise to the occasion. The exploration for different avenues for peace and reconciliation must begin in earnest without further loss of time. This reconciliation must be broad based too, for by no means can any resolution to Manipur`™s problems, we would venture to say much more than any other north eastern states, can be a linear one. As much as Manipur is multi-ethnic, multi-linguistic and multi-religion, the divisions within its society are as myriad and complex. To conjure up a holistic vision to accommodate all its problems within a single blueprint, what is called for is what John Paul Lederach terms as the `moral imagination` `“ an imagination that extends beyond the ordinary linear vision of established rules and legality, or individual likes and dislikes.

Briefing media persons after the meeting, the chairman of the Ceasefire Monitoring Group, Eapen Jacob Kochekan Major General (Retd.) said representatives of the NSCN/GPRN chose to stay away from the meeting, while divulging that the group members had been keeping away from the meeting for the past several months adding that, earlier meetings were cancelled for this reason.

In this regard, he reminded that the CFMG is a mechanism set up by the Government of India and NSCN leadership to strengthen the ongoing political dialogue process whereby, certain ground rules had been set up. The chairman felt that the absence of the NSCN/GPRN is for consideration as to whether non-participation in the deliberation of the ceasefire monitoring group is in line with the spirit of the agreement. He said while many issues were discussed during the meeting, most of the points required the views of the NSCN and informed these issues have been conveyed to the organization by the office of the chairman and response would be awaited. As chairman, he expressed hope that all parties would attend future deliberations of the CFMG so that the group would be able to help and support the political Elaborating on this, the chairman disclosed that since the shooting incident at Namsa in August, 2010, the NSCN/GPRN has not attended the meeting citing several reasons as stated by the NSCN/GPRN which include, ground rules are not being implemented and that the previous meeting was chaired by a representative other than the proper chairman. He said the NSCN/GPRN further argued that the chairman had been appointed without consultation. Stating that the NSCN/GPRN has been giving one reason or the other, the chairman explained that discussions during the meeting are held when the parties give their views and on questions of ground rules, the chairman decides and directs parties involved within the ambit of the ground rules set up.

On extortion and taxation, the chairman read out a reference section from the Ceasefire ground rules where it is stated the government of India had raised concern on forcible intimidation on individuals including government officials. It is mentioned, the NSCN representative had stated that they being a people`™s organization did not resort to such activities. However, in view of the concern expressed by the GoI, and the interest of promoting the peace process, the NSCN representatives reportedly agreed that such activities would be prevented. The chairman opined, if somebody is indulging in extortion, since the NSCN claims it is against their mandate, people have to be made aware that whatever activity is taking place is not with the expressed approval of the group and people should desist from giving.

On the rape incident at Chedema, the chairman said he had not received any complaint so far, but information had been received from the Assam Rifles. He felt everyone feels the pinch of extortion and taxation and people need to be bolder, while lamenting that, unfortunately, fear is all pervading in such cases. He further opined a lot of criminal activities are taking place in the name of various groups and it has now become a convenient excuse for a lot of unscrupulous business people and the entire brunt is being borne by the poor people.

The Ceasefire Monitoring Group consists of five representatives each from the Government of India including the State DGP, IGAR, DIG (CRPF), and Secretary to the chairman from the GoI, the NSCN/GPRN and civil society, NSCN/GPRN. However, representatives from the civil society have reportedly not attended a single meeting so far. Besides the chairman, the meeting on Saturday was attended by Thechamo Lotha, Addl. DGP Nagaland, Banuo Z. Jamir, Addl. Chief Secretary and Commissioner Nagaland, Major Sandeep Kumar IGAR (N) and Prabhanjan Kumar, Commandant CRPF.

IMPHAL, May 30: The Members of Autonomous district councils has strongly condemn the bomb blast that shook the ADC office of Khuman Lampak injuring three women of a family terming the act a heinous crime acted upon the members, staff and innocent people.
A statement jointly signed by vice chairman, ADC Ukhrul and chairman ADC Senapati, stated that a joint meeting of ADC members was conveyed at the office of the Khuman Lampak wherein the members resolved to vehemently condemn the act terming it inhumane.
It appealed the individual/group responsible for the attack to come forward, with their reasons behind such an extreme act, for peaceful dialogue and bring about amicable solution with mutual understanding and maturity. Such barbaric threat or human rights violation activities can never bring any lasting and peaceful solution it said adding the act will only create more problems in the society.
The ADC members maintained that the most urgent need of our society today is development and peace. Any attack on the life of people who are in the front line for development is a direct attack on the life of common mass and so such hindrance to development should not be encouraged by the society at any cost. 
It conveyed that the ADC have been restored for local self governance after a gap of 20 years to provide direct benefits to the people from the grass root level in the development aspects.
More powers and facilities are already devolved to which is the top priority of our society. Various works implementation have already started in the villages, blocks and districts level. Therefore, common people are urged to support ADC members in implementing various developmental works which are solely meant for the mass who have the right to enjoy such benefits.
It further appeal the government to bring the culprits to book at the earliest so that such anti social activities are nor repeated and also to provide a sense of security to the members in the near future.

IMPHAL, June 2: With the motive to encourage economic empowerment among the women folk of Keirao assembly constituency, one of the few constituency left unaffected by the local self governing economic generation system `Self Help Group`™ (SHG), a one day Awareness Programme on Self Help Group for the assembly constituency was held today at the premises of the Langdum community hall.

All together names of 69 newly formed SHGs were submitted to the official of the Institute of Co-operative Management (ICM) during the awareness campaign.

Hundreds of women from different parts of the constituency took part in the awareness programme jointly organized by the NCUI-Women Co-operative Education project, ICM and Keirao Kendra Self Help Group Coordination Committee, formed by social worker and aspiring politician, MI Khan.

Delivering his speech the ICM chairman, Kh. Borkeshor Singh, maintained that there were about 5000 SHGs being distributed by the ICM under the micro finance pilot project funded by the NABARD. However even in the wake of the booming trend of SHGs in the state, Keirao, remained one of the few constituency unaffected by the trend, he said.

He also pointed out that the reason behind the failure was due to lack of awareness among the people and most importantly lack of guidance from a leader.

He revealed that there were times when the ICM officials could not find a competent authority to approach, adding that the forming of the Keirao Kendra Self Help Group Co-ordinating Committee will mark the beginning of economic empowerment in the constituency.

Borkeshor also assured that 100 SHG would be provided with the loan from the ICM along with a 9 months training course very shortly.

Former militant leader turned social worker, MI Khan, while addressing his chief guest speech, maintained that women plays a vital role in shaping up the society adding it is with the motive that he observed the need to empower women.

The boost in SHGs will emancipate the conditions of the women from doing odd jobs besides upgrading their knowledge of economic generation programme, MI Khan observed.

He claimed that respecting, developing and upholding women rights, is the key to build a society and a nation. And, asserted that the people especially has been deprived of the basic rights and assured to expedite the process of availing with the loans by July.

While giving a wake up call to leave behind all the misery and worry, he urged the gathering to move forward and work with unity, sincerity and conviction.

In the meantime time, the former militant leader also announced that a SHG will also soon be introduced for men folk including jobless youths at the earliest.

The programme was also attended by D.K Sagolsem Singh. chairman, Manipur Fruit Processing and Cold Storage Co-operative Soceity Limited, H. Suresh Singh, Pradhan, Chanam Sandrok, members of local clubs etc.

IMPHAL, June 4: As the deadline set for the government to produce the culprits involved in the heinous killing of four year old Ningthoukhong boy expired today, a large number of people came out to the streets at Ningthoukhong Bazar and blockaded the Tiddim road (NH-150) thereby preventing commuters to cross Ningthoukhong area in Bishnupur district today.It may be recalled, the JAC formed against the killing of four year old Ningthoukhong boy Roberoy had set a 48 hours dateline on June 2 for the state government to produce the culprits involved in the killing of the minor.Womenfolk and locals blockaded Tiddim road at Ningthoukhong area from 11am today. After some hours, traffic along the highway resumed following deployment of heavy security forces at the area.In an ugly fracas between the agitators and the police during the road blockade, a police officer who was detailed for controlling the situation showed off his service revolver and acted as if trying to kill Thiyam ongbi Rabina, mother of late Roberoy, thereby exposing the ugly face of police brutality while dealing with sensitive issues of the public in the state.The incident happened when Roberoy’s mother, who was filled by emotions, asked the police to shoot her if they could not produce culprits involved in the heinous crime. Immediately after police officer’s action, Rabina fainted and fell on the ground. The Roberoy JAC has expressed strong condemnation to the excessive action of the police officer.Speaking to mediaperson, a JAC spokesperson said action of the police officer to Roberoy’s mother has angered the Ningthoukhong locals and as such demand stern action against the misbehaving police official.The JAC also said intense agitation will be followed till the culprits involved in the killing of minor boy are booked.

IMPHAL, June 5: The Self Support Group and All Manipur Positive Women Network, Imphal East, Christian Net of Positive Women Manipur Branch, has strongly condemned the killing of 4 year old Thiyam Roberoy and the bomb blast at ADC office Khuman Lampak, wherein a mother and her two daughters were injured.A press conference was held in this connection at Hatta, Imphal East district. Speaking to media persons the representatives of the organizations urged the government to produce the culprit involved in the killing of the minor boy within June 10 failing which it warned to endorse any course of action taken by the JAC formed against the killing. The groups further condemned the act of a police officer who used his service pistol to threaten protestors yesterday who were staging a protest against the killing of the minor at Ningthoukhong.At the same time, the groups while condemning the blast at the ADC office which injured three women folk of a family has urged the perpetrator to avoid similar incidents in the future.Menawhile, the Poumai Students’ Union in a press release signed by its publicity secretary has decried the bomb blast which at the ADC complex, Khuman Lampak on May 28, which had left three members of a fmily injured. The release has stated that the responsible group behind the attack should come forward and claim responsibility of the incident. The Union also condoled the injured victims and their family members while mentioning that the public should joined in to condemn the barbaric act.

IMPHAL, May 9: A combined team of Bishnupur police commando and 4/8 Gurkha Rifles arrested four hardcore cadres of the proscribe PREPAK (HOME) including BPR district commander-in-charge during search operation conducted at Bishnupur area on June 8 at around 2pm.
The arrested cadres were identified as Ngangom Somorjit alias Abung alias Malem, 30 s/o Ng. Bira of Langpok Maning Leikai, Trongbam Moupa alias Joy 31 s/o (L) T. Ibohal of Utlou Makha Leikai, Chanambam Yaiskul Singh, 55 s/o (L) Ch. Gouramani of yumnam Khunou Mamang Leikai and Kshetrimayum (O) Tombi Devi, 28 w/o (L) Ksh.  Munal of Phaogak Ikhai.
An official release said Malem and Yaiskul were involved in placing hand grenade at the residence of Angousana, Pradhan of Keinou Gram Panchayat and extorted rupees 50 thousands. The duo also involved in extortion of  one lakh sixty thousands rupees from one Basanta Singh, Pradhan,. Sanjenbam Gram Panchayat.
Police recovered two Chinese hand grenade, three mobile hand sets with four sim cards from Tombi Devi.
On further verification, Tombi Devi disclosed that she replaced one Chinese hand grenade near the residence of Ranjit Singh, Pradhan of Nachou Gram Panchayat in connection with monetary demands relating to NREGA fund under the direction of Malem.
On other hand Malem and Moupa were arrested earlier as cadres of KCP(City Meitei) and Yiskul was also arrested earlier in c/w fraudulent withdrawal of relief fund from D.C office of Bishnupur.
In the meantime, troops of the 35 Assam riffles arrested four UNLF cadres from Old Aishi village of Chandel district during search operations.
Arrested cadres of UNLF were identified as Bobby Meitei, 21 of Salamang Leikai, Lamphel, Ranjeet Singh 27 of Kongphal Porompat, Bocha Meitei of 21 of Moreh and Sanjay Singh, 25 of Yairipok.
One Daggers and Myanmar currency of 100 kyats were recovered from the possessions of arrested cadres.
In yet another arrest, troops of 23 Assam rifles of 10 sector under HQ IGAR (s) launched operation in general area of  Nongdam in Ukhrul district and apprehended one cadres of KYKL on June 8.
The apprehended cadres was identified as one Keisham Binod Kumar alias Inoa Singh s/o K. Rajendro of Keibi Mapal Awang Leikai.
